Given that Uruguay is a Spanish speaking country, does it say what word exactly they will be using. As you said message can get across by naming the street by one of the famous victims, Sevak, Varouzhan, Zohrab, Siamanto, and of courze Komitas come to mind. They can also use a plaque with legend, i.e a brief biography, ephasizing the circumstances of their murder. And please no pussyfooting around with such diplomatic language as Hamidian Massacres, Ottoman times etc. It was the Turks who did, the same Turks of today. After all we don't say that the Pilgrims, the Hyguenots or the Anglo and Germanic immigrants who masacred the Native Americans, we say the Americans did it, be they Americans of the US or Mexico.
