Armenian-Azeri Economic Relations Needed, ARF Rep. Says

YEREVAN (Noyan Tapan)--The current authorities of Armenia played an important role in the evolution of the OSCE Minsk Group's position.

The first package variant of settling the Artsax conflict offered by the OSCE Minsk Group Cochairmen predetermined the status of the NKR as an integral part of Azerbaijan and the second variant provided for a phased solution to the problem, which, after losing strategic advantages would have led to the NKR's recognition within the boundaries of Azerbaijan. There is certain progress in the third proposal of the Minsk Group. In contrast to the first variant, it does not predetermine the NKR's status as an integral part of Azerbaijan; unlike the second variant, it is a package one.

The most recent variant fixes the common state idea, which means the establishment of horizontal rather than vertical relations between the NKR and Azerbaijan. Azerbaijan, however rejected this proposal, insisting on the document stipulating the Artsax within Azerbaijan wording.

As for the current stage of the settlement process, economic relations between Azerbaijan and Armenia must be established in order to avoid undesirable consequences. The necessity of mutually advantageous relations is prompted by the integration processes on regional and sub-regional levels.

Azeri authorities, however, are trying to pressure Armenia by forcing the country to accept its peace terms in order to be part of future strategic routes.

The establishment of peace will give an impulse to the region's economic integration, but both sides are unprepared for mutual concessions. It is the process of establishing economic relations that will pave the way for the resolution of political problems.
