The trilateral meeting took place in Moscow late in the day after the CIS summit and the meeting of the so-called "Caucasus Four". The leaders of 12 former Soviet republics marked the10th anniversary of the Commonwealth of Independent States (CIS) on Friday, in Moscow. After the summit meeting in Kremlin the heads of states of former Soviet Republics, including Armenian President Robert Kocharian held a joint press conference. Asked whether the war against international terrorism could help eliminate the Nagorno-Artsax problem Kocharian said that each conflict has its own history and cause. "Each conflict is unique therefore there are no unified methods to solve them", Kocharian said. The Armenian leader admitted, however that the September 11 terrorist attack not only intensified efforts against terrorism but also strengthened the resolve to eliminate regional conflicts. The President of Azerbaijan Heidar Aliyev in his part expressed disappointment that it was impossible to find a peaceful solution for the Nagorno-Artsax conflict within the framework of the CIS. However, Russian President Putin was more optimistic on the issue of CIS's ability to solve conflicts. "CIS has a unique experience of solving conflicts. We were able to solve the interethnic conflict in Tajikistan," Putin said. He also said that the existence of the CIS helped to ease interethnic conflicts between former Soviet republics. The Russian leader believes that the interaction between the leaders of CIS prevented the Yugoslavisation of conflicts on the territory of the former Soviet Union. Russian President Vladimir Putin also hosted the meeting of the "Caucasus four" during which he discussed with his Armenian, Azerbaijani and Georgian counterparts regional conflicts as well as relations between Russia and three South Caucasus nations. Opening the Caucasus leaders' meeting, Putin said that critical and very important issues would be on the agenda. The Russian leader also expressed hope that the discussions between Robert Kocharian and Heidar Aliyev would contribute to the settlement of the Nagorno-Artsax conflict, despite the fact that the much anticipated official bilateral meeting between the two leaders didn't take place. The heads of Armenia and Azerbaijan did not think the meeting twosome was expedient and discussed the Artsax conflict settlement process at the trilateral meeting in which the President of Russia also participated. According to Russian foreign minister Igor Ivanov, Robert Kocharyan and Heydar Aliyev appealed to Vladimir Putin to make Russia's role in the Azerbaijan-Armenia conflict settlement process more active. Commenting the results of the trilateral conversation, Azerbaijan's foreign minister has stated « no progress was made at the talks». Within the CIS summit framework, the meeting of so called «Caucasian four»: the Presidents of Armenia, Georgia, Azerbaijan and Russia also took place. Besides the settlement of the regional conflicts, at the meeting the questions regarding the struggle against the international terrorist were also touched. Robert Kocharyan also met with the President of Bellorussia with whom he discussed the process of the realization of the agreements achieved at the October visit of Alexander Lukashenko to Yerevan. MosJan Posted December 2, 2001 Author Report Share Posted December 2, 2001 EACH CONFLICT HAS ITS NATURE AND HISTORY, ARMENIAN PRESIDENT SAYS MOSCOW, NOVEMBER 30, ARMENPRESS: Russian president Vladimir Putin said that the CIS member countries have worked out mechanisms for resolving conflicts that are spoiling relations among the group members. Speaking at a news conference that wrapped up the CIS jubilee summit of the heads of state, Putin said these mechanisms proved their efficiency in resolving the conflict in Tajikistan. Putin, however, admitted that resolving post-Soviet conflicts became more complicated as they have turned into inter-state conflicts from ethnic ones. Armenian president Robert Kocharian for his part said that "each conflict has its nature, history and particularities, and each needs a unique, professional approach." MosJan Posted December 3, 2001 Author Report Share Posted December 3, 2001 AGREEMENT ON «ACTIVATION OF EFFORTS FOR Artsax CONFLICT PEACEFUL SETTLEMENT» ACHIEVED IN MOSCOW 03.12.2001 /PanARMENIAN.Net/ Commenting the results of the trilateral talks between Robert Kocharyan, Heydar Aliyev and Vladimir Putin that took place within the framework of the meeting of the CIS countries' heads, Press secretary of Armenia's President Vahe Gabrielyan has informed that at the meeting of the Presidents an agreement to activate the efforts for Artsax conflict peaceful settlement was achieved. As «Arminfo» informs, Gabrielian has not made clear how the achieved agreement can tell on the negotiation process exactly. MosJan Posted December 3, 2001 Author Report Share Posted December 3, 2001 ACCORDING TO HEYDAR ALIYEV MOSCOW TALKS HAVE NO RESULTS03.12.2001 /PanARMENIAN.Net/ At the trilateral meeting of the Presidents of Azerbaijan, Russia and Armenia progress regarding the Artsax problem settlement was not made. As "Turan" agency informs, Azerbaijan's President Heydar Aliyev stated this on his arrival from Moscow. He said that the talks had lasted half and an hour but there had not been any changes in the positions of the sides that was why the meeting had had no results. When speaking about Russia's role Aliyev said that Vladimir Putin had noted again that Moscow could not put pressure upon any of the sides and the heads of Armenia and Azerbaijan should find a solution themselves. According to him, the other cochairmen have the same position. Aliyev complained that the leaders of the CIS countries "do not want to notice Armenian aggression and Armenian separatism". When answering the question regarding his attitude to the recent calls to recommence the war, Aliyev said that he heard those calls, but he "can not make people shut up".
