"horda" does mean crowd, it is from the English "horde" a word usually applied to ragtag collection of invading people often applied to Asian invaders. There is a reason for its Asian (Mongolian) application since the word "horde" is from the Turkish "ordu" which in general means "army" but it seems it originally was used to describe invading... HORDES.

I did understand the connection between "ordu" or "horda" and "crowd", although I did not think it was part of "official" Armenian lexicon (don't have my dictionary with me ). However, as you pointed out, it is a word borrowed from Turkic languages. That hardly counts as Armenian, especially when we are talking about a city in Turkey! According to Bilge Umar, the present name of Ordu is the result of deforming an Armenian name of unrelated meaning, so as to make it sound sensible in Turkish. And he makes a reasonable case for it.
