OPPOSITION LEADER’S BROTHER ARRESTED Armenian police have arrested Armen Sarkisian, who is the elder brother of a former presidential candidate, former prime minister and leader of the radical opposition Hanrapetutiun party Aram Sarkisian, on charges of ordering the killing last December 28 of Tigran Naghdalian, chairman of Public TV and Radio Council. According to Armenian prosecutors, the arrest followed after Hovhanes Hovhanesian, one of the men, earlier arrested on charges of being involved in the killing, admitted to receiving orders to kill Naghdalian from Armen Sarkisian. Prosecutors said the confession of Hovhanesian and other related facts were enough to take Armen Sarkisian into custody. GOVERNOR DAVIS’S ENDORSEMENT LETTER TO DEMIRCHIAN FORGERY The Glendale-based Asbarez daily reported that the images of two letters, published by a Yerevan-based Aravot daily March 12, allegedly from California State Governor Gray Davis and US Senator Diane Feinstein, endorsing the candidacy of Stepan Demirchian for the Armenian presidency, turned out to be forgery. The governor's alleged letter, written in awkward English, is dated February 23, 2003. The letter purported to be from Senator Feinstein is dated February 21, 2003. Asbarez contacted Governor Gray Davis's office for clarification, since it is not customary for US elected officials to endorse candidates in foreign elections. Governor Davis's press secretary, Steve Maviglio, reviewed the printed image of the letter allegedly written by the governor and categorically referred to it as a "total forgery, a total fabrication." Astonished, Maviglio stated, "No such letter was written; the signature doesn't even look like the governor's. It's a bad forgery; it isn't even our letterhead." Asked whether the Governor intends to take any action to investigate the source, Maviglio said "most definitely" and revealed that the issue has already been forwarded to legal counsel for review. He added that although it is early to talk about legal action, "it's entirely possible." YEREVAN (Yerkir)—Unknown individuals vandalized the tomb of former Shahumian self-defense forces commander Shahen Meghrian during early morning hours of March 12. This is the second time Meghrian's tomb, located in the Yerablur Pantheon in Yerevan, has been vandalized. The first was in October 1993. Alpha, Since when Aram Sarkisian is a popular politician in Armenia? After his brother was killed? Or when he sold some chemical machinery to Iran and almost put Armenia on the U.S. embargo list? All the terrorists of October 27th case are in jail and awaiting their punishment. The reason it is delayed is because, there is a pressure from victim’s relatives to put them on death row, but Armenia has obligation before euro-parliament to abolish death penalty. Kocharian did not want to make unpopular decision before elections. They are most likely to get life terms. Are you telling me that these terrorists decided to sacrifice their lives and go to jail for life or possibly be put to death to aid Serje or Robert? This is a childish conclusion and a pre election rumor by opposition. On the other hand, Aram Sarkisian's cousin who is at large, when caught will provide some interesting details as to why he paid to get Tigran Naghdalian killed. Tigran Naghdalian was Public TV chief and outspoken supporter of Kocharian. Of six arrested suspects, one is Aram Sarkisian brother's godfather. And the most wanted suspect that paid for killing is Aram Sarkisian's cousin. No wonder loosing 32.5% to 67.5%, these clowns would not shut up, especially Aram Sarkisian. They started talking about democracy after they lost. Being an opposition does not make you pro democracy. But, can help you cover up a killing by claiming any arrests as politically motivated. Governing Party To Go It Alone In Parliamentary Polls By Ruzanna Khachatrian The governing Republican Party of Armenia (HHK) reaffirmed on Tuesday plans to contest next May’s parliamentary elections without forming an alliance with other political groups supporting President Robert Kocharian. “Nobody is saying that we are creating an alliance to support Robert Kocharian’s [presidential] candidacy,” said Tigran Torosian, the party’s deputy chairman and a vice-speaker of the Armenian parliament. “I don’t see anything bad in it.” The HHK led by Prime Minister Andranik Markarian is the most influential of more than a dozen parties campaigning for Kocharian’s reelection. Leaders of those parties have accompanied the incumbent on his campaign trips and have actively participated in recent days’ televised debates with top allies of opposition candidate Stepan Demirchian. Two other major pro-Kocharian groups, the Armenian Revolutionary Federation (Dashnaktsutyun) and the Orinats Yerkir party, are also widely expected to go it alone for the parliamentary vote. Their leaders have publicly accused the Republicans in the past of using unfair methods to expand their control of many government bodies. Relations between the three parties worsened in the wake of last October’s local elections won by the HHK. But for the moment they seem united by the common goal of helping Kocharian win a second term in office. The nomination of candidates for 131 seats in Armenia’s National Assembly officially starts on March 11. It is just some people have courage to answer honestly and some give backward answers that do not mean anything instead of saying I prefer not to tell. The Republican Party of Armenia that is in Armenia now, is supporting Mr. Kocharian. Can anyone who is entitled to ask questions to MJ clarify why he opposes the party views that he claims to have established?

"We need a victory to give us the opportunity to work effectively in future. Free, democratic and transparent elections must be the main component of our victory. Unfortunately, there are forces that try to damage the stability in the country and I, personally having greatly contributed into the process of establishment of stability, cannot remain indifferent towards these efforts," said Kocharian. Speaking about Armenia's sustainable development, he stressed there remain problems. "The emergence of sustainable development signifies an opportunity to solve these problems. There are many negative factors against which we must struggle together. We have much work to do and this work must be done together. We must continue restoration of industry, modernization of agriculture, support of small and medium business development." Kocharian expressed gratitude for the opportunity to have struggled for the independence of his country and to have served his nation. PRESIDENTIAL DEBATE Although as late as on Monday Demirchian's press secretary insisted that Demirchian refused to debate Robert Kocharian on Public Television, stating "no official invitation was sent to Stepan Demirchian of the People's Party headquarters in the second round of the election," and complaining about the conditions set by Armenian Public TV, "you realize that it is not a debate, it is a joint news conference of the candidates, which is absurd; we insist on a one-on-one debate," a presidential debate nevertheless took place with reporters from five independent TV stations and one from public TV, each posing one question to be addressed by both candidates. The first-ever presidential debate for Armenia took place late Monday evening local time and ended just 15 minutes before midnight. Questions addressed agricultural development, working with international institutions, constitutional reforms, foreign policy, and internal social-economic problems. The incumbent Kocharian, armed with five years of presidential experience and a clear platform, succeeded in addressing issues head on by providing detailed answers. P.S. Armenia is a developing, newly independent country, without democratic past, it is going to take some time (10-20 years) to have flawless election in there. People still have old Soviet mentality, generations have to change and be educated to democracy. KOCHARIAN, DEMIRCHIAN MAY HOLD TELEVISION DEBATES The Armenian Public Television has been advertising a proposed television debate between Robert Kocharian and Stepan Demirchian, set for next Monday, March 3, two days before the run-off between the two presidential candidates. Kocharian last week renewed his offer to hold the debate on any of the country’s television channels. Demirchian at first agreed to hold a debate, but more recently conditioned it on release of his supporters and punishment of several officials campaigning for Kocharian. Demirchian has so far refused to give televised interviews. His campaign chief Grigor Harutiunian and other supporters have spoken in his place.
