Armenians in Turkey appear under target of hate speech and threats: MP Paylan among them

1032506.jpg 11:54, 23 October, 2020

YEREVAN, OCTOBER 23, ARMENPRESS. Hate speech and threats to Armenians in Turkey have intensified amid the ongoing Turkey-backed Azerbaijani aggression on Armenia and Artsakh.

Ethnic Armenian MP of the Turkish parliament Garo Paylan, in an interview to Duvar, stated that the ruling Justice and Development Party (AKP) has created an “ordinary hate atmosphere” in the country.

The news agency noticed that Garo Paylan is also under target in Turkey for supporting the ceasefire, calling for peace.

Paylan said various identities, citizens of various faiths and beliefs live in Turkey. “However, the current administration, unfortunately, continues running its policy having nationalist, racist and religious direction”, Paylan said.

At the time when the Turkish government stands by Azerbaijan in the war around Nagorno Karabakh, Armenians in Turkey have appeared under the target of hate speech and threats. “In such situation when Turkey is standing by Azerbaijan and when hate speech is applied on Armenians, we feel the pigeon’s anxiety as once said our beloved Hrant Dink. Unfortunately, we feel the deepest anxiety of the pigeon these days”, Garo Paylan said.

He said peaceful civilians suffer during the war, adding that he sees the solution of the issue on the peace table.

On September 27 Azerbaijan, with the support of Turkey, launched a massive attack against the Republic of Artsakh (Nagorno Karabakh), by using all its ammunition, targeting also the civilian infrastructures both in Artsakh and Armenia. There are confirmed reports that there are mercenaries in the Azerbaijani army brought from Syria by Turkey for fighting against the Armenian side.

On October 10 an agreement has been reached in Moscow between the Russian, Armenian and Azerbaijani foreign ministers on cessation of hostilities in the NK conflict zone for humanitarian purposes. However, minutes after the agreement entered into force Azerbaijan again launched attacks against Artsakh and till now continues violating the humanitarian truce.

Human Rights Watch: Azerbaijan used cluster munitions in Nagorno Karabakh

1032510.jpg 12:20, 23 October, 2020

YEREVAN, OCTOBER 23, ARMENPRESS. Azerbaijan has repeatedly used widely banned cluster munitions in residential areas in Nagorno Karabakh, Human Rights Watch said, summing up the on-site investigation in Nagorno Karabakh in October 2020.

Human Rights Watch documented four incidents in which Azerbaijan used cluster munitions.

“The continued use of cluster munitions – particularly in populated areas – shows flagrant disregard for the safety of civilians,” said Stephen Goose, arms division director at Human Rights Watch and chair of the Cluster Munition Coalition. “Cluster munitions should never be used by anyone under any circumstances, much less in cities, due to the foreseeable and unacceptable harm to civilians.”

In the conflict over Nagorno Karabakh, Human Rights Watch is investigating whether all sides of the conflict adhere to international humanitarian law, which requires armed forces to distinguish between combatants and civilians, and between military objects and civilian objects, at all times. As such, indiscriminate attacks are prohibited, including attacks which employ a method or means of combat which cannot be directed at a specific legitimate military target. Human Rights Watch has made repeated requests to the Azerbaijani government for access to conduct on-site investigations, but access has not yet been granted.

Human Rights Watch examined remnants of the rockets, impacts, and remnants of submunitions that exploded, as well as dud submunitions that failed to function at several locations in Stepanakert, the capital of Nagorno Karabakh. Human Rights Watch also examined photographs taken in the town of Hadrut of a rocket, impacts, and remnants of submunitions that exploded, and a dud submunition that failed to explode. Human Rights Watch also spoke to six people who witnessed the attacks.

Residents of Stepanakert told Human Rights Watch that attacks using cluster munitions began on the morning of September 27 in a residential area no more than 200 meters from the office of the International Committee of the Red Cross.

‘Culture has no borders’: Belgian-Armenian cellist plays at Upper Mosque in Shushi, Artsakh

1032516.jpg 13:43, 23 October, 2020

YEREVAN, OCTOBER 23, ARMENPRESS. First cellist of the Belgian National Philharmonic Orchestra Sevak Avanesyan, who has recently performed 'Krunk' (Crane) by Komitas at the bombarded St. Ghazanchetsots Cathedral in Shushi town of Artsakh, made another performance, this time in the Upper Mosque in Shushi.

The St. Ghazanchetsots Cathedral has been bombed and partially ruined by Azerbaijani armed forces on October 8.

The cellist performed Persian Fire Dance by Austrian cellist Kian Soltani.

He released the respective video on his Facebook account, saying that “culture has no borders”.

“I am really happy to be at this Persian mosque which was just renovated. It shows how Armenians value art no matter the religion. We are fighting against Islamist terrorists right now, but we are keeping the mosque in the most beautiful shape as we can”, the Belgian-Armenian cellist said.

Born in 1989 in Armenia, into a musical family, Sevak started studying cello at age of 5, with the well-known Armenian cellist Medea Abrahamyan, student of legendary Mstislav Rostropovitsch. He went on to study at the Tchaikovsky Specialized Secondary and Musical School in Yerevan until 2003. That year, his entire family moved to Brussels (Belgium) where he joined the class of Ms. Viviane Spanoghe at the Royal Conservatory. He graduated with the highest distinction in 2010 and was then accepted in the class of the renowned cellist Claudio Bohorquez at the “Hochschule für Musik Hanns Eisler" in Berlin.

Besides his regular studies, Sevak Avanesyan has received precious advice from world famous artists such as Janos Starker, Bernard Greenhouse, Steven Isserlis, Mischa Maisky, Maria Kliegel, Lluis Claret, Peter Bruns, Garry Hoffman, Wolfgang Boettcher, Igor Oistrakh, Artemis Quartet, Gerhard Schulz and many others.

1032521.jpg 14:22, 23 October, 2020

YEREVAN, OCTOBER 23, ARMENPRESS. Thousands of Armenians are holding protest in Strasbourg, outside the European Court for Human Rights (ECHR).

They are calling on the international community to give an adequate response to the Turkish-Azerbaijani-terrorist aggression on Artsakh.

Armenians arrived in Strasbourg from different French cities and different European countries, such as Belgium, Poland, the Netherlands, for participating in this protest.

One of the protest participants said Europe should stop its support to Turkey and say the truth.

“We demand to withdraw Turkey from NATO. Europeans have never cooperated with terrorists, now the same should happen”, the protest participant said.

The demonstrators also paid a tribute to the memory of those killed in action in Artsakh with a moment of silence.

“Stop terrorism”, “Stop murderer Erdogan”, “Your silence is crime”, “We want peace”, the protests said holding respective posters.

“Secret losses of war” – BBC on Azerbaijan withholding casualty info

1032527.jpg 14:59, 23 October, 2020

YEREVAN, OCTOBER 23, ARMENPRESS. Azerbaijani authorities are not disclosing information on their military casualties to their own public, however the number of new graves at the military cemetery of the 4th largest city of Mingachevir (population of 100,000), gives an approximate picture about the volumes of the losses, BBC Russia reported, noting that it found dozens of new graves there.

“So many were buried here since the escalation of the Karabakh conflict,” the article said.

BBC mentioned that Azeri leader Ilham Aliyev is withholding information on casualties for now. “The Azeri public will be informed about it after the completion of the active phase of the military operations,” Aliyev had said in an earlier interview to the Russian First Channel.

The article also noted that according to the Armenian Defense Ministry the Azeri military lost 6309 troops in between September 27 and October 20.

On October 23, the Armenian Defense Ministry said that the Azeri military casualties are nearing 10,000.

Mercury Public Affairs drops Turkey as a client

1032599.jpg 01:00, 24 October, 2020

YEREVAN, OCTOBER 23, ARMENPRESS Mercury Public Affairs has terminated its registration as a foreign agent of the Republic of Turkey in response to calls by the Armenian community demanding an end to the company’s association with the Turkish regime amidst its support for Azerbaijan’s genocidal war against Artsakh, ARMENPRESS was informed from the Armenian National Committee of America.

“As a result of our community’s persistent activism and the steadfast support of our friends in elected office, I was just informed by Fabian Núñez, who is a partner at Mercury’s Los Angeles office, that Mercury Public Affairs would be terminating its registration as a foreign agent of Turkey,” remarked Chair of the Armenian National Committee of America – Western Region (ANCA-WR) Board of Directors, Nora Hovsepian, Esq. “We welcome Mercury’s decision to stand on the right side of history in ending its association with the Government of Turkey and its genocidal policies, and we hope that this decision will serve as an example for every entity which works for or with the authoritarian regimes of Turkey and Azerbaijan.”

Mercury has a long history of working with not only the Turkish government but its many proxies. Mercury has rendered services to the American-Turkish Council Turkish-American Business Council (TAIK) – headed by close ally of Turkish President Erdogan, Mehmet Yalcindag. Last year, Foreign Agent Registration Act filings show Mercury contacted over 150 Congressional offices on behalf of TAIK to set up meetings for Turkish Economy Minister Berat Albayrak – who also happens to be President Erdogan’s son-in-law.

Mercury’s decision to terminate its registration as a foreign agent of Turkey also follows decisions by the Livingston Group and DLA Piper to end their representation of Azerbaijan amidst growing public outcry over Turkey and Azerbaijan’s genocidal aggression against the Armenians of Artsakh.

The Turkish and Azerbaijani governments have for years sought to enforce a gag-rule over United States human rights policy through their insidious attempts to deny the Armenian genocide, and undermine the fundamental rights of the Armenians of Artsakh. Both states rate amongst the worst in the world in terms of democratic standards, media freedoms, and basic civil and political rights.

“Both Turkey and Azerbaijan have spent millions throughout the years on hiring public affairs firms to clean up their public image – tainted by a deplorable track record on human rights, and a severe disregard for democratic freedoms,” said Hovsepian. “The actions taken by DLA Piper, the Livingston Group and now Mercury Public Affairs are an important step in bringing the Turkish-Azerbaijani influence machine to a grinding halt, and preventing their exertion of malign foreign influence here in the United States.”

Bombardier (BRP) suspends delivery of aircraft engines used by Turkey in combat drones

1032616.jpg 11:57, 24 October, 2020

YEREVAN, OCTOBER 24, ARMENPRESS/CBC. Bombardier Recreational Products (BRP) says it has suspended the delivery of aircraft engines to "countries with unclear usage" after it became known that those engines are being used on Turkish combat drones deployed in Azerbaijan in the attacks on Artsakh.

The Quebec-based company — better known for its Ski-Doo and Lynx snowmobiles — said it became aware late last week that some of the recreational aircraft engines produced by its Austrian subsidiary, Rotax, are being used on Turkish Bayraktar TB2 unmanned aerial vehicles (UAVs), CBC reported.

"We have recently been made aware that some Rotax engines are currently used in military UAVs, and have started a thorough investigation immediately," Martin Langelier, BPR's senior vice president and the company's spokesperson, told Radio Canada International in an email statement.

"In the meantime, we are suspending delivery of aircraft engines in countries with unclear usage."

Earlier Canada had suspended supplies of military technology to Turkey, with PM Justin Trudeau calling for an investigation to reveal how the supplies appeared in Azerbaijan.

The Artsakh armed forces shot down an attacking Bayraktar TB2 combat drone, which was equipped with a Canadian L-3 WESCAM CMX-15D optics.

Most of my squad were foreigners, Azeri POW says in Artsakh

1032614.jpg 11:36, 24 October, 2020

YEREVAN, OCTOBER 24, ARMENPRESS. An Azerbaijani prisoner of war detained by the Artsakh military has said that most of the troops in his squad were not Azerbaijanis.

Nuradin Yolchiev Bakhtiyaroghu, an Azeri soldier from the village of Marzili of Yevlakh region, is being treated for his injuries at a hospital in Artsakh for already 20 days after being detained as a prisoner of war.

Bakhtiyaroghu said he and his squad were dispatched by the Azeri command to capture the village of Talish, where heavy battles took place.

“I was wounded during the firefight, many others from our troops were also wounded, I couldn’t feel my leg and arm. I asked for help from my troops and commanders, but they didn’t evacuate me from the battlefield. I virtually didn’t know any of them, most of the troops from my squad were not ethnic Azerbaijanis, they were speaking in another language,” Bakhtiyaroghu said.

The POW said he survived one day in a gorge, and then the Artsakh Defense Army troops discovered him and evacuated him to their position, from where he was hospitalized.

“I wasn’t pressured, I was treated well. It’s nearly 20 days that I am hospitalized, I had pains during the first days, but now thanks to the doctors I am getting better. The doctors and the entire staff are treating me well, the food is also good,” he said.

Another Azeri POW – Emin Bakhshalin Jahir Oghlu, detained by Artsakh, had earlier said that military experts from the Turkish Armed Forces have arrived in Azerbaijan and are commanding the military attacks on Artsakh.

Intelligence agencies from a number of countries had earlier confirmed that Turkey has recruited militant-mercenaries from international terrorist organizations from Syria and other countries and sent them to Azerbaijan to fight against Artsakh.

Couple marry in Karabakh church bombed by Azerbaijan

October 24, 2020 - 16:00 AMT

PanARMENIAN.Net - A couple were married at the iconic Ghazanchetsots Cathedral in Shushi, Nagorno-Karabakh (Artsakh), just two weeks after the church was bombarded by the Azerbaijani military.

Former Armenian lawmaker from the ruling My Step bloc Gayane Abrahamyan posted pictured from the ceremony on Saturday, October 24.

"I have no idea whether I will ever find words to describe how I feel now," Abrahamyan captioned the photos on Facebook.

photo_286990_e077ecd5f.jpg

Three Russian journalists were injured in Azerbaijan's bombing of the church on October 8. The Azeri military has been repeatedly targeting civilian infrastructure and cultural centers across Karabakh.

Azerbaijan, with help from Turkey and Syrian and Libyan mercenaries deployed by Ankara, started a war against Karabakh (Artsakh) in the morning of September 27. The Armenian side has reported deaths and injuries both among the civilian population and the military. Foreign and local journalists too have been injured in Azeri shelling of towns and villages.

Pakistan is sending armed terrorists to Azerbaijan, Armenian PM tells WION
Armenian Prime Minister Nikol Pashinyan on Saturday said Pakistan had a major role to play in the war raging in the Nagorno-Karabakh region.

Azerbaijan and ethnic Armenian forces have been clashing in several parts of Nagorno-Karabakh, since September 27 -- despite two major Russia-brokered ceasefires. At least 750 people have been killed since fighting began.

To this end, Pashinyan, in an exclusive conversation with WION, said, "We have information that armed fighters from Pakistan are participating in the war raging in the Karabakh region. We can see that Turkey is also involved in the war -- mercenaries are being brought to the conflict zone by Turkey. It is a chaotic, confusing situation that we are seeing in Karabakh."

"And perhaps, the multi-layered nature of this war is the reason we cannot achieve peace."

Pashinyan said this was a war that was imposed on Armenia, adding "it is hence left with no choice but to use all possible means to defend itself, until the time a diplomatic solution is achieved."

The prime minister said that Armenia had so far honoured the truce that was called on between them. But it was Azerbaijan that broke it.

"Armenia has honoured the ceasefire commitment. It is Azerbaijan that has failed to honour the ceasefire," he said, adding, "in these cases, nobody says 'yes, I was the one who broke the truce.' But that the war was started by Azerbaijan is a fact. And then there is the fact that Azerbaijan has armed terrorists fighting on its side. You cannot have armed men on your side and ask for truce. And thirdly, Turkey has been siding with them, and asking them to not stop the fighting. So we can build this logical chain and guess who is breaking the truce."

International efforts have been on to end the deadliest fighting in the enclave in more than a quarter of a century.

But no peace has so far been achieved in the region.

"To achieve a solution, mutual concession are required. But every time Armenia mentions or proposes a concession, Azerbaijan comes with a new demands, new conditions. This has been a case for a long time in the process. Azerbaijan is not ready for any solution based on mutual concessions. As soon as it is ready, we will have a solution to the problem. We shall continue to work in that direction," Pashinyan told WION.

The Armenian prime minister looked a little apprehensive about the kind of role the international organisations have been playing -- particularly, NATO.

"Turkey is a member of NATO, and this, in a way, puts a little responsibility of the war on NATO too. An international human rights watch recently stated that Azerbaijan is using prohibited ammunition -- which is a grave violation of international laws. But when a member of the NATO is transporting terrorists and mercenaries to the conflict zone, then NATO has direct responsibility. NATO must answer these questions," he said, adding, "what is happening in Karabakh is an extension to Turkey's genocide of the Armenians. They have been doing this since the Ottoman Empire."

When asked about the corroboration of his claims, Pashinyan said, "This war has become an extension to the joint Turkey-Azerbaijan military exercise that they began in August. Turkey is not even concealing its involvement in the conflict. Its highest officials have said they support Azerbaijan in the war. Azeri forces are using Turkish military equipment. And they are sending mercenaries to the Azerbaijan. All this serves as a proof."

Pashinyan said that Armenia would fight till the end "but I really hope the diplomatic efforts fall in place, and a solution is arrived onto."

Meanwhile, new clashes broke out Saturday between Azerbaijan and ethnic Armenian forces over Nagorno-Karabakh a day after talks in Washington.

US Secretary of State Mike Pompeo had met separately with the foreign ministers of Azerbaijan and Armenia on Friday in a new attempt to end nearly a month of bloodshed that Russian President Vladimir Putin said may have killed 5,000 people.

The collapse of two Russia-brokered ceasefires had already dimmed the prospect of a quick end to fighting that broke out on September 27 over Nagorno-Karabakh.

Opinion: The U.S. Can't Afford To Ignore The Nagorno-Karabakh Conflict

October 24, 20207:01 AM ET

PHILIP BREEDLOVE

Gen. Philip Breedlove is a retired four-star general of the U.S. Air Force and a former NATO supreme commander in Europe. He is now the distinguished chair of the Middle East Institute's Frontier Europe Initiative.

For many Americans wrapped up in the presidential race, it may have been easy to miss, but fighting is once again raging in the South Caucasus over the disputed region of Nagorno-Karabakh.

Since late September, Armenia and Azerbaijan have been locked in some of their deadliest clashes in years, involving armored formations, troops, artillery and armed drones, and resulting in hundreds of casualties.

What many Americans may not realize is that, in addition to the heavy toll in the region, U.S. interests are also at stake — including energy resources and the stability of the South Caucasus. The United States must put greater diplomacy to work to prevent a disaster.

The South Caucasus hosts critical energy and transportation infrastructure. Gas and oil pipelines carrying Caspian energy to Europe via Georgia and Turkey are key to reducing European dependence on Russian energy. The Baku-Tbilisi-Kars railway has played an important role in sending NATO supplies to Afghanistan, and loss or damage to this critical infrastructure would harm U.S. interests. Renewed hostilities would not only hurt the warring parties, both of which have contributed troops to American efforts in Afghanistan, but also Georgia, a close U.S. ally, whose fortunes are deeply tied to regional stability.

Other, potentially even more concerning scenarios could unfold as well. Should the conflict escalate further, it is likely to invite Russian military engagement and could have ripple effects for the wider region. So far, Russia, which has a large military presence and a binding military agreement with Armenia, has refrained from getting involved in the conflict directly, instead calling twice for a cease-fire, although both attempts failed almost immediately.

Turkey has thrown its support behind its ethnic kinsmen in Azerbaijan, providing military support to Baku and transporting Syrian mercenaries to the front line.

And finally, Iran, which shares borders with both Armenia and Azerbaijan, and is home to many millions of ethnic Azerbaijanis that live in its northern provinces, could easily get pulled into the fray as well. The possibility of three major regional powers incrementally drifting into the conflict seems more likely than we should accept. The potential risks of a wider regional conflict are simply too high.

The West has been slow to respond and is only lethargically engaged. Russia, France and the United States — all part of the Minsk Group created by the Organization for Security and Cooperation in Europe in 1992 to work toward resolving the Nagorno-Karabakh dispute — have jointly called for a cease-fire. Yet the U.S. remains diplomatically disengaged from the region, weakening its position and limiting its ability to make real headway in dealing with this ongoing conflict.

The South Caucasus has been one of the most volatile regions of the former Soviet Union and looks likely to remain so in the near future. Three conflicts — Nagorno-Karabakh, Abkhazia and South Ossetia — had been dormant, but the latest fighting makes clear that tensions can erupt at any time.

Preventing further escalation should be a top priority for U.S. policy in the South Caucasus. We applaud Secretary of State Mike Pompeo's effort this week to bring the foreign ministers of the warring parties in for consultation in Washington. It is a start — but more needs to be done.

For almost a quarter of a century, the United States had invested in the stability of the South Caucasus. It supported the independence of Georgia, Armenia and Azerbaijan and their pursuit of integration into Euro-Atlantic institutions. The large Armenian American community, regional energy projects, as well as the region's expanding political ties with Georgia played an important role in U.S. efforts to engage there.

These efforts have yielded tangible fruit. Georgia's progress toward Western values and strong support to NATO in Afghanistan bear witness to our investment. Now Georgia is willing to facilitate and be a part of conflict resolution in Nagorno-Karabakh. Western leaders should seriously consider this overture and the value of a trusted regional nation leading efforts to resolve the conflict.

Active U.S. diplomacy to de-escalate the conflict through the Minsk process and by working with all parties involved is essential. Great power support to local leadership such as that offered by trusted allies and partners like Georgia could be key.

Iran moves troops to Azerbaijan’s border

ByDylan Malyasov

Iranian troops have been moved to the Azerbaijan-Iran border amid conflict in Nagorno-Karabakh, multiple news outlets reported.

Locals residents have spotted Islamic Revolutionary Guard Corps troop movements along the state border between the Islamic Republic of Iran and Azerbaijan.

Some Twitter user wrote: “Dozens of tanks and infantry fighting vehicles, together with soldiers, are heading to the north of Iran to the border with Nagorno-Karabakh.”

A journalist and military aviation analyst, Babak Taghvaee has released on its Twitter account the short video shows military convoy with over 30 T-72M1 main battle tanks and BMP-2 infantry fighting vehicles as well as several Tor-M1 and Khordad Surface to Air Missile systems of the Islamic Revolutionary Guard Corps just arrived all along the borderline with Azerbaijan.

On 22 October, President of Azerbaijan Ilham Aliyev claimed control seized over 20 settlements in three districts around Nagorno-Karabakh.

According to the President, the Azerbaijani forces regained control over three settlements in the Fuzuli district, four settlements in the Jabrayil district, and 14 settlements in the Zangilan district.

“The state border between Azerbaijan and the Islamic Republic of Iran has been completely secured through liberation of the Agbend settlement,” Aliyev tweeted Thursday.

Armenian-Americans march in Miami Beach to condemn Azerbaijan, demand Artsakh liberty

OCTOBER 23, 2020

As voters inside Miami Beach City Hall used the ballot box to decide their country’s future, a group of Armenian-Americans took part in a more public display of patriotism right outside.

More than 100 protesters marched through South Beach on Friday afternoon, calling for an end to fighting between Armenia and Azerbaijan over the disputed Nagorno-Karabakh territory. The small, mountainous area is internationally recognized as part of Azerbaijan, but ethnic Armenians have governed it as an independent state, the Republic of Artsakh, since breaking away from Azerbaijan in 1991.

The escalating violence over Nagorno-Karabakh, which began in late September, has killed dozens of civilians in both countries, their governments have said.

Pro-Armenian protests have taken place in cities like Los Angeles and Philadelphia in recent weeks.

“Once the protests started, it made us feel like we’re not as small as we think we are,” said 21-year-old Vartiter Vardanyan, who lives in Boca Raton. “They’re flooding the streets of L.A. and everything, it’s really empowering.”

The demonstrators, who gathered outside City Hall before marching along Lincoln Road, waved Armenian flags and held signs as they chanted in opposition to Azerbaijan and Turkey, which supports its claim to the disputed territory.

Miami Beach Commissioner Mark Samuelian, who is of Armenian descent, joined the protest in support of an independent Artsakh. Miami-Dade County Commissioner Xavier Suarez was also in attendance.

“We call for recognition,” Samuelian said. “We call for our U.S. government, at all levels, to take action and to protect Armenia [and] to recognize Artsakh.”

As they walked along the tourist-friendly Lincoln Road promenade, demonstrators hoped to call attention to the conflict, an issue they said many Americans know little about.

“Our goal is to bring attention to what’s going on right now, and I’m seeing that there are plenty of people taking pictures,” said Ara Jabrayan, 40, of Delray Beach. “All we’re trying to do is raise awareness for our issue, for our history and our plight.”

Azerbaijanis attempting offensives in Armenian military uniform – Artsakh Ombudsman

Reports from different sections of the frontline and soldiers indicate that the Azerbaijani Armed Forces are attempting offensive operations in uniforms of the Armenian Armed Forces, Artsakh’s Human Rights Defender Artak Beglaryan says.

According to him, this pursues to goals. “First, Azerbaijan hopes to confuse the Armenian soldiers and succeed due to that. Second, they aim to artificially reduce the number of their casualties and hide the true number, as well as present them as casualties of the Armenian Forces during exchange of corpses,” the Ombudsman explains.

“According to soldiers who witnessed this, for example, Azerbaijan left around 40 corpses in Armenian uniform during an offensive operation that was stopped two weeks ago in the direction of Mataghis,” Beglaryan says, noting that the number of such casualties could be even larger.

“Moreover, it is probable that some of them are mercenary terrorists, considering the fact that no one will probably come after their corpses. In all cases, I am convinced that when bodies begin to be exchanged, it will be possible to prove the origin of these corpses through a professional methodology,” the Ombudsman concludes.

Battles against subversive groups continue – Armenia MoD representative

The military actions resumed early in the morning today. There were no hot battles in the northern direction until noon, official representative of Armenia’s Ministry of Defense Artsrun Hovhannisyan told a daily briefing today.

“Heavy artillery fire started in the afternoon. In the central direction, from Martuni to the south and from Hadrut to the north, in the areas adjacent to the forests and settlements, one subversive reconnaissance group was neutralized, but the battles in that section against the subversive groups continue,” Hovhannisyan said.

There were no intensive battles in the southern direction. The adversary tried several times to carry out offensive operations through small local attacks, using different types of techniques, he said.

Several attempts made were prevented and thrown back. In some places the opponent retreated. Several units of cars and armored vehicles were destroyed. In general, today in different parts of the frontline the situation was less tense, Hovhannisyan stated.

He also presented an interactive map illustrating the directions of the military actions: battles, areas under adversary control, retreats.

No way for subjugation, people of Nagorno Karabakh will decide their fate – Armenian FM tells the CNN

Our compatriots in Nagorno Karabakh will live in freedom, dignity and security, Armenian Foreign Minister Zohrab Mnatsakanyan said in an interview with CNN’s Christiane Amanpour.

“The right of the people of Nagorno Karabakh to self-determination without limitations will be achieved,” the Foreign Minister stated.

“Today’s situation shows that there is no way for subjugation, there is no way for domination, there is no way that we will have the risk of ethnic cleansing looming over our compatriots again,” the Foreign Minister added.

“The people will decide their fate, they will decide for their independence, and that has to be respected. That’s the way to solve the conflict. So far as compromise is concerned, we must be very clear – no concession, no maximalist approach that we have been hearing from Azerbaijan. They have to stope that,” Zohrab Mnatsakanyan stated.

Armenian-Australians call for PM's support

Armenian-Australians have marched through the streets of Sydney calling on the federal government to speak out for their ancestral homeland currently locked in deadly clashes with Azerbaijani forces.
Five hundred people took part in the rally starting outside the ABC's studios in Ultimo, with more driving alongside the protest in their cars, in keeping with NSW coronavirus restrictions.
Protesters called on the Australian government to "end their silence" on attacks by Azerbaijani and Turkish forces against the ethnic Armenians of Nagorno-Karabakh - a landlocked region between Turkey and Azerbaijan.
The region, which Armenians have self-declared as the republic of Artsakh - is legally recognised as part of Azerbaijan though is has been home to Armenians for thousands of years.
Armenian-Australians have been protesting across Australia in recent weeks since fighting broke out on September 27.
They want Prime Minister Scott Morrison to condemn Turkey and Azerbaijan, as has French president Emmanuel Macron.
Protest organiser Haig Kayserian told AAP on Saturday that Armenia-Australians were in state of extreme anguish.
"We're not sleeping. We're up all night trying to find out what's going on," he said.
Mr Kayserian has lost three friends in recent violence and said his fellow Armenian-Australians knew people who had been killed or were in danger.
The Sydney protest came as fresh clashes broke out a day after talks in Washington to try to end the deadliest fighting in the mountain enclave in decades.

Nagorno-Karabakh conflict: 'Execution' video prompts war crime probe

By Grigor Atanesian & Benjamin Strick
BBC News

Videos of a potential war crime have emerged as fighting rages around the disputed territory of Nagorno-Karabakh between Azerbaijan and ethnic Armenians.

One video posted on a messaging app shows what appears to be two Armenians in military uniforms being captured by troops from Azerbaijan.

A second video seemingly shows the same Armenians being shot with their hands behind their backs.

Armenian authorities have identified the men as Benik Hakobyan, 73, and 25-year-old Yuri Adamyan. Azerbaijan has dismissed the videos as fake.

Europe's top human rights watchdog, the Council of Europe, has said it has received the video and will look into all alleged human rights abuses and take action when appropriate.

Fighting erupted on 27 September around the Caucasus enclave, which is recognised internationally as part of Azerbaijan but under Armenian control. Clashes quickly escalated into a large-scale conflict, with indiscriminate shelling of towns and cities and alleged use of banned cluster munitions.

A ceasefire was announced on 10 October and then again on 18 October, but attacks have continued.

Several thousand people are said to have died and shelling has killed civilians in both Armenia and Azerbaijan. Tens of thousands have fled their homes.

What is fact, what is fake?

Combatants on both sides have released images and videos showing prisoners of war (POWs) and the bodies of opposition soldiers.

The BBC has studied several videos circulated by the two warring sides on social media, allegedly showing prisoners of war being harmed or killed. Only these two videos were verifiably what they purported to be.

One clip widely circulating on Telegram channels, that claims to show an Azerbaijani POW being shot dead by Armenian soldiers, is actually a video from Russia that first appeared on social media sites in 2013. Others lack enough detail to be verified.

The pair of videos that the BBC has verified were posted on an anonymous Russian-language pro-Azerbaijan channel on Telegram messenger last week.

What happens in the videos?

The first video appears to show Armenians Benik Hakobyan and Yuri Adamyan being taken prisoner.

In the video, someone speaking Russian with a heavy Azerbaijani accent orders the men to walk forwards, surrender any weapons and raise their hands. He speaks to the other soldiers in Azerbaijani, telling them not to hit the captives.

The younger prisoner, Yuri Adamyan, removes a helmet and his jacket before putting his hands in the air and walking out of shot.

Although the older man, Benik Hakobyan, is wearing a military-style camouflage jacket, it's unclear whether he is a soldier. He is pushed to the ground and appears to moan in pain.

The first video was followed by a second that shows the apparent execution of the two men.

The prisoners appear to have their hands bound behind them and are draped in the flags of Armenia and the unrecognised republic of Nagorno-Karabakh.

They are sitting on a small wall and can be seen moving slightly. Then someone orders in Azerbaijani: "Aim at their heads." Multiple shots are heard and the prisoners slump to the ground.

Videos rejected as fake

The BBC has confirmed that the man giving commands in both videos is a native Azerbaijani speaker with a regional accent. The prisoners from the first video also appear to be the men being executed in the second as they are wearing the same clothes.

Azerbaijan's defence ministry quickly denied these were their troops and called the videos a provocation. The clips were deleted shortly afterwards.

The following day, Azerbaijan's prosecutor general announced that an investigation had concluded the videos were fake.

But are they genuine?

The BBC has studied the clips and confirmed that they were filmed in Hadrut, a town that has seen intense fighting. It is in southern Nagorno-Karabakh, near Fuzuli.

It's likely the videos were recorded at some point between 9-15 October. Azerbaijan announced that Hadrut had been taken on 9 October, although it later emerged that, while they had taken some strategic heights around the town, fierce fighting was still going on for control of the town itself on 12 October.

The first videos actually showing the Azerbaijan army in the town centre appeared on 15 October. The POW videos both appeared for the first time on 15 October.

Bellingcat open-source investigators were the first to publish their analysis into the authenticity of the videos.

The location of the first video is the side of the road in the northern part of Hadrut (39°31'25.9"N 47°01'40.8"E).

In the picture above, there are four buildings that appear in the video that can be matched to structures in a satellite view of the region.

The execution clip seems to be filmed at a park approximately a kilometre away in the south of the town.

_115030577_hadrut-video2-eng-nc.png

By cross-referencing a still from the video before the men were shot with a satellite view of the town and footage from a local TV report, it is possible to identify the exact location as the park next to Mkrtchyan Street (39°30'53.4"N 47°02'01.8"E).

Bellingcat identified the same locations and time periods for both videos and confirmed that helmets and rifles seen on the soldiers matched those used at least in some instances by Azerbaijani servicemen.

_115030789_hadrut3-eng-nc-ph.jpg

They wrote that their analysis "would appear to indicate that these two men were indeed Armenian combatants who were captured between October 9 and October 15 by Azerbaijani soldiers, possibly special forces, and likely executed a short time later".

Online commentators from Azerbaijan have questioned the authenticity of the clip, by pointing out the apparent lack of blood as a result of the shooting, but military experts interviewed by the BBC say the video looks genuine.

"Hollywood gives a poor reflection of what gunshot wounds look like," said Rob Lee, a military expert from the Department of War Studies at King's College London.

The BBC spoke to a former British military intelligence officer who agreed to talk on condition of anonymity due to security reasons. They said: "These are real bullets, this is a real killing. This is genuine, and I don't see any reason to assume it's staged."

Brain matter could be seen coming out of a gunshot wound, the officer said.

What does Armenia say?

Armenia's human rights defender, Arman Tatoyan, has officially labelled Azerbaijan's execution of two prisoners of war an "undeniable war crime".

"In these videos, members of the Azerbaijani army humiliate prisoners of war and then brutally kill them with extreme cynicism," he wrote on Facebook.

He said Armenia's representatives at the European Courts of Human Rights had already asked for copies of the videos. Mr Tatoyan said he would share the clips with the UN human rights commissioner, the Council of Europe and other international bodies.

A spokesperson for the Council of Europe's commissioner for human rights, Dunja Mijatovic, confirmed that the materials had been received and the commissioner was "closely following the situation and she will look into all allegations of grave human rights violations and take actions when she deems appropriate".

A spokesperson from the International Committee of the Red Cross told the BBC that although the organisation followed up on all such allegations, it did not speak publicly about specific incidents.

Nagorno-Karabakh human rights ombudsman Artak Beglaryan told the BBC that the men in the videos were two locals. He said Benik Hakobyan was not a soldier but a civilian from Hadrut and Yuri Adamyan was likely a serviceman from a neighbouring village.

Since the appearance of the video from Hadrut, both sides have released statements identifying several prisoners of war. Azerbaijan showed two Armenian captives receiving medical attention and the Armenians produced images of an Azerbaijani prisoner undergoing treatment at a hospital in Karabakh.

What is a war crime?
  • War crimes are actions violating international rules of war as defined by the body of laws, most importantly the Geneva Conventions
  • The Conventions' signatories — all UN member states, Azerbaijan and Armenia included — must protect the prisoners of war, as well as sick and wounded, from harm
  • Torturing, injuring or killing such a prisoner constitutes a war crime
  • The Geneva Conventions also protect civilians
  • Since the escalation of the conflict on 27 September, both Azerbaijani and Armenian forces have shelled cities and towns. Dozens of civilians have been killed and hundreds injured, in what could be defined as a war crime
