Boadcasting the content "live" is not really difficult in a technical sense as the technology exists and is somewhat mature. The main problem will be the financial aspect as having live broadcasts on the web would require some serious servers and bandwidth which will most likely not be cheap. Storing (recording) the programs and making them available to download may pose some additional challenges in terms of the storage requirements (added cost), and the significant additional overhead in managing the site.
