Kocharian Signs New Decrees

YEREVAN (Noyan Tapan)--In a decree signed by President Kocharian on December 18, Hovik Abrahamian was appointed the new minister of territorial administration and coordinating town planning, replacing Leonid Hakopian.

 

Abrahamian was born in the Mkhchian village of the Artashat region. He is a graduate of the Yerevan Popular Institute of Economics, where he majored in economics. He held various local positions in the Artashat and Ararat provinces.

 

In a similar decree, Armen Isagoulov was appointed the vicar of the Interior Ministry. Born in Baku in 1945, he graduated from the Baku State University where he studied law. He has various positions within the Interior Ministry and the judicial sector. From 1991-1995, he was the head of the NKR Internal Affairs, and later the NKR minister of Interior Affairs. Before the appointment, Isaghoulov was the Armenian representative of the Interior Ministry in Russia. He has played an important role in the Artsax movement.

 

President Kocharian also signed a decree promoting Vahram Shahinian to State Counsel of Justice Second Class. The following decrees were also signed: relieving Samvel Mnatsakanian of the post of military prosecutor of the Zangezur garrison, thereby appointing Edward Hakobian military prosecutor of the Zangezur garrison; appointing Gagik Khandikian trial judge in the Armavir region; appointing Razmik Azarian trial judge in the Kotayk region and relieving him of the post of chairman of the Military and Criminal Court of Appeals; appointing Tigran Sahakian chairman of the Military and Criminal Court of Appeals and relieving him of the post of chairman of the court of first instance of the Kotayk region.

 

The president also issued a decree approving the amendments to the prosecutors promotion list for 2000.
