POLAND'S PRESIDENT PAID A VISIT TO THE DEPOSITORY OF OLD MANUSCRIPTS MATENADARAN YEREVAN, NOVEMBER 16, ARMENPRESS Poland's president Alexander Kwasniewski and his spouse Jolanta Kwasniewska paid a visit to the depository of old manuscripts Matenadaran in Yerevan, before concluding a three-day visit to Armenia. The deputy head of Matenadaran Vartan Grigorian showed the guests the ancient manuscripts, the best samples of medieval miniature, as well as books of 13-14th centuries about the Armenian-Polish relations. Speaking about his impressions of Matenadaran, Mr. Kwasniewski said that Armenian-Polish cultural relations must be developed. "A rich history is presented in Matenadaran, which proves the fact that Armenians and Poles have known each other for hundreds of years," he said. Mr. Kwasniewski also said that he leaves Armenia with happy and warm feelings as he made new friends here. "I feel myself an Armenian, I have been awarded the title of the honorable citizen of your capital city and I think we should develop our relations in all sectors together," he said.

LIVESTOCK VACCINATION CAMPAIGN BEGINS YEREVAN, NOVEMBER 16, ARMENPRESS The Armenian agriculture ministry has said it is starting a two month-long vaccination campaign of the livestock, which is thought by experts to be "the last resort" as a way of tackling the possible outbreaks of foot-and-mouth and other diseases. The government has allocated 754 mln Drams for the vaccination. It is planned that till the end of the year some 478,000 cattle, 545,000 sheep and 70,000 pigs will be vaccinated. According to the agriculture ministry, Armenia is still regarded as "an unsafe" country with regard to outbreak of animal diseases, as animals are slaughtered chiefly in the private sector, which is often done without any veterinary examinations.

ARMENIAN FOREIGN MINISTER SIGNS SEVERAL INTERNATIONAL CONVENTIONS YEREVAN, NOVEMBER 16, ARMENPRESS: Armenian foreign affairs minister Vartan Oskanian, who is New York for participation in the UN 56th General Assembly session, signed a number of international agreements and conventions November 15. The signed documents include a convention on banning funding of terrorism, the convention on fighting trans-national organized crime, the protocols on illegal trafficking of migrants by land, sea and air and on prevention and punishment of illegal women and children trafficking. The Armenian foreign ministry said that foreign minister Oskanian will travel November 17 from New York to Los Angeles to have a series of meetings with representatives of the Armenian community in California.

ARMENIAN FOREIGN MINISTER CALLS ON TURKEY TO PUT ASIDE PRECONDITIONS FOR NORMALIZATION OF RELATIONS YEREVAN, NOVEMBER 16, ARMENPRESS: Addressing the 56th UN General Assembly session Armenian foreign minister Vartan Oskanian called on Turkey to put aside its preconditions for improvement of relations with Armenia in the interests of regional and world peace. "In this post-September 11 world, when the Cold War has truly and finally ended, where erstwhile adversaries have found reasons to put aside ideology and establish partnerships, perhaps Turkey will put aside preconditions in the interests of regional and world peace," he said. "Armenia would like to have normal good neighborly relations with Turkey and is hopeful that Turkey will establish diplomatic relations with Armenia, open the borders and engage in constructive cooperation," Oskanian said. In reference to the Armenian genocide, which Turkey refuses to acknowledge, minister Oskanian said: "The memory of the Armenian Genocide continues to haunt and obstruct Turkey's relations with Armenia. However, we are confident that this issue can be addressed between the two governments, through dialogue." "The events of the last two months reminded Armenians that man is indeed capable of immense, indescribable evil and that mass violence is not a thing of the past. Yet, if we, as the victims of Genocide, are unwilling to permit our own tragic past to define our actions in the future, we can confidently call on Turkey to do the same, and join us as equal participants in a dialog between our two peoples," Oskanian said.

According to information provided by "Azg" newspaper, since1993 due to the hard social-economic conditions in Armenia nearly five thousand Armenian citizens emigrated from the country to Southern America, in particular – to Argentina. "Recently the majority of our compatriots, who had emigrated to Argentina, seriously considers the opportunity for returning," – the commission statement says. In the words of Ambassador of Armenia to Argentina Ara Ayvazian, several people returned to their homeland with the assistance of the commission. KAREKIN II APPRECIATES WINNERS OF TV FESTIVAL On November 14, His Holiness Karekin II, Supreme Patriarch and Catholicos of All Armenians, granted Letters of Appreciation to the winners of the television festival "Shoghakat-2001". It is already the second year that "Shoghakat" television studio of the Mother of Holy Etchmiadzin organizes competition-festival of films and video materials on spiritual themes with the aim of promoting the spiritual video materials' production. Expressing his appreciation to the organizers and participants of the festival, His Holiness noted that television broadcasts and films on spiritual themes not only contribute to the preaching of the Armenian Church, but also the spiritual-moral education of the society. Nineteen video films, 6 television broadcasts and 6 video clips were presented at the competition-festival. On November 10, the solemn ceremony of prizes' granting took place at the Mother See of Holy Etchmiadzin. The grand prix of the festival - a radiating altar cross decorated with garnets, which was not granted to any work last year, this year was granted to the authors of the film: "Land of Sacred Rites". The film authors took prizes in other nominations as well. Mr. Edgar Baghdasarian, producer of the same film, has been recognized as the festival's original producer, and Mr. Vahagn Ter-Hakopian, cameraman of the above-mentioned film, has taken the prize for the best work of cameraman. Mr. Arsen Grigorian, sound-producer of the TV film "Mankanots"(orphanage) has won a prize for the film's musical and sound setting. Upon the decision of the demanding jury this year prizes were not granted for the best television broadcast and video clip. ARSEN SOGHOMONIAN WINS ROMANCIADA INTERNATIONAL CONTEST A young singer from Yerevan Arsen Soghomonian won the international contest of Russian romances 'Romanciada', held in the city of Mogilev in Belarus, in which about 20 other singers from Ukraine, Belarus, Kazakhstan, Estonia, Kyrgyzstan and other countries took part. It should be mentioned that Arsen Soghomonian, a first-year student of the Yerevan State Conservatory after Komitas, was competing with famous soloists of theatres and philharmonics of other countries. AZERBAIJANI BANKS CHECKED TO TRACK DOWN TRANSFERS FOR TERRORISTS The government of Azerbaijan has launched an inspection in the country’s banks in an attempt to track down accounts of persons that may have relation with terrorist organizations. The Baku-based 525 Gazet reports, that the move, which symbolizes a new phase in the cooperation between the USA and Azerbaijan in fighting international terrorism, will cover virtually all banks. The governor of the Central bank Elman Rustamov said the move’s goal is to detect individuals who might have made money transfers for international terrorists through Azerbaijani banks. ARMENIAN REFUGEES VAGABONDS IN FOREIGN LAND It is characteristic for Armenians to wonder all around the world and settle in foreign countries. And although they integrate into foreign societies, they do preserve their national identity, language, religion- in their turn making the culture and coloring of a certain country. This tendency of Armenia nation was conditioned by the fact of not having statehood for many centuries. Nowadays the situation changed. Armenia gained independence, but people still didn’t acquire the idea of soil-motherland-statehood. Today also large numbers of Armenians leave for foreign countries. It is understandable that the republic is in heavy economic situation, and there are many other problems which may be dispiriting. But there is a simple truth: nothing is everlasting, good and bad times follow each other and the time is the most powerful means for this. But how do our compatriots live in foreign countries, how do they earn their daily bread? As it is known it is quite difficult to get residential permit and find a job in European developed countries. Our co-citizens, arriving in Europe apply to corresponding authorities for receiving a refugee status. Armenia for European countries is considered a country where no special cases of human rights violation is registered. That’s why most of the applicants are rejected. Concerning those Armenian citizens who left the country based on economic hardship, their applications are also turned down, because difficult economic situation is not enough ground for receiving asylum in Europe. Before their applications are discussed our refugees stay in temporary campuses and emigration camps. Not having a work and living means, receiving tiny sums from social security offices, many of them seek other ways of earning money. Some of them even commit crimes- steal, rob. Then what is the sense of leaving Armenia and going to a foreign country? Becoming a criminal? Many normally provided families sell their apartments and go to Europe- hoping that dollars there grow on the trees. But soon they realize that they had made a mistake, but it is too late. There is no way back, because they sold their apartments, even have considerable debts in motherland. Believing the legends of easy life many people get deceived in this way- thus putting the future of their children under threat. They become nomad vagabonds – going from one country to another- all the time being in bad spiritual condition, well knowing that at any moment they can be exiled from the country. Policemen of one or another country can shout at them, insult them and even beat them. And of course children don’t get normal education when living this kind of life – changing living place all the time. And the problem is that they realize their situation, but reconcile with it and live on like that- actually destroying their own lives and the lives of their children. Maybe its better to stay in motherland and try to do that little that one can do for improving the situation here, and endure hard times - for good times are sure to come one day.
