The difference between murdered and killed -- the formeron purpose, the latter mostly what's called "collateral damage" --ought to be clear to anyone whose mind is not addled by anti-Semitism.Israel has gone out of its way to try to avoid civilian deaths. Israel is a small nation of onlyabout 8 million people, more than a fifth of them Arabs.Proportionality is a luxury beyond its reach.It is clear that much of the world has grown weary of Israel. Genocide is definedas the "deliberate and systematic extermination of a national, racial,political, or cultural group." Bending over backward to avoid hittingenemy civilians, even to the extent of recklessly endangering thelives of one's own soldiers and civilians, is not genocide, I say"recklessly" because Israel's restraint far exceeds that required bythe Geneva and Hague Conventions, both of which allow you to fire onlegitimate military targets regardless of collateral damage. The Ottoman government had just discovered the existence ofthe Nili underground group, which was created to help the British takeover Ottoman Palestine. Some of the underground members, includingSarah Aaronsohn, were captured, jailed and tortured, while some othersmanaged to escape. The most famous among those who got away was YosefLishansky, one of the founders of the group. The soldiers surroundingZichron Yaakov were there in attempts to convince the townspeople togive him up.Numerous historical sources in Hebrew recall the speech made by theTurkish governor. He threatened to do to the Jews what was done to theArmenians (the Armenian genocide was at its zenith at the time.) Atelegraph recently uncovered in the Turkish prime ministerial archivereinforces these accounts. Sent by the Turkish interior minister,Nazar Talaat, to the governor of Beirut, who also oversaw ZichronYaakov, the telegraph read: "In the village of Zamrin (ZichronYaakov,) in the Haifa district, the Kamikam (governor) told the peoplethat if they do not hand over the spy Lishansky, their fate will belike the Armenians, as I am involved in the deaths of the Armenians."Although Turkey has staunchly denied the Armenian genocide during thedecades that have passed, the telegram indicates that it was a knownsecret and a legitimate threat throughout the empire at the time. Inthe response, which like all telegrams back then was encoded, theinterior minister asked the governor to investigate claims that theNili members were tortured."Head of the village in question, Albert, and residents Nisan Rothman,Fishel Aaronsohn, Hans and Fishel's daughter Sarah, were brutallybeaten and tortured," read the telegram. "The Aharonson girl committedsuicide after the beating. An investigation must be conducted as soonas possible and results must be sent.|The telegraph has been published as part of research conducted by Dr.Yuval Ben-Bassat of Haifa University and an article about it will bepublished in a special World War I centennial issue of Zmanim, ajournal published by Tel Aviv and Haifa universities.Ben-Bassat has spent much of the past decade researching the hundredsof thousands of Ottoman documents in the Turkish prime ministerialarchive, which has been largely untouched by historians. "Our historyhas always been written from either the Zionist or theArab-Palestinian angle," says Ben-Bassat. "Only a few historians havelooked at the Ottoman angle. We should remember there was an empirehere."In an earlier study, Ben-Bassat uncovered petitions sent by Arabs inPalestine to the Sultan, dealing mainly with their fears of theZionist yishuv. His latest study focuses on the telegraphs betweenConstantinople (today Istanbul) and Palestine during World War I.Among other things, the documents reveal significant disagreementsbetween the Turkish government in Palestine, and the government in theimperial capital.The leadership in Palestine, led by Ahmed Djemal *****, who wasgovernor in Syria, commander of the fleet and one three rulers of theempre in its final years, dealt mostly with preparing to withholdBritish invasion from the south and combating both real and imaginaryspy threats. Constantinople, on the other hand, saw the largerpicture, including the empire's relations with the rest of the world.The empire was rather sensitive to international criticism of humanrights violations in Palestine.For example, one of the most important issues to come up was thequestion of expelling Jews from Tel Aviv. The expulsion was meant intheory to prevent harm from coming to civilians, but it actuallystemmed from fear of a "fifth column" that would assist the British.The expulsion was a humanitarian nightmare for Tel Aviv residents. Thecentral government was worried about their fate and the publicrelations damage that would ensue. "Please inform us as to where theywere sent, how they were housed and what kind of medical care theywere provided," wrote the interior minister to the Jerusalem districtcommander. In another telegraph, Djemal ***** writes about "evilrumors circulating in Europe," regarding the fate of the Jews expelledfrom Tel Aviv, and asked that the Spanish consul investigate theaffair in order to compile a neutral report."Differences in opinion and knowledge between Djemal ***** and thegovernment in Istanbul were very substantial," says Ben-Bassat. "Theyapproach him again and again to ask if those expelled could bereturned; they ask him about the damage done to the empire's image. Onthe other hand, it seems that ***** did not see the big picture."The exchange of words sheds light on Djemal *****, who was a keyfigure in Palestine at the time. Both the Zionists and the Arabsremember him as a powerful and cruel leader, who violently put downany anti-Turkish nationalism. In one document, he lists six steps thatthe empire should take to thwart Zionism. "(The Zionists) are a hugedisaster for Palestine. They have built an independent court in Jaffa,and are working to expand their autonomy," wrote *****.***** suggested completely outlawing Jewish immigration, even if theimmigrant were to take on Ottoman citizenship. He also recommendedpreventing the Jewish yishuv from growing, prohibiting foreigners(most likely representatives of Baron Rothschild) from involvement inrunning the Jewish settlements and forbidding foreign citizens fromcreating secret organizations. His last suggestion was, in effect, toexpel all the Jews from Palestine."Among the cursed Zionists, only 30-40 Russian Jews asked to receiveOttoman citizenship. I believe that their request should be rejectedand they be expelled. With regards to the rest of the Jews, I believethey should all be sent away.
