Yerevan's controversial Mayor Gagik Beglarian was forced to step down on Wednesday after reportedly beating up a member of President Serzh Sarkisian's staff. (UPDATED) The resignation was announced by the Mayor's Office just hours after Sarkisian effectively confirmed and condemned through a spokesman Beglarian's involvement in the assault on Aram Kandayan, an official at the presidential administration's protocol unit. According to media reports, Kandayan incurred the ire of Beglarian after asking the latter's wife not to sit next to Sarkisian during the November 3 concert in Yerevan of Placido Domingo, the world-famous Spanish tenor. Such seats have traditionally been reserved for Armenia's prime minister, parliament speaker and the supreme head of the Armenian Apostolic Church. Beglarian, who did not attend the concert, allegedly drove Kandayan to one of his properties in Yerevan and beat up the young official there the next day. Reports claimed that Sarkisian was infuriated by the incident and demanded an official apology from the mayor. "Unfortunately, an incident did take place," the presidential press secretary, Armen Arzumanian, told RFE/RL's Armenian service. "But the media have exaggerated it. In particular, there was no kidnapping or brutal beating." "The president has repeatedly made clear his position on such deeds," said Arzumanian. "Namely, such a conduct is unacceptable and intolerable. The more so in the case of a state official." Neither Beglarian, nor his alleged victim could be reached for comment throughout the day. The press office of the Yerevan municipality also did not respond to phone calls. It was not immediately clear who will perform the mayor's duties until the election of Beglarian's successor by the city's Council of Elders. Most of the council seats are controlled by President Serzh Sarkisian's Republican Party of Armenia (HHK). Beglarian became Yerevan's first elected mayor in more than a decade after leading the HHK to a landslide victory in disputed municipal elections held in May 2009. The 46-year-old businessman, who is also known to many Armenians as "Black Gago," had previously governed the Armenian capital's central administrative district. Beglarian has long held sway in a largely blue-collar section of the district notorious for election-related violence against opposition activists. Armenian opposition groups have for years accused him of heading a local clan that rigs elections and bullies the government's political opponents. In particular, they implicated him in a December 2009 assault on more than a dozen young activists of the opposition Armenian National Congress. Both Beglarian and the HHK have denied these allegations. The ruling party highlighted the mayor's status as a key presidential ally when it elected him to its decision-making Executive Body late last year.

Պաշտոնաթողությո՞ւն, թե՞ քրեական պատասխանատվություն

Անդրադառնալով կատարվածին` ՀՀԿ-ական պատգամավոր Կարինե Աճեմյանը նշում է, թե երկրի նախագահի գնահատականը շատ հստակ հնչեցրել է վերջինիս մամուլի խոսնակը. «Կարծում եմ, որ իրականում պետք է գնահատական տրվի այսպիսի երեւույթներին, եւ գնահատականը շատ արդարացի էր»:

 

Հիշեցնենք` նախագահի մամուլի քարտուղարը Սերժ Սարգսյանի անունից հայտնել էր, թե «նման վարքագիծն անընդունելի է եւ անհանդուրժելի, իսկ պետական պաշտոնյայի դեպքում` առավել եւս»:

 

«Հետքը» պատգամավոր Կ. Աճեմյանին խնդրեց մանրամասնել, թե ինչքանո՞վ էր նախագահի «գնահատականը»` փաստացի քաղաքապետի պաշտոնաթողությունը, համարժեք վերջինիս վարքագծին, արդյոք այն չի՞ ենթադրում քրեական պատասխանատվություն:

 

«Ես չեմ կարող դրան անդրադառնալ, որովհետեւ, նախ` այնքան գիտեմ, ինչքան մամուլում հնչեցվել է, այսինքն` ավել տեղեկություն ես չունեմ, երկրորդ` դա էլ է նախագահի որոշելու հարցը»,- ասաց ՀՀԿ-ական պատգամավորն ու խնդրեց թեմային այլեւս չանրադառնալ, քանզի «ավելացնելու բան այլեւս չունի»:

 

Կարինե Աճեմյանն իր գործընկերուհու` դաշնակցական պատգամավոր Ռուզան Առաքելյանի հետ այսօր «Հայելի» ակումբի հյուրն էր: Նրան եւս «Հետքը» խնդրեց նույն հարցին պատասխանել:

 

«Ես կարծում եմ, որ երկրի նախագահի գնահատականը ճիշտ էր: Իհարկե, վարքագիծը տվյալ դեպքում նաեւ կարող էր իրավաբաններին հետաքրքրել: Բայց կոնկրետ քաղաքապետի պարագայումն արդեն որակավորումը տրվեց եւ ճիշտ տրվեց, մնացյալն արդեն երկրի ղեկավարի որոշումն էր` պաշտոնանկությո՞ւն, թե՞ դա թողներ իրավաբաններին»,- ասաց Ռ. Առաքելյանը:

 

Նախագահ Սարգսյանը, սական, քաղաքապետին, ըստ էության, կանգնեցրել էր բոլորովին այլ երկընտրանքի առջեւ` կամ պաշտոնաթողություն, կամ ներողության հայցում: Այնպես որ, քաղաքապետը կարող էր մարդ ծեծելու համար ուղղակի ներողություն խնդրել, եւ վերջ: Այլ հարց է, որ ինչպես մամուլն է գրել, «Բեգլարյանը ներողություն խնդրող տղա չէ»:

Մարգարյանին նաև ապագա քաղաքապետի պաշտոնում տեսնելու հեռանկարով: Ավելին, թերթի տեղեկություններով` երեկ արդեն քննարկվել են քաղաքապետի առաջիկա ընտրություներում այլ թեկնածուների անուններ` ավագանու ՀՀԿ խմբակցության անդամ, «ՀայՌուսգազարդ» ընկերության տնօերն Կարեն Կարապետյանի և Դերենիկ Դումանյանի անունները:

 

Անկախ ամեն ինչից, երեկ տեղի ունցածը կարելի է համարել որպես աննախադեպ և որակական իմաստով նոր քայլ Հայաստանի քաղաքական կյանքում:

 

Գ. Բեգլարյանի հրաժարականով իշխանությունն` ի դեմս Սերժ Սարգսյանի, ցույց տվեց, որ ի վերջո քաղաքական կամք ունի երկրում ամենաթողությանը դիմակայելու համար:

 

Իրականում, Ս. Սարգսյանը ոչ թե պաշտպանեց իր աշխատակազմի ներկայացուցչին` զոհաբերելով քաղաքական թիմի անդամին, ինչպես երեկ փորձ էր արվում ներկայացնել ոմանց կողմից, այլ ցույց տվեց, որ ամեն ինչ սահման ունի:

 

Իհարկե, արդեն երեկ իշխանական շրջանակներում ոմանք խոսում էին «թիմի անդամին զոհաբերելու», «ընկածին խփելու» պարզունակ դատողությունների մասին, սակայն պետության հեղինակության և հասարակայնության համար դա բացարձակապես նշանակություն չունի: Բացառված չէ նաև, որ նույնիսկ ընդդիմությունը տեղի ունեցածը որակի` որպես «ավազակապետության ինքնախժռում»` օգնության ձեռք մեկնելով «զոհերին»:

 

Սակայն, անկախ ամեն ինչից, տեղի ունեցածն առնվազն զսպող նշանակություն է ունենալու մյուս` իրենց ամենակարող զգացող պաշտոնյաների ու իշխանավորների համար: Եվ մնում է միայն հույս հայտնել, որ օրերից մի օր իշխանությունը Հայաստանում կպաշտպանի ոչ միայն պետական ինստիտուտներին ու նրանց աշխատակիցներին, այլ նաև շարքային քաղաքացիներին, որոնցից շատերը ենթարկվում են ավելի սանձարձակ ոտնձգությունների:

LAW ENFORCEMENT AGENCIES ARE NOT YET INVESTIGATING THE INCIDENT BETWEEN EX MAYOR OF YEREVAN AND EMPLOYEE OF THE PRESIDENT'S PROTOCOL SERVICE

ArmInfo. The law enforcement agencies are not yet investigating the

incident between the ex Mayor of Yerevan Gagik Beglaryan and employee

of the President's protocol service Aram Kandayan.

 

The police, the prosecutor general office and the special

investigation service have told ArmInfo that no criminal case has

been instituted. The press service of the police says that they have

received no written complaint from the victim.

 

As was reported earlier, Beglaryan took Kandayan to the Metax factory

and beat him severely (or, according to alternative story, just

slapped him in the face). Unofficial sources say that Beglaryan did

it because Kandayan asked his wife to change her seat during Placido

Domingo's concert in Yerevan because, according to the protocol,

only the Catholicos of All Armenians, the Speaker of the Parliament

and the Prime Minister can seat near the President. Yesterday evening

Beglaryan resigned.

 

According to the law, in case of an incident between citizens (unless

it implies abuse of office) the victim should defend his rights on

his own, i.e. send a written complaint to the police or court. But,

since this case involves a high ranking official and a representative

of the presidential administration, a media report may also serve as

ground for an investigation and institution of a criminal case.

[ 16 Դեկտեմբերի, 2010 | 23:48 ] քաղաքականությունՀՀԿ խորհրդի նիստը այսօր որոշեց Երևանի քաղաքապետի պաշտոնին առաջադրել «ՀայՌուսգազարդ» ընկերության ղեկավար Կարեն Կարապետյանի թեկնածությունը:

 

Արդարադատության նախարարի պաշտոնին որոշվել է առաջադրել իրավաբան Հրայր Թովմասյանին: Նիստում նաեւ որոշվել է պաշտոնից ազատել էկոնոմիկայի նախարար Ներսես Երիցյանին` նրա փոխարեն առաջադրելով ֆինանսների նախարար Տիգրան Դավթյանի թեկնածությունը: Ֆինանսների նախարարի պաշտոնի համար ՀՀԿ խորհուրդը առաջադրել է ԿԲ փոխնախագահ Վաչե Գաբրիելյանի թեկնածությունը:
