Armenia to apply to ECHR over beheading of Armenian soldier by Azeri troops

YEREVAN, OCTOBER 19, ARMENPRESS. Armenia is planning to apply to the European Court of Human Rights and present the Azerbaijani military’s beheading of an Armenian serviceman.

“We are now preparing an update of the materials which will be sent to the ECHR, we are going to add this fact also,” Armenia’s Representative to the ECHR Yeghishe Kirakosyan said at a news conference.

Amid the Azerbaijani ongoing attacks on Artsakh, around 13:00, October 16, a serviceman of the Azerbaijani armed forces called an Armenian serviceman’s brother and said that they have beheaded him. The Azeri soldier apparently used the mobile phone of the victim. The Azeri soldier told the Armenian serviceman’s brother that they will post the photo of the severed head online. Hours after the call, the man found the photo of his brother’s severed head uploaded on his social media account.

CoE Secretary General highlights need of respecting human rights in conflict zone

YEREVAN, OCTOBER 19, ARMENPRESS. Marija Pejčinović Burić, the Secretary General of the Council of Europe, highlighted the necessity of peacefully settling the Nagorno Karabakh conflict, reports TASS.

“Armenia and Azerbaijan are members of the Council of Europe. Both countries have assumed obligations before our organization to peacefully settle the conflict. And both countries are obliged to observe the European Convention on Human Rights. Respecting human rights is a very vital and legal obligation in this territory”, she said.

She added that regardless of politics, people living in conflict zones should rely on the same standards of human rights, democracy and rule of law as anyone in Europe.

The CoE Secretary General added that the solution of conflicts and territorial disputes is not within the powers of their organization. Nevertheless, she stressed that the settlement of the issue of human rights in that territories is among her priorities.

Armenian PM confident success in war can solve issue of status of Artsakh

YEREVAN, OCTOBER 19, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan expressed confidence that the success in the war can solve the issue of the status of Artsakh (Nagorno Karabakh).

The PM stated that the key to success in war is the concentration of the national potential around that goal and selfless dedication to that goal.

“1. What is this war for? For the status of Karabakh.

  1. Could we have avoided this war? Yes, if we handed over the territories and agreed to the uncertain status of Karabakh, for an uncertain time, in the absence of a mechanism for the adjustment of the further status.
  2. Could we have reached an acceptable or any status of Karabakh through negotiations? No, because its last opportunity was consumed in 2011 in Kazan.
  3. Can we stop this war? Theoretically yes, perhaps with a slightly worse formula of the option mentioned in point 2.
  4. Can the war solve the issue of the status of Karabakh? Yes, if we record success in the war.
  5. Can we record success in the war? Yes, if we concentrate the national potential around that goal and sincerely and selflessly dedicate ourselves to that goal”, the PM said on social media.

Village schools in Armenia bombed by Azeri drones

YEREVAN, OCTOBER 19, ARMENPRESS. The schools of the villages of Sotk and Kut in Armenia’s Gegharkunik Province are among the many civilian infrastructures to have been damaged in the Azerbaijani UAV attacks.

The walls of the school buildings cracked and windows were knocked out from the bombings, the education ministry said.

Schools are currently on holidays due to the coronavirus pandemic and there were no children inside the buildings at the time of the attack. However teachers were inside.

“Fortunately the administrative staff and other employees escaped unharmed,” the ministry said.

The education ministry said it will work jointly with the Gegharkunik provincial government to rebuild the schools.

Days after Azeri Harop crash, Iran warns it will respond even to “accidental” encroachments

YEREVAN, OCTOBER 19, ARMENPRESS. Iran has issued a warning saying it will respond to “any encroachment, even accidental”.

The warning comes days after an Israeli-made Harop loitering munition operated by the Azerbaijani military crashed into Iranian territory amid the Azeri attacks on Artsakh.

“The safety of our citizens is Iran’s red line. The military has issued the necessary warning, the explanations from the other side were heard. We said that any encroachment against Iran, even accidental, will receive a response,” IRNA quoted Iranian foreign ministry spokesperson Said Khatibzade as saying.

Azerbaijan continues recruiting thousands of militants from Syria - RIA

YEREVAN, OCTOBER 19, ARMENPRESS. More than 1000 militants from Syria have been transferred on October 16 through Turkey to the Nagorno Karabakh conflict zone as Azerbaijan continues recruiting these mercenaries from various terrorist organizations to fight against Artsakh.

RIA Novosti reported citing an unnamed source that an additional 1000 militants are on standby waiting to be taken there.

“Last Friday more than 1000 militants were sent to fight in Karabakh, the transfer of another group is also planned soon,” the source said.

Evidence has been published on Azerbaijan’s recruitment of jihadist mercenaries. The Armenian intelligence agency, as well as Russia, France and the US, have confirmed these reports. The mercenaries themselves have spoken to news media, namely the BBC, speaking about their participation in the attacks on Artsakh and how they were deceived by the Azeris upon recruitment.

On October 12, the Armenian intelligence agency released an intercepted audio of a radio communication between two jihadists fighting for the Azeris. Surveillance videos have also been released.

“Silence is Violence” – Artsakh women protest outside UN Armenia office in Yerevan

Women from Artsakh who are temporarily residing in Armenia after leaving their husbands behind to defend their homes against the Azeri attacks are holding a rally outside the United Nations Office in downtown Yerevan on October 19, demanding an appropriate reaction from the international community for the Turkish-backed Azerbaijani war of aggression with the involvement of militants from jihadist organizations.

The demonstrators were holding signs saying “Don’t be blind”, “Recognize Artsakh”, “Silence is violence”, and others.

“We have left our husbands, fathers and brothers at the frontline and we had no other choice than to temporarily move to Armenia. We’ve gathered here today, demanding that the war stops, and we are voicing about the war crimes that Turkey and Azerbaijan are now committing in Artsakh. We want the United Nations Armenia representative to meet with us and hear us out,” said Irina Safaryan, one of the many demonstrators.

Member of Parliament of Armenia from the ruling My Step faction, Chairman of the Yerkrapah Volunteers Union, Sasun Mikayelyan, sustained shrapnel wounds during the military operations unleashed by Azerbaijan at the line of contact with Artsakh, the Yerkrapah Volunteers Union told Armenpress.

“He sustained wounds in legs and the back. At the moment Sasun Mikayelyan is in stable condition”, the Union said.

Mayor of Paris highlights initiative on sending European youth observers to Artsakh

YEREVAN, OCTOBER 19, ARMENPRESS. Mayor of Paris Anne Hidalgo has spoken about the possibility of a potential recognition of Artsakh by the French capital city and the official recognitions by other cities.

“I noticed that Geneva and Milan have adopted very clear positions in favor of the recognition or right to self determination of Nagorno Karabakh. The Paris council can’t do that because the law on local self governing bodies doesn’t allow cities to recognize or sign treaties with subjects which aren’t officially recognized by France. But the city can do other initiatives.

I have been informed that AGBU Europe wants to send European youth to Nagorno Karabakh as observers. I think this is an excellent initiative. I suggested that these young people should tell European mayors what they saw there after returning. This initiative should take place in mid-November,” she said.

Paris Mayor plans to visit Yerevan in early 2021

YEREVAN, OCTOBER 19, ARMENPRESS. Mayor of Paris Anne Hidalgo is planning to visit Yerevan, Armenia, in early 2021, the Mayor said in an interview to Nouvelles d`Armenie.

Asked how Paris can assist Armenia and Artsakh, which were affected from the Azerbaijani aggression, the Paris Mayor said: “I am chairing the International Association of Francophone Mayors (AIMF), and Yerevan is a member of it. I asked the AIMF to immediately develop 50,000 Euro urgent aid, to assist those who came from Artsakh and overcome the health crisis. This is the first step. I also received TUMO Director Marie Lou Papazian, who, as you know, has an office also in Stepanakert [the capital of Artsakh], and we together discussed the ties which we can develop between different TUMO centers. My deputy on international affairs is in constant touch with the Armenian Ambassador in Paris, as well as with the two Co-Chairs of the Coordination Council of Armenian Organizations of France.

I am also planning to visit Yerevan with the Paris Council delegation in early 2021 to show our solidarity and see how we can further strengthen our ties”.

Levon Aronian says ready to join Armenian army to fight Azeri aggression

PanARMENIAN.Net - Armenian grandmaster Levon Aronian has revealed he is ready to join the army to fight Azerbaijan's aggression against Nagorno-Karabakh.

In an interview with chess24, Aronian said he already has friends who have been casualties of the fighting that started last month.

"My country is under assault by Turkey and Azerbaijan. We are trying to protect ourselves and our right to live in peace. For every Armenian in the world this is now the main concern. I am going back tomorrow and will do everything I can to help my country overcome this trouble," he said in Norway where he was competing at the Altibox Norway Chess tournament.

"I will do everything to help my country with everything I can. If it is necessary for my country for me to be in the army I will do that."

Azerbaijan, with help from Turkey and Syrian and Libyan mercenaries deployed by Ankara, started a war against Karabakh (Artsakh) in the morning of September 27. The Armenian side has reported deaths and injuries both among the civilian population and the military. Foreign and local journalists too have been injured in Azeri shelling of towns and villages.

Donations can be made to Hayastan All-Armenian Fund, which has launched a fundraising campaign to support humanitarian efforts in Karabakh.

Armenia MOD: The situation remains stable and in our control

Early this morning, the Azerbaijani armed forces once again launched offensives from the north and south, representative of the Ministry of Defense of Armenia Artsrun Hovhannisyan said during today’s briefing.

“Our army engaged in particularly pitched battles with the adversary in the south before pushing them back towards their original battle lines.

Yesterday, our air defence managed to down a number of Azerbaijani UAVs, including several Turkish-manufactured Bayraktar UAVs”, he mentioned.

The current situation remains tense as hostilities continue, however the level of intensity has decreased compared to that during the day, Hovhannisyan said.

“Azerbaijani commando units have managed in some places to infiltrate behind Armenian lines in small groups for photo opportunities in long-abandoned settlements simulating the capture of territory designed for consumption by a domestic audience. However, this propaganda footage has also been spread in Armenian circles” , representative of the Ministry of Defense of Armenia said.

Artsrun Hovhannisyan said, that the situation remains stable and in our control.

“The proliferation of diversionary actions by Azerbaijan is in no way indicative of any battlefield success or advances by their troops”, he added.

Mayor of desolated Karabakh village vows to 'rebuild everything'

MARTAKERT-- Dressed in military fatigues, the mayor of Martakert leans on his desk topped with coils of cables and two landline telephones in a makeshift basement office, his Kalashnikov rifle resting behind him.

His town in the northeast of the mountainous Nagorno-Karabakh region has come under regular shelling since fighting erupted between Armenian separatists and Azerbaijan forces last month, forcing most of its 5,000 inhabitants to flee.

Now, Misha Gyurjyan, thinning grey hair framing a round face, spends most of his days in his basement office, coming out only occasionally to assess the damage.

The 61-year-old accompanied AFP journalists on a tour of the deserted town, where only stray dogs and pigs searching for food could be seen wandering its streets.

More than 30 per cent of homes have been destroyed in fighting over the disputed province, the mayor estimates, cautioning that he can't be sure of the figures until daily Azerbaijani shelling ends.

"The fighting needs to stop so we can go street by street to calculate the damage," he says.

There are no bombing sirens in Martakert to warn residents of looming attacks, the mayor notes.

"We no longer have electricity," he adds during a drive across town punctuated by the deep rumbling of shelling from the front line 10 kilometres (6 miles) away.

Gyurjyan pauses at a house he says was destroyed by shelling several days ago.

Ripped metal sheets from the roof are scattered around the garden, a bunch of black grapes hang from a trellis and the house's charred walls have partially collapsed.

In the garden of another destroyed home nearby, flies swarm around the body of a dead dog.

Further on, the mayor stops in front of a large one-storey building he says was attacked on October 10, saying it used to be his own family home.

The walls withstood the attack, but the windows were all blown out. Trees in the garden are in disarray, their trunks blackened by fire.

'WE WILL REBUILD EVERYTHING'

"My son was here," Gyurjyan says.

"He was coming back from the front to rest. He had time to get out before the airstrike," hit, he adds, lighting one cigarette immediately after finishing another.

Gyurjyan's wife has sought refuge in the Armenian capital Yerevan, while his two sons are serving in the military.

He checks his watch: 2:30 pm. "A bad time. They (the Azerbaijanis) could start bombing," he explains, climbing back into his car.

Back in his three-room, dimly lit basement that serves as office, dormitory and kitchen, Gyurjyan is joined by members of his municipal team -- half a dozen men, most of them in combat fatigues.

The former traffic police chief who became mayor in 2011 recalls that the new fighting over Karabakh could not have come at a worse time.

"We had just finished rebuilding a road, people were buying apartments, the (pomegranate) crops were ripening," he says with regret.

Of the more than 800 people who have died since fresh fighting started just over three weeks ago, three were killed in Martakert, he notes.

"I didn't imagine it would start again," he says, referring to frequent flare ups over the disputed region since a post-Soviet war left 30,000 dead.

"But these are different weapons -- aerial bombardments, drones. Before we fought with rifles," says Gyurjyan, a veteran of the first war that ignited the decades-long conflict.

When one of his phones rings he immediately picks up. It's a resident who fled, calling for an assessment of the situation in the town.

"It's okay...it's calm," he says down the phone, again lighting a new cigarette after replacing the receiver.

"We will rebuild everything when it stops," he says, his eyes red from hours of lost sleep.

Pashinyan: Forcing Armenians of Artsakh to live under Azerbaijani rule violates international law

U.S. Representative for Hawaii’s 2nd congressional district, Tulsi Gabbard, has called for the U.S. to work with NATO members to have Turkey removed from the alliance, the Armenian National Council of America announced in a Facebook post.

A part of Tulsi Gabbarad‘s announcement to ANCA goes as following:

— Whereas Turkey has escalated its involvement in the conflict between Azerbaijan and Nagorno Karabakh [(Artsakh)], previously offering political support for Azerbaijan’s position, but now providing direct military support;

— Whereas Turkey maintains a closed border with the Republic of Armenia, a country with friendly relations with the United States, and has repeatedly issued threats against the Republic of Armenia, Nagorno Karabakh, and Armenian communities in other parts of the world, at times thinly veiling its threats with references to the genocide of Armenians in Turkey that took place in the early 20th century;

— Whereas reports indicate that Turkey has sent Syrian fighters, many of whom have been associated with Al Qaeda and ISIS, to fight against the Armenians of Nagorno Karabakh;

— Whereas it has been reported that Turkey has participated in or taken outright control of Azerbaijan’s air command and military offensive against Nagorno Karabakh and that its F-16 fighters have been engaged in attacks against both Nagorno Karabakh and the Republic of Armenia;

— Whereas NATO has called for the immediate cease-fire to hostilities in Nagorno Karabakh in response to Azerbaijan’s military attack on Nagorno Karabakh while Turkey has contradicted NATO’s position by publicly supporting and assisting with Azerbaijan’s continued military aggression;

— Whereas in response to Canada’s decision to suspend arms exports to Turkey in response to its involvement in Azerbaijan’s military offensive, Turkey cited the NATO relationship as the reason for its disappointment in Canada’s decision, associating NATO with its actions in the Caucasus.

Starting in the morning, the enemy has launched offensive operations in the northern and southern directions of Artsakh, all of which have been repelled, noted representative of the Armenia’s Ministry of Defense Artsrun Hovhannisyan during a press conference on October 20.

According to him, the most intense battles took place in the southern direction. The battles are less intense towards evening and night but they still continue.

“Azerbaijan’s military operations have a clear tactic, which our command is closely monitoring. What I mean is that small Azerbaijani subversive groups penetrate into villages and towns, film themselves there, spread those images, which is intended to feed their society. But, unfortunately, this also affects us," Hovhannisyan said.

He noted that territories change hands various times in the battlefield and that Azerbaijani portrayal of full control is a misrepresentation.

Hovhannisyan informed that yesterday and today, during the advancements of the Armenian army in the southern area, there were cases when servicemen who survived a blockade and were in hiding have been found.

Harutyun Baghdasaryan, a volunteer from the town of Sis in Armenia who was wounded on the battlefield, also spoke during the press conference, mentioning that cars delivering food to the frontline are often fired on by Azerbaijani missiles, which creates further problems.

Artsakh’s armed forces in fierce clashes in Ishkhanadzor – Spokesperson of Artsakh’s President

YEREVAN, OCTOBER 20, ARMENPRESS. The units of the Defense Army of Artsakh are in heavy clashes in the southern direction, near Ishkhanadzor, Vahram Poghosyan, spokesperson of the President of Artsakh, told ARMENPRESS.

‘’The Defense Army is carrying out very heavy clashes against the Azerbaijani armed forces in that section’’, Poghosyan said.

Poghosyan noted that Azerbaijanis have not been able to move forward even a centimeter in the northern direction and the Azerbaijani armed forces suffered great losses of manpower and military equipment.

‘’In fact, we are living a decisive period and my call addressed to our people is that we have to unitedly overcome this crucial challenge. Today we most of all need the participation and responsibility of al of us’’, Poghosyan said.

“Artillery battles continued in individual parts of the conflict zone. More intense battles took place in the southern direction,” the Armenian Unified InfoCenter said.

The Defense Army of Artsakh said it continues maintaining control of the tactical situation and taking countermeasures against the Azeri attacks. The Azerbaijani military is suffering big losses of personnel and materiel.

Armenian Church sends Cross of King Ashot II the Iron, relics of True Cross to Artsakh

YEREVAN, OCTOBER 20, ARMENPRESS. The Armenian Church has sent the Cross of King Ashot II Yerkat (the Iron) to Artsakh for a ceremonial blessing for the benefit of peace and victory amid the ongoing invasion attempts by Azerbaijan.

The Cross of King Ashot II the Iron also includes the relics of the True Cross. It was taken to Artsakh at the blessing of Catholicos Garegin II.

In the morning of October 20 Archbishop Pargev Martirosyan, the Prelate of the Diocese of Artsakh of the Armenian Apostolic Church, together with military chaplains, blessed the Armenian army and the Armenian lands with the cross for the benefit of peace and Armenian victory.

King Ashot II the Iron, (reigned from 914–929), fought off many foreign invasions, which earned him the epithet – Yerkat (Iron). His cross symbolizes the might of the Armenian army.

Tatoyan considers Azeri atrocities consequence of international structures’ denial to visit Artsakh

YEREVAN, OCTOBER 20, ARMENPRESS. Human Rights Defender of Armenia Arman Tatoyan says the violence, atrocities, mass destructions committed by the Azerbaijani armed forces in Artsakh (Nagorno Karabakh) are consequences of the international structures’ continuous denial to visit Artsakh.

“The atrocities and mass destructions carried out by the Azerbaijani armed forces in Artsakh are also consequences of the fact that the international organizations have constantly refused to visit Artsakh, despite our numerous calls, invitations and warnings”, the Ombudsman said at the session of the parliamentary standing committee on regional and Eurasian integration affairs.

He considered very important to show now that the principle “no one should be left behind, no one should be ignored and isolated”, which is announced in the UN, other structures at a high level, is a really operating principle in life, is a principle protecting person in life, and is not just an illusion. “And it should be proved that eventually no political cause can affect human rights. This practice is also distorting the system of human rights and is also harmful for the reputation of these international organizations”, the Ombudsman said.

The Ombudsman said women, children, disabled, elderly people also live in unrecognized states, and they should not be out of the right to having an access to the international structures and the protection.

Armenian activists satisfied from meeting with EU Ambassador

YEREVAN, OCTOBER 20, ARMENPRESS. After meeting with EU Ambassador to Armenia Andrea Wiktorin, a group of Armenian citizens have an impression that the Ambassador’s position on the Artsakh issue is pro-Armenian.

Three citizens met today with the EU Ambassador, requesting to give a clear assessment on the ongoing Turkey-back Azerbaijani aggression against Armenia and Artsakh.

“The responses were quite clear, despite some disagreements over concepts. We stated that the EU, all European structures today are running the same policy of silence as they did during the 2016 April Four-Day War”, one of the activists Armine Melkonyan told reporters after the meeting.

The citizens have shown pictures showing the actions of the Azerbaijani side against the Armenian prisoners of war and victims. The EU Ambassador said she knows everything in detail and added that they have also presented all these to Brussels. She expressed hope that an assessment will be made.

“She expressed her sympathy to Armenians. All know in Europe that Azerbaijan has started the war with the support of Turkey. The Ambassador’s position was pro-Armenian, it was visible”, Melkonyan said.

The EU Ambassador also expressed her regret over the bombardment of St. Ghazanchetsots Cathedral in Artsakh’s Shushi, as well as over the destructions of cultural values.

The Ambassador stated that what depends on them now is just to present all of this to Brussels and hope that the EU states will make a fair assessment.

Armenia calls on countries supplying Turkey with drone tech to follow Canada’s lead, freeze exports

YEREVAN, OCTOBER 20, ARMENPRESS. The Artsakh Defense Army has shot down around a dozen of the Turkish Bayraktar drones that are used in the Azeri attacks since September 27, Prime Minister of Armenia Nikol Pashinyan said.

“However not one of the downed drones had crashed into territories under Defense Army control. But finally we have remnants of the Bayraktar, which clearly shows that the device was manufactured in September, while the modern optics was produced in Canada in June. Why this is important: Turkey’s direct involvement in the terrorist war and its preparations is being proved with concrete facts. And the countries which supply Turkey with required components for Bayraktars should follow Canada’s lead with this fact and freeze further supplies,” Pashinyan said.

On October 19, the Artsakh Defense Army shot down a Turkish Bayraktar TB2 Tactical drone that was attacking Artsakh. The device was equipped with a L-3 WESCAM CMX-15D optics produced in June 2020 by Canada’s WESCAM. It was installed on the device in September 2020.

Canada has already suspended exports of the military drone technology to Turkey amid its use against Artsakh.
