YEREVAN, FEBRUARY 23, ARMENPRESS. President of Artsakh (Nagorno Karabakh) Arayik Harutyunyan hailed the World Court’s judgment in the Armenia v. Azerbaijan case as a “turning point in our international struggle” and “another unobjectionable international legal basis, implying that the people of Artsakh, subjected to racial discrimination and hatred, cannot live within Azerbaijan”.

The United Nations’ highest court – the International Court of Justice - ordered Azerbaijan on Wednesday to “take all steps at its disposal” to ensure unimpeded movement of persons, vehicles and cargo along the Lachin Corridor in both directions. The Lachin Corridor is blocked by Azerbaijan since 12 December 2022.

President Harutyunyan released a statement after the ruling.

“The UN International Court of Justice satisfied the demand of Armenia a while ago and obliged Azerbaijan not to obstruct the free movement of people, transport and cargo along the "Lachin Corridor" in both directions. On behalf of the authorities and people of Artsakh, I would like to express special gratitude to Yeghishe Kirakosyan, representative on International Legal Matters of the Republic of Armenia, to all those involved in this proceeding for their most important mission. This decision is another unobjectionable international legal basis, implying that the people of Artsakh, subjected to racial discrimination and hatred, cannot live within Azerbaijan. I consider this to be a turning point in our international struggle, and together with the Republic of Armenia, we will continue to use all the international legal mechanisms for the protection of the rights of the people of Artsakh. The state bodies of Artsakh have my clear instruction to support these efforts to the maximum extent,” the President of Artsakh said in the statement.

International recognition of Artsakh’s independence is “means to stop mass human rights violations” – FM Ghazaryan

YEREVAN, FEBRUARY 24, ARMENPRESS. A legal international recognition of Artsakh has always been and remains relevant among the priorities of Artsakh’s foreign policy, the Foreign Minister of Artsakh Sergey Ghazaryan said at a seminar.

He said the legal, political and historical grounds for an international recognition are more than sufficient. “Artsakh’s path of self-determination and independence is fully in line with international law and the legal norms of the USSR. 32 years ago, declaring independence was the only way to ensure the existence of the people of Artsakh. And on December 10, in 1991, the people of Artsakh exercised their right to self-determination. Afterwards, Azerbaijan resorted to attempting to solve the conflict by force for three times, trying to forcefully suppress the right to self-determination of the people of Artsakh, in violation of requirements of international law and the UN charter,” Ghazaryan said.

Even in times of relative peace Azerbaijan consistently engaged in a policy of aggravating ethnic hatred and discrimination.

“At the same time, for 30 years Baku continuously sabotaged all attempts by international mediators aimed at settling the Azerbaijani-Karabakhi conflict based on international norms, namely of the OSCE Minks Group Co-chairing countries, every time abandoning in the last moment the agreements on compromise solution which were achieved earlier,” Ghazaryan said.

The current blockade of the Lachin corridor, which began over 70 days ago, is another example of Azerbaijan’s policy of ethnic cleansing, he added.

FM Ghazaryan also commented on the recent International Court of Justice ruling ordering Azerbaijan to “take all steps at its disposal” to ensure unimpeded movement of persons, vehicles and cargo along the Lachin Corridor in both directions. He said the ruling also confirms that Azerbaijan is engaged in discriminatory policy and recorded that it is inciting racial hate against Armenians.

“The court’s conclusions allow to describe Azerbaijan’s policy, including the blockade of Artsakh, as a manifestation of deliberate discriminatory actions by the Azerbaijani authorities. The recognition of the independence of Artsakh by the international community is a means to stop the mass and regular violations of the rights of the people of Artsakh,” the foreign minister said.

Int’l community should acknowledge legitimacy of Artsakh people's choice for independence – Artsakh foreign ministry

YEREVAN, FEBRUARY 24, ARMENPRESS. The Ministry of Foreign Affairs of Artsakh (Nagorno Karabakh) welcomed the order by the International Court of Justice on the indication of a provisional measure to Azerbaijan.

“We welcome the Order by the International Court of Justice (ICJ) dated 22 February on the indication of a provisional measure to Azerbaijan, obliging the latter to “take all measures at its disposal to ensure unimpeded movement of persons, vehicles and cargo along the Lachin Corridor in both directions”. This court order is a logical continuation of previous provisional measures indicated by the ICJ on 7 December 2021, and obliging Azerbaijan to “prevent the incitement and promotion of racial hatred and discrimination, including by its officials and public institutions, targeted at persons of Armenian national or ethnic origin”.

 

We deem it important that when considering the case, the ICJ noted that the blockade may constitute a violation by Azerbaijan of the rights of the people of Artsakh protected under the International Convention on the Elimination of All Forms of Racial Discrimination. The ICJ order allows to define the ongoing blockade of Artsakh as a manifestation of discriminatory actions deliberately carried out by the Azerbaijani authorities. Of particular importance is also the Court's conclusion that the ongoing blockade of Artsakh by Azerbaijan entails a real and imminent risk that irreparable harm will be caused to the rights of the people of Artsakh. Thus, while indicating a provisional measure to Azerbaijan, the International Court of Justice used the tools available within their competence to protect the people of Artsakh from racial discrimination by Azerbaijan.

 

The Court's decision is an objective confirmation of the repeatedly voiced position of Artsakh that the blockade is just another episode of Azerbaijan's decades-long discriminatory policies aimed at expelling the people of Artsakh from their historical homeland. The criminal policy of Azerbaijan, carried out against the people of Artsakh and bearing a large-scale and systematic character, is defined by international law as a crime against humanity. The international community in general and the UN member states in particular have legal and political obligations to take effective steps to prevent such massive human rights violations, as well as restore the violated rights.

 

In this context, we call on the international community to take effective measures to ensure the immediate and unconditional implementation by Azerbaijan of the order of the principal judicial organ of the United Nations. At the same time, we deem it necessary to systematically and thoroughly consider at the international level the issue of the legal protection of the people of Artsakh from the Azerbaijani policy of massive violations of their rights. We are convinced that in their approaches to resolving the conflict between Artsakh and Azerbaijan, the international community, as an effective remedy, should acknowledge the legitimacy of the Artsakh people's choice for independence. Any discussion of the possibility of recognizing Azerbaijani jurisdiction and control over Artsakh and its people is tantamount to encouraging Azerbaijan's policy of ethnic cleansing,” the Artsakh foreign ministry said in a statement.

‘Christianity Is a Bedrock’: Horror Continues For Armenian Christians in Nagorno-Karabakh Amid ‘Humanitarian Catastrophe’

Gev Iskajyan, executive director of ANC-Artsakh, is sounding the alarm about the ongoing crisis in Nagorno-Karabakh, a small, landlocked region between Armenia and Azerbaijan.

In a recent interview with CBN’s Faithwire, Iskajyan detailed the rampant desperation residents face more than 60 days after Azebejani protestors blocked the only road in or out of Nagorno-Karabakh, and warned the situation could devolve into a genocide against the Armenian Christians living there.

He said the dire impact the blockage of the Lachin corridor is having on Nagorno-Karabakh — also known as Artsakh — is profound.

“Over 120,000 ethnic Armenians rely on that road [for] food, medicine, even energy and other vital supplies, necessities that the population needs to survive,” he said. “And that’s been essentially shut down … for over … two months now.”

From rolling blackouts to food shortages, the situation is dire, with “scarcity on every single [societal] level.”

He also spoke about the broader conflict between Armenia and Azerbaijan, explaining how religious identity plays into the dispute.

“Christianity is a bedrock of Armenian identity; it goes hand in hand,” he said. “It has since 300 A.D. “That is a part of the identity that people carry with them every day.”

Iskajyan’s warnings come as several major events surrounding the Nagorno-Karabakh conflict unfold this week. On Wednesday, the United Nations’ highest court ordered Azerbaijan to unblock the corridor and allow free movement in and out of Nagorno-Karabakh.

“The legally binding 13-2 ruling by the International Court of Justice results from the latest legal skirmishes in a long-running feud between Armenia and Azerbaijan over Nagorno-Karabakh,” the Associated Press reported. “Each country filed a case with the court accusing the other of breaching a convention aimed at stamping out racial discrimination.”

In another significant development Thursday, Ruben Vardanyan, head of Nagorno-Karabakh’s government, was removed from office. No reason was given, though he has reportedly clashed with Armenia’s prime minister and Azerbaijan’s government, according to Reuters.

Vardanyan, the former minister of state for Nagorno-Karabakh, told CBN’s Faithwire after the blockade’s beginning last December that the region’s most recent battles stem, in part, from a clash of worldviews.

“One conflict is a democratic country against the non-democratic, autocratic country, because in Azerbaijan, everybody knows we don’t have a democratic system,” Vardanyan said. “And we all know … Azeris, they don’t have rights, really human rights.

It’s unclear what will happen next as the conflict forges on. Azerbaijan’s Ministry of Foreign Affairs said in a statement after the U.N. court ruling that it would “continue to take all steps within its power and at its disposal to guarantee safe movement along the Lachin road.”

It’s unclear what exactly that means, especially as residents of Nagorno-Karabakh continue to sound the alarm about food shortages and restrictions when it comes to seeking essential medical care.

The Nagorno-Karabakh issue concerns the rights and security of Nagorno-Karabakh Armenians, and it must be resolved through an internationally visible dialogue between Baku and Stepanakert, ARMENPRESS reports, the head of the Armenian delegation, MP from the "Civil Contract" faction, Sargis Khandanyan said at the winter session of the Parliamentary Assembly of the Organization for Security and Cooperation in Europe.

"During yesterday's debate, when the members of this Assembly spoke about Azerbaijan's illegal blockade of the Lachin Corridor and the need for its immediate reopening, our Azerbaijani colleagues countered them with the argument that several hundred trucks of the Red Cross and Russian peacekeeping troops have passed through the corridor since December. My question is the following. since when did we start counting the number of trucks that deliver food, medicine and fuel to our settlements, since when did the right to free movement become a manifestation of generosity and how further the international community can be mocked?

When talking about the Nagorno-Karabakh problem, our goal is not to perpetuate the conflict. Exactly the opposite. we need the support of the international community to overcome the cycle of hatred and violence in the South Caucasus," the MP emphasized.

Khandanyan clearly stated that Armenia believes that only peaceful dialogue can solve problems and establish stability in the region. Armenia is ready to advance the process of establishing peace with Azerbaijan on the basis of mutual recognition of each other's territorial integrity and sovereignty. According to him, Armenia has no territorial claims against Azerbaijan or any of its neighbors.

"The issue of Nagorno-Karabakh concerns the rights and security of the Armenians of Nagorno-Karabakh, and it should be resolved through an internationally visible dialogue between Baku and Nagorno-Karabakh," Khandanyan noted.

He assured that Armenia is ready to open all the transport and economic infrastructures of the region within the framework of the agreements reached, which indicate the sovereignty of the countries and the maintenance of jurisdiction over the roads.

"The Nagorno-Karabakh conflict has existed for more than 30 years. I am younger than this conflict, and as a young parliamentarian, as a young decision-maker, I do not want to leave this conflict as a legacy to the next generation.

The slogan of this year's presidency is "It's about people", and I believe, I hope, we believe that it also applies to the people of Nagorno Karabakh, right?”, the Armenian MP concluded.

On February 24, the command of the Russian peacekeeping troops stationed in the Republic of Artsakh organized a meeting between the official representatives of Artsakh and Azerbaijan, Lusine Avanesyan, press secretary of Artsakh president, informed the correspondent of ARMENPRESS.

She detailed that issues related to lifting the blockade of Artsakh, stable and uninterrupted supply of natural gas and electricity were discussed.

During the meeting, an agreement was reached on ensuring the uninterrupted operation of the Armenia-Artsakh gas pipeline, the repair of the only high-voltage line of 110 kV Shinuhair-Stepanakert, and the restoration of power supply.

"We are waiting for appropriate steps from the Azerbaijani side, which will enable our specialists to reach the place of power supply failure, assess the damage and start repair work.

As for the removal of the roadblock, according to our data, the Russian side continues to make efforts in that direction, and we hope that there will be a positive change in that regard in a short period of time," the speaker emphasized.

International Court of Justice orders Azerbaijan to end blockade hurting Armenian Christians

Days after the International Court of Justice ordered Azerbaijan to end the more than two-month blockade of the Lachin Corrido connecting Nagorno-Karabakh and Armenia, authorities say the roadblock persists preventing food, medicine and other essentials from being delivered to over 120,000 people.


Under last Thursday’s binding order of the principal judicial organ of the United Nations, Azerbaijan must take all measures within its power to ensure the unimpeded movement of people, vehicles and cargo in both directions along the Lachin Corridor under its obligations to the International Convention on the Elimination of All Forms of Racial Discrimination.


"The Court observes that, since 12 December 2022, the connection between Nagorno-Karabakh and Armenia via the Lachin Corridor has been disrupted. The Court notes that a number of consequences have resulted from this situation and that the impact on those affected persists to this date," an official summary of the order states.


"The information available to the Court indicates that the disruption on the Lachin Corridor has impeded the transfer of persons of Armenian national or ethnic origin hospitalized in Nagorno-Karabakh to medical facilities in Armenia for urgent medical care. The evidence also indicates that there have been hindrances to the importation into Nagorno-Karabakh of essential goods, causing shortages of food, medicine and other life-saving medical supplies."


The Nagorno-Karabakh conflict is a long-standing dispute between Armenia and Azerbaijan over the Nagorno-Karabakh region. The region is recognized internationally as part of Muslim-majority Azerbaijan even though it has a majority Armenian population and is controlled by ethnic Armenians as the unrecognized Republic of Artsakh, a de facto independent state not recognized by the United Nations.


Armenian Christians living in Nagorno-Karabakh (known to Armenians as Artsakh) are facing dire conditions due to the blockade that’s preventing much-needed food, medicine, and other resources from reaching the region.


The blockade has been in place for more than two months, with Azerbaijani protestors blocking the only road into the landlocked territory.


Despite the ruling, an independent news blog that reports on military developments in the region, Nagorno Karabakh Observer, tweeted Sunday that the blockade was still in place.

The state-run Artsakh InfoCenter also wrote on Facebook that “The information circulating in social networks, according to which the only road connecting Artsakh with Armenia has been opened, is false."


"The only way connecting Artsakh to Armenia has been blocked by Azerbaijan for 78 days," the Artsakh InfoCenter stated in a post Monday.


Baroness Caroline Cox, a prominent member of the U.K.’s House of Lords, expressed her concern over the situation last week.


“The situation is now very, very serious. Indeed, it has been said by people, it may indeed be an impending genocide,” she told CBN News.


With Armenians suffering from a shortage of food and medicine, patients in urgent need of medical attention are being hampered.


“The shortage of medicines is very, very serious, especially medicines like insulin for people with diabetes, and the transfer of patients from Karabakh into Armenia needing urgent medical treatment, that has been very, very much stymied,” Cox stated. “One has already died, so it is a very dire situation indeed.”


The potential destruction of Christian churches, historic landmarks and entire cultures is also a concern.


"This could be another stage of genocide, destruction of Christian people, destruction of Christian heritage. And we need to pray," she said.


Gayane Beglarian, whose 4-year-old daughter suffers from liver cancer, recently told CBN News that the family was frightened and worried about her child missing life-saving treatment.


But after weeks of anxiously waiting, the Red Cross helped the family exit. Gayane emphasized that other ailing residents also need help.


“We have no necessary equipment; we have no doctors who can come there and have necessary treatment," she said.


In a letter to U.S. President Joe Biden last month, John Eibner, the president of Christian Solidarity International, and Baroness Cox urged the United States to take action.


The letter called for a resolution at the United Nations Security Council that would authorize a humanitarian airlift into the region if Azerbaijan does not comply.


“You are the first American president to recognize the Armenian Genocide,” Eibner and Baroness Cox wrote. “We urge you not to allow another Armenian Genocide to occur on your watch.”


CSI, a Christian human rights organization that promotes religious liberty and human dignity, said it’s all part of an “ongoing” genocide.


“A process of genocide has been underway since the Ottoman massacres of Armenians in the late 19th century,” Eibner told The Christian Post at the time.


“What is generally called the Armenian Genocide (1915-'18) was, in fact, a broader genocide of Christians, including the Syriacs/Assyrians/Aramaeans. It was the high point of a process that continues in waves until the present day,” the CSI president said.


“It continued in the Caucasus after the end of the First World War and was only suspended by the imposition of Soviet rule. With the collapse of the Soviet Union, the process resumed in the first Karabakh war, again two years ago in the second Karabakh war and now in the strangulation of Karabakh by means of blockade.”


The Nagorno-Karabakh conflict has its roots in the early 20th century when the region, which has a majority Armenian population, was part of the Russian Empire and later, the Soviet Union.


In the 1920s, Soviet leader Joseph Stalin established the Nagorno-Karabakh Autonomous Oblast within Soviet Azerbaijan. As the Soviet Union began to collapse in the late 1980s, ethnic Armenians in Nagorno-Karabakh voted to secede from Azerbaijan and join Armenia. This led to a war between the two countries that lasted from 1988 to 1994, resulting in the deaths of tens of thousands of people and the displacement of over 1 million. A ceasefire was signed in 1994, but sporadic violence continued in the region.


In 2016, a four-day war broke out between Armenia and Azerbaijan, resulting in hundreds of deaths. In September 2020, the fighting broke out again, escalated rapidly and resulted in a large-scale military operation by Azerbaijan, with the support of Turkey, to retake the regions of Nagorno-Karabakh and the surrounding areas under Armenian control.


A ceasefire was signed again in November 2020, but tensions remain high, with both sides accusing each other of ceasefire violations and the situation in Nagorno-Karabakh remaining tense.

On March 1, in Khojaly at the headquarters of the Russian peacekeeping contingent, a meeting of an official delegation from Baku with representatives of the Armenians of Karabakh took place. Issues of interest to both sides were discussed, including opening the Lachin road for the passage of civilian vehicles.





According to a message released by the RCC command, the parties discussed not only resumption of open passage in the Lachin corridor, but also reconnecting electricity and gas supplies.



Also the possibility of environmental monitoring of gold and copper deposits by representatives of state structures of Azerbaijan was considered.


“Agreements were reached on further cooperation, reducing tension, establishing a peaceful life in the region and finding ways to resolve the Nagorno-Karabakh conflict,” a report says.

According to Azerbaijani media, Masim Mammadov, head of the group on illegal exploitation of natural resources, also took part in today’s meeting. The group includes experts from the Ministry of Ecology and Natural Resources, the State Service for Property Issues under the Ministry of Economy, and CJSC AzerGold.


“During the meeting, preliminary discussions were held on the reintegration of the Armenian residents of the Karabakh region into the Republic of Azerbaijan in accordance with the constitution and laws of Azerbaijan. Contacts with Armenian residents living in the Karabakh region of the Republic of Azerbaijan will continue. Additional information will be provided to the public,” Caliber.az reports.

German Leader Supports Artsakh’s Self-Determination While Armenia Calls for Monitors in Lachin

German Chancellor Olaf Scholz on Thursday expressed his country’s support for the right to self-determination of the people of Artsakh during a meeting with Prime Minister Nikol Pashinyan, who emphasized the need to deploy international monitors to the Lachin Corridor as it continues to remain blockaded by Azerbaijan.

During a joint press conference with Pashinyan, who is visiting Berlin, Scholz said that Germany is concerned about the unstable situation on the Armenia-Azerbaijan border and the working humanitarian crisis in Artsakh.

For Germany, Scholz said, it is important to reach a peaceful settlement with an emphasis on the respect for the territorial integrity of both countries and the right to self-determination of the people of Artsakh, saying these “principles are equal.”

Scholz said Germany supports the mediation efforts of the President of the European Council Charles Michel and emphasized that his country has sent personnel as part of the EU civilian mission, which is also headed by a German federal police officer.

The German chancellor also referenced Pashinyan’s meeting with President Ilham Aliyev of Azerbaijan and Secretary of State Antony Blinken in Munich last month, saying that such opportunities to exchange ideas is an encouraging step for the resolution of the conflict.

During his remarks, Pashinyan said sending an international fact-finding mission to the Lachin Corridor and Nagorno-Karabakh would be important for the international community in terms of getting more comprehensive information about the situation there.

“We think it could be very important to send an international fact-finding mission to the Lachin Corridor and Nagorno-Karabakh for the international community to get a more comprehensive understanding of the situation,” Pashinyan said.

He also referenced the February 22 ruling by the International Court of Justice, which obligated Azerbaijan to take steps to ensure “unimpeded movement” along the Lachin Corridor.

“We call on our international partners to take active steps to ensure the immediate implementation of the court’s decision by Azerbaijan,” said Pashinyan. “The position voiced by Germany, a democratic country that protects human rights and universal values, is important and will support Armenia’s efforts toward stability and peace in the South Caucasus.”

One of the key topics of the discussions between Pashinyan and Scholz was the security situation in the South Caucasus and the challenges facing Armenia.

“After the signing of the declaration on November 9, 2020, Armenia spared no effort to achieve the normalization of relations with Azerbaijan and ensure the rights and security of the people of Nagorno Karabakh,” said Pashinyan. “Unfortunately, instead of participating in negotiations in good faith, the Azerbaijani side is continuing its non-constructive policy, is threatening Armenia’s democracy, undermining our government’s efforts to establish peace, stability and security in the South Caucasus.”

“Today, the most urgent problem is that since December 12, 2022 the only road connecting Nagorno-Karabakh with Armenia and the outside world, the Lachin Corridor, has been closed by Azerbaijan, as a result of which 120,000 residents have found themselves in a blockade,” said Pashinyan, who emphasized Azerbaijan’s actions are a gross violation of the obligations assumed through the tripartite declaration of November 9, 2020.

“This is a part of the large-scale and systematic policy of Azerbaijan aimed at the ethnic cleansing of the people of Nagorno-Karabakh,” Pashinyan said.

In thanking Germany for its participation in the European Union mission to Armenia, Pashinyan expressed confidence that the effort will play a significant role in establishing peace and security in the region.

The Armenian leader said that an agreement regulating the presence of the EU civil mission in Armenia will be signed in the near future.

“I am very proud of the EU mission in Armenia, it will make a great contribution. We’ll develop that mission and see,” Scholz emphasized.

The German chancellor said that during the meeting with Pashinyan, they exchanged ideas regarding the deepening of bilateral relations, adding that Germany will continue to assist Armenia in continuing reforms and advancing economic relations.

Germany attaches importance to reaching a peaceful settlement from the point of view of the territorial integrity of Armenia and Azerbaijan, as well as the right of self-determination of the citizens of Nagorno-Karabakh, ARMENPRESS reports, Chancellor of Germany Olaf Scholz announced at a joint press conference after the meeting with Prime Minister of Armenia Nikol Pashinyan.

Scholz said that during the meeting with the Armenian Prime Minister, they exchanged ideas regarding the deepening of bilateral relations. He mentioned the fact that Armenian Prime Minister Nikol Pashinyan has started a process of comprehensive reforms in Armenia. Germany wants to continue assisting Armenia on this way, within the scope of its capabilities. On March 2, German Chancellor Olaf Scholz called for a peaceful settlement of the Armenian-Azerbaijani conflict that would respect the territorial integrity of Armenia and Azerbaijan and the right to self-determination of the residents of Nagorno Karabakh.

President of Artsakh Arayik Harutyunyan took to twitter Friday to welcome Scholz’s remarks.

“We welcome Olaf Scholz’s statement that the conflict should be settled peacefully on the basis of equal principles of [territorial] integrity & right to self-determination of the Nagorno-Karabakh people. Settlement is impossible without fully considering our fundamental/collective rights,” President Harutyunyan tweeted.

We are supporters of the principle of right to self-determination as well as of territorial integrity, and we must improve general security in the region. German Chancellor Olaf Scholz announced this Thursday during the joint news conference with visiting Armenian Prime Minister Nikol Pashinyan in Berlin, answering a question about the situation in the Lachin corridor.


Scholz, in fact, bypassed the subject of the Lachin Corridor, only stating: "We talked about that issue in detail. I am glad that the President of the European Council, Charles Michel, participates, mediates. We also invest our efforts and have our role. In this difficult situation, my colleague's leadership is really difficult."

Officer who survived Azeri ambush in intensive care following surgery

YEREVAN, MARCH 6, ARMENPRESS. The Nagorno Karabakh police officer who survived the Azeri ambush on March 5 is in intensive care at the Republican Medical Center in Stepanakert after undergoing surgery for a gunshot wound to the chest, the ministry of healthcare has said.

The officer is in “stable serious” condition with mild positive dynamics.

Three officers died in the Azerbaijani ambush on a police vehicle in Nagorno Karabakh on March 5.
