Մայրը վաճառել է երեխային

 

[ 2009/06/17 | 15:39 ] կարևոր, քրեական Օպերատիվ տվյալներն իրացնելիս ոստիկանության Գուգարքի բաժի աշխատակիցները, երեխա վաճառելու կասկածանքով, բերման է ենթարկվել 25-ամյա Նարինե Ջ.-ին: Պարզվել է, որ վերջինս դեռևս հղիության ընթացքում նախնական համաձայնության է եկել Աշիկ Հ.-ի հետ` ծննդաբերելուց հետո 1.000 ԱՄՆ դոլարին համարժեք դրամով վաճառել իր նորածին երեխային:

 

Այս տարվա մարտի 3-ին ծննդաբերելուց հետո Նարինե Ջ.-ն մարտի 8-ին իր նորածին դստերը` Անուշ Ջ.-ին, հանձնել է Վանաձոր քաղաքի մանկատուն, ինչի դիմաց Աշիկ Հ.-ից մինչ օրս մաս-մաս ստացել է ընդհանուր առմամբ շուրջ 200 հազար դրամ, իսկ պայմանավորված գումարի մյուս մասը Աշիկ Հ.-ն պարտավորվել է վճարել երեխային երրորդ անձանց կողմից որդեգրելուց հետո:

 

«Ձեռնարկվում են միջոցառումներ Աշիկ Հ.-ին հայտնաբերելու ուղղությամբ: Կատարվում է նախաքննություն»,- տեղեկացնում է ոստիկանության լրատվության վարչությունը:

Հարբած գյուղապետն ու պետավտոտեսուչը

[ 2009/06/24 | 17:00 ] կարևոր, հասարակություն Արմավիրի մարզի Արազափ համայնքի ղեկավար Մանվել Հարությունյանը հունիսի 15-ից կալանքի տակ է: Համայնքապետի նկատմամբ մեղադրանք է առաջադրվել քր. օր-ի 316 հոդ-ի 1-ին մասի հատկանիշներով` իշխանության ներկայացուցչի նկատմամբ բռնության գործադրում:

 

Հունիսի 11-ին, ժամը 23.30-ի սահմաններում, Արազափ գյուղում ավտովթար է տեղի ունեցել: Երբ դեպքի վայր ժամանած ոստիկանության Արմավիրի բաժնի ճանապարհային ոստիկանության տեսուչ, լեյտենանտ Գրիգոր Մկոյանը փորձել է տեղազննում կատարել, ալկոհոլ օգտագործած վիճակում նրան է մոտեցել գյուղապետ Մանվել Հարությունյանն ու սկսել է ոստիկանին խանգարել` կատարելու իր մասնագիտական պարտականությունները:

 

Ըստ Գրիգոր Մկոյանի ցուցմունքի` Մանվել Հարությունյանը հայհոյանքներ ու սպառնալիքներ է տեղացել իր հասցեին, ասելով` թե քանի գլխանի ես, որ իմ գյուղում վթարի դեպք քննես: Չբավարարվելով սպառնալիքներով` գյուղապետը նաև հարվածել է ոստիկանին` պատճառելով նրան մարմնական վնասվածքներ:

 

Վերջինիս տրվել է դատաբժշկի ուղեգիր: Թե ինչ աստիճանի մարմնական վնասվածքներ է ստացել ճանապարհային ոստիկանը` հայտնի չէ. գործը քննող Արմավիրի քննչական բաժնից տեղեկացանք, որ դատաբժշկի եզրակացությունը դեռ չեն ստացել:

 

Միջադեպը տեսագրվել է ոստիկանական մեքենայում տեղադրված տեսախցիկով. տեսագրությունը կցվել է քրեական գործին:

 

Ոստիկանության աշխատակցի նկատմամբ Արազափի գյուղապետի պահվածքը մարզի մյուս գյուղապետերը թեև ճիշտ չեն գնահատում, բայց նաև ճիշտ չեն համարում իրենց գործընկերոջ նկատմամբ ընտրված խափանման միջոցը` կալանավորումը:

 

Մարգարայի գյուղապետ Խաչատուր Ասատրյանը, օրինակ, գտնում է, որ կարելի էր կալանքի փոխարեն ընտրել խափանման այլ միջոց, ասենք` ստորագություն չհեռանալու մասին: Ըստ նրա` Հարությունյանին դրել են հասարակության համար վտանգավոր հանցագործի տեղ ու մեկուսացրել: «Էլի կարելի է պատժել, բայց ոչ այս ձևով (նկատի ունի կալանքը – Հ. Ա), կարծես կրկնահանցագործ են բռնել»:

 

Մանվել Հարությունյանի նկատմամբ օրինապահների վերաբերմումքը չափազանց խիստ է համարում նաև Նոր Արտագեսի համայնքապետը. «Եթե ոստիակնն օրենքի ներկայացուցիչ է, մենք էլ` իշխանության: Իսկ ո՞վ է ասում, թե ոստիկանն իրեն ճիշտ է պահել: Նա էլ ետ չի մնացել Հարությունյանին սպառնալիքներ տեղալուց: Եվ, առհասարակ, «գայիշնիկների» վերաբերմունքը գյուղապետերիս նկատմամբ շատ արհամարհական է»,- ասաց համայնքի ղեկավար Դավիթ Ումրշատյանը:

 

Ի պաշտպանություն Արազափի կալանավորված գյուղապետի` մարզի շուրջ 25 գյուղերի ղեկավարներ դրմել են Արմավիրի մարզպետին` նրա միջնորդությամբ Մանվել Հարությունյանի նկատմամբ խափանման միջոցը փոխելու խնդրանքով:

 

«Ե՛վ Արազափի բնակիչները և՛ գյուղապետերի մեծամասնությունը եղել են ինձ մոտ: Զրուցել ենք, նրանց բացատրել եմ, որ Հարությունյանն իրեն շատ վատ է պահել: Եթե անգամ ճանապարհային ոստիկանն իրեն ճիշտ չի պահել, դրա համար նա պատասխան կտար իր վերադասին: Գյուղապետը իրավունք չուներ գերազանցեր իր իրավասության սահմանները և խանգարեր ոստիկանին` անելու իր գործը: Ես, որպես նախկին ոստիկան և որպես քաղաքացի, անընդունելի են համարում Հարությունյանի պահվածքն օրենքի ներկայացուցչի նկատմամբ»,- գյուղապետերի հետ զրույցից մի հատված մեզ փոխանցելով` ասաց մարզպետ Աշոտ Ղահրամանյանը: Հարցին, թե, այնուամենայնիվ, կընդառաջի՞ Մ. Հարությունյանի խափանման միջոցը փոխելու խնդրանքին, մարզպետը պատասխանեց. «Թող ամեն մարդ իր գործով զբաղվի»:

 

Իրենց գործընկերոջ նկատմամբ բռնարարքից վրդովված են նաև ոստիկանները: Արմավիրի քննչական բաժնում, հղում անելով Հանրապետության ոստիկանապետին, քննիչներից մեկը մեջբերեց հատված Ալիկ Սարգսյանի` 2008 թ. հայտարարություններից մեկից. «Իշխանության նկատմամբ ոտնձգությունը համարում եմ իմ նկատմամբ ոտնձգություն»:

Sword of “Vardanants” Statue Goes Missing in Gyumri; Found in Restaurant

Eye witnesses state that on October 26, a group of men from the mayor’s office, led by Hovhannes Grqikyan, searched high and low for the sword that had unexpectedly gone missing. Theft was ruled out since it would have been easier to use a welding torch and detach the weapons held by Sahkanuysh or Ghevond Yerets, the other figures in the statute than remove the heavy sword standing eleven meters off the ground.

 

They frantic search was soon rewarded when they found out that an alert security guard from the restaurant “Slavyansky Dvor”, opposite the statue, saw the sword slip and fall from the statue and took it to the restaurant for safe keeping, obviously forgetting to report the incident the following day.

 

On October 28, the sword was returned to a waiting General Mamikonyan.

06.11.2009 Karine Simonian Police in southern Armenia appear to have again rounded up and interrogated scores of people in an attempt to hunt down a local businessman who went into hiding earlier this year after falling out with controversial parliament speaker Hovik Abrahamian.

 

The mass detentions of relatives of Hovannes Ghazarian reported in recent days have underlined the status of the town of Artashat and surrounding villages as a de facto fiefdom of Abrahamian and his extended family.

 

Abrahamian and Ghazarian, who managed the Artashat branch of Armenia’s national gas distribution company until last spring, are said to have been on good terms until a local election in the village of Mrgavan in which they backed rival candidates. Bad blood between them flared up into a violent confrontation in April reportedly involving Abrahamian’s son and nephew.

 

The two young men allegedly unleashed a hail of automatic gunfire at Ghazarian’s house after a drunken assault on a taxi firm belonging to him. Abrahamian subsequently insisted that his son had no part in the violence but did not deny his nephew’s involvement.

 

The bitter feud continued unabated, with Ghazarian and his supporters reportedly brawling with a group of other men, including Abrahamian’s son, nephew and bodyguards, in Artashat the next month. The speaker, who is a leading figure in President Serzh Sarkisian’s Republican Party of Armenia (HHK), denied his and his relatives’ involvement in the clash.

 

The police held Ghazarian responsible for the violence, searching his Mrgavan house and briefly detaining more than a dozen of his relatives at the time. The businessmen, his driver and several other associates have been on the run since then.

 

Members of the Ghazarian family said that the police began on Tuesday again rounding up local residents and bullying them to disclose the fugitive men’s whereabouts. “They’ve been taking people away all day long,” Ghazarian’s wife, Paytsar Nersisian, told RFE/RL. “Just today they took away my husband’s sister and her husband, my brother-in-law’s mother and father.”

 

“Yesterday they took away the 78-year-old grandfather of my daughter-in-law,” she said. “They didn’t produce a single warrant or drew up an [interrogation] report, saying that they have right to enter any house at any time.”

 

Esfira Virabian, a Ghazarian family in-law, said she would not help the police track down the fugitives even if she knew where they are hiding. “Why don’t the police try to investigate the other side as well?” she explained. “It’s them who shot at us.”

 

“They [the fugitives] know that the case will end in a one-sided solution,” said Virabian. “That’s why they won’t come out.”

 

Earlier this week, the police set up a roadblock near a local liquefied gas station owned by Ghazarian, checking all cars and allegedly preventing them from to buying fuel there. A taxi carrying an RFE/RL reporter and cameraman was stopped there on Thursday.

 

“This is a gas station of a fugitive criminal,” one of the officers at the scene told the journalists. “We have information that he might come over here.”

 

Another policeman protested against being filmed and recorded. “Keep that microphone away,” he said menacingly. “I’m warning you for the last time.”

 

“They won’t let anyone through, and so we can’t work anymore,” claimed one gas station worker.

 

“I’m surprised that they let you guys through,” said another. “There are 12 people working here. How are their families going to get by?”

 

The policemen denied obstructing the facility’s work. “If you want to fill up the tank, go ahead,” one plainclothes officer told RFE/RL.

 

The taxi service owned by Ghazarian also alleged harassment at the hands of law-enforcement bodies. “It’s been three days since they started banning our cars from entering our filling station and insulting and threatening our drivers,” its manager, Nelli Markarian, told RFE/RL. “What can I say? It’s anarchy.”

 

The Artashat police could not be reached for comment. The chief of the national police, Alik Sargsian, previously served as governor of the Ararat province, of which Artashat is the capital. Sargsian is reputed to be a protégé of Abrahamian.

 

President Sarkisian’s unexpected decision to appoint him as police chief in June 2008 reflected the speaker’s increased political clout in Yerevan. Abrahamian managed Sarkisian’s and the HHK’s campaigns in the last presidential and parliamentary elections in his then capacity as deputy prime minister.

 

Located about 30 kilometer south of Yerevan, Artashat was the scene of the worst pre-election violence during the 2008 presidential race. A group of local youths hurled stones at opposition candidate Levon Ter-Petrosian and beat up one of his bodyguards when he rallied supporters there in February 2008. Ter-Petrosian accused Abrahamian of orchestrating the violence, a charge the latter strongly denied.

Նկարում պատկերված և աղբի մեջ թաղված այս շենքը Ալավերդի քաղաքի Էվոյան փողոցի 1-ա շենքն է: Այս աղբակույտերի միջով ամեն օր ներս ու դուրս են անում շենքի բնակիչները: Բակում խաղում են շենքի երեխաները: Իրենց տեղում հաստատուն այս աղբակույտերը յուրահատուկ կոլորիտ են հաղորդում բարեկիրթ կենցաղավարությանը անհաղորդ շենքի բնակիչներին: Չէ որ, վերջին հաշվով, շենքի բակում աղբը լցնում են հենց նրանք:

Խորհրդային տարիներին, Ալավերդու Հայպետշին թաղամասի շենքերի բակերում անակնկալ հայտնվում և պատշգամբից աղբ թափող բնակչին հայտնաբերած ԲՇՏ-ի «կամենդատ» Բեթխեմն իր ձեւով «դաստիարակում էր» : Այսօր, Ալավերդու հին բնակիչները, կենցաղային աղբի մեջ թաղված շենքերի մոտով անցնելիս, երանությամբ են հիշում տիկին Բեթխեմին ու շենքերրի բակերը աղտոտող բնակիչներին հասցեագրված նրա հիշոցները: Իր գործը սիրող Բեթխեմն ամեն գնով հասնում էր իր աշխատանքային պարտականության անթերի կատարմանը: Նրա հիշոցները Ալավերդիում հիմա հումորով են հիշում, իսկ աշխատանքը՝ երանությամբ: Ցավոք, ետխորհրդային տարիներին Ալավերդու բնակելի շենքերում բնակշահագործման տեղամասերի աշխատողները հայտնվում են միայն սպասարկման վարձավճարներ հավաքելու համար, որն էլ վճարելիս բնակիչները մշտապես հարցնում են, թե որ սպասարկման համար են նրանք ուզում այդ վճարները: Իսկ շենքերի բակերը մաքուր են թե ոչ, նրանց բնավ չի հետաքրքրում: Դրա մասին հիշեցնելիս էլ՝ արդարանում են, թե համայնքապետարանի բյուջեից ֆինանսավորում չեն ստանում: Աղբահանությունն Ալավերդու քաղաքապետարանին պատկանող «Ալավերդի Բարեկարգում» ՍՊԸ-ի գործն է, իսկ այս ՍՊԸ-ն նունիսկ մի Բեթխեմ չարժե:

«Հետքը» քաղաքացիներից ահազանգ էր ստացել, որ Բուսաբանական այգուց անհայտ անձինք ծառեր են գողանում, որից հետո Բուսաբանության ինստիտուտի փոխտնօրեն Գագիկ Մովսիսյանը ստուգել էր տարածքը եւ հայտնել, որ հատված ծառեր չեն հայտնաբերվել: «Եթե գաք մեզ մոտ, ձեր աչքով կարող եք տեսնել, որ հատված ծառեր չկան»,- վստահեցնում էր փոխտնօրենը: Երեկ մենք այցելեցինք Բուսաբանական այգի եւ հեռավոր մի հատվածում նկատեցինք խարույկի հետքեր, որտեղ կային հատված ծառեր եւ ճյուղեր:

‘I can’t believe he actually answered the phone,’ store manager says.

GLENDALE — An alleged thief thought he could outsmart an alarm company Thursday morning when he answered their phone call during a burglary, told them he was a pharmacy employee and gave them a fake password, officials said.

 

Andy Jabali, 27, allegedly used a hammer to break the front window at Haig Pharmacy on the 1100 block of South Glendale Avenue about 8 a.m. and set off the burglary alarm, Glendale Police Sgt. Vahak Mardikian said.

 

When the alarm company called the pharmacy to check on the situation, Mardikian said, Jabali answered.

 

Jabali then told the alarm company that his name was Mike, and when they asked for the password, he allegedly blurted out a random password.

 

An alarm company representative then called pharmacy Manager Alex Sefian.

 

“They said someone had entered the pharmacy, and when they called he said his name was Michael and he was an employee here, but he didn’t have the password right, so I said ‘I don’t know anybody by that name,’” Sefian said.

 

“I can’t believe he actually answered the phone,” he added.

 

Police were sent to the pharmacy, where they discovered the broken window, Mardikian said.

 

They entered the pharmacy and found Jabali hiding inside the bathroom, holding several syringes, Mardikian said.

 

Jabali allegedly broke into the pharmacy in search of the highly addictive prescription pill Oxycontin, Mardikian said.

 

Most thieves steal to get money to support their drugs habits.

 

“This guy is a classic example,” Mardikian said.

 

It was the second Glendale pharmacy in less than a month to be burglarized.

 

On Nov. 11, Artin Simonian, 20, of Glendale, allegedly broke into Pacific Medical Pharmacy on the 1100 block of Pacific Avenue to look for pills because he was having trouble sleeping, police said.

 

He cut himself on broken glass and left a trail of blood. Police eventually caught up with him at Glendale Adventist Medical Center and arrested him.

 

For Haig Pharmacy, Thursday was its fourth burglary, Sefian said.

 

“This is the first time that they broke into the front door,” Sefian said.

 

The glass door broken in Thursday’s burglary cost $500 to replace.

 

And as for the cigarette butt and ashes that Sefian said Jabali left behind in the bathroom, “He should have been cited for that too.”

Every time when I open Hyeforumm to read some news, this post is striking me down, and finally I couldn’t stand it anymore. Not because I am excusing this hunting, but because some people are only criticizers, they are seeing only negative action and saving to say nice words even on some small good deals. Don’t you know that the words are fixed thoughts that stay in around and get worse words to make the things very bad? It looks like when you ‘re driving and dripped on somebody street mud, and the other did the same, and the other again and again, the dirty man on the street loses his face, he is just a dirty man or the image of the dirty nation. Many and many posters are talking about negative actions of the authorities. Is anyone written himself or combined letter to the “ishkhanutun”, why the hunting on the animal registered in the “Red Book” is allowed? What I am saying is that our help is need there in a country, which could be as a letter to the authorities on the wrong thing in Armenia, or just a visit, or give some money to many children family or orphans, or to smile and talk to an Armenian man or woman in a country, who without having things to eat will invite you home and offer their last piece of food. I did talk to Armenian woman in Florida, and she proudly said that she contributed $5 to the church. I didn’t say that is not much, but just thought that next time she’ll give more. Believe me, this is an encouragement for our countrymen, they would feel that there are people far away, who think about them and maybe, somehow would be on their back. I was there, I am from there, and this is real situation before, in 1988 and now. So, if we could open “Club of Deals” not the talks, and tell the readers our real positive action-investments in any way to our country Armenia($5 is also good), we’ll prove that MENK MARD ENK, EXEL ENK, EV KLINENK. Are there any other proposals?

Միայն որսի վերջին օրը, հոգնեցնող ճանապարհից ու անցումներից հետո, հաջողվեց գտնել հայկական մուֆլոնների հարմար խումբ: Հոտը բաղկացած էր 5 խոշոր ոչխարներից եւ մեկ մատղաշ էգից: Կրակել 350 մետր հեռավորությունից ոչ միայն անհնար էր, այլեւ վտանգավոր: Իսկ վտանգել որսի հնարավորությունը վերջին օրը՝ այնքան էլ ճիշտ որոշում չէ: Շրջանցելով տարածությունը եւ մոտենալով մուֆլոնի խմբին մինչեւ 120 մետր` որսորդն առաջին կրակոցից սպանեց հրաշալի կենդանուն»:

 

Հայկական մուֆլոնի որսի այս նկարագրությունը զետեղված է Մոսկվայում հրատարակվող «Օխոտա» ամսագրի այս տարվա մայիսի համարում: Այն այդպես էլ կոչվում է` «Գարնանային որսի հաղթանշաններ», իսկ որսորդական ակնարկի վերնագիրն է` «Հայկական մուֆլոնի հետքերով»: Նկարագրված իրադարձությունները տեղի են ունեցել այս տարվա գարնանը` Վայոց Ձորի մարզում (Եղեգնաձորի կիրճում):

 

Հաղթանշանների հավաքածուն ՀՀ Կարմիր գրքում գրանցված հայկական մուֆլոնով ավելացնելու բախտը վիճակվել էր Ռուսաստանում հայտնի որսորդ Վալերի Մալեեւին:

 

Ակնարկում, իհարկե, գրված չէ, որ կենդանին պահպանվում է օրենքով, որ որսորդը իրականում որսագող է, իսկ որսի կազմակերպիչները՝ իրավախախտներ:

 

Այն տարածքը, որտեղ տեղի է ունեցել հայկական մուֆլոնի որսը` Եղեգնաձորի կիրճում, ՀՀ կառավարության 2004թ. որոշմամբ մշտական եւ անհատույց օգտագործման իրավունքով տնօրինում է «Սաֆարի ինտերնացիոնալ» հայ-իտալական համատեղ ձեռնարկություն» ՍՊԸ-ն:

 

Ինչպես գրված է կառավարության որոշման մեջ, Վայոց Ձորի մարզի Եղեգիսի կիրճի եւ Սյունիքի մարզի Գեղիի ու Դարմանաձորի անտառային ֆոնդի տարածքները տրամադրվել են «Սաֆարի ինտերնացիոնալ» ՍՊԸ-ին` վայրի կենդանիների տեսակների բնականոն վերարտադրության ապահովման, էկոտուրիզմի եւ որսորդական տուրիզմի զարգացման ծրագրի իրականացման նպատակով:

 

Ընկերության նախագահը Վայոց Ձորի մարզպետ Վարդգես Մաթեւոսյանն է: Նա կտրականապես ժխտեց, որ այս տարի մուֆլոնի որս է եղել: «Այստեղ ընդհանրապես որս չի լինում» - ասում է նա:

Տվյալ դեպքում չի եղել ո՛չ կառավարության որոշում, ո՛չ որսի թույլտվություն եւ ո՛չ էլ պայմանագրի կնքում որեւէ որսորդի կամ որսորդական ընկերության միջեւ: Սա բավական է, որ դեպքը համարվի որսագողություն:

 

Որսագողության մասին ոչինչ հայտնի չէ նաեւ ՀՀ Բնապահպանության պետական տեսչության պետ Տիգրան Գրիգորյանին: Նրա հավաստմամբ՝ այս տարի հայկական մուֆլոնի որս չի եղել:

 

Հայտնի չէ, թե ինչպե՞ս է «Սաֆարի ինտերնացիոնալ» ընկերությունը մուֆլոնի որսի հրավիրում, եթե կենդանու որսի թույլտվություն ստանալու միակ միջոցը գիտահետազոտական ուսումնասիրություն կատարելն է կամ վերարտադրությունը, որի համար պետք է կառավարության կամ բնապահպանության նախարարի որոշում, որսի անհրաժեշտության հիմնավորում, լիցենզիա եւ պայմանագրի կնքում:

 

Տարբեր կազմակերպությունների կատարած ուսումնասիրությունների տվյալներով՝ հայկական մուֆլոնի քանակը Հայաստանում վերջին տարիներին շատացել է:

 

Բայց դա տեղի չի ունեցել այն պատճառով, որ հայերը դարձել են օրինապահ, իսկ բնապահպանության նախարարության պահպանության տեսչությունը` ավելի կազմակերպված:

 

Սա տեղի է ունեցել այն պատճառով, որ «Սաֆարի ինտերնացիոնալ» ընկերությունը շահագրգռված է պահպանել կենդանիներին բիզնես նպատակներով:

 

Ընկերությունը հրավիրում է ՀՀ Կարմիր գրքում գրանցված կենդանու որսի, սահմանում է պաշտպանվող կենդանու որսի արժեք եւ տնօրինում ամբողջ գումարը` չվճարելով անգամ բնավճար: (Նույնիսկ գիտահետազոտական նպատակով հայկական մուֆլոնի որսի համար չի նախատեսվում բնավճար: Համարվում է, որ դա արվում է հանուն գիտության):

 

ՀՀ օրենսդրությամբ կենդանական եւ բուսական աշխարհը ՀՀ սեփականությունն է: Սակայն, ակնհայտ է, որ այսօր հենց այդ պետությունը չի կարող տեր կանգնել իր սեփականությանը:

 

«Հայկական մուֆլոնի հետազոտության համար մենք ոչ մի դրամ չենք ստանում: Մենք չունենք մեքենա հետազոտական արշավներ կազմակերպելու համար, չունենք գործիքներ, համապատասխան հանդերձանք: Ես էլ ի՞նչ կենսաբան»,- ասում է ՀՀ ԳԱԱ Կենդանաբանության ինստիտուտի ողնաշարավոր կենդանիների ուսումնասիրման լաբորատորիայի վարիչ Մամիկոն Ղասաբյանը: Նրա աշխատավարձը պետությունը սահմանել է ամսական 32 հազար դրամ:

Accused smuggler arrested

 

Authorities say he shipped parts worth thousands of dollars each to Iran.

LOS ANGELES — Federal authorities on Wednesday said a Glendale man was arrested earlier this week on charges that he violated a litany of international sanctions against shipping materials to Iran.

 

Jiraiir Avanessian, 56, was accused of smuggling high-dollar vacuum and pump-related equipment to Iran through the United Arab Emirates to avoid greater customs scrutiny, and that he laundered hundreds of thousands of dollars via international money transfers to his U.S. bank account.

 

He was arrested at his home without incident Monday, officials said.

 

Authorities in Frankfurt, Germany, arrested Avanessian’s alleged accomplice, 42-year-old Farhoud Masoumian, of Iran, earlier this week and were holding him while U.S. authorities worked on an extradition request, said Thom Mrozek, a spokesman for the Department of Justice.

 

An arrest warrant was issued for a third man, Amirhossein Sairafi, of Iran, who was alleged to be involved in the conspiracy, but he remained at large, officials said.

 

According to the indictment filed in U.S. District Court for the Central District of California, Avanessian received orders from Masoumian on behalf of clients in Iran. As an end around trade embargoes and sanctions with Iran, Avanessian, owner of Glendale-based XVAC, changed labels on expensive equipment and lied on shipping forms to avoid customs scrutiny.

 

Authorities would not say how they tracked the three men, or if they were on any type of watch list.

 

His attorney, Levik Yarian, could not be reached for comment Wednesday.

 

“This is an ongoing problem that authorities are persistently trying to address,” Mrozek said. “There are some concerns about this particular technology, as we’ve seen in some other cases.”

 

Authorities have caught smugglers trying to deliver parts for aging military equipment in Iran, officials said.

 

In the federal complaint, Avanessian was listed as having a degree in chemical sciences, but authorities did not elaborate on what the shipments were for.

 

Laura Eimiller, a spokeswoman for the FBI, said the parts he shipped were listed in customs documents as being worth far less than they actually were in order to bypass a $2,500-domestic cap on export declarations.

 

The parts were in fact worth thousands of dollars apiece, she said.

 

Avanessian was scheduled to appear in court for his arraignment Tuesday. Until then, he remains in custody.

 

If convicted on all counts, Avanessian and Masoumian face maximum prison terms of 615 years and 525 years in prison, respectively, according to the Department of Justice.

Mass elimination of fish in Hrazdan River

"I have never seen such a thing in my life: all the living has died," said an Arzni villager in the interview with EcoLur who eye witnessed the mass elimination of the fish in the Hrazdan River. EcoLur received an s.o.s. signal on 23 January.

 

When we reached the scene, Arzni Gorge, we saw the river bottom full of dead fish, crabs and frogs. It was already the third day the Sevan gulls have been feeding with the fish having risen to the surface.

 

On the scene we caught the Territorial State Environmental Inspection of the Ministry of Nature Protection of RA. Under the inspector, the initial checkup showed that approximately 500 m of the river zone was affected. «I hope that this really has a local nature", - said the inspector.

 

The locals are extremely worried. "Probably this is a poisoning. Already there are some rumors that chlorine has been filled in the river, but it doesn't look like a chlorine, as we are here the whole day and observe the situation. If it were chlorine, we would feel its smell. Over 1000 people visit our places in the high season. Our children swim in this river. We have no information. What will happen, if it suddenly turns out to be a great danger?"

 

By EcoLur's request, the Deputy Head of the State Environmental Inspection Karen Papoyan advised that at present the Ministry of Nature Protection of RA is conducting the analysis of the water samples taken from the Hrazdan River and the dead fish. "We will inform the public about the analysis results through the mass media," Papoyan said. Under him, the results will show what the scales of the accident are and what other departments should be involved in this process.

Man convicted of health fraud

He faces up to 320 years in prison for money laundering and Medicare fraud.

GLENDALE — A Glendale man was convicted last week in U.S. District Court of running a health-care fraud and money laundering scheme that affected more than 800 Medicare patients across the Los Angeles region, the U.S. attorney’s office announced Thursday.

 

Manuk Karapetyan, 46, was convicted of using the stolen identities of four physicians to submit about 6,000 insurance claims for more than 800 patients, at one point billing Medicare for roughly $3.2 million in just one month, according to the U.S. attorney.

 

He was convicted last week of multiple counts of health-care fraud and money laundering after a one-week trial that started Feb. 19, Assistant U.S. Atty. Beong-Soo Kim said Friday.

 

Karapetyan was arrested in April as the result of an investigation that started in fall 2004, when patients contacted Medicare after receiving notices summarizing the fraudulent services, officials said. Medicare opened an investigation before contacting the FBI.

 

While Karapetyan did rent a one-room office in downtown Los Angeles, the claims were made under the stolen identities of four licensed California physicians who never worked for the Glendale medical clinic, officials said. At trial, federal prosecutors presented evidence that no patients ever received medical services at the office.

 

“Several Medicare beneficiaries testified at trial,” Kim said. “They would receive in the mail these notices of treatment that they supposedly had received, and not recognize the doctor who had treated them or the services.”

 

Karapetyan billed more than $3.2 million in fraudulent services in one month, officials said, but because of the quick discovery of the charges, many of the checks were canceled before he could deposit the funds.

 

By the time the fraud was discovered, he had deposited about $566,000 in two bank accounts, transferring tens of thousands of dollars to himself and two associates in Armenia, officials said.

 

Karapetyan had testified that he was a “straw owner” of the clinic, and that Sadrek Asatryan, now deceased, was actually responsible for the business, officials said.

 

But prosecutors argued that Karapetyan had actively participated in conducting the scheme’s financial transactions.

 

On Friday, Karapetyan’s attorney, Edward Robinson, said his client got caught up in the scheme and that he wasn’t fully aware of the operation.

 

“I just think that Mr. Karapetyan is very sad that he was taken advantage of by others that were involved by this,” he said.

 

Anne Gray, who works as project coordinator for Senior Medicare Patrol, a grant-funded program operated by the nonprofit California Health Advocates, said Medicare fraud was “pretty prevalent.”

 

Her program was warning seniors about giving out personal information to potential con artists, she said.

 

“I just like seniors to know that the con artists are out there, and they are targeting seniors,” she said. “They should be careful about people who approach them or call them on the telephone.”

 

Karapetyan, who faces up to 320 years in federal prison, is scheduled for sentencing on June 21. He has been held without bond since he was arrested last year.

 

Kim said the government was working to aggressively combat an increase in health-care fraud.

 

“We feel we’ve already made a strong deterrent impact in this area, but it’s still going on, and we are going to continue aggressively targeting these fraudulent schemes,” he said.

Armenian victims in LA shooting rampage named

April 3, an unknown gunman opened fire in a Hot Spot restaurant in the North Hollywood, Los Angeles, killing 4 people and wounding 2 others. According to the local police, the hitman managed to flee the location.

All the victims were Armenians, Los Angeles Times daily reports. Law enforcement agencies branded it as a slaughter.

The source published the names of the victims: Harut Baburyan (38), Sargis Karajyan (26), Vardan Tofalyan (31) and Hayk Yegnanyan (25).

According to law enforcers, the killer was possibly an Armenian. It is assumed all the victims might have been involved in a gang.
