France demands Azerbaijani forces to return to initial positions: Nikol Pashinyan and Emmanuel Macron meet in Paris

YEREVAN, SEPTEMBER 26, ARMENPRESS. The meeting between Prime Minister Nikol Pashinyan and French President Emmanuel Macron took place at the Élysée Palace. After the welcoming ceremony, before starting the meeting, the leaders of the two countries made statements for the press, the Prime Minister’s Office reported.

In his speech, the French President particularly said,

“Ladies and gentlemen, I am very happy to receive today the Prime Minister of the Republic of Armenia, Mr. Nikol Pashinyan.

In recent days, we have talked many times on the phone, because Armenia is again suffering from the armed clashes of September 13 and 14, and the situation is really critical.

Large-scale military operations took place on the border of Armenia and Azerbaijan, causing many casualties. The territory of Armenia was targeted, civil infrastructures were destroyed. In the face of this unacceptable situation, France has assumed its commitments.

France, holding the presidency of the UN Security Council, convened a meeting of the Security Council, where the situation was discussed twice, on September 14 and 15. The Council members demanded a speedy cessation of hostilities and respect for the ceasefire. Taking into account that there are occupied positions, France demanded that the Azerbaijani forces return to their initial positions. I told President Aliyev on September 14 that the fact that the border is not demarcated cannot justify any advance into the territory of the other country.

In addition, I have clearly stated since September 13 that France is convinced that the use of force cannot be a solution for either Armenia or Azerbaijan and it is necessary to resume the dialogue immediately. All unresolved issues, which are numerous, should be resolved exclusively through negotiations. The negotiations are held in different formats, particularly under the auspices of the EU, and they should be resumed.

I do not forget that exactly two years ago, on September 27, 2020, a terrible war began, which became deadly for the region. It led to a de facto new situation with an expanded Russian military presence in the region. And I strongly condemn what happened in recent days and call for peace and resumption of negotiations. I would like to salute the courage of Prime Minister Pashinyan, who proposed a new approach for the future of the region.

President Aliyev, with whom I will talk in the next few hours, says that he also wants to end instability in the region and find solutions. But it is impossible to build peace under the threat of force. To that end, France will do everything, will pursue its goal, which is a stable, safe and prosperous South Caucasus.

In a few minutes, Prime Minister Pashinyan and I will discuss the situation on the ground, as well as how to strengthen the ceasefire to avoid a new escalation and resume negotiations. We will also touch upon a number of issues to see how France, together with the European Union and other partners, can contribute to sustainable peace. I am talking about the delimitation of the border between Armenia and Azerbaijan, we also talked about it in Brussels. We will also discuss the actions of the UN and the OSCE.

I know that the Prime Minister had important meetings in New York within the framework of the UN General Assembly. We can talk about that too. We will also refer to a very important issue: the issue of normalization of relations between Armenia and Turkey. This is a difficult but very necessary process and you know that France also has assumed commitments over this issue. This process is extremely important for the region.

Finally, we will also discuss issues of bilateral relations. Thank you, Mr. Prime Minister, for coming to Paris after your visit to New York so that we could talk and discuss issues.

Prime Minister Nikol Pashinyan said,

“Honorable President of the French Republic, dear Emmanuel,

First of all, I want to thank you for this invitation and the warm welcome. Meetings like this provide an opportunity to make the unique relations between France and Armenia even more effective. I think today, as you mentioned, we will focus more on international and regional security issues.

France holds the presidency of the UN Security Council, and also with the support of France and personally President Macron, the issue of Azerbaijan's another aggression against Armenia was included in its agenda. An earnest discussion took place, and the issue remains on the agenda of the Security Council.

As a result of the aggressions of May 12, 2021 and September 13, 2022, Azerbaijan has occupied the sovereign territories of the Republic of Armenia. I referred to that topic in detail in my speech at the 77th session of the UN General Assembly. I would like to emphasize that our position is unequivocal: the Azerbaijani armed forces must withdraw from the sovereign territory of Armenia, and I want to thank France, personally President Macron, for recording this position. I would like to draw the attention of our international partners, and also yours, Honorable Mr. President, to the following fact. the speculations that there is no precise border between Armenia and Azerbaijan, because the border is not demarcated and delimited, have nothing to do with reality.

The administrative borders between Soviet Armenia and Soviet Azerbaijan became state borders in the first months of independence of the two countries, since both Armenia and Azerbaijan signed and ratified the December 8, 1991 Agreement on Establishing Commonwealth of Independent States. Moreover, both countries are members of the CIS until now. I want to emphasize that it is an integral part of this agreement that the administrative borders, the existing borders basically become state borders and the countries that joined the agreement recognize these borders.

This means that the actions of Azerbaijan cannot be assessed in any way other than deliberate aggression. As a result of the Azerbaijani occupation, the situation in our region remains tense. I think that sending an international observation mission to the regions affected by the Azerbaijani occupation and the border zone will help the international community to receive direct and not mediated information, and will also become an important factor in stabilizing the situation.

I am convinced that the UN Security Council should also keep the issue in the focus, and I expect the support of the country holding the presidency on this matter.

Coming to long-term solutions, I think it is necessary to sign the Armenia-Azerbaijan peace treaty with the mutual recognition of the borders reaffirmed by the agreement of December 8, 1991. Armenia is ready for the opening of communications in the region and the construction of new communications, in accordance with the national legislation of the countries through which they pass.

Three Armenian soldiers killed as Azerbaijan violates ceasefire again

PanARMENIAN.Net - Three Armenian servicemen were killed in Azerbaijan’s latest ceasefire violation on Wednesday, September 28, the Defense Ministry reports.

The Azerbaijani military used grenade-launchers and large caliber firearms to target Armenian positions along the border. According to the Defense Ministry, the Armenian troops took measure to silence the Azerbaijanis.

The latest round of fighting between the two countries began in the wee hours of September 13, when the Azerbaijani military attacked Armenian posts and shelled Armenian settlements both on the border and deep behind the frontline. At least 207 people are dead or missing as a result, the Security Council of Armenia said on Monday.

“On September 28, the units of the Azerbaijani armed forces, which unlawfully invaded the sovereign territory of the Republic of Armenia, once again grossly violated the ceasefire regime with the use of mortars and weapons of large caliber, and shelled in the eastern direction of the Armenian-Azerbaijani border, as a result of which the Armenian side suffered three casualties.

The recent provocation carried out by Azerbaijan, in continuation of its large-scale aggression against the territorial integrity of Armenia, launched on September 13, is a clear disrespect towards the calls of the international community and the member states of the UN Security Council to maintain the ceasefire. This is a reaffirmation of the alarms of the Armenian side that Azerbaijan is attempting to continue its policy of use of force and maximalism.

Moreover, such provocation of Azerbaijan is aimed at disrupting the meeting of the Foreign Ministers of the two countries, the arrangement of which is under discussion.

In the current situation, we urge the international community to undertake effective steps and implement relevant mechanisms in order to suppress the military-political leadership of Azerbaijan for the strict observance of the ceasefire regime, the withdrawal of the Azerbaijani armed forces from the sovereign territory of the Republic of Armenia and the prevention of new aggressions.

The Republic of Armenia will continue to protect its sovereignty and territorial integrity by all means prescribed by the UN Charter,” the MFA said.

Armenia had to reduce power at nuclear plant when Azeri military hit Iran electricity export lines

During the September 13 attack on Armenia, Azerbaijan also bombarded the high-voltage power lines stretching to Iran, and for 12 hours did not allow experts to approach and repair them, and due to high volumes of power the Armenian nuclear power plant was forced to reduce power, the Armenian Minister of Territorial Administration and Infrastructure Gnel Sanosyan told foreign ambassadors in Vardenis.

Sanosyan briefed the ambassadors that Azerbaijan widely targeted various civilian infrastructures, schools, kindergartens, administrative buildings, private houses, industrial facilities, power lines, bridges, roads, gas pipelines.

“In order to be clear on the deliberate Azeri attacks and bombardments of our infrastructures during those days I’d like to present the following incident, when the high-voltage electricity lines from Armenia to Iran were shelled. Armenia is exporting rather large volumes of electric energy to Iran. Initially one may think that a power line was shelled unintentionally, but, for 12 hours our experts were not allowed to approach the power lines and repair them, every time our experts were attempting to approach they came under automatic gunfire and had to return. In that situation, we had to reduce the power at the nuclear power station due to having surplus, large quantity of electricity and to put the Yerevan thermal power plant and other electricity stations to half capacity. Our entire energy system was intentionally disrupted by the Azeris, and they were not allowing us to repair for many hours,” Sanosyan said.

Sanosyan reminded that the Azerbaijani strikes also targeted the Kechut reservoir, but there are no damages because the shells hit the water. “But we all realize what could had happened if those shells had hit the dam,” Sanosyan said, adding that in this season the reservoir is completely full.

Azerbaijan captured several military outposts in direction of Vardenis

Azerbaijan captured several military positions of Armenia in the direction of Vardenis, Major-General Arakel Martikyan, the Deputy Chief of General Staff of the Armenian Armed Forces told foreign ambassadors in Vardenis when asked about the territorial losses during the September 13-14 Azeri attacks.

Major-General Martikyan said the positions which Azerbaijan captured are unimportant from a tactical perspective but important from a strategic perspective.

“We can’t say that they’ve had serious territorial advances here, they succeeded in capturing a few military outposts. But these positions aren’t that important from a tactical point of view, but they are important from a strategic point of view because they are directly above our settlements, they are able to observe our roads and routes to some extent. And most importantly, they are mentally and morally harassing residents of nearby villages with their presence,” the major-general said.

He said that most territorial losses happened in the Jermuk section.

Armenia’s attempts to retrieve bodies of fallen troops met with intense Azeri gunfire

The Armenian side knows the number and location of bodies of killed troops, but all attempts to recover the bodies were met with intense Azerbaijani gunfire, Major-General Arakel Martikyan, the Deputy Chief of General Staff of the Armenian Armed Forces told foreign ambassadors during a meeting in Vardenis.

Speaking about the reports by families of missing troops that there are bodies of troops at an outpost in Verin Shorzha and that the military still hasn’t recovered them, the major-general said the reports are true.

“We’ve abandoned only the positions which were completely overrun and our troops were killed. Today we really know where and how many bodies of our comrades are, this is the most painful part. Troops who gave their lives for their country must be properly laid to rest, worthy for a soldier. The Azerbaijani side promised a humanitarian ceasefire, a humanitarian ceasefire envisages the recovery of the wounded and bodies, but our attempts to retrieve the bodies of our fallen troops were met by intense Azerbaijani gunfire and a statement that they will return the bodies of our servicemen,” the major-general said.

A war crime that needs to be investigated: Toivo Klaar on execution of Armenian POWs by Azerbaijani troops

The execution of the Armenian prisoners of war is a war crime, EU Special Representative for the South Caucasus and the Crisis in Georgia Toivo Klaar says.

“Another horrible video has emerged of Armenian prisoners of war apparently being executed. If this video is proven to be authentic then this is a war crime that needs to be investigated and the perpetrators punished,” Klaar said in a Twitter post.

The video shared on Azerbaijani social media shows the extrajudicial execution of Armenian prisoners of war by Azerbaijani troops.

At this point it has been ascertained the authenticity of the video. It is new, the incident took place on September 13 this year during a large-scale attack unleashed by the Azerbaijani armed forces on the sovereign territory of the Republic of Armenia, Armenian Human Rights Defender's Office said in a statement.

"This morning, a video was disseminated on the Azerbaijani social media platforms depicting the execution of the Armenian PoWs by the Azerbaijani servicemen.

At the moment, we have identified the authenticity of the video: it is new, the incident occurred during a large-scale attack by the Azerbaijani armed forces on the sovereign territory of the Republic of Armenia on September 13 of this year.

This fact is confirmed by a combination of examining the terrain, similar video materials in our and other databases, as well as by a complex combination of weather conditions, uniforms of military personnel, the conversation of Azerbaijani servicemen, and other parameters.

This is yet another war crime committed by the Azerbaijani armed forces, the source of which is a consistent policy of Armenophobia by Azerbaijan, manifesting itself starting from the educational content in all spheres of public life and in the statements of the President of this country himself. By the way, this is also recorded in the recent report of the UN Committee on the Elimination of Racial Discrimination concerning Azerbaijan.

This video, among others, will be included in the Ad Hoc Report of the Human rights defender and sent to international organizations and actors.

Today, the UN calendar celebrates the “International day of Non-Violence”, however, the inadequate response of structures with an international human rights mandate to these war crimes, unfortunately, carries the risk of filling such new days in the UN calendar," reads a statement from the Armenian Ombudsman's Office.

Last night there was a gruesome video of Azerbaijani soldiers executing several Armenian prisoners of war at close range, Jean-Christophe Busson, deputy director of the French magazine Le Figaro, wrote on his Twitter.

"A gruesome video was received last night showing Azerbaijani soldiers executing several Armenian prisoners of war at close range. This video of new war crimes by Azerbaijan is being verified (by international media and bodies)," Busson wrote.

A gruesome video of the execution of four unarmed Armenian prisoners of war by Azerbaijani soldiers is circulating in Telegram channels.

Earlier, EU Special Representative for the South Caucasus and the crisis in Georgia Toivo Klaar said that if it is proven that the video is genuine, it is a war crime that must be investigated and the perpetrators punished.

On September 28, starting from 18:00 the Azerbaijani Armed Forces started firing mortars and large-caliber small arms at the Armenian positions in the eastern direction of the border. The Armenian side resorted to retaliatory actions.

Later, the Ministry of Defense reported that as of 10 p.m. the situation on the Armenian-Azerbaijani border was relatively stable. As a result of the Azerbaijani provocation, three Armenian servicemen were killed.

Video of Azeri soldiers allegedly killing Armenian POWs surfaces on social media

A gruesome video which allegedly shows the moment in which a group of captured Armenian soldiers is surrounded by Azeri troops and executed surfaced on social media. Although the footage is yet to be verified, the Armenian side has no doubt as to its authenticity, while Azeris accuse Armenians of committing similar atrocities.

“The moment of killing the Armenians captured by the Azerbaijani army in the recent clashes,” a Twitter user described the video and commented that “it's hard to understand [what is going on in] the mind of a soldier in the field, although it is bad...”

EU Special Representative for the South Caucasus and the crisis in Georgia Toivo Klaar said that if it is proven that the video is genuine, it is a war crime that must be investigated and the perpetrators punished.

Mr Klaar’s Tweet caused a flurry of responses, with pro-Armenian users calling on him to clearly identify the perpetrators and the victims, while pro-Azeri users began posting graphic footage and images of atrocities that were supposed to be perpetrated by the Armenian side.

“Received this night a terrible video showing Azeri soldiers executing several Armenian prisoners of war at point-blank range. This video of new war crimes [by Azebaijan] is being verified (by media and international bodies),” wrote Le Figaro’s Jean-Christophe Buisson.
If authentic, the footage was likely recorded back in mid-September, with September 13 and 14 as the likeliest dates, speculated Neil Hauer, a journalist for CNN and the CBC (Canadian Broadcasting Corporation).

While the international community calls for the footage to be verified, Yerevan has little doubt as to its authenticity.

“At the moment, we cannot provide any specific information about the location and chronology, the relevant authorities are studying the video,” said Aram Torosyan, the spokesperson for the Armenian Ministry of Defence.

“We think there is no doubt about its authenticity, it is handwriting typical of the Azerbaijani armed forces. That style is known to us and the international community from the irrefutable evidence of previous similar incidents,” he added.

Later on Sunday, Armenian Human Rights Defender Kristinne Grigoryan released a statement according to which her office has verified the authenticity of the video and confirmed it has been recorded on September 13.

“The fact is confirmed by the study of the terrain, comparison with similar videos available in our and other databases, as well as the complex combination of weather conditions, uniforms of servicemen, conversation of Azerbaijani servicemen and other parameters,” said the Armenian ombudsman.

“This is yet another war crime committed by the Azerbaijani armed forces based on the consistent policy of Armenophobia manifested in the educational content, all spheres of public life and in the statements of the President of the country. Footage showing extrajudicial execution of captive Armenian troops by Azeri forces is authentic: defense ministry

YEREVAN, OCTOBER 2, ARMENPRESS. Footage published online showing the gruesome extrajudicial executions of captive Armenian troops by Azerbaijani soldiers is undoubtedly authentic, the Armenian Ministry of Defense said.

“We can’t say any concrete data about the location and time at this moment, relevant authorities are now analyzing the footage. In terms of authenticity, we believe there is no doubt, this is the typical signature of the Azerbaijani armed forces. This signature is known to us and the international community from the undeniable evidence of similar cases that happened in the past as well,” Defense Ministry spokesperson Aram Torosyan told ARMENPRESS.

Spanish Member of Parliament Jon Inarritu described the extrajudicial executions of Armenian prisoners of war by Azeri troops as “barbarism of the Azerbaijani regime” and addressed President of the European Commission Ursula von der Leyen who called Azerbaijan a "reliable, trustworthy partner" after signing an energy deal in July.

“Once again, the barbarism of the Azerbaijani regime. Is this the people with whom you signed agreements and consider reliable partners, Mrs. @vonderleyen?” MP Inarritu tweeted.

Meanwhile, Prime Minister of Armenia Nikol Pashinyan said Armenia will use all available international mechanisms to ensure investigation and accountability into the extrajudicial executions of Armenian prisoners of war by Azerbaijani troops.

The footage of the gruesome killings was posted online in Azeri social media.

The authenticity of the video has been validated by the Human Rights Defender and the Defense Ministry using video data base material, comparative analyses of terrain, weather conditions, conversations and uniforms of the troops.

Another video has surfaced of Azerbaijani soldiers apparently executing Armenian POWs during the latest invasion on September 13-14.

"Another horrific video circulated in social media: Azerbaijani soldiers are arbitrarily executing a group of Armenian POWs on sovereign Armenian territory. The international community should strongly condemn and address this war crime and take appropriate measures to halt Azerbaijan's aggression." Armenian Prime Minister Nikol Pashinyan tweeted, "Armenia will use all available international mechanisms to ensure investigation and accountability. Such acts of violence should be addressed properly, with consequences for the aggressor."

EU Special Representative for the South Caucasus and the crisis in Georgia Toivo Klaar tweeted: "Another horrible video has emerged of Armenian prisoners of war apparently being executed. If this video is proven to be authentic then this is a war crime that needs to be investigated and the perpetrators punished."

At least six Armenian POWs appear to being murdered in the video.

Armenia's Ombudsperson Kristine Grigoryan and Yeghishe Kirakosyan, the representative to the ECHR, suggested this might be the right time for Armenia to ratify the Rome statute and accede to the International Criminal Court because Azerbaijan won't punish the war criminals.

The Prosecutor Office of Azerbaijan said in a statement: "The Military Prosecutor's Office of the Republic of Azerbaijan fully and comprehensively investigates whether the videos of this category are genuine, as well as the time and place where the images in the videos were taken, the identity of the military personnel depicted in them, as well as all other cases that are important for determining the objective truth. As a result of the investigation, legal measures will be taken."

The Ministry of Foreign Affairs of Azerbaijan's statement read: "The statement of the Ministry of Foreign Affairs of Armenia dated October 2, 2022, claiming war crimes were committed by the Armed Forces of Azerbaijan, is an example of the hypocrisy of a country that has pursued an aggressive policy for decades, trampled on the fundamental rights of nearly a million people, and committed numerous war crimes against military personnel, as well as civilians. Unlike Armenia, Azerbaijan takes its international obligations seriously and relevant state institutions investigate claims related to crimes committed during military operations."

The ministry referred to charges brought up two years ago where Azerbaijan prosecuted several soldiers who committed alleged war crimes during the 2020 Nagorno Karabakh war. The four arrested soldiers – Gardashkhan Abishov, Rashad Aliyev, Arzu Huseynov and Umid Aghayev – were let go after what Armenians said was a sham trial.

Moreover, this August, possibly the same soldiers, Gardashkhan Abishov and Rashad Aliyev appeared in another statement of the Ministry of Defence of Azerbaijan, this time about awards for "protecting the borders of the Republic of Azerbaijan". While Rashad Aliyev is a common name in Azerbaijan Gardashkhan Abishov isn't.

On September 16, other videos were circulating on Instagram where Azeri soldiers apparently mutilated at least two Armenian women, one servicewoman, one a nurse.

EU wants probe into alleged Nagorno-Karabakh war crimes

The EU is demanding a probe into possible war crimes following a video of people dressed in Azerbaijani uniforms executing Armenian prisoners of war.


Peter Stano, a spokesperson for the EU's foreign policy branch, told reporters on Monday (3 October) that the video, if proven authentic, "show acts of war crimes and clear violation of international law."



But he also said it is up to Azerbaijan to carry out the probe, noting that the EU does not have any investigative powers.


"It's in the interest of Azerbaijani authorities to investigate and prove to the world that this is not the policy of the country," he said.


Foreign ministers from both sides had met in Geneva on Monday, as a follow-up to a mediation meeting in Brussels in late August.


Armenia in Geneva demanded war crimes be investigated and perpetrators be brought to justice. Azerbaijan said Armenian armed units needed to withdraw and accused them of placing landmines in Azerbaijan territory.


The latest war crime allegations may exacerbate already tense relations between Armenia and Azerbaijan, who have fought two wars over the disputed Nagorno-Karabakh region.


The most recent, in 2020, saw Armenia withdraw from large tracts of territory, leading to the deployment of some 2,000 Russian troops to maintain a shaky ceasefire agreement.





The six-weeks of fighting killed an estimated 6,000 people.


Both Baku and Yerevan continue to contest and vie over territory in the region, with the former laying down infrastructure such as roads.


But fighting broke out again earlier last month, with at least 207 Armenian and 80 Azerbaijani soldiers killed in what has been described as the deadliest escalation since 2020.


Yerevan accused Baku of taking an additional 10km2 of territory, noting that some 2,700 civilians were evacuated from Armenia's Syunik and Gegharkunik provinces.


The International Crisis Group, an NGO, says the fighting may be Azerbaijan taking advantage of Russia's war in Ukraine.



War crimes on both sides?

On Sunday, the EU's envoy to the South Caucasus, Tovio Klaar, also demanded an investigation into the apparent atrocities committed by Azerbaijanis.


But he then revealed that he had been sent several videos of possible war crimes being committed against Azerbaijanis.


"Also these need to be investigated and if authentic perpetrators need to be held responsible," he said.


"The conflict has left deep wounds on both sides and to heal accountability is needed," he added

Following the publication of a video allegedly showing the execution of Armenian prisoners of war, EU Special Representative Toivo Klaar called for clarification on Sunday.




“If this video is proven to be authentic then this is a war crime that needs to be investigated and the perpetrators punished,” Klaar wrote on Twitter.




Armenian Prime Minister Nikol Pashinyan had blamed neighbouring Azerbaijan over the content of the video, without providing evidence.




The two ex-Soviet republics have been fighting each other for decades over the territory of Nagorno-Karabakh.























As recently as mid-September, an attack by Azerbaijan left more than 200 people dead on both sides.




Authoritarian-ruled Azerbaijan justified the attack with an alleged Armenian provocation. Armenia said the attack did not target Nagorno-Karabakh, but regions in the heartland of Armenia.





There have been previous reports of videos with gruesome scenes. The Armenian Ministry of Defence now wants to analyse the video, but said there is no doubt about its authenticity.




Azerbaijan wants to check the authenticity of the recordings, according to media reports.

U.S. calls for investigation into alleged executions of Armenian prisoners by Azeri soldiers

State Department spokesman Ned Price has acknowledged that Washington is "deeply concerned" about these recent reports, which the European Union has also called for an investigation.



"We call for a full and impartial investigation. Those responsible for any atrocities must be held accountable," Price said on his Twitter profile.


The governments of Armenia and Azerbaijan agreed in mid-September to a ceasefire after the latest clashes on the border, which resulted in more than 200 soldiers killed between the two sides.


The fighting is the most serious since 2020, when they clashed over the control of Nagorno-Karabakh, a territory with a majority Armenian population that has been the focus of conflict since it decided to separate in 1988 from the region of Azerbaijan integrated into the Soviet Union.

Another barbaric video shows the armed forces of Azerbaijan killing surrendered Armenian soldiers in cold blood. This took place in the environs of the village of Ishkhanasar in Armenia.

Video footage shows a hail of bullets killing Armenian soldiers after the armed forces of Azerbaijan illegally entered Armenia. Other video footage of massacres against Armenians has reached the outside world. This includes the mutilation of a dead Armenian female soldier that is beyond comprehension.

General Staff Edward Asryan (Head of the Armed Forces of Armenia) uttered, I can provide evidence of Azerbaijan soldiers mutilating the body of a female Armenian soldier (they cut her legs and fingers off, stripped her naked, and mocked her even in death).

Siranush Sahakyan, the representative of the Armenian detainees’ interests at the European Court of Human Rights (ECtHR), expressed her thoughts on the massacre that took place in Ishkhanasar. Sahakyan said, “The video has been studied, verified; it is real. The incident took place at Ishkhanasar on September 13, with the involvement of Azerbaijani soldiers. It is the ‘Commando’ newly created unit, which is being retrained by Turkey, and certain support is, of course, being provided as a NATO member country. And the units being retrained plan and carry out war crimes against Armenians, and, naturally, they are encouraged for these actions.”

In the last conflict, France 24 reports (2020), “… intelligence reports had established that 300 Syrian fighters drawn from “jihadist groups” from the Syrian city of Aleppo had passed through the Turkish city of Gaziantep en route for Azerbaijan.”

Nine soldiers from the armed forces of Armenia were killed in cold blood despite surrendering. The video footage shows a hail of bullets brutally killing four Armenian soldiers. In the last conflict between Armenia and Azerbaijan, video footage shows Armenians being beheaded.

The former president of Armenia (Armen Sarkissian) uttered: “The international community and structures must clearly and specifically respond to these crimes.”

Brice Roquefeuil, the OSCE Minsk Group Co-Chair of France, met the Foreign Minister of Armenia (Ararat Mirzoyan). They discussed the ongoing crisis in Nagorno-Karabakh and the armed forces of Azerbaijan violating the sovereignty of Armenia.

The Foreign Ministry of Armenia expressed to the representative of France, “The importance of the international community’s clear condemnation of extrajudicial killings, torture, and other war crimes towards the Armenian prisoners of war committed by Azerbaijan…”

Japan – and much needed – expressed its concern over recent events. Fukushima Masanori, the Japanese Ambassador to Armenia, noted the concern of Japan against the incursion by Azerbaijan into Armenia.

The Foreign Ministry of Armenia said, “Numerous videos regularly publicized by Azerbaijani users on social media demonstrate the war crimes against and the extrajudicial killings of Armenian prisoners of war, torture of Armenian servicemen, including women, and desecration of corpses committed by the Azerbaijani armed forces.”

Modern Tokyo Times recently said, “If the CSTO doesn’t become more active – Armenia needs to look to other nations for adequate support. After all, look at what happened to Armenian heartlands in modern-day Turkey after the genocide. Therefore, Armenia faces a literal fight to survive in such a harsh geopolitical climate.”

Armenians have suffered brutally in history at the hands of the Turks and their allies. The United States Holocaust Memorial Museum says, “The Armenian genocide refers to the physical annihilation of ethnic Armenian Christian people living in the Ottoman Empire from spring 1915 through autumn 1916. There were approximately 1.5 million Armenians living in the Empire. At least 664,000 and possibly as many as 1.2 million died during the genocide. Armenians call these events Medz Yeghern (the great crime) or Aghet (catastrophe).”

Breaking Defense reports, “From 2016–2020, Israel accounted for 69 percent of Azerbaijan’s major arms imports — a number that represents 17 percent of Israel’s arms exports for that same period.”

Hence, the European Union needs to address its energy policy concerning Azerbaijan and put enormous pressure on the political elites in Baku. Israel should also look at itself in the mirror because the Jewish Holocaust – and the earlier Armenian Genocide in the twentieth century that followed horrendous pogroms in the late nineteenth century – highlights how much both people struggled to survive.

Armenia doesn’t need to pick and choose between Moscow and Washington – nor Brussels and Tehran. Instead, Armenia needs to reach out to nations that can preserve the sovereignty of Armenia and help this nation at the regional and international levels.

YEREVAN, OCTOBER 3, ARMENPRESS. Armenia will not allow the equation between a victim of a war crime and the criminal, Ambassador at-Large Edmon Marukyan said in a statement in response to a tweet by EU Special Representative for the South Caucasus and the crisis in Georgia Toivo Klaar.

“EU Special Representative for the South Caucasus and the crisis in Georgia Toivo Klaar tweeted that today he has received several videos allegedly showing war crimes committed against Azerbaijan. He emphasized that these videos are yet to be investigated and authenticated, so that the real perpetrators are held accountable also, and he also noted that the conflict has left deep wounds on both sides.

It’s clear what’s happening, isn’t it? As soon as irrefutable evidence surfaces on war crimes committed by Azerbaijan, in order to counter it Azerbaijan quickly presents false accusations of war crimes allegedly committed by the Armenian side during the 44-Day War of 2020. Soon thereafter an equal sign is put between the victim and the criminal (as if both sides have done the same).

Moreover, it is simply completely unreasonable to try and compare any incident that happened at large-scale wartime with an explicit war crime committed during the discussions of a draft peace treaty.

I am sure that the Armenian forces have never committed such war crimes; there can’t even be any edge of comparison with everything we saw in the horrific video showing Azeri extrajudicial killings of Armenian prisoners of war. We will not allow the equation between a victim of a war crime and the criminal,” Marukyan said.

The footage of the gruesome killings of Armenian PoWs by Azeri troops was posted online in Azeri social media.

The authenticity of the video has been validated by the Human Rights Defender and the Defense Ministry using video data base material, comparative analyses of terrain, weather conditions, conversations and uniforms of the troops.

Earlier on October 2, following the release of the video showing the killings of Armenian PoWs by Azeri troops, Klaar had tweeted: “Another horrible video has emerged of Armenian prisoners of war apparently being executed. If this video is proven to be authentic then this is a war crime that needs to be investigated and the perpetrators punished."

YEREVAN, SEPTEMBER 3, ARMENPRESS. The Spanish El País newspaper published an article on the latest Azerbaijani aggression against Armenia, highlighting the fact that Azerbaijan attacked the internationally recognized territories of Armenia.

In the article titled “Armenia condemns the execution of prisoners of war by Azerbaijani troops”, El País noted that the EU Special Representative in South Caucasus has called for an investigation and said that if the video is authentic it constitutes a war crime and the perpetrators must be held accountable.

The article quoted Armenian PM Nikol Pashinyan’s statement, saying: “Yet another horrific video circulated in social media: Azerbaijani soldiers are arbitrarily executing group of Armenian POWs on sovereign Armenian territory. Int'l community should strongly condemn & address this war crime & take appropriate measures to halt Azerbaijan’s aggression. Armenia will use all available international mechanisms to ensure investigation and accountability. Such acts of violence should be addressed properly, with consequences for the aggressor.”

El País wrote that the September attack by Azerbaijan was the most serious escalation since 2020.

The article mentions that during the Azeri attack, Armenia requested help from the CSTO but the organization did not intervene. “Russia seemingly does not want to enter a new scenario of conflict,” the newspaper wrote, adding that Azerbaijan is strongly backed by Turkey.

“As Russia is following the situation with one eye, the US and the EU have moved to develop dialogue and sign a peace treaty between Armenia and Azerbaijan,” the newspaper wrote.

YEREVAN, OCTOBER 3, ARMENPRESS. The video showing a group of Armenian prisoners of war being killed by the Azerbaijani troops has been in the spotlight of the Spanish media outlets.

Europe Press published an article entitled “EU urges to investigate the alleged executions of Armenian servicemen by Azerbaijani soldiers”, where it also posted the Twitter post of EU’s Special Representative for the South Caucasus and the Crisis in Georgia Toivo Klaar. The news agency comments on the footage spread on Telegram channels which shows how Azerbaijani troops brutally shoot Armenian captives, as well as the statement of the Armenian defense ministry on the video.

Spanish radio Cope also published an article with a similar headline. The article starts with the statement of Armenian Prime Minister Nikol Pashinyan who condemns the execution of Armenian POWs.

“Yet another horrific video circulated in social media: Azerbaijani soldiers are arbitrarily executing group of Armenian POWs on sovereign Armenian territory. International community should strongly condemn and address this war crime and take appropriate measures to halt Azerbaijan’s aggression”, Cope radio quoted the PM’s post.

The Twitter post of EU’s Special Representative has also been included in the article.

Another Spanish radio Cadena SER released an article entitled “Armenia condemns the killing of a group of POWs by Azerbaijan a week after ceasefire agreement”, which has also posted the Twitter posts of PM Pashinyan and EU’s Special Representative Toivo Klaar.

“The British Embassy is horrified by a video which appears to show captured Armenian soldiers being shot by Azerbaijani forces.

We welcome the announcement by the Azerbaijani Prosecutor General’s Office of their commitment to comprehensively investigate the video. We expect the outcome of the investigations to be made public. We expect all allegations of mistreatment, abuse and summary killings to be fully investigated by the appropriate authorities”, reads the post.

On October 2, a footage was published on the Azerbaijani telegram channels, in which it was seen how the Azerbaijani soldiers brutally shoot the captured Armenian soldiers at the Armenian military position.

Toivo Klaar, the special representative of the European Union in the South Caucasus, stated that if the authenticity of the video is confirmed, then it is a war crime that should be investigated.

Armenian human rights defender Kristine Grigoryan stated that the killing of Armenian prisoners of war by the Azerbaijani military took place on September 13, during the large-scale attack of Azerbaijan against the Republic of Armenia.

In the sidelines of the claims submitted to the European Court of Human Rights and the International Court of Justice regarding the protection of the rights of Armenian prisoners of war, on October 3, the footage of the killing of Armenian servicemen that went viral on October 2 of this year has been submitted to the aforementioned courts, once again emphasizing the fact that Azerbaijan has violated the fundamental rights of ethnic Armenians, ARMENPRESS reports the Facebook page of the Office of the Representative of Armenia on International Legal Affairs informs.

On October 2, a footage was published on the Azerbaijani telegram channels, in which it was seen how the Azerbaijani soldiers brutally shoot the captured Armenian soldiers at the Armenian military position.
