PUTIN-KOCHARIAN MEETING CONCENTRATED ON ECONOMIC COOPERATION -------------------------------------------------------------------------------- -------------------------------------------------------------------------------- Presidents Robert Kocharian and Vladimir Putin concentrated mainly on bilateral economic cooperation issues at the yesterday’s Kremlin meeting. Russian deputy prime minister Ilya Klebanov said so after the two-hour meeting was over. According to Klebanov, the issue of implementation of the already reached agreements between Russia and Armenia was discussed, which leads to the ‘Factories against debt’ deal. ‘A big step forward was made in the implementation of the reached agreements today’,- said the deputy prime minister. Klebanov underlined that the two sides are ‘satisfied by the fulfilled work, but they also realize the need of accelerating the process’. Mr. Klebanov noted that an intergovernmental agreement is drafted which regulates the ‘Factories against debt’ deal. ‘The presidents of the both countries are for the quickest conclusion of the draft agreement’,- said Mr. Klebanov. Vladimir Putin and Robert Kocharian also discussed bilateral cooperation in the natural gas and energy spheres, as well as the joint work aimed at modernizing the Armenian nuclear power plant. Before meeting with the Russian president, Robert Kocharian said that Armenia is concerned with the existing obstacles hampering the economic cooperation between the two countries, adding that new stimuli are necessary for boosting the economic relations. Russian president Vladimir Putin expressed his satisfaction concerning the regular contacts between him and Robert Kocharian, and expressed confidence that the negotiations will be successful. ISRAEL DISMISSES REPORTS ON SELLING WEAPONS TO BAKU A senior official of the Israeli embassy in Georgia Harry Cleman, who arrived in Yerevan on Tuesday, dismissed press reports which claimed that Israel was selling military hardware to Azerbaijan. Meeting with local reporters, Cleman said that these “absurd” reports were disseminated with one goal- to harm development of Armenian-Israeli relations. “No such a deal was ever concluded and is not foreseen in the future,” he said. In response to a question whether Israel was planning to open its embassy in Armenia, Cleman said it depended on Armenia. “The next day after opening of Armenian embassy in Israel we shall open ours in Yerevan,” he said. According to him, the issue of the Armenian genocide should be left to historians and making it as a priority of Armenia’s foreign policy hinders normalization of Turkish-Armenian relations. BOOK OF SAD PSALMS PUBLISHED IN ENGLISH YEREVAN, DECEMBER 17, ARMENPRESS A Yerevan- based Vem publishing-house has released Grigor Narekatsi's Book of Sad Psalms in English in the translation of Tomas Samuelian. The book is edited by an American-Armenian poetess Diana Ter-Hovhannissian. In the preface Samuelian tells about Grigor Narekatsi, a mediaeval Armenian clergyman, as well as about the role of Narek (the poem was also called Narek) in the cultural life of the Armenians, its exceptional literal and public value. It should be mentioned that Samuelian taught old and new Armenian in the Pennsylvania and Columbia Universities and is author to a number of books in English.

BEAST ON THE MOON SHOWN IN PARIS YEREVAN, DECEMBER 18, ARMENPRESS The 'Beast on the Moon', a recently completed movie, describing the story of a young couple that managed to escape the Armenian Genocide of 1915, was demonstrated at Paris Cinematography Hall lately with Armenia's ambassador to France Edward Nalbandian and the head of the French-German ARTE TV Jerome Clement participating. According to the foreign affairs ministry public relations department, the film was shot by the ARTE TV and Trans Europe Film Company on the basis of the American playwright Richard Kalinoski's play. The movie was shot in 2001 when France officially recognized the Armenian genocide, committed by the Turkish government in the last years of the Ottoman empire.

END TO KARABAGH CONFLICT SHOULD BE SEARCHED BY LEADERS OF TWO NATIONS, KAREKIN II SAYS PARIS, DECEMBER 18, ARMENPRESS: "The leading states of the world are interested in the soonest solution of the long-lasting conflict over Nagorno Artsax, as it will bring stability and peace in the volatile region of the South Caucasus," head of the Armenian Apostolic Church Catholicos Karekin said in an interview with French Le Figaro, wrapping up his Pontifical visit to France. His Holiness was received by France's president Jacques Chirac and other top officials, he also visited Lyon and Marseilles to meet with the local Armenian communities. Karekin II said that both Armenians and Azeris wanted to see the conflict resolved as soon as possible. "Solution to this conflict should be found out by the leaders of Azerbaijan and Armenia. If it is not made today, we shall face bigger problems in future," he said. He also said that his meeting with the spiritual leader of Azeris, scheduled for the end of December in Moscow at the mediation of the head of the Russian Orthodox Church Patriarch Alexiy II would also focus on ways to end the conflict.

ARMENIAN-RUSSIAN AGREEMENT DRAFT ON DEBT SETTLEMENT ACCORDING TO "DEBTS IN EXCHANGE FOR INVESTMENTS" FORMULA IS READY 18.12.2001 /PanARMENIAN.Net/ The Russian side has passed the draft of the agreement on the transfer of the shares of several Armenian industrial enterprises to the Russian part in exchange for payment of state debt. The matter concerns the formula "the debts in exchange for investments". As 'Arka" reports the draft has been passed after the talks between Vladimir Putin and Robert Kocharyan in the Kremlin. According to Russia's government vice Prime Minister, the co-chairman of the intergovernmental committee for economic cooperation Ilya Klebanov, the Presidents of Russia and Armenia set a problem " to bring the agreement draft to the signing as soon as possible". Klebanov has informed that a working group was in Armenia where they were engaged in the assessment of the assets, particularly, generating supplies and energy distributing nets. Besides the Presidents of Armenia and Russia discussed the issues on cooperation in gas industry and power engineering. "We are satisfied with the done work but we realize it is necessary to make further steps faster", stated Klebanov. BAKU-JEYHAN OIL PIPELINE CONSTRUCTION PROJECT INITIATORS HOPE TO AVOID FAILURE 18.12.2001 /PanARMENIAN.Net/ The decrease in the international prices for oil threatens the realization of projects connected with Azerbaijani oil export. Nevertheless the head of Azerbaijani international operating company David Wudvord, who is in Tbilisi these days, has stated that despite the tendencies in the international market, the works on the realization of the projects will continue. According to him, Baku-Tbilisi-Jeyhan oil pipeline construction will be cost efficient at the price not less than $20 for a barrel. But it is known that the experts forecast the prices might go down to $9-10. Wudvord has admitted that such a perspective can effect the plans of the international consortium members but he thinks the threat is not very dangerous. FRANCE'S NEW AMBASSADOR TO ARMENIA APPOINTED 18.12.2001 /PanARMENIAN.Net/ President of France Jacques Chirac has signed the decree on the appointment of new Ambassador Extraordinary and Plenipotentiary to Armenia. 55 year-old diplomat Anri Kyuni will represent the official Paris in Yerevan. He has filled different posts in the France's Embassies in Moscow, Rome and Vatican. Kyuni was the councilor of the general headquarters chief of the armed forces of France for foreign issues. EUROPEAN UNION IS FOR NAGORNO-Artsax CONFLICT SETTLEMENT ONLY WITHIN OSCE MINSK GROUP FRAMEWORK 18.12.2001 /PanARMENIAN.Net/ The European union is for the Artsax conflict settlement only within the OSCE Minsk group framework. Italy's Ambassador Extraordinary and Plenipotentiary to Armenia Paolo Andrea Trabaltsa has stated this in his interview to "Arminfo" agency. It should be reminded that Italy is the chairing country in the European Union until the end of this year. According to the diplomat, after September 11 the opportunities to cooperate at the international level have occurred. In the light of the new international situation the world community must do everything possible to settle the so-called "frozen conflicts", that are potential threats for the whole world, noted the Ambassador. "The European Union completely supports the co-chairs of the OSCE Minsk group for Nagorno-Artsax and is ready to accept any agreements signed by Armenia and Azerbaijan. We also hope the decision will have been made by the end of next year maximum", has noted Trabaltsa. At the same time the Italian diplomat has added that except the OSCE, other international organizations can only introduce their positions regarding the Artsax conflict settlement. Azerbaijan Renews Threats To Armenia BAKU (Armenpress)—The Defense Minister of Azerbaijan, Safar Abiyev said the country would go to war to win back the disputed territory of Nagorno-Artsax unless Armenia gave it up, according to Azeri news reports. "It is essential that the enemy realizes that if it does not give up our land peacefully then we will use force," said Abiyev. He added, "Now, more than ever, we need to have a strong military and Azerbaijan will make every effort to achieve that." Abiyev is the latest of several Azeri officials, including President Hayder Aliyev, to threaten war over Artsax since peace talks on the issue between Armenia and Azerbaijan came to a standstill in April. But Western observers believe a renewal of hostilities is unlikely because Azerbaijan's military is relatively weak, and with foreign investment pouring into its oil industry, it has too much to lose.

Azeri Journalists Seek Asylum In The US YEREVAN (Armenpress)—The Baku-based 525 Gazet reports that the staff of one of the leading Azeri newspapers Azadlig sent a letter to the US Ambassador in Azerbaijan Ross Wilson asking for political asylum for themselves and their families. "The life and safety of the staff is in danger and we ask you to provide us immediate political asylum in the territory of the US Embassy in Baku with later transfer to the USA," the letter says. The letter says that persecution and pressure on the free media in Azerbaijan have acquired unprecedented dimensions and the Azadlig daily has become the main target of the authorities' attacks. The letter says that the authorities violently canceled a rally in support of free press, that was planned by the staff of Azadlig, Hurriyet and Yeni Musavat dailies on December 12. During the clash with the police a staffer of the Azadlig was injured and was sent to a hospital.

ARS Clothes Drive To Benefit Armenia GLENDALE—A large-scale clothes drive organized by the Armenian Relief Society Western Regional Executive took place on Saturday and Sunday at the ARS Nazikian center, as a result of which more than 200 large boxes will be shipped to Armenia for the winter. The project was the Regional Executive's way of heeding a call from the ARS Central Executive, which had urged immediate assistance for youngsters and students in Armenia. The drive began at 9 a.m. Saturday with ARS members from throughout Southern California and community members drove to the ARS Nazikian Center on Glenoaks Boulevard to drop off their winter clothing donations. Blankets, comforters, scarves and shoes were also among the donations received by the ARS over the weekend. Under the leadership of the ARS Regional Executive members and the supervision of Jasik Jarahian, members of the Armenian Youth Federation sorted the clothes and placed them in large boxes. Jarahian reported that more than 200 boxes will be shipped via the United Armenia Fund. A matching donation of men's, women's and children's winter clothes has been pledged by community benefactor Koko Kalaydjian . At the end of October, the Compatriotic Union of Kharpert has already dispatched some 790 pairs of children's shoes, 380 shirts, as well as school supplies slated for distribution two three schools in the Nor Kharpert village.STRASBOURG (Armenpress)—Council of Europe Secretary General Walter Schwimmer expressed his concern over the reports about police brutality during a peaceful demonstration by journalists in Baku. He stressed that Azerbaijan must respect its commitments to the Council of Europe, which include freedom of expression and freedom of peaceful assembly. "This unfortunately is not the first time that we receive distressing reports from Azerbaijan about the violations of Azeri journalist rights. In a democratic society, the authorities must accept criticism," Said Schwimmer. He called on Azeri authorities to prevent violent actions against the press in the future and to ensure respect for freedom of expression and of the media in line with its commitments. He also said that the Council of Europe is ready to offer all necessary assistance.

Kocharian Visit To Iran Set For Next Week TEHRAN (AFP) - Armenian President Robert Kocharian will make an official trip to Iran on December 25-27 for talks on bilateral relations, the Armenian embassy in Tehran said Monday. A meeting with Iranian President Mohammad Khatami would cover bilateral relations, construction of a gas pipeline between the two countries, international issues and the situation in the Caucasus. Tehran acted as a mediator between Yerevan and Baku in their conflict over Nagorny Artsax, an Armenian-populated enclave in Azerbaijan, that proclaimed its independence in 1991 and was supported by Armenia until a ceasefire in 1994 after years of bloody clashes. A visit to Tehran by Azerbaijan's President Heydar Aliev, expected in September, was cancelled. The two countries are at odds over oil rights in the Caspian Sea. Iran has a sizeable Armenian community of some 200,000 people, living mainly in Tehran and Isfahan.

Demirchian Mulls Party Structures In Diaspora By Armen Zakarian The leader of the People’s Party of Armenia (HZhK), Stepan Demirchian, said on Monday that the center-left opposition party should step up its contacts with Armenian communities abroad and consider opening branches there. Demirchian, fresh from a one-week trip to Russia and the United States, said his party should “work seriously” with Diaspora Armenians who he said would like to see HZhK branches opening in their communities. “There is such a desire both in the US and Russia,” he told RFE/RL in an interview. Demirchian, who inherited HZhK leadership from his father Karen killed in the October 1999 attack on the parliament, added that steps in that direction should not contradict Armenian law which bans parties from receiving funding from abroad. The restriction is widely believed to be flouted by those Armenian parties that have Diaspora structures. Demirchian’s visit to the US included meetings in New York and Boston with representatives of local Armenian organizations. The HZhK leader gave no details of the meetings, saying only that they were “productive and important.” He sharply denied reports by pro-government media that the main purpose of the trip was to raise funds for the HZhK, which is increasingly in opposition to President Robert Kocharian. “Some people hate the Demirchian family so much that they are now in a disturbed state of mind and are capable of everything,” he said. Demirchian claimed that the Armenian-Americans are seriously concerned about the scale of corruption in Armenia and the ongoing trial of parliament attackers. “There too people are outraged that the trial has dragged on with no end in sight,” he said.
