Russian peacekeepers on alert in Abkhazia

 

Russia is building up its peacekeeping forces on the de facto border between Georgia and its breakaway republic of Abkhazia. On Thursday, Abkhazia announced it would seek recognition from Russia and the EU.

 

It comes as Abkhazia’s president ordered the partial mobilisation of the army, in response to Georgian intentions to forcibly free a detained reporter, and a car explosion near the border.

 

Three policemen were injured in the blast on Friday, but it's thought the attackers fled over the border into Georgia.

 

Abkhazian authorities say up to 1,000 Georgian troops have been redeployed to the border, although none have crossed into the zone monitored by Russian peace-keepers.

 

Tension increased between Georgia and Abkhazia following Kosovo’s declaration of independence.

Russian MPs back breakaway regions

 

Russia's parliament has called for the Kremlin to consider recognising the independence of two provinces hoping to breakaway from neighbouring Georgia.

 

The State Duma on Friday overwhelmingly backed the non-binding declaration urging support for Abkhazia and South Ossetia, which broke from the Tbilisi government during wars in the early 1990s.

 

The motion said that Western recognition of the independence of Kosovo from Serbia, a close ally of Russia, had ripped up international rules regarding Abkhazia and South Ossetia.

 

Shortly after Kosovo declared independence, the Abkhazian parliament issued its own call for recognition.

Vladimir Putin, Russia's president, has previously suggested that his country might recognise Abkhazia and three other "breakaway states" on former Soviet soil if Kosovo was granted independence.

 

Georgian leaders responded angry to the Russian parliament's move. "The State Duma adopted an aggressive and hostile decision," Konstantine Gabashvili, the head of the foreign relations committee of the Georgian parliament, said on Georgian Public Television.

 

Nicoloz Rurua, another member of the Georgian parliament, said: "Such statements by Russian parliament will only speed up Georgia's Nato membership as they demonstrate how real is the threat coming from Russia."

 

Moscow appears determined to prevent the former Soviet state from joining the Nato military alliance.

 

George Bush, the US president, has assured Mikhail Saakashvili, his Georgian counterpart this week that the US would press for Georgia to be granted a "membership action plan".

 

Russia's parliament is dominated by Putin supporters and it is unlikely that the motion would have been debated without the Kremlin's knowledge.

 

It comes as the president is preparing to attend a Nato-Russia summit in Bucharest next month at which Georgia's membership of the alliance will be one of the items discussed.

 

Parliamentarians said recognition should be speeded up if steps were taken towards Georgia joining Nato or if it used force to try to regain control over the territories.

 

The motion also urged the Kremlin to consider an increase in the presence of Russian troops, who are deployed in both provinces as peacekeepers.

 

Noting that most residents in both regions have been given Russian passports, the parliament called for "boosting efforts to ensure security for Russian citizens".

 

It also urged Putin to open diplomatic "missions" in Abkhazia and South Ossetia.

 

Russian support has been a lifeline for Abkhazia for many years, a fact that has irked Georgia and been a key factor in the poor relations between Moscow and Tbilisi.

Georgia is threatening Armenia to vote for their cause at the UN, but they voted against our case a month ago? I didn't hear Armenia giving any ultimatums to Georgian right before Azerbaijan took us to the UN. We didn't do anything when they voted for the resolution calling the withdrawal of the Armenian troops from the 'occupied' territories, while they are ready to screw up our neighborly relations? Armenia definitely should relatiate on this one!

Tomorrow Georgia presents to the UN Chief Assembly discussion an article about the status of the refugees and violently displaced people living in Georgia. In this regard, today the Ambassador of Georgia in Armenia Georgi Saganelidze had a meeting with the journalists and called on the Armenian authorities to vote for the article. According to him the demand to adopt such article has been created after getting concerned by the aggressive activities of Russia. Russian side should be conscious of the fact that it does not have any partners in its aggressive policy making activities. Georgian side carries out active foreign political activities in order colleague countries vote for the article, notified Saganelidze. He said that according to their sources Russia is going to take initiatives against the adoption of the article. We heard that Armenian authorities are going to vote against it also. And we are concerned with that. In this regard we held discussions with Armenian authorities but we have not got any clarified response yet, he said. If finally Armenia votes against the document, then, I guess, it will decrease the level of reliability among our nations. I ask Armenian authorities and call on them to be wise and not to harm itself and its colleagues, he said.

Looks like the Afghan mujaheddin (assisted by Azerbaijan) will be back in the Caucasus but this time against Abkhazia.

/PanARMENIAN.Net/ There is no real confirmation that weapons and mujahids will be transported from Kabul to Georgia via Azerbaijan, a Russian expert said.

 

“Azerbaijan and Georgia are close in their positions, since they collaborate within GUAM and implement joint economic (Kars-Akhalkalaki-Tbilisi railroad) and military projects. To what extent is Azerbaijan ready to get involved in the conflict? Appearance of the Afghan factor will play into the hands of the incumbent leadership’s rivals,” head of the interethnic relations department at Moscow’s Institute of Political and Military Analysis Sergei Markedonov told a PanARMENIAN.Net reporter.

 

“Nevertheless, Azerbaijan will render Georgia at least diplomatic assistance, for these two states experience similar territorial problems,” he added.

 

It’s worth mentioning that on May 4, 2008, Real Azerbaijan newspaper posted on its website an article titled “Will Azerbaijanis help Georgia?” (http://realazer.at.ua/news/2008-05-04-365), telling about the possibility of Azerbaijan’s military assistance to Georgia in case of war against Abkhazia. Meanwhile, a relevant publication by PanARMENIAN.Net aroused hysteria in Baku.

 

Real Azerbaijan’s website was removed from the server.

 

However, PanARMENIAN.Net brings to the readers’ attention the screenshot of the website and a reference in Google.

 

The article that aroused Azerbaijan’s confusion says in part,

 

“Azerbaijan intends to assist Georgia in resolving its territorial problems.

 

For the purpose, Baku-Kabul flights suspended in March 2008 will be resumed. Trained Afghan mujahids and large lots of weapons are expected to be airlifted to Azerbaijan and then to Georgia, Real Azerbaijan website reports.

 

According to preliminary data, some 500 Afghan commandos trained in British camps will arrive in Georgia. In operation against Abkhazia and South Ossetia, they will use weapons received from their British sponsors, thus protecting Azerbaijan from “coming into the spotlight.”

 

Reliable sources report that Azeris are being recruited in Russia, Kyrgyzstan, Uzbekistan, Ukraine and several other states with numerous Azeri diaspora.

 

The recruitment is conducted under supervision of "Azerbaycan Diasporasi" chairman Fikret Veliyev, chairman of Murmansk division of the All-Russian Azerbaijani Congress Rafik Badirov, president of federal national and cultural autonomy of Azeris of Russia Sayun Sadykov. Not only ordinary Azeris but also students of Moscow and Kyiv universities are recruited.

 

Head of the department of political studies of the Azerbaijani presidential administration Fuad Akhundov and chief of the division of foreign policy planning and strategic studies at the Azeri MFA Tofik Musayev have been commissioned to coordinate the Azeri diaspora’s work.

 

1.5-2 thousand prisoners, who committed grave crimes, will be granted amnesty on occasion of Heydar Aliyev’s 85th birthday. It’s expected that half of them will be sent to Georgia as well.

 

The process of Azeri units’ formation was speeded up after Russian heavy artillery, weapons and equipment and additional troops crossed Georgia’s state border.”

Absolutely. Screw them. They always vote against us.

 

I look at it this way:

 

Georgia felt confident enough in its arrogance to issue such a demand from Armenia, especially in light of their pro-Azeri vote in the U.N., because right now Georgia is high on its perceived confidence vis a vis Armenia in its newly created alliance with Azerbaijan and Turkey, thinking an Armenia surrounded by not-so friendly countries cannot afford to cross Georgia. Recent EU demands for Russia to back off further boosts Georgia's belief that EU and US might come to her aid against Russia.

 

I think this is politics at the dirtiest levels, but Armenia can play an equal game by demanding an autonomy for Javakhk in return to any pro-Georgia stance from Armenia.

 

This might come with a moderate level of risk for Armenia, but if Georgia feels cornered enough to grant an autonomy (which I don't think the situation is as bad yet for the georgians) then the benefits for Armenia would outweigh the risks of voting against Russia, if on the other hand Georgians refuse a compromise on Javakhk (which is a more plausible response) then the Armenians can say to the Georgians to go F#@k themselves, of course with a proper political language.

 

Armenia has to be careful though, if Russia eventually succeeds in bringing Georgia under their control then Armenia would erode its strong strategic importance for Russia.

Ha ha. Reliability?:) What reliability? Robbing food and oil shipments sent by Russia through Georgia during the war in 90s? Renaming and " renovating" our churches? Forcing Georgian Armenians to change their last names in 60s and 70s? Benefiting from "our mutual oil pipeline"? Harassing Abkhazian Armenians

to take their side?

These people are so far away detached from the reality it is not even funny... Muslim Iran is far more reliable economic and even political partner than Christian Georgia.

Now they are in hot water with Russia and they want to force Armenia to destroy its relations with Russia as well. No way.

Azerbaijan votes for, but Armenia against the UN General Assembly resolution on Abkhazia

Baku. Lachin Sultanova –APA. UN General Assembly has passed resolution on the “Status of refugees and internally displaced persons in Abkhazia (Georgia)”. 14 countries, including Azerbaijan voted for, but 11 against, including Armenia. 105 countries, including members of European Union abstained during the voting.

 

Georgia, Azerbaijan, Ukraine, USA, Albania, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia and Sweden voted for and Russia, Armenia, Belarus, North Korea, India, Iran, Myanmar, Serbia, Sudan, Syria and Venezuela voted against the resolution. The resolution urged to schedule voluntary and immediate returning of Abkhazian refugees and internally displaced persons to their homelands. The document noted that it was inadmissible to change the demographic situation existed before the Abkhazian conflict and condemned all efforts toward this. The resolution requested the UN Secretary General to submit a comprehensive report on the implementation of this resolution. The resolution is non-binding and its implementation is not constrained in distinction from the resolution of UN Security Council.

Georgian Foreign Minister Eka Tkeshelashvili welcomed the resolution. “This resolution recognizes facts of ethnic cleansing and violation of international law in Abkhazia. The document guarantees returning of refugees and internally displaced persons to their homelands and their property rights and declares any economic activities and other illegal actions as illegitimate. The General Assembly requested UN Secretary General to make report on the implementation of the resolution in September”.
