Let me express my skepticism with these kinds of initiatives. What Armenia needs is not yet another bureaucratic body to address the diaspora.After all the Ministry of Foreign Relations has been doing this for a while and I think mostly ineffectively which should be no surprise.Most Armenian diplomats believe that they should be treated as minor royatly when it comes to diasporans they are also supported by the usual delusional sycophants.

A less corrupt and judicially fair Armenia is all most diasporans require.All the rest we can do by ourselves as it has been the case anyway.

Nothing new here

Even during Soviet times Armenia had a whole bureau, a Ministry of Diaspora, if I remember correctly a certain Dallakian was the “ambassador” At the present a certain Victor Dallakian** in the RA Parliament, (Search and find who he is.) I’m not sure if he is the same Victorn whose is main mission was to propangandize and neutralize every and all criticism to Soviet Armenia. Comes to mind the Dsshnak opposition.

**Just in case one may think that “Dallakian” is a native Armenian surname, be forewarned that it is a furkish word to describe those idiotic attendants/masseurs at the haman, based on the word “deli/dellek” to mean “idiot”.

BTW. Whwn did Victor/Վիկտոր become an Armenian word/name? Was it after "veni vidi vinci" or was it after Queen Victoria? Reminds us that aria from Aida- "Ritorna Vincitore" which means "Return Victorious/Triumphant/Vindicated"

Arpa in my opinion dallak means splean in furkish.

Yes Yervant, “dalak” (one L) does mean spleen but note that “dallak/dellek” is spelled with two Ls.

My miniscule furkish dictionary does not list it but a small furkish-Armenian dictionary (New York, 1919) wriiten in the Armenian alphabet lists - ՏԷԼԼԱՔ/ ԹԷԼԼԱՔ= ԼՈԳԱՐԱՐ I.e. bath attendant/bather, alternately used to mean fool/idiot, jus as “sallakh“ which in fact means slaughterhouse employee is also used as a mild insult..

Above I misspoke, I said Victor, it is Karlen Dallakian. Among many see below.

Note; Why is that only us Armenians have such pejorative names and surnames when even the speakers of those languages would not be caught dead in those situations. Also about “karlen/karl+lenin” see the thread about “weird Armenian names”.

The Chairman of Diaspora Committee (in the USSR time) Karlen Dallakian, who cooperated with the Manoogians told in his speech, "Alex Manoogian is really one of the biggest figures and thinkers of his time. Fortunately, he was a thinker and at the same time, he had opportunities to realize his ideas. Alex Manoogian preserved the Diaspora; the same does Louise today. Born and brought up in Izmir, Alex Manoogian, who appeared in USA only having $50 in his pocket, not only affirmed himself and his business, but also left the perceptible part of his business and property at the disposal of the Armenian school and culture - not only in Diaspora but also in the motherland".

OK I found it. The Persian dictionary says dallak is from the furkish to mean (in a furkish bath) rubber, masseur, also barber. The Arabic for barber “hallaq”.

When the Arabic “hallaq” to mean barber, and the furkish “dallak” to mean bath attendant become interchangeable is because at one time (even now) some barbers were employed to remove unwanted hair in harems and other places of debauchery.

Why it has come to mean a pejorative term? Is it assumed that those practitioners were homosexual? BTW. The female counterpart of that is “ghaimeh” , )who traditionally would be statuesque and muscular women) feminine of “ghaim” which literally means firm/hard. Are/were they androgynous lesbians?

O.K what is a dallak? a worker in a Hammam. what is a Hammam? a public bath in Iran. In America I can not find a Dallak.They used to give us a massage and clean us. First with a kiseh(lofa) and we used to shed the old skin with every bath. They used sefidab,click here to see what is sefidab. then they would do soap and warm water , wash our hair and in women public bath gossip or find a suitor. I miss dallaks a lot. Here is a men bath and a man dallak, looks like chiropractor, and here is hammame vakil in Shiraz. I miss a lot of things about Iran and that is one of them...

Yes, the Gabi(g) Gomideh. I was at their offices a few times, in general well meaning people/bureaucrats.Very little they could do aside from following the official line and booking tours for among others our dear poetess Silva Gabudikian.

Yes, Dear Paolo, Pavel, Pavlik, Pavghik, Paulos, Pavghos, Paughos,

I did not want to go into the nitty gritty of that Soviet time so called KGB inspired, initiated and supported Diaspora Bureau, whose main mission was propaganda to counter the anti-Soviet posture of the Diaspora (read Dashnak).

Has it changed now?

Now that there is no soviet, leninism/stalinism, one wonders what their main mission will be.

ORTHOGRAPHY?

I mean that funny :goof: Mesropian style of writing? :P :D Or is that, most diasporans write in the Latin Alphabet to convert that to the Cyrillo-Slavic?

And that we speak the same dialect of "Kolkhozi chopan, arevit ghourban"? Find the Armenian words in the previous quote. OK! Maybe one "arev". Why nor "gunesh"? :P :D

They do not know what they do. The Hebrews have a law of return and the recognition of the blood line according to rabbinical law. We Armenians lack these virtues when it comes to the nationality law. Every blooded Armenian should be recognized as armenian and be issued with Armenian documents. Instead we keep creating ministers of Diaspora, and we ignore the most fundamental and visceral side of Armenian life line, blood . The Diaspora and Armenia should be indivisible. Take a page out of the Hebrews chapter.

Instead we keep creating ministers of Diaspora, and we ignore the most fundamental and visceral side of Armenian life line, blood . The Diaspora and Armenia should be indivisible. We will listen to their "word", and smell their "fart" after they resolve the Palestinian quagmire.

Totally agree, we don't need one!

 

Moreover, if it happens, an Armenian from Armenia cannot lead such an organization. I don't refer to arevelahay or arevmdahay, it could of course be an Armenian from Armenia who has significant experience living in the diaspora (not through his function as ambassador or in the foreign affairs). The person must have lived in the disapora and must have been involved in its life to understand all aspects. For example, Vartan Oskanian could potentially do this job, Arkady Ghoukassian, no, he's experienced in telethons and running a state, not dealing with an extremely multicultural structure. Alex Yemenijian could, but it's borderline (he's a businessman). Alex Manukyan, if he was alive, would be perfect! Ara Abrahamian from Russia is also a possibility. Jirair Libaridian, maybe, he's seen both worlds, but someone younger is preferable! Armen Sargsyan, the former prime minister living in London for a while now, is another possibility!

 

Just some random thoughts. And BTW, the origin of Victor Dallakian's last name is ranked somewhere between 15743-15746 on my index of priorities and worries in life, i.e. I don't give a damn!

We forget and ignore one more name.

Vardan Oskanian, the immediate former FM.

He was not only born and raised in the Diaspora, all the way from Aleppo to Boston to Yervan, he is also fluent in the languages of most of the diasporans, including but not limited to Armenian, English, French, Russian, Arabic and.. and.... furkish, and may understand the psyche of the Diaspora better than any Moscow bred bureaucrat aparatchik.

Armenian Ministry for Diaspora and "One Nation. One Culture" fund keep blaming each other for money laundering

This time Deputy Minister for Diaspora Stepan Petrosyan told reporters

on Monday that the Fund has turned into a family business because

of activity of Tamara Poghosyan, Heas of the Fund. He said that the

inspections by the Audit Service of the Prime Minster for 2010-2011

unveiled a repeated transfer of funds to the accounts of Poghosyan's

relatives working at the Fund. He said that almost the total amount

of 18.6 mln drams for the projects of the Fund for 2009 was registered

as wages of Tamara Poghosyan and her relatives.

 

The enmity of the two structures began after the Trusteeship Council

of the fund chaired by Diaspora Minister Hranush Hakobyan adopted

a decision in late 2010 to cut the budget of the "One Nation. One Culture" fund.

In fact, 12 mln drams were transferred to other organizations and the monthly

salary fund was cut from 1.2 mln to 300,000 drams. Trying to dispute the decision,

Tamar Poghosyan decided to appeal to all the instances, starting with the

president up to the prosecutor's office and accused the Ministry of money

laundering on occasion.
