What Lessons Should Armenians Learn From TARC's Demise? By Harut Sassounian Even though the demise of the Turkish-Armenian Reconciliation Commission (TARC) was widely anticipated, Armenians worldwide breathed a sigh of relief when its death was finally announced last week. In a joint statement, the four Armenian members of TARC announced that "TARC is not going to proceed" and asserted that they had taken this action in retaliation for the Turkish commissioners' decision not to go ahead with a study by a third party concerning the Armenian Genocide. The Armenian commissioners and their supporters naturally blamed the Turks for TARC's "untimely" demise. While the Turks deserve to be criticized, it is all-too-easy and convenient to pin the whole blame on them. A more useful and instructive exercise would be for Armenians to ask some tough questions to themselves: Who Is Responsible For This Fiasco? a. The main culprits are the four Armenian members of TARC: Alexander Arzoumanian, David Hovhannissian, Van Krikorian, and Andranik Mihranian. Those who took the lead in the formation of TARC bear a higher degree of responsibility. b. The blame should be shared by the few Armenian groups and individuals that supported this misadventure, even though many of them were fooled into thinking that TARC was simply an attempt at "dialogue" between Armenians and Turks. c. The governing boards and the membership of these groups wrongly allowed a small clique of their leaders to support TARC without the knowledge or the approval of the majority of their members. Such negligent behavior on the part of the majority in these organizations made it possible for an autocratic minority to hijack and ruin a group's reputation. d. A couple of Armenian newspapers, motivated by self-serving considerations, misled their readers by publishing ghost-written editorials favoring TARC. e. The blame also goes to Armenian government officials who consciously or unconsciously handed over to the four Armenian TARC members the conduct of Turkish-Armenian relations. What Price Should Be Paid For The Damage Caused? a. The four Armenian members of TARC have already paid a hefty price by being discredited in the eyes of the entire Armenian nation. A couple of them will probably lose their leadership roles in their respective organizations. b. The organizations and individuals that backed TARC have also been tarnished. Some of these groups have lost both members as well as financial supporters. c. The State Department, the Turkish government, and other foreign powers now know who NOT to deal with in future discussions involving Armenian issues. d) A growing number of Armenians are questioning the wisdom of those Armenian government officials who gave their tacit consent to the formation of TARC. What Lessons Should Be Learned From This Misadventure? a. Reconciliation with Turkey can only be achieved after the Turkish government recognizes the crime of its predecessor and makes appropriate amends for the grave damage caused to the Armenian nation. b. Negotiations with Turkey can only be conducted from a position of strength, not weakness. Catering to the Turks or wining and dining them will not lead to the recognition of the Armenian Genocide. c. The Turks had agreed to join TARC not for the purpose of reconciling with the Armenians or recognizing the Genocide, but to scuttle the successful efforts that had led to the recognition of the Armenian Genocide by a growing number of countries in recent years. d. Critical issues affecting the entire Armenian nation, like the Genocide or the Artsax conflict, should not be negotiated by a handful of individuals behind closed doors. Serious efforts should be made to include the major segments of the Armenian nation prior to sitting at the negotiating table with Armenia's enemies. e. Armenian organizations should no longer blindly add their signatures to any statement submitted to them by another group unless they can independently verify the alleged facts and arguments contained in that statement. In recent months, so many false representations have been made to the Armenian community that henceforth, all such claims have to be scrutinized before trusting their accuracy. How Do We Ensure That Such Mistakes Are Not Repeated? a. Those who were involved in this fiasco have to acknowledge their mistake. In their last statement, the Armenian members of TARC said that they "continue to believe" that contacts between Turks and Armenians "such as those which have been enabled through the TARC continue to be necessary." This statement may indicate that TARC is not fully dead and that its Armenian members and supporters have not learned their lesson. Given another opportunity, they will probably repeat their grave mistakes! b. Pan-Armenian consultations have to take place before embarking on solo adventures that involve the interests of the entire nation. c. Armenian government officials have to think long and hard about the possible consequences of such private initiatives the next time someone approaches them with a similar half-baked idea. d. Those who irresponsibly aggravated the division within the Armenian community and caused such serious damage to the recognition of the Armenian Genocide and the retention of Section 907 have to prove in concrete actions, not just words, that they have made significant organizational changes that will preclude a small clique from embarking on an adventure that risks compromising the interests of the entire nation. It would also be welcome, if they would admit that it was wrong to attack the reputations of those who criticized TARC. e. The transcripts of all TARC meetings should be made public to regain the trust and confidence of the Armenian community and learn valuable lessons as to what went wrong. If Armenians both in Armenia and the Diaspora draw the appropriate lessons from this contentious experience and become more conscientious about the critical issues facing the nation, they would then be able stand up to their rights and not allow any one to manipulate their interests.

Ten Armenian Companies Win Medals In Moscow MOSCOW (Noyan Tapan)— Moscow hosted the second annual trade and goods exhibition on December 10-14, among the ten former soviet republic states. There were 36 Armenian companies participating in the exhibition, ten of which won various medals. The Armenia Development Agencies director Vahakn Movsessian, announced on Thursday that three gold medal winners. "Vedy Alko," OUSDA Mep," and "Likvor Farmazepht," all tied for first place. Others that received honorable mentions were "Armenmotor," "Sava," and "Connect," corporations. Three other Armenian organizations were acknowledged by the All-Russian exhibition. The Armenian organizations that participated in the Exhibition received higher praise when they were recognized as the only organization from a former soviet republic that were non-governmental and financed the expenses of the exhibition themselves. The participating Armenian Companies included wineries, various cheese producers, drinks, sweets, and various appetizers. Armenia's Scientific Potential Underestimated By Government YEREVAN (Noyan Tapan)—"Our science is bigger than our country. It is difficult to preserve such a advanced scientific community in a small country like Armenia," said president of the National Academy of Sciences Fadey Sargsian in the interview on December 21. "If we let our scientific potential go, our country is sure to become a third world state," he stressed. Sargsian said that it is the state that must take care of science, and the government did adopt the law of scientific and scientific-technical activity. Sargsian expressed his regret that the 2002 state budget allocated less than three percent to science, but he hopes that in the future, the government will have the means to allocate as much money as the industry deems necessary. He pointed out that in the current year, 240 million drams were supposed to be set aside for scientific workers, but their salaries have not been paid for the last four months. He hopes that this large debt will be completely paid off by the end of this year. "Despite the straining conditions, the real scientists continued working," the NAS president said. When a news correspondent asked how the National Academy intends to pay off its the debts for energy, Sargsian said that the NAS's debts have been accumulating since 1999, and that now it totals 78 million drams. This debt was to be paid by thematic financing sources, but they appeared to be insufficient even for paying salaries. The president of NAS said that he appealed to the government many times, and he hopes that the government will pay the debt.

Turkey Ends Boycott Against France ANKARA—Turkey unofficially ended its boycott against France. When France officially recognized the Genocide, Turkish authorities called for an all out boycott against France in every arena of society, from military to material commodities. Turkey rejected all previously made agreements with France from Military to trade. A short time after, Turkey gradually called off its boycott of various French goods and services, and reinstated its normal relations with France, but it maintained its military boycott. News out of Ankara now implies that the military boycott has ended as well. Turkey recently gave $350 million to a French Research and Rescue exploration organization. By this gesture, Turkey unofficially ended its boycott against France.

Hardline Group Against Return Of Occupied Azeri Lands By Hrach Melkumian An organization of Armenian intellectuals opposed to concessions to Azerbaijan warned on Saturday the authorities in Yerevan and Stepanakert against agreeing to a peace deal envisaging the return of occupied Azerbaijani districts around Nagorno-Artsax. The group called the Committee To Protect Liberated Territories said all proposals submitted by international mediators to date demand “unilateral concessions” from the Armenian side and are therefore unacceptable. “There must be no concessions to the Azeris, neither on the [occupied] territories, nor on [Artsax’s] sovereignty,” one of the committee activists said at a meeting held in the Armenian National Academy of Sciences. Its Artsax-born chairman, Lenser Aghalovian, said the committee should set up branches across Armenia in order to enhance its political influence. The leaderships of Armenia and the self-proclaimed Nagorno-Artsax Republic say they are ready to trade the occupied lands except the strategic Lachin corridor for de-facto independence for the Armenian-populated disputed region. They have largely accepted all peace plans presented by the French, Russian and US co-chairs of the OSCE’s Minsk Group over the past three years. The peace formula favored by Yerevan and Stepanakert came under attack from Aghalovian’s organization. The committee adopted a statement saying that the Armenian side should freeze the status quo in the Artsax conflict and expand Armenian settlements in the Azerbaijani lands captured during the 1991-94 war.

SENATE APPROVES MORE THAN $90 MILLION IN ASSISTANCE TO ARMENIA AND LIMITED WAIVER OF SECTION 907 The US Senate approved on Friday the FY2002 Foreign Operations Bill including more than $90 million in aid and military assistance to Armenia and a limited, conditional waiver of Section 907 of the Freedom Support Act. The Armenian Assembly applauded the Bill's passage, which now goes to President George W. Bush for his signature. The Senate action follows a similar one in the House Thursday, which also approved the Bill by a vote of 357-66. The Assembly praised all Members of Congress for their leadership in assisting Armenia and strengthening U.S.-Armenia relations. "The passage of this bill, which includes $94.3 million for Armenia, and first-ever U.S. military assistance to Armenia, will strengthen the U.S.-Armenia relationship in the military sphere and ensures that Armenian communities in the Caucasus are safeguarded from Azeri aggression. I would like to particularly commend the outstanding leadership and tenacity of Senator McConnell," said Assembly Government Relations Director Bryan Ardouny. The Assembly was advised shortly after September 11 that given the current international crisis, presidential waiver authority of Section 907 would be granted in some form. The Assembly opposed both repeal and blanket waiver of this important legislation and worked to ensure that favorable conditions were included in the temporary and conditional 907 waiver. The final agreement includes strong language emphasizing that any assistance to Azerbaijan cannot be used for aggressive purposes against Armenian communities in the Southern Caucasus. MAIN ROUTES OF TRACECA TO PASS VIA ARMENIA At the session of intergovernmental commission of TRACECA program’s member countries held in Tbilisi on December 11-12 the main routes passing via Caucasus that will connect Europe with Central Asian five countries were confirmed. As Armenian transport and communication deputy minister Hrant Beglarian informed, who represented Armenia at the session, the new routes pass via Armenia. Whereas by the 1998 program the main route of TRACECA bypassed Armenia. The route came from Europe, passed Black Sea, and reached Caspian Sea and Central Asian countries through Georgia and Azerbaijan. The new main railway route adopted at the session held in Tbilisi comes from Turkey to Armenia and branches off into three directions. The fist railway goes to Georgia, second to Azerbaijan via Ijevan, and the third again goes to Azerbaijan via Nakhichevan. The same way highways are branched off. Hrant Beglarian underlined that all the member countries of TRACECA program of European Union pass decisions unanimously. The decision on the new transport route was also adopted unanimously. This means that Azerbaijan and Turkey also voted for it. So they also accept that this new route is the shortest, most secure one and economically profitable. But a question rises here: how is the route going to function when some parts of it, especially those entering Armenia are closed? The deputy transport and communication minister noted in this respect that the decision of intergovernmental commission is conceptual and will be a landmark for future. And if the project is put into practice then the situation of Armenia will change essentially, and it will become a crossroad of routes – with all the positive consequences. Daily Azg was also interested in the idea of Akhalkalak-Kars railway construction, which was proposed by Turkey. But Mr. Beglarian said that Armenia came up against that idea at the previous session of TRACECA program’s intergovernmental commission. And in this last session there was no such suggestion any more. Mr. Beglarian added that the Akhalkalak-Kars project is very expensive (will cost 600 million USD) and with suspicious efficiency. He also informed that the following session of the TRACECA countries’ intergovernmental commission will be held in Yerevan. PEOPLE IN BAKU LOOK FOR MONEY TO "JAM" Artsax TELEVISION SIGNALS 20.12.2001 /PanARMENIAN.Net/ Baku special services can not find money to get radio engineering necessary to "jam" Stepanakert "Artsakh" channel signals. According to Baku "525 newspaper", $92000 is necessary for that but the state can not afford such funds. PRESIDENT OF UNION OF ARMENIANS OF RUSSIA ARA ABRAHAMIAN CALLED MAN OF THE YEAR 21.12.2001 /PanARMENIAN.Net/ Russian Biographical Institute called President of the Union of Armenians of Russia Ara Abrahamian a laureate of "Man of the Year –2001" national premium. Ara Abrahamian is awarded the premium in the sphere of political activity "for prominent contribution to strengthening the civil society of Russia. "According to the information provided by "Arminfo" agency, other three persons were included in the list of the laureates in the political sphere – Russian President Vladimir Putin, Plenipotentiary representative of the President of the Russian Federation in the Central Federal District Georgy Poltavchenko and Chairman of the Committee on budget of Russian Federation State Duma Aleksandr Zhukov. The Russian Biographical Institute was founded in 1993 for studying the Russian elite. The Institute determines the best in the nominations of "Man of the Year" and "Best Governors of the Year", and awards Silver Cross and "Man of the Year" diploma. ACCORDING TO AMERICAN CONGRESSMEN "AL-QAEDA" TERRORIST NET ELEMENTS CONTINUE TO OPERATE IN AZERBAIJAN 20.12.2001 /PanARMENIAN.Net/ During the final legislative step in the US Houses of Representatives' adoption of the 2002 foreign aid bill, American Congress Armenian group co-chairs Joe Knollenberg, Frank Pallone and Nita Lowey expressed concerns about the open-ended nature of the authority granted to President by the Congress allowing the President to waive Section 907 of the Freedom Support Act. Congresswoman Lowey said "I am concerned about the inclusion in this bill of an open-ended waiver of Section 907 of the Freedom Support Act. We make clear in the statement of managers that we will revisit this issue next year if necessary". Kollenberg noted that the bill, for the first time included military assistance to Armenia. That is, according to him, a confirmation that there is a new stage in the US-Armenia relationship. Pallone in his speech said that not constructive position of Baku regarding the issue of Artsax conflict settlement caused concerns. Particularly Azerbaijan not only refuses to lift the blockade but also continues to threaten with war. Congressman noted that the main term for the repeal of Section 907 should be the lifting of the blockade against Armenia and Nagorno Artsax by Azerbaijan and Turkey. "This point will be introduced next year during regular hearings of the Foreign Aid Bill," said Pallone. Congressman also said that the presence of "Al Qaeda" cells in Azerbaijan was a threat not only for Armenia and Nagorno Artsax but also for the USA. NAGORNO Artsax REPUBLIC DOES NOT NEED CREATION OF MILITARY BLOCK WITH OTHER FORCES 21.12.2001 /PanARMENIAN.Net/ Nagorno Artsax Republic Foreign Ministry has come out with a statement concerning the information in some mass media that the question of creating a military block will be discussed at the meeting of the heads of the foreign departments of unrecognized states to be held in Sukhumi in February next year. NKR Foreign Ministry states the Republic possesses a sufficient potential for securing itself and does not need creation of a military block with other forces. The document stresses the official Stepanakert intends to emphasize the necessity of creation of a system of international and military-political security safeguards at the coming meeting. ARMENIA REPUDIATES OWNER RIGHT OF "ARARAT" MOSCOW BRANDY FACTORY 21.12.2001 /PanARMENIAN.Net/ Armenian Government has made a decision to pass the shares of "Ararat" Moscow Brandy Company owned by the state to creditors, to whom the enterprise owes a big sum. Moscow "Levko" bank will become the new proprietor of the factory to all appearance. The Minister of Agriculture is charged to arrange the deal. The procedure of the company bankruptcy will be stopped as a result of this. The Government has also charged to solve the question of renaming the enterprise. This is conditioned by the contract obligations to the owner of Yerevan Brandy Company – "Pernod Ricard" French company, which is the owner of "Ararat" trademark and name. RUSSIAN INSTITUTE OF CIS COUNTRIES DIRECTOR CONFIDENT Artsax PEOPLE WILL NOT CHANGE INDEPENDENCE FOR "CHIMERICAL IDEA" OF UNIFICATION WITH AZERBAIJAN 21.12.2001 /PanARMENIAN.Net/ Director of the Institute of CIS Countries Konstantin Zatulin, who is in Nagorno Artsax, has met with NKR President Arkady Ghukasian. The state head discussed the course of the negotiations on Artsax conflict settlement with the Russian political scientist. The interlocutors also concerned the prospects of developing Artsax economy. Yesterday Konstantin Zatulin also met with Stepanakert journalists. He said it was necessary for Nagorno Artsax to participate in the negotiations as an independent party. The political scientist expressed confidence that Nagorno Artsax people will not change its independence for "the chimerical idea" of unification with Azerbaijan. 51% OF POPULATION OF ARMENIA TRUST THE PRESIDENT 21.12.2001 /PanARMENIAN.Net/ 51% of the population of Armenia trust country President Robert Kocharian. As reported by "Arminfo" agency, these are the results of a survey held by the Armenian sociological association among 1500 citizens in different parts of Armenia. The research was held owing to the financial support of the U.S. Agency for International Development. The rate of the population trust to the judicial system is the lowest. Only 26% of the survey participants trust it. 62% respondents consider there is no democracy in Armenia. Another 16% think democracy exists in Armenia but its scope is limited. 15% of the interviewees recognize there is democracy in Armenia. METAL PRINCE EXPANDS ACTIVITY A Romanian Metal Prince company had been planning to start negotiating with the Armenian government on joint running of the ore mining and processing enterprise in the northern Armenian town of Akhtala still in 1999 September, but they were delayed after an attack on the parliament the following month. The negotiations resumed earlier this year and had a successful end, following which the company invested $940,000 to repair and update some of the facilities of the plant. Until now the company’s output was some 450 tons of copper concentrate with a high, 20-25 percentage of copper. The Armenian representative of the company Serob Ter-Poghosian says though the quality of the copper can compete with production of other smelters, the volumes are still low. The plant had to halt the operation for one week because of energy debts. He said the company has designed a new plan of investments in the plant, which consists of two stages, the first is worth $2 million 700,000, of which $1 million 200,000 will be used for starting exploitation of Shamlough mines with a purpose of mining some 300,000 tons of ore annually. The rest of the money will go for installment of the second production cycle to make it uninterrupted. Successful implementation of this scheme will increase the number of workers to 800 from current 500. The wages of the workers are relatively high, ranging from $150 to $300 monthly. In the second stage $7 million 300,000 of the total $10 million, projected as investments, will be directed to exploitation of other mines, which contain gold, silver and other precious metals, which will be processed by a new plant, to be constructed in Stepanavan. All these plans are foreseen to be fulfilled in the next four years, but before passing to the second stage the company has proposed buying the company out. Genocide DIPLOMATIC CYNICISM Imagine what a howl would Israeli authorities and Jewish lobby set up if an Armenian diplomat to Israel said the following at a briefing held in Tel Aviv: ‘Armenia recognizes the suffering of Jews, but thinks that historians should discuss the Jewish Holocaust and say exactly what, when and where everything took place. We think that today the issue must not be raised to political level. It better remains as an important, but academic issue’. Official Yerevan, on the basis of the foreign policy of which lies the Armenian Genocide recognition issue, has not yet responded, and most probably will not, to the provocative announcements made by the second secretary of Israeli embassy in Georgia and Armenia (location Tbilisi, Georgia) Harry Clayman at the briefing held at the ‘Yerevan’ hotel of Yerevan couple of days ago. Referring to the Armenian Genocide issue, the Israeli diplomat made an announcement which can be considered a diplomatic cynicism. ‘Israel recognizes the sufferings of Armenian nation, but thinks that historians should start discussing the Armenian Genocide issue and give exact information what, when and where everything took place. I think that this issue must not be discussed on a political level. It better remains as an important, but academic issue’,- said Harry Clayman. Adolph Hitler thought the same way when carrying out the Jewish Holocaust – saying that nobody remembers the Armenian Genocide then. A number of international organizations, more than ten countries – and among them France, have recognized the Armenian Genocide. To Clayman’s cynic ‘where, what and when’ expression many noble countries, political figures and historians, among whom there are many Jewish scientists, answered that ‘a crime was committed against humanity- a mass extermination of Armenians took place during the W.W.I in the territory of Ottoman Empire’. Mr. Clayman suggests regulating Turkish-Armenian relations instead of recognizing the genocide and brings the example of Turkish-Armenian Reconciliation Commission. Then why don’t we suggest to create a Jewish-German Reconciliation Commission, bring together 4 Jews and 4 Neo-Fascists and start guessing whether Jewish Holocaust did take place or not. Harry Clayman made several other provocative announcements. Concerning the opening of Israeli embassy in Yerevan the Jewish diplomat said that it depends on Armenia, and whenever an Armenian embassy opens in Tel Aviv the very next day an Israeli one will open in Yerevan. But if Israel is guided by this principle then it shouldn’t have an embassy in Azerbaijan, for there is no Azeri embassy in Israel. Whereas Israel opened its embassy in Azerbaijan some time ago and has an ambassador there, and the Israeli-Azeri relations are said to be on a ‘high level’. Azerbaijan does not open an embassy in Israel because it is afraid to aggravate its relations with Iran and the Arabic world even more. And at the summits of Islamic countries’ organizations Azerbaijan does not defend the policy carried out by Israel in the region. It is high time that Armenian legislative authorities draft a law, according to which those Armenian citizens who reject or question the Armenian Genocide are subject to criminal prosecution, and foreign citizens thinking in this way are subject to expulsion. In this respect we would like to remind that in Israel and a number of European countries criminal proceedings are instituted against those people who reject or question the Jewish Holocaust, and particularly in France such people are sentenced to one year of prison. 59% OF ARMENIANS INTERESTED IN POLITICAL LIFE According to the survey, conducted by the International Foundation of Electoral Systems, 59% of the population in Armenia is interested in the political events taking place in the country. However, only 13% says they know whom to elect in the upcoming elections, 58% think they are not well-informed and 17% not informed at all. It should be mentioned that the main source of information for them is national and international TV media. The Armenian Public TV is the main source of information for 89% of them, the next is Prometevs (64%), then Russian RTR (40%) and public radio (22%). The local TV is a source of political information for only 17% of the population. KOMITAS’ MUSICAL HERITAGE IN ENGLISH The musical heritage of Armenian famous folk music composer and collector Komitas was enriched by one more book- the English translation of his articles and works. ‘Komitas: Essays and articles’ book was translated into English by Vache Parsumian and was published by the Drazark Press Publishing House of California. The sponsor of the publication is American-Armenian Nubar Uzunian. The book includes the autobiography of Komitas, his woks on Armenian folk and religious music, as well as his letters. There are necessary note examples in the book, and theoretical works of Komitas. The book is well designed and has the best photos of the notable musician. Praiseworthy is the initiative of the authors and publishers of the book, for the English-language book about Komitas will enable foreign readers to get acquainted with Armenian folk music and Armenian spirit in general. ARMENIAN JEWELRY EXHIBITION TO OPEN IN JAPAN -------------------------------------------------------------------------------- -------------------------------------------------------------------------------- President Robert Kocharian’s meetings in Japan continue Armenian president Robert Kocharian met with Japanese Emperor Akikhito in Tokyo. The meeting had a ceremonial character. President Kocharian also met with the chairmen of Japanese Export Trade Organization (JETRO) and Japanese Bank for International Cooperation (JBIC). An agreement was reached with the JETRO to hold an exhibition of Armenian jewelry in Japan in 2002. It is also planned to open an informational marketing center in Yerevan for this purpose. The Armenian delegation headed by Robert Kocharian visited the central office of the Liberal-Democratic Party of Japan yesterday, December 20, where the newly formed Armenian-Japanese Friendship Parliamentary Group was presented. Thirty-five members of Japanese parliament are enrolled in the group. Today, December 21, the Armenian delegation headed by Robert Kocharian will visit the ancient capital of Japan- Kioto. ok I have found the book that I was looking for, it was published in 1956 in Egypt, Yusaber publishing Co. the name of the book is Soghomon Tehliryan, and it's written by Vahan MInaxoryan, It is one of the most complete books ever on Soghomon, it has detailed information and pictures, it even has the picture of the building in front of witch talyat was assassinated... i will get some more info for you when I'm finished redid it.
