We need stronger support from Armenia, says Levon Hayrapetyan proxy

 

A proxy for Levon Hayrapetyan, the Russian-Armenian businessman detained in Moscow over a money-laundering affair, says he is somewhat discontent with the Armenian political and intellectual circles’ reaction to the scandalous incident.

“I personally, see something very negative; that’s awesome. We called for support from at least cultural and political circles, but no voices heard, apart from Komandos [Arkady Ter-Tadevosyan, a legendary veteran of the Nagorno-Karabakh war],” Matsak Poladyan, a Diaspora-Armenian from Niece (France), told Tert.am.


A protest march in support of the jailed businessman will be held in Yerevan on Thursday night.

Hayrapetyan’s proxy said that the businessman’s family and friends also expect a reaction by second President Robert Kocharyan. “The second president is his close friend after all,” he noted.


As for official and non-official statements occasionally heard from Nagorno-Karabakh (Artsakh), Poladyan said he is content with the country’s position. “What I liked about the Artsakh authorities’ position is the speech – I think by the head of [President] Bako Sahakyan’s staff,” he added.

David Babayan, a spokesperson for the Nagorno-Karabakh president, recently expressed the country’s tough stance on the Russian law-enforcement authorities’ decision to detain Hayrapetyan.


Poladyan had earlier said that depending on the circumstances, he might fly to Moscow to protect the businessman’s interests.

In today’s comments to Tert.am, however, he said Hayrapetyan’s friends have warned him against acting as a proxy.


Poladyan said they expect news later today, promising that the media would be duly notified of any development. He said they are trying to have Hayrapetyan hospitalized, as his condition has been recently reported to be deteriorating.

 

“That’s our main goal, as his health is the most important thing at the moment,” he added.

Hayrapetyan, who suffers from diabetes and cancer, has undergone chemotherapy in Paris after several surgeries in Los Angeles. His condition has deteriorated several times in Paris and Niece where businessman was alone with Poladyan.

PanARMENIAN.Net - Defense lawyers for Levon Hayrapetyan, the Russian-Armenian businessman-philanthropist arrested in Moscow last week, have appealed against the law enforcement authorities' decision to keep their client behind bars, Tert.am reported.

“We appeal to the Moscow City Court to replace the ruling, because it is illegal and groundless,” lawyer Ruben Margaryan told the Russian news agency ITAR-TASS.

Official charges are due this Thursday, July 24.

The 65-year-old businessman was detained over alleged links with a criminal group. Russian law enforcers also imposed a lien on his shares of $900,000 in the oil company Bashneft. Hayrapetyan refuses to plead guilty in money laundering case in which he is allegedly involved.

A testimony by Igor Izmestev, a former senator now serving a life sentence, is said to have led to Hayrapetyan’s arrest.

YEREVAN. - The arrest of Armenian-Russian billionaire Levon
Hayrapetyan is beneficial for Turkic oil circles of Russia,
sociologist Aharon Adibekyan believes.

Hayrapetyan is "guilty" of claims for participation in the oil
business in Russia which is traditionally known for strong position of
Azerbaijanis and representatives of other Turkic nations, Adibekyan
said.

"Although Russia is our ally, when it comes to money different rules
may work. The Armenians are traditionally getting an access to the
banking sector, construction, high technology, but not oil and gas.
This caused displeasure," Adibekyan told reporters on Saturday.

A Moscow court on Thursday sanctioned the arrest of Levon Hayrapetyan,
who is suspected of dirty money squandering and laundering. The court
granted the investigator's respective motion and set arrest until
September 15 as his restraining order.

Charles Aznavour calls on Russin authorities to release Armenian businessman

World renowned chansonnier Charles Aznavour has expressed his concerns
over the arrest of Armenian businessman and philanthropist Levon
Hayrapetyan. The singer has also called on Russia to change
Hayrapetyan's restraint considering his ill health.

Charles Aznavour has met Levon Hayrapetyan many times and hails the
philanthropist's activities aimed at developing Artsakh and Armenia,
Artsakh Today reports.

Levon Hayrapetyan, a native of Karabakh known for his investments and
charity projects in his homeland, was detained in Moscow last week
over alleged links with a notorious Russian criminal gang. Russian
media immediately reported that Hayrapetyan is suspected of 'illegal
financial machinations' in an oil company purchase deal.

Hayrapetyan is expected to be officially charged on July 24.

Armenian authorities lie about Levon Hayrapetyan's citizenship

The authorities are claiming that the Armenian philanthropist Levon
Hayrapetyan arrested in Moscow is the citizen of Russia that is why
they do not exert efforts to help him.

According to them, if he was the citizen of Armenia they would have
openly defended him. But it is a lie. Levon Hayrapetyan is citizen of
Armenia. He has an Armenian passport and is proud of it. The author of
this article has personally seen it few times. Levon Hayrapetyan has
dual citizenship: he has Russian and Armenian citizenship.

Karabakh "Big Wedding", appealed to the competent authorities of the
Russian Federation, demanding to release businessman Levon Hayrapetyan. As
reports "Armenpress", the "Big Wedding" couples expressed hope that the
Russian law enforcement bodies will display an objective approach, in the
result of which the benefactor's innocence will be proved.

"We, the 674 couples of "Big Wedding", initiated by Levon Hayrapetyan in
2008, consider invaluable the great benefactor's
contribution to the development of Artsakh, displayed by both sponsoring us
and our children, and many other major projects. In the frames of "Big
Wedding" project 674 families were formed in Artsakh, and during almost 6
years' time around 1200 children were born. Being well aware of Levon
Hayrapetyan's high human values, we are convinced that the accusations
against him are groundless. We hope that the Russian law enforcement bodies
will display an objective approach, in the result of which the great
benefactor's innocence will be proved. Considering the investigation
process and revelation of truth as a matter of time, at this stage we
demand that the preliminary investigation body should immediately release
Levon Hayrapetyan from custody. Once released, in addition to providing
assistance to the preliminary investigation, he will have the opportunity
to improve his health condition, about which we are mostly concerned,"
reads the letter.

Previously it was reported that the Federal Security Service of the Russian
Federation arrested Russia-resident rich Armenian businessman Levon
Hayrapetyan. As reports "Armenpress" citing "Rosbalt", Levon Hayrapetyan
was detained on July 15 in Domodedovo Airport, where the airplane landed
from Monaco.

The investigators transported the Armenian businessman to the Investigation
Committee of the Russian Federation under special surveillance, where he
was officially informed about the arrest.

The law enforcement authorities suspect Levon Hayrapetyan of having
connections with the band led by criminal authority Sergey Finagin.

The Heritage Party today issued the following statement on Levon Hayrapetyan, an Armenian businessman who was arrested in Moscow recently and charged with embezzlement and money laundering.
"According to the press, the health of Armenian businessman and public figure Levon Hayrapetyan, who is in the Matrosskaya Tishina detention facility, drastically deteriorated — a man, who always stood at the source of state building of the Republic of Artsakh and to date contributes with his patriotic work to overcoming the serious challenges faced by the Armenian people.
"His being imprisoned, considering his health condition, is contrary to not only Russian Federation legislation, but also international legal norms. This fact, as well as Hayrapetyan's public activities in recent years tied to domestic and foreign political processes of the two Armenian states, provide grounds to conclude that the charges brought against him a few days ago clearly have a political context, which we, in turn, consider a serious blow hindering the establishment of Artsakh.
"Condemning the stone silence of the de facto authorities of the Republic of Armenia [RA] regarding the prominent benefactor's fate, which once again proves their incapability and indifferent, negligent attitude toward RA citizens, we urge our Republic of Armenia, Artsakh, and Diaspora compatriots to raise their voice of protest and ire in connection with the illegal and inhumane actions applied to Levon Hayrapetyan and do everything possible to return him to freedom. This is a matter of the honor and dignity of all of us."

Hayrapetian Faints in Detention Cell

MOSCOW—Armenian businessman and philanthropist Levon Hayrapetyan, who was arrested in Moscow earlier this month, fainted in his detention cell on Wednesday morning, Artsakh Today reported. He was later revived.

His nephew, Gurgen Hayrapetian, said that Levon Hayrapetian is in too poor of a health condition to communicate with his lawyers. “It is inhumane to punish a man who is seriously ill. He is accused of an economic crime, but they treat him as though he killed someone and was caught in the act,” Gurgen Hayrapetian said, stressing that the detention should be transferred to house arrest as soon as possible.

Hayrapetian, 65, was arrested by Russian Federal Security Service officials on July 15. Last Thursday, a Moscow court allowed the businessman’s two-month imprisonment while investigators conduct a probe into his alleged criminal connections and involvement in some illegal financial dealings. Official charges against Hayrapetian are expected to be brought on July 24.

Hayrapetian is considered to be one of the wealthiest Armenians in the world. He is known to have invested millions of dollars into developing Nagorno-Karabakh’s infrastructure and renovating the area’s historical-cultural monuments. His charity included a mass wedding for hundreds of Karabakh couples in 2008 and sponsorship of the construction of a military college in Martakert.

Online petition in support of jailed Armenian businessman launched

An online petition expressing support to Levon Hayrapetyan, the
Russian-Armenian businessman-philanthropist detained in Moscow earlier
this month, has been launched on the international campaigning website
Avaaz.org.

The appeal, addressed to Russian President Vladimir Putin, calls for
urgent measures to release the businessman, the state news agency
Armenpress reports.

"Levon Hayrapetyan is an elderly man who suffers from diabetes and
recently survived a stroke. He cannot remain in detention for health
reasons, as he needs permanent medical assistance that can be provided
only in freedom. Amendments introduced to the Russian Criminal Code
under [current Prime Minister] Dmitry Medvedev's presidency prohibited
detaining an individual over an economic crime committed in the course
of entrepreneurial activity. The amendments apply to Hayrapetyan's
case as well. In all countries across the globe, a person is
considered innocent unless his/her guilt has been proven," reads the
appeal.

Over 4,000 people joined the petition as of 11:50 Yerevan time.

Hayrapetyan was detained at Moscow's Domodedovo International Airport
upon his return from Monacco on July 15. Two boxes of packaged bullets
were confiscated from his office later the same dame. The
Investigative Committee of Russia later submitted a motion for
detaining the businessman.

Law enforcement sources told the media that Hayrapetyan was not in any
way involved the murders committed by criminal group his name was
associated with . The businessman is suspected of money laundering and
legalization of illegally obtained assets. The illegal transaction is
claimed to have been carried out during the sale of Sistema JFSC to
Bashneft. The inquest reportedly revealed that Hayrapetyan received
huge sums from the deal. The businessman does not admit any complicity
in the affair; his lawyer was earlier reported to have appealed the
arrest. No court ruling is available as of now.

Official charges against Hayrapetyan were brought on July 24. Several
Russia-based Armenian organizations recently expressed support to the
businessman. The residents of Vank (Nagorno-Karabakh), Hayrapetyan's
native village, have also launched a petition in protest against the
businessman's arrest.

No grounds for Levon Hayrapetyan's arrest, say lawyers (video)

There are no reasonable grounds for the arrest of Armenian businessman
and philanthropist Levon Hayrapetyan, says lawyer Nikolay
Baghdasaryan. Today he publicized the information provided by
Hayrapetyan's lawyer. It turns out that the Russian authorities
initiated a case against the businessman on the basis of the testimony
given by a life termer and are trying to prove Harpatetyan's alleged
connection with a crime committed in 2000-2003, which the lawyer says
is impossible.

In the meantime, Vahan Shirkhanyan, a former defense minister of
Armenia, continues to insist that Hayrapetyan's was schemed.

Hayrapetyan was arrested in Moscow on July 15 and is charged with
money laundering.

The Armenian earlier taken hostage has been killed in Azerbaijan

The resident of Armenia’s Chinarli village Karen Petrosyan who had crossed the border into Azerbaijan and was taken hostage has died, as reported by Azerbaijani news media.
Haqqin.az cites the announcement of Azerbaijan’s Ministry of Defence according to which Karen Petrosyan has died of heart failure in Baku. The same source also notes that the causes of death are being investigated in Gyanja regional centre of forensic investigation.
According to the source the International Committee of Red Cross has been informed about Karen Petrosyan’s death.
It must be noted that in Azerbaijan Karen Petrosyan was presented as a saboteur.
Yesterday a video footage was released in which Karen Petrosyan was supposedly being interrogated. The video only makes it clear that he had been subjected to grave torture and was giving positive answers to Azerbaijani soldiers’ imperative questions.
Armenian mass media had reported that Karen Petrosyan was a resident of Chinarli village and yesterday had entered the neighbouring village forest to fetch wood. Most probably Petrosyan lost his way and found himself on Azerbaijan’s territory. This was also confirmed by the information initially spread in Azerbaijani mass media. Hazzin.az namely wrote http://haqqin.az/news/27741 that Karen Petrosyan had knocked on one of the doors of an Aglubar village house and asked for tea. After that the villagers caught him and handed him to army officers.
There are all the reasons to conclude that Karen Petrosyan died as a result of torture he was subjected to by Azerbaijani soldiers during the night, which means that they killed him in Azerbaijan’s Ministry of Defence. It is strange that according to the received information he died in Baku while the autopsy is being conducted in Gyanja.

AZERBAIJAN DECLARES ARMENIAN CAPTIVE DEAD

Azerbaijan's Ministry of Defense has issued a statement saying that
the Armenian captive has died.

According to the source, the Azerbaijani authorities have informed
the representatives of the ICRC, that the 31-year-old resident of the
Chinari (Tavush region), who was claimed a saboteur by Azerbaijani
propaganda, died of An acute cardiovascular disorder.

Recall, Karen Petrosyan, was taken captive in Azerbaijan's Aghbulad
village on Thursday.

ARMENIAN "SABOTEUR" HELD IN AZERBAIJAN IS MENTALLY IMPAIRED MAN WITH ELEMENTARY EDUCATION - OPINIONS

Karen Petrosyan, the resident of Chinari (Tavush region) detained
Thursday in Azerbaijan, has only elementary education and suffers
from mental problems, says the regional governor.

Speaking to Tert.am, Hovik Abovyan confirmed his earlier statement
that the young man was drunk in committing what the Azerbaijanis
claim to be an act of sabotage.

"He cannot even think of an act of sabotage because, I know well,
he has only elementary education and mental health problems and takes
antipsychotics," Mr Abovyan said.

The Azerbaijani mass media claimed Thursday that an Armenian
"saboteur," Karen Petrosyan, had been detained on the
Armenian-Azerbaijani border.

Interestingly, he was first shown in civilian clothes, but later in
a uniform.

A spokesperson for the Ministry of Defense, Artsrun Hovhannisyan,
said the footage simply provokes laughter from the professional point
of view.

"They catch [a captive] in his own sports shoes, for example, but then
put jackboots on him. They make him wear just a hunter's vest without
thinking that it's a civilian cloth. One never goes to commit an act
of sabotage in a sporting uniform or a hunter's vest. If that's how
they think about their saboteurs, then I will avail myself of the
opportunity to say that our special assignment forces are definitely
better dressed. As for armament that they had made a show of in such
a polished way, that's their military's armament. The armament that
a saboteur holds in his hands is normally dusty and dirty and - if
others were wounded or killed - also bloody. So polished guns are
ruled out. And the mobile that they seized from him is an ordinary
Nokia whose camera would not take the kind of photos that they had
made an array of," he noted.

The spokesperson described the Azerbaijanis move as a slapstick form
of show.

Commenting on the incident, psychologist Karine Nalchajyan referred
to the general psychological situation in Azerbaijan's military. "Let
us try to analyze the psychological condition of those responsible
for Azerbaijan's military. They are psychologically very oppressed
now and in a state of clenching teeth," she noted.

As to whether the move is part of the Azerbaijani information warfare
with Armenia, Samvel Martirosyan, a Yerevan-based media expert, said
he is inclined to think that it is more linked to political-military
factors aimed at creating a mirror effect.

"In the pictures which they published, the weapons that he allegedly
possessed were there to create the effect of a counter-reaction to
the saboteurs [who targeted] Karvachar. They have created a kind of
mirror effect. So this is not an informative counter-attack but rather
- an operation against our army. Likewise our military's success to
hold their saboteurs, their army is now catching a 'saboteur'. This
has to be considered in a political-military context rather than
treated as an information warfare. Psychological pressures count too,
of course, but the key point is this. So the poor man kind of fell
prey to retaliatory operations," he explained.

Azerbaijani journalist calls on public not to believe official version of Karen Petrosyan being ‘‘diversionist’’

Nijat Amiraslanov, the author of the video footage that is placed on the site of “Azeri life”, touched upon the events concerning the citizen of Armenia Karen Petrosyan, and on his page on the social network of Facebook shared the footage of the incident and encouraged to disseminate it in order to expose the disinformation spread by the Azerbaijani Defense Ministry.
As the author of the video noted, between the residents of Azerbaijani village Agbulag, who found the lost Armenian, and the militants that arrived in the village, a skirmish took place, as the journalists had noticed that Karen Petrosyan was detained by the local residents, while the militants banned to take the events on the camera.
Author of the article tells that the local 17-year-old boys had detained the Armenian guy. Karen Petrosyan did not offer resistance and asked only for tea. He was taken to a rural tea house. One of the interlocutors notes at the same time that the lost Armenian was in white sneakers from the very beginning, and wonders "how these shoes turned into military boots?".
On August 8, the Azerbaijani media, reported, referring to the Azerbaijani Defense Ministry, about the death of 31-year-old resident of Chinari village of Tavush region Karen Petrosyan who was found in Azerbaijan. He allegedly died in Baku from "heart failure." It was noted that "the causes of death are being investigated in Ganja regional center of forensic and pathological anatomy."
Earlier, the Armenian media reported that Karen Petrosyan was a resident of Chinari village of Tavush region of Armenia. He had left on 7 August for the nearby forest to gather firewood. Apparently, Karen Petrosyan had got lost and had found himself in the territory of Azerbaijan. This is confirmed by the primary statements of the Azerbaijani media.
It should be noted that Karen Petrosyan, resident of Chinari village of Tavush region of Armenia, was presented in Azerbaijan as a diversionist and spy. They had even circulated in the media materials on questioning of the citizen of the Republic of Armenia. The footage also clearly demonstrates that he was subjected to severe tortures. He gives only positive answers to the orders of the Azerbaijani militants. Video footage also makes it obvious that Karen Petrosyan is accused of allegedly being a serviceman. They present photographs allegedly taken from his cell phone. Meanwhile, the provided high quality images taken from the old modeled mobile phone and the absence of the faces in the photos suggest that these pictures are not taken from this mobile phone, and are most likely loaded there later, after the capture of Karen Petrosyan. There is every reason to believe that Karen Petrosyan died that night as a result of tortures by the Azerbaijani militants. It is also noteworthy that, according to information he died in Baku, while the autopsy is carried out in Ganja (the distance between these two cities is 372 km).

By killing Armenian prisoner Karen Petrosyan, the Azeri army has
proved once against that it is a medieval barbarous gang, preferring
not to fight in the battlefield but to slaughter a sleeping soldier or
a helpless prisoner, Nagorno-Karabakh's Defense Army said on Saturday.

"The murder of a prisoner is part of the Azeri Defense Ministry's
policy to distort the truth about its defeats and casualties," the NKR
Defense Army says.

31-year-old villager from Armenia's Tavush region, Karen Petrosyan,
was captured by Azeris two days ago. On Friday the Azeri Defense
Ministry reported his death from an alleged heart attack. But the
Armenian side says the man had no heart problems and demands
organizing an independent international examination.

Azerbaijani general who tortured Armenian hostage, is called murderer even in his homeland

It turned out that the hands of the General of the Azerbaijani army Rovshan Akbarov who during the interrogation had tortured Karen Petrosyan, the hostage from the Armenian village Chinari, are in blood of not only the Armenians but also the Azerbaijanis, the news agency “Pastinfo” informs. It writes that the Azerbaijani bloggers and Internet users write about it openly.
Akperov is one of the youngest generals of the Azerbaijani army. By the end of the Artsakh war, he had a grea prestige among the military leadership of Azerbaijan. Akperov has provided services to President Heydar and Ilham Aliyevs more than once, eliminating those Azerbaijani veterans of Karabakh war who were hampering the implementation of their plans.

Probably as gratitude for these services in 1998 Akperov was appointed commander of the Fourth Army Corps of the Armed Forces of Azerbaijan. And now, according to Azerbaijani sources, he claims for the ministerial post. In this context, apparently, another heroic act was the "accidental" death of the innocent Armenian young man.

As for the moral character of Akperov, then he has always been distinguished by the fact that he had periodically arranged fights while being drunk. In 1996, he has even been taken to the police station for being intoxicated.

Akperov has once become a cause of a road accident, when he once again had a conflict with the police. All of these cases at the time caused extensive discussions among the Azerbaijani users, one of them even came to the conclusion that "Akperov is not the person he means to be. No one should trust him."

However, the most important chapter of his biography is that 10 years ago he in Kiev he had killed one of his compatriots. This case entered even the European Court. Of the document of the European Court it became clear that in 2001 Akperov who was passing training at a military school in Ukraine, had a dispute with the Azerbaijani entrepreneur Elchin Aliyev and killed him by a knife. The Prosecutor's Office of Ukraine prepared the documents and sent to the Azerbaijani prosecutor's office, but the case was hushed up, and Akperov remained unpunished.

Baku "mortified" over France's demand to return Armenian captive's body

PanARMENIAN.Net - Paris is deeply shocked by the death of Armenian
citizen Karen Petrosyan killed in Azeri captivity, French Foreign
Ministry spokesman Romain Nadal said in a statement.

"France offers its condolences to Karen Petrosyan's family. We urge
Azeri authorities to return his body immediately and launch a probe
into circumstances of his death," the statement said.

Baku, as usual, acted mortified by blaming France with a "bad habit of
interfering in Azeri affairs" and "overtly pro-Armenian stance, which
renders its Co-Chairmanship in the OSCE Minsk Group unsuitable,"
Haqqin.az reported.

Ըստ դատարանի որոշման, տնային կալանքի շրջանակում Հայրապետյանին արգելված են զբոսանքները, ինչպես նաև կապի միջոցներից ու համացանցից օգտվելը:

Ավելի վաղ քննությունը խնդրագիր էր ներկայացրել խափանման միջոցը փոխելու առաջարկով:

Ինքը ձեռներեցը հայտարարում է, որ կասկածանքներն անհիմն են: Հայաստանում և աշխարհի հայաշատ երկրներում մշտապես բողոքի ցույցեր են կազմակերպվում Հայրապետյանին ազատ արձակելու պահանջով:

David Cameron has said he is related to Kim Kardashian-West, the
reality TV star, the Daily Telegraphreports.

The Prime Minister said he was thirteenth cousin of the celebrity,
who is married to rapper Kanye West and first became famous after
starring in a leaked sex tape.

Asked by heat magazine whether he watched the television show Keeping
Up With The Kardashians,featuring Kim and her family, Mr Cameron
volunteered: "No, but I'm related to them.

"Did you know I'm 13th cousins with them?"

The link is via a mutual ancestor, Sir William Spencer, born in 1555,
according to genealogy website geni.com.

Among other disclosures in the interview, the Eton-educated Prime
Minister claimed he once aspired to be a lorry driver.

Asked what he wanted to be when he was growing up, he said: "All
sorts of things: a soldier, a lorry driver, a farmer.

"I wasn't sure til I left university, then decided I wanted to be
a politician."
