Council of Europe confirms recognition of Azerbaijan's territorial integrity

Azad Azarbaycan TV, Baku

14 Feb 04

February

[Presenter Etibar Mammadov] The report that the Council of Europe

rapporteur for Nagornyy Artsax, Terry Davis, will not go to Nagornyy

Artsax via Azerbaijani territory during his forthcoming visit to the

region has forced the Baku government to put forward a number of

demands. The demands have been immediately fulfilled. From now on,

Armenia will not be able to demand that the Council of Europe

recognize the fictitious Nagornyy Artsax Republic as an independent

entity. The Council of Europe's secretary-general says in a letter to

the Baku government that Nagornyy Artsax is an integral part of

Azerbaijan. We should note that Davis will be visiting the region on

25-27 February.

[Correspondent over archive footage] Davis will go to Artsax via

Armenia. The vice-president of the Parliamentary Assembly of the

Council of Europe [and head of the Azerbaijani delegation in the

Council of Europe], Samad Seyidov, says that, first of all, Davis's

security should be guaranteed in an uncontrolled area, if Davis goes

to Artsax via Azerbaijan. Azerbaijan is unable to do so.

[seyidov in office] Naturally, we mostly support the route via

Azerbaijan. But this is very difficult from a technical and security

point of view because there are land mines there. It is very dangerous

to pass through mine fields, if he goes via Azerbaijan.

[Correspondent] At the same time, Seyidov says that in return for

Davis's visit to Artsax via Armenia, the Council of Europe has to

fulfil two demands of the Baku government. First, Davis must certainly

visit one of the occupied districts.

[seyidov] Second, if he goes via Armenia, Council of Europe officials

must declare that they do not recognize Nagornyy Artsax as an entity

and repeat that the Council of Europe recognizes Azerbaijan's

territorial integrity, as this is very important for Azerbaijan.

[Correspondent] The Baku government's demands were immediately

met. The Council of Europe secretary-general's statement has taken our

position into consideration.

[seyidov] It says that the visit to Nagornyy Artsax does not mean

that the rapporteur, the Parliamentary Assembly of the Council of

Europe [PACE] and the Council of Europe recognize Nagornyy Artsax as

an entity, and we once again declare the recognition of Azerbaijan's

territorial integrity recognized by the UN.

[Correspondent] Speaking about the importance of this statement before

Davis's visit, Seyidov believes that Davis's report will be unbiased

as well. Davis will report the results of his visit to the region to

the Council of Europe's political committee in early March. A special

PACE report on this problem will be presented in September.

Yeah, Armenians have installed air-mines too:) Sometimes politics is boring when the players are dumb.

And this brilliant passage could be only compared with some of the Bush's unforgetable rethorics.
