Ex-Armenian consul arrested in LA document probe By AMY TAXIN (AP) – 59 minutes ago LOS ANGELES — A former Armenian consul, a consular employee and an immigration attorney have been arrested following a two-year investigation into an alleged document scam aimed at helping immigrants avoid deportation, officials said Tuesday. Norair Ghalumian (nor-EHR' guh-LOO'-mee-en), who served as consul in Los Angeles from 1999 to 2003, and four others are accused of obtaining and selling letters to immigrants facing deportation to help block their removal to Armenia, Immigration and Customs Enforcement officials said. The letters stated that Armenia would not issue a travel document for the immigrants, essentially halting the U.S. government's ability to send them to Armenia, ICE officials said in a written statement. ICE spokeswoman Virginia Kice said the defendants sold at least two dozen letters and acted independently of each other. She said officials continue to investigate the letters, which were sold for as much as $35,000. Ghalumian, 52, and the four other defendants are charged with obstructing ICE proceedings, which carries a maximum penalty of five years in prison, the statement said. They were scheduled to appear in federal court in Los Angeles Tuesday afternoon. The other defendants, according to the statement, are Hakop Hovanesyan, 54, a former consular employee; Margarita Mkrtchyan, 41, an immigration attorney; Oganes Nardos, 36; and Elvis Madatyan, 47. it was artificially signed document/agreement which was forced by the central government (Moscow) to be sighned this has no legality now and especially back in 1921 not to mention it wasn't soviet republic of Armenia, the republic was TRANS-CAUCASIAN-SOVIET republic if our president is so much concerned with establishing diplomatic relations, then this latest precondition by turkey is an another pre-condition the only way to achieve a healthy future Armenia's diplomats must understand this is not a middle eastern bazaar which turkey is portraying to be. the perfect example is, if you (turkey) must set Kars as a precondition, why not go back and start with Sevres? which had every legality in it and was signed by the otomans does anybody has this document?

YEREVAN (Yerkir, Yerkir Media)--The devaluation of the Armenian currency should have happened earlier and gradually, said Armenian Revolutionary Federation parliamentary bloc member and economist Ara Nranyan. He said at this juncture the Central Bank had no other choice by to devalue the dram. “Wouldn't it have made more sense that we took this step a while ago gradually?” asked Nranyan adding that the current sudden devaluation will create obstacles for businesses. At a press briefing Tuesday, Nranyan discussed Tuesday's decision to devalue the dram and other issues related to the effects of the global economic crisis on Armenia. He expressed opposition to the proposed tax increases on imported raw materials for domestic production and output, which he said would slow production and would impact prices for locally produced goods. Nranyan said local production and exports should be encouraged and the government should provide incentives for local production of goods in order to balance prices in these economic conditions. Nranyan noted that the ARF had recently met with Prime Minister Tigran Sargsyan and representatives of his economic team to discuss his party's proposal for the economy, adding that the ARF has always advocated support for local production and encouraged exports of locally-produced goods and services. “If these steps were undertaken three to four years ago, then the impact of the economic crisis would have been less,” said Nranyan who acknowledged that certain steps to correct the situation are being undertaken but it may be too late. Nranyan said that the artificial inflation of the dram has primarily hurt local production and only importers have benefited from it. The ARF parliament member also touched on a recent report by the World Bank, which predicted zero economic growth in Armenia for 2009 and government estimates that place growth at three to four percent. He said the current economic crisis has demonstrated that the government's continued touting of a double-digit economic growth was baseless, at best, adding that even if there is slight growth it would be better if it is stable rather than “registering self-serving economic growth.”
