FULL TEXT OF GEORGIA STATE HOUSE RESOLUTION "HONORING AND RECOGNIZING THE NAGORNO KARABAKH REPUBLIC"

On March 3, the House of Representatives of the U.S. State of Georgia
adopted a resolution H.R. 1580 entitled "Honoring and Recognizing
the Nagorno-Karabakh Republic". The draft resolution was presented
by House members Pat Gardner and Demetrius Douglas, the press office
of the NKR Foreign Ministry has told ArmInfo.

The full text of the Resolution is provided below:

"WHEREAS, the Nagorno Karabakh Republic has a long and storied history,
holding a cherished place in the Armenian people's history and culture;
and WHEREAS, the Nagorno Karabakh Republic declared its independence
on December 10, 1991, after a long struggle that in some respects
continues to this day, and the persistent demand for self-determination
was an inspiration to people of many nationalities in the region,
becoming one of the catalysts for the breakup of the former Soviet
Union; and

WHEREAS, through the course of the last two decades, the people of
the Nagorno Karabakh Republic have shown tenacity and perseverance in
the face of war, massacres, economic deprivation, and other tremendous
hardships; and

WHEREAS, for more than 20 years, the Nagorno Karabakh Republic has
stayed true and faithful to its citizens by remaining independent
while working to bring change and stability to the Caucasus region
and by holding free and fair elections and referendums that were
widely declared as a model for the region; and WHEREAS, international
observers, including the United States, have assessed the May 3,
2015, Parliamentary Elections in the Nagorno Karabakh Republic as
free and transparent.

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES
that the members of this body honor the Nagorno Karabakh Republic
and its citizens; recognize the sacrifices, dedication, and resolve
shown by the people of the republic in the face of extreme adversity;
extend best wishes for peace, prosperity, and continuing success; and
encourage the international community to give appropriate recognition
to the Nagorno Karabakh Republic as a free, independent, and sovereign
democracy.

BE IT FURTHER RESOLVED that the Clerk of the House of Representatives
is authorized and directed to make an appropriate copy of this
resolution available for distribution to the Nagorno Karabakh
Republic."

NO ALTERNATIVE TO INTERNATIONAL RECOGNITION OF ARTSAKH: ARMENIAN DEPUTY FM

There is no alternative to the recognition of the Nagorno Karabakh
Republic by the international Community, Armenian Deputy Foreign
Minister Shavarsh Kocharyan says.

"The Resolution adopted by House of Representatives of Georgia
proves the very fact that amid Azerbaijan's destructive policy the
international recognition of the Nagorno Karabakh Republic has no
alternative," the Deputy FM said in a Twitter post.

The State of Georgia adopted a resolution honoring and recognizing
the independence of the Nagorno Karabakh Republic.

US DOESN'T RECOGNIZE "NAGORNO-KARABAKH REPUBLIC" - EMBASSY

The United States does not recognize the so-called Nagorno-Karabakh
Republic, the US embassy in Baku told Trend.

The embassy was commenting on the information about the recognition
of the "independence" of Azerbaijan's Nagorno-Karabakh region by the
US State of Georgia.

"US Foreign Policy is determined by the federal government. The
resolution passed by the Georgia State House regarding Nagorno-Karabakh
is an expression of opinion by a state legislative body and does not
change US foreign policy on the matter," said the embassy.

The House of Representatives of the State of Georgia has adopted some
sort of a resolution on alleged "recognition" of the regime created
on the territory of Azerbaijan's Nagorno-Karabakh region occupied
by Armenia.

The conflict between the two South Caucasus countries began in
1988 when Armenia made territorial claims against Azerbaijan. As a
result of the ensuing war, in 1992 Armenian armed forces occupied
20 percent of Azerbaijan, including the Nagorno-Karabakh region and
seven surrounding districts.

The two countries signed a ceasefire agreement in 1994. The co-chairs
of the OSCE Minsk Group, Russia, France and the US are currently
holding peace negotiations. Armenia has not yet implemented the UN
Security Council's four resolutions on withdrawal of its armed forces
from the Nagorno-Karabakh and the surrounding districts.

U.S. State of Georgia recognizes independence of Nagorno-Karabakh -
Armenian Foreign Ministry

YEREVAN. March 4

The House of Representatives in the U.S. State of Georgia has passed a
resolution recognizing the independence of the self-proclaimed
Nagorno-Karabakh Republic, the Armenian Foreign Ministry's press
service reported.

"Resolution 1580 of the Georgia State House recognizes the
independence of the Nagorno-Karabakh Republic and calls on the
international community to recognize Nagorno-Karabakh as a free,
independent and sovereign country," the Armenian ministry said.

The authors of this resolution are Georgia House of Representatives
members, Democrats Pat Gardner and Demetrius Douglas.

Georgia has become the sixth U.S. state to pass legislation
recognizing the Nagorno-Karabakh Republic after California, Louisiana,
Rhode Island, Massachusetts and Maine.

The Armenian authorities have not recognized Nagorno-Karabakh's
independence, saying that this step by Yerevan may harm negotiations
with Azerbaijan on a peaceful solution to the conflict.

INTERESTING DEVELOPMENT IS EXPECTED IN TERMS OF INTERNATIONAL RECOGNITION OF THE NAGORNO KARABAKH REPUBLIC IN 2016: PRESS SECRETARY OF THE NKR PRESIDENT

YEREVAN, MARCH 8, ARMENPRESS. Press Secretary of the President of
Nagorno-Karabakh Republic David Babayan assures that an interesting
development in terms of international recognition of NKR is expected
in 2016. In an interview with "Armenpress", Babayan did not want to
disclose the brackets yet, but noted that the relevant work carried
out in this direction.

"The adoption of the draft in the US State of Georgia on recognition
of NKR independence will not be the last such move this year",
Babayan said.

He welcomed the call of the editor-in-chief of "Californian Courier"
Harut Sassounian, according to who it is necessary to raise the issue
of NKR recognition to all the US presidential candidates.

"Questions about the Armenian Genocide and NKR independence should be
linked to each other. In recent years, we see a lot of sympathy for
the NKR in the international arena, and striking evidence of this is
the recent decision of the State of Georgia. Azerbaijan carries out
its propaganda, based on bribes, and we do business based on values
and friendship. Mercenary will never become an ideological ally,
Babayan said.

According to him, it is necessary to expand the action on recognition
of NKR's independence in the international arena as much as possible,
and the results will be obvious.

On March 3 Armenian National Committee of US State of Georgia adopted
H.R. 1580 "Honoring and Recognizing the Nagorno Karabakh Republic"
in the Georgia State House.

Representatives Pat Gardner (D-57) and Demetrius Douglas (D-78)
were the main sponsors of the resolution.

Georgia is the 6th state which recognizes the independence of Nagorno
Karabakh Republic. Before that, similar resolutions were adopted by
legislatures of Louisiana, Rhode Island, California, Massachusetts
and Maine.

Ashot Ghulyan, President of the National Assembly of the Nagorno
Karabakh Republic, sent a message to David Ralston, Speaker of
Georgia's House of Representatives, for adoption of a resolution
recognizing Artsakh. Letters were also sent to the co-authors of
the resolution.

"The independence and sovereignty of Artsakh are irreversible realities
based on democratic values. Democracy is the pillar of security of
the people of Artsakh," Mr. Ghulyan said.

"The appreciation of Nagorno Karabakh Republic's aspirations to
create a democratic state and the success achieved on that route
by our colleagues in the Georgian Parliament is important to us,"
the Speaker stressed in the letters.
