PARLIAMENTARY FACTIONS VOICED THEIR VIEWS ON AMENDMENTS TO ELECTION CODE

Most of the factions are satisfied with the fact that the number of proportional seats has been increased by the amendments. But the factions have different views on the provision that the amendments will come into force from 2003. Representatives of the National Democratic, the Armenian Revolutionary Federation, the Orinats Yerkir, and the Right and Unity factions have stated that this provision is illogical. They have noted that if the President exercises his Constitutional Right and sends the draft law back to the National Assembly with his objection to the date provision, they will support the President’s point of view. According to the representative of the Communist Party, this provision is advantageous to unhealthy forces and therefore should be removed from the draft law. He also stated that the Communist Party only agreed to vote for the amendments in order to have the number of proportional seats increased. According to the leader of the Hayastan parliamentary group, the provision on the year 2003 is nothing but a legal formulation of the President’s promise not to dissolve the parliament. According to Galust Sahakyan, Leader of the Unity faction that has a majority in the National Assembly, the provision on the year 2003 has become a matter of speculation for some political forces. “I don’t think that the year 2003 is such a big deal to cause a split between the National Assembly and the President,” said Sahakyan.
