AZERBAIJAN MADE COE ENTER KARABAGH LABYRINTH

Armenian diplomacy in Europe very weak

We can surely state that Armenian diplomacy continuously suffers losses in European front. The proofs of this are the discussions and drafts presented to COE Parliamentary Assembly after the well-known speech of the PACE president Lord Russell-Johnston at the Armenian parliament and several ‘interesting’ ideas he expressed during his visit to Baku.

 

 

Returning to Europe from South Caucasus Lord Russell-Johnston noted that his ideas that were published in Azeri press were distorted and that he never called Karabagh a transit country for drugs. But the chairman of PACE didn’t say anything about another interesting idea he expressed in Baku, by which he found that ‘according to international law norms it is obvious that Armenia occupied the territory of Nagorno-Karabagh’. Not only Lord Russell-Johnston didn’t reject this claim, but moreover, the Secretary General of COE Walter Schwimmer reconfirmed the announcement of COE describing the elections of local self-governing bodies in Karabagh as illegal- well knowing that OSCE Minsk group US co-chairman didn’t find these elections hurdling the adjustment of Karabagh conflict.

 

 

And while the delegation of Armenian parliament to COE is presenting an inefficient draft claiming that COE regulations do not do nay good to the issue of Turkey’s blockade imposed on Armenia, the Azeri delegation persistently drags the Karabagh conflict regulation to Council of Europe. Thus, the Azeri delegation to COE that is headed by Ilham Aliyev (the son of Azeri president Heydar Aliyev) succeeded by the help of Turkey to collect 50 signatures under a draft by which the Karabagh conflict is going to be discussed by the political committee of the PACE. The head of Armenian delegation Hovhannes Hovhannisian and his deputy already said that the issue will most probably be put into process and be discussed in the committee. Whereas Mr. Hovhannisian didn’t clearly say when the issue of Azerbaijan’s bellicose announcements directed against Armenia and Karabagh will be put under discussion of the European organization or will it ever be discussed at all.

 

 

The above-mentioned facts show that COE doesn’t hide its pretensions to become a mediator in the Karabagh conflict issue, and the proof of which is that the organization is going to discuss the Karabagh issue on a political level.

 

 

All these come to prove that Armenian diplomacy is weak in COE and Europe’s eye turns to Azerbaijan thanks to Azeri delegation’s active work and support of Turkey. It must not be allowed that the Karabagh issue is discussed in that structure by a subjective approach. It is high time serious attention is paid on the European organization and there is an urgent need of sending several Armenian top diplomats to COE in order to change the subjective and anti-Armenian position of the organization in the Karabagh issue. COE doesn’t have much influence on Russia, but it can affect the position of another OSCE Minsk group co-chair country- France towards the Karabagh issue, which will be a serious problem for the Armenian side.
