GLENDALE -- Armenia's history was celebrated while recognizing the best of International Armenian musical artistry at the 4th Annual Armenian Music Awards held at The Alex Theatre on Friday. This year's theme celebrated the 1,700-year-old milestone of the acceptance of Christianity as Armenia's religion. As part of the production this year, a timeline chronicling the history behind the culture of the Armenian republic was woven through the event's 20 live performances. Among those performances were international Armenian music and film artists such as the French-Armenian recording artist known as Yerso, who sang "Zartong," which translates into the words "awakening" or "rebirth," said event spokeswoman Silva Harapeti. Homage was paid to the victims of the Sept. 11 attacks on the East Coast, and tributes were given to artists for their work in educating others about issues such as the Armenian Genocide. On a stage adorned in a medieval style, images of the oldest Armenian churches led to illustrations of modern Christian Armenians. History aside, the goal of the Armenians in Music and Film Assn., which sponsored the heavily attended show, was to recognize the best of current Armenian music. The 4th-annual award show, presented in English, was a way of sharing Armenian culture with the world, said it's founder and producer, Peter Peter Bahlawanian, 31. "[Armenian culture] has been hidden. It's been in the closet," he said. "The time is now for breaking all the barriers down." Through the program, which was fed via satellite to Europe and the Middle East, Armenians can feel good about themselves while sharing their history and art with others, Bahlawanian said.   2. Agreement reached between California and Armenia: By Karen S. Kim GLENDALE -- A long-denied dream of two local politicians will take a giant step toward realization when Gov. Gray Davis signs an agreement with the government of Armenia for the establishment of a state trade office in the capital of the former Soviet country. "It gets things started," said state Sen. Jack Scott (D-Glendale). "The [Memorandum of Understanding] is simply a statement of intent. It says, in effect, that we intend to increase trade between California and Armenia." Scott's bill, SB 179, to establish a trade office in Yerevan is pending before the Legislature. Two previous attempts to establish such an office by Scott's predecessor, Rep. Adam Schiff (D-Glendale), failed. But Scott and Alex Sardar, executive director of the Glendale-based Armenian National Committee of America Western Region, agreed that establishing the memorandum was a necessary hurdle to the end goal of creating a trade office. "From the beginning, we knew that the [memorandum] was not the end goal," Sardar said. "Opening a trade office is the end goal. We hope that after tomorrow, everyone involved won't rest on their laurels but continue working toward that." Sardar said that furthering trade relations between California and Armenia would mutually benefit both parties. "A trade office in Yerevan could serve as a regional gateway into that part of the world for California but also for other states," Sardar said. In addition, increased importing and exporting would help Armenia's economy, which has been struggling since the collapse of the Soviet Union. Davis is expected to sign the agreement at 1 p.m. today at the Hilton Glendale, 100 W. Glenoaks Blvd. The memorandum agrees to strengthen economic, educational and political ties between California and Armenia. "The governor's goal is to encourage mutual business development and investment opportunities between Armenia and California," said Byron Tucker, deputy press secretary for Davis. "This would be a historic agreement that would benefit both California and Armenia in terms of job creation and economic growth." In 2000, California exported products valuing about $11 million to Armenia, while in the first half of 2001, California has already exported about $8 million worth of merchandise, Tucker said. GOVERNMENT TO ALLOT $120 MLN TO RECONSTRUCT ARMENIA'S BOUNDARY REGIONS 20.11.2001 /PanARMENIAN.Net/ Today the discussion of complex program for reconstruction of the boundary regions of Armenia, destroyed as a result of military opposition against Azerbaijan has begun at the National Assembly today. The program is planned for 2002-2008. Minister of territorial management Hovik Abramyan who introduced the corresponding bill to the parliamentarians has reported that the government intends to allot 58 billion drams (about $120 mln) for the reconstruction. It is stipulated in the program to grant land and property tax remissions to the residents of the boundary regions.   6. AUDIENCE DIDN’T LEAVE THE HALLS Days of Armenian Culture were held in Moscow from November 12 to 16, which by the way were the first after the collapse of USSR. The culture, sports and youth issues minister of Armenia Roland Sharoyan called a news conference on November 20, and the Armenian men of art participating in it were sharing the details and impressions of the Armenian Culture Days held in Moscow. Works of 40 Armenian composers (from Aram Khachatrian to Ara Gevorgian) were performed and Armenian movies were on in the cinemas. Armenian poetry, the works of Armenian artists, museum exhibitions attracted and captured attention of Moscow’s art fans. Men of art who were present at the news conference underlined the centuries-long friendship of Armenian and Russian nations. ‘This wonderful start should be continued and the Armenian Culture Days must become an annual event in Russia’,- said Araks Davtian, notable Armenian singer. ‘Armenian culture was very well represented in Russia. We concluded agreements on cooperation in different spheres’,- said Ervand Ghazanchian, the director of Yerevan’s Paronian Theatre. Film director Albert Mkrtchian was very glad that his ‘Happy Bus’ movie, which received several awards during international film festivals, was a success in Moscow as well. ‘Not only the Russian-Armenian community, but also the Russian audience received us warmly and with love’,- he said. Movie critic David Muradian, talking on Armenian-Russian cultural ties, said: ‘Do you know what it means to listen to poetry three hours long?’ And Russian audience listened to it with interest. The performances of Armenian music and dance ensembles were also a success in Russian capital. At the news conference it was suggested to expand Armenian-Russian cultural contacts with the efforts of the two newly set up cultural centers in Yerevan and Moscow. SUICIDES REPORTS IN AZERI ARMY GROW The heavy situation in the Azerbaijani armed forces and the growing number of reported suicides have become a major concern of the public, according to the leader of Vahdat party Tair Kerimli. "Only healthy society can have a healthy army," he was quoted by local mass media. According to Kerimli, sons of wealthy businessmen and government official avoid serving in the ill army and the burden falls on the shoulders of youths from ordinary families. The increased number of suicide reports Kerimli links with the heavy situation in the army, in which, he says, "serving is intolerable." "Malnutrition, not getting enough sleep leads to various diseases," Kerimli says, accusing the authorities of being reluctant to give solutions to these problems. © Copyright AZG

AZERI ANALYSTS TAKE THE DESIRED FOR REALITY It is not a secret that Azerbaijan is closely watching the political developments in Armenia and it is not either a secret that Armenia is doing the same. But Azerbaijan perceives the Armenian reality, basing on the articles, published in the opposition papers and adds to them their own malicious joy and self-delusive presentation of the desired as the reality. This was clearly reflected last week. Some Baku-based political analysts used a visit by president of Armenia Robert Kocharian to several military bases November 9-11 to feed their imagination. On November 14 one of Baku-based newspapers wrote” “Kocharian, as the supreme commander in chief of the armed forces, was trying to raise the spirit of demoralized troops by visiting bases, deployed along with borders with Azerbaijan and Karabagh and giving presents to officers and soldiers.” Goodness knows where did they pick up the myth about demoralized Armenian troops. But when these very analysts regarded as a bluff the announcement of the Armenian defense minister Serzh Sarkisian that “if Azerbaijan resumes hostilities in Nagorno Karabagh that would mean the beginning of its final defeat” is really funny. The reasons for such “profound” observations were, on the one hand their own ravings, and on the other hand, some articles in the Armenian press claiming that Armenia is behind Azerbaijan in terms of economic development and that Armenians are leaving the country in big numbers. Citing the signature collection campaign, launched by the so-called radical opposition to start impeachment proceedings against Kocharian, Azeri analysts note with delight that some 40 lawmakers have already signed under the petition, which brings them to the following conclusion that the Armenian statehood is being shattered. “Armenians are beginning to realize that they will not be able to keep the occupied Azeri lands any longer in case of resumption of hostilities,” they claim. This not nothing but inciting their own country to attack Armenia with its “demoralized” army, “underdeveloped economy” and “mass out-emigration.” Of course, Armenia can afford ignoring such insinuations. One could just say: “Come on, gentlemen, try and we shall see who is going to lose their heads.” But we would like to warn Azeri analysts not to take seriously what the opposition newspapers in Armenia write. Can the Azeri analysts point to an opposition that is praising the ruling authorities? The campaign for starting president Kocharian’s impeachment proceedings is not a perspective matter, as there are not constitutional grounds for it. What the opposition can achieve at best is to include the issue on parliament’s agenda with an intention to slander the president. But this is the maximum they can reach and of course it will not “shatter” the Armenian statehood. Second, “if Armenians themselves understand that they will lose the war in case of resumption of hostilities,” why do they come from the position of strength? This kind of accusations were in the same articles in November 14 issue. The situation is funny, as Azeris come up with belligerent calls, but accuse Armenia of coming out from the position of strength. A similar announcement was made by a senior official of Azerbajani president Aliyev’s staff Mamedov who said that Armenia’s approval of the most recent OSCE Minsk group’s proposals and Azerbaijan’s rejection meant that Armenia was coming out from the position of strength. But there is something we have to learn from this. We have to realize that every our mistake, careless expression towards one another may give rise to false, groundless conclusions, encourage Azerbaijan to start unreasonable actions. The propaganda war again Armenia, pursued by Azerbaijan for years, may turn into a real war, if we do not warn the Azerbaijani public about its aftereffects. By Rafik Hovanisian © Copyright AZG

Most of them are compatible in international markets also and Armenian consumers prefer to buy local and high quality products. Starting 1998 products’ quality competitions are being held in our republic. The fourth award competition in the production and service quality sphere took place on November 20 in Yerevan. Twenty-three companies applied for participating in the competition. As a result of expertise 10 production and 3 service sphere companies were chosen as compatible ones. The financial indices, budget duties, as well as the quality of products and the opinion of consumers were taken into consideration when deciding the winners. Seven producers (Coca Cola Bottlers Armenia, Iramen poultry breeding enterprise, Crown Chemical (producer of chemicals and cloth cleaning company), Arzni pedigree poultry enterprise, Aviasnund (plane food service), MAP beverages company and Kanaka construction company) and one service sphere company received the awards by the government decision of November 7. Armenian prime minister Andranik Margarian delivered the prizes to the winning companies’ authorities. Congratulating them, Mr. Margarian noted that the Armenian government will continue to encourage any achievement in business sphere, adding that the progress in this sector is obvious during recent years. Margarian said that the legislative field referring to economy has many shortcomings, but added that the laws will be reviewed for creating favorable conditions for local producers. By the efforts of Kanaka construction company 67 buildings, many schools, hospitals, kindergartens were constructed and reconstructed in the disaster zone during recent 10 years. In 2002 the company plans to reconstruct the 4-th secondary school of Vanadzor, build 7 buildings in Spitak by the financial aid of Lincy Fund, and construct a 5-star hotel in Dzoragetavan village of Lori marz by request of Tufenkian company. The Aviasnund company is the only one of its kind in Armenia, and secures the Armenian Airlines, as well as all the planes flying from Zvartnots airport, with high quality food. WARMING UP OF US-RUSSIAN RELATIONS FAVORABLE FOR KARABAGH CONFLICT REGULATION US ambassador to Azerbaijan said at an interview given to a local newspaper that the cooperation between Russia and USA creates favorable preconditions for Karabagh conflict regulation. According to Azeri 525 Gazet, ambassador Ross Wilson, commenting on the section, informed that the aid US going to render to Azerbaijan is going to be directed mainly for protecting the borders of the republic, as well as rendering technical, economic and political support in different spheres. Answering reporters’ question what influence will the warming up of US-Russian relations have on Karabagh conflict, Ross Wilson answered that this issue was in the center of the OSCE Minks group US and Russian co-chairmen’s attention, but after the terrible events of September 11 the presidents of the two countries see the solution of Karabagh conflict in only one way. In any case the sides still have a lot to do in this respect. US ambassador considers the recent visit of the OSCE MG co-chairmen to the region a positive step, as far as they were pleased by the results of negotiations with Kocharian and Aliyev. According to the ambassador encouraging is the fact that both Azerbaijani and Armenian leaders expressed willingness to continue the negotiations the peace format, and new ideas were suggested. ‘Yes, Minsk group co-chairman didn’t achieve essential success recently, but the latest visit to the region was so efficient that it can be considered the basis for future negotiations’,- said Ross Wilson. Talking about US-Iranian relations the ambassador noted that the recent geopolitical developments had a positive influence on them. ANKARA UNEASY OVER POLISH PRESIDENT'S ANNOUNCEMENTS YEREVAN, NOVEMBER 20, ARMENPRESS: Ankara is feeling uneasy over the statements of the Polish head of state, Aleksander Kwasniewski, that mass killings of Armenians in the last years of the Ottoman Empire constituted a genocide, Istanbul-based Aksam daily reported. Kwasniewski made the statements during a visit to Genocide Memorial in Yerevan and a meeting with students and professors of Yerevan State University last week. The statements of Kwasniewski were conveyed to Ankara by the embassy of Turkey in Warsaw. Turkey's foreign ministry officials said they were following the incident, noting that the necessary response would be given in the possible shortest time. Ugur Ziyal, foreign ministry undersecretary, is expected to return from Istanbul for the response that will be given to Poland.

DJIVAN GASPARIAN THE VOICE OF ARMENIAN ART YEREVAN, NOVEMBER 20, ARMENPRESS: "If there is one musical voice that symbolizes Armenia, Djivan Gasparian's duduk is that voice," The Scotsman daily (UK) writes about release of a new CD with Gasparian's recordings. "This unassuming instrument is a cylinder of apricot-wood with eight finger holes, one thumb-hole, and a range of just one octave, but it requires great skill to play, with circular breathing being just one of the techniques involved," The Scotsman writes. Gasparian's genius has long been recognized - with tours over the past 40 years, and collaborations with Peter Gabriel and the Kronos Quartet - but in this lovely CD he returns to the simplicity of his musical roots. From the first notes of the first track onwards, a mood of poised stillness prevails, as Gasparian weaves his slow musical arabesques over the sound of an accompanying drone; not even the drum, when it softly enters, is allowed to disturb the peace. Each track reinforces the atmosphere; this would make an ideal record for healing purposes, and even to induce a trance.

UNESCO CONFERENCE CONSIDERS ARMENIAN CULTURE PROGRAMS YEREVAN, NOVEMBER 20, ARMENPRESS: Speaking today at a UNESCO conference of international donor organizations in Yerevan the general director of UNESCO K. Matsura said he was happy to make his first visit to Armenia in the year in which Armenia is celebrating the 17 centuries of conversion to Christianity. He praised the UNDP and the Armenian government for assisting to organize the conference, entitled "Rebirth Through Culture." He said the programs, to be discussed by the conference, aim to restore and maintain the unique historical and cultural monuments of Armenia. He said the process will also help Armenia, that is still in the transition period, to strengthen its political and economic ties in the region. Matsura went on to say that Armenia has a great potential for tourism development, "which may give a boost to an overall economic development." According to him, there is a great interest towards Armenia, but the lack of information is an obstacle for many people wishing to see it. "Being located at the crossroads of civilizations Armenia has seen its culture to have been always developing, absorbing also the elements of cultures of its neighbors. Armenian religious traditions, the language and alphabet, created in the 5th century, have built rich literary and historical monuments and folklore," Matsura said. The conference is expected to consider some 26 programs, of which 14 have been drafted by the Armenian culture ministry, the others have been prepared by different public organizations. Matsura said the donor organizations should themselves choose the programs they think to be interesting.

Students Demand Lower Fees By Shakeh Avoyan About two hundred students of state-run Armenian universities and colleges rallied on Tuesday outside the government offices in Yerevan to demand a 20 percent reduction in tuition fees. “The existing tuition fees are too high and do not reflect the socioeconomic situation in the country,” said one of the organizers of the protest, Menua Harutiunian. The chief of Prime Minister Andranik Markarian’s staff, Andranik Hakobian, received Harutiunian and four other student leaders to discuss their demands. But no agreement was announced after the meeting. Hakobian claimed that the students, many of whom are affiliated with various political parties, are being manipulated by the latter. “Some people are using your energy for their political aims,” he told the protesters. But the organizers denied any political motives behind the demonstration. “This is a purely student action that must not be politicized,” said Artak Mkrtchian, who represents the youth organization of the opposition Hanrapetutyun party. The student leaders accused the authorities of preventing more students from taking part in the rally. They claimed that university rectors have received corresponding orders from the government. The majority of Armenian students enrolled in the state universities have to pay an annual tuition fee averaging $600 to $700. Studying at the most prestigious university programs costs up to $1500 a year.

By Armen Zakarian The director-general of the United Nations Educational, Scientific and Cultural Organization (UNESCO), Koichiro Matsuura, opened an international conference in Armenia on Tuesday, urging Western donors to help its cash-strapped government preserve the nation’s rich cultural heritage. The conference, organized by the United Nations, aims to attract donor funding for 26 different projects involving the renovation of ancient Armenian churches and other monuments, the rehabilitation of several old city neighborhoods and the development of the tourism infrastructure in various parts of the country. The projects worth a total of nearly $8 million were designed by the Armenian government, UNESCO and the UN Development Program. UNESCO has agreed to cover more than ten percent of the costs involved and is looking for other sources of external funding. “Armenia is a small country steeped in a rich and ancient culture that has long served as a potent symbol of national identity,” Matsuura said. “The projects illustrate imaginative ways in which Armenian culture can serve as a vehicle for achieving increased prosperity and promote development, particularly in the regions.” The economic aspect of the undertaking was also stressed by Prime Minister Andranik Markarian who also addressed the conference. “Preservation of the cultural heritage has a social and economic significance because it is vital for the development of tourism,” he said. “Armenia’s cultural heritage, especially its architectural sites, are in great danger,” Markarian said. He added that decades of Soviet neglect, natural disasters and lack of state funding since independence have left many such sites, notably medieval Armenian churches, in poor shape. Topping the list of endangered monuments are the remains of a 7th century Yereruk basilica in northwestern Armenia. The Armenian ministry of culture and UNESCO, which regards Yereruk as a “potential World Heritage Site,” hope to raise $360,000 in an effort to save it from further destruction. They also seek $310,000 for renovating and strengthening the historical complex of Ambert which includes a medieval fortress, churches and baths. Other UNESCO-approved projects are aim to revive traditional Armenian crafts, to help reconstruct the old city center in Gyumri and to upgrade the tourism infrastructure. UNESCO’s main declared goal is to make knowledge universally accessible and preserve cultural diversity across the globe.

AZERIS CALL ON THEIR COMPATRIOTS RESIDING IN IRAN TO PROTEST AGAINST ARMENIAN PRESIDENT'S VISIT TO TEHERAN 19.11.2001 /PanARMENIAN.Net/ Leaders of "Committee for defending world Azeris' rights" organization demanded form the Iranian government to review relations with Armenia and cease rendering aid to that country until the Armenian-Azeri conflict is settled. As reported by "Turan" agency, the today's statement made by the committee expressed protest against Armenian President Robert Kocharian's visit to Iran fixed at the turn of November. The authors of the statement consider the cooperation of the Iranian authorities with Armenia has anti-Azeri orientation. At the same time they point out the statement of Iranian Foreign Minister Kyamal Harrazi that the Armenians and Persians have the same origin. "Committee for defending world Azeris' rights" organization is founded by emigrants form the southern provinces of Iran, inhabited by Azeris and is now based in Baku.   20. NEW DEPOSITS OF MINERALS DISCOVERED IN NAGORNO Artsax /PanARMENIAN.Net/ After activation of works on exploration of bowels geologists of Nagorno Artsax discovered new deposits of minerals. As reported by "Arminfo" agency, referring to chief of Nagorno Artsax geological laboratory Khristofor Khachanov, ores of non-ferrous metals and coal reserves were found in Martakert region. Hadrut region is rich in granite and marble. Zinc, lead, copper, gold and pyrite deposits were discovered in Martuni region. Finding gold and Holland spar near Nngi village became a surprise for the geologists. Proposals, which have drawn the Government's attention, are made on the basis of the researches. Building cement, brick and tile factories is planned resting on the proposals made. In the specialists' opinion, developing the riches of Artsax bowels may become an attractive sphere for investors. The delegates improved the NK's communist party central committee decision on the need to become constructive opposition. Richard Kalinoski's "Beast on The Moon" is a delicate play about a brutal subject: the genocide launched against the Armenians of the Ottoman Empire in 1915. Kalinoski has distilled an epic event into a series of domestic scenes, simple and uninsistent, that invite the audience to feel its way in to the unthinkable even as the actors' silences express the unspeakable.   24. NEW DOCUMENTARY ABOUT WESTERN ARMENIA SHOT YEREVAN, NOVEMBER 15, ARMENPRESS The new Armenian documentary, entitled 'Country of Nairi' is about Western Armenia. During the shooting of the film, that started a year ago, the crew traveled some 7,000 km from Yerevan to the Armenian Gyumri and then crossing the eastern Turkey through Kars, Ani, Igdir, Van, Aghtamar, Mush, Sasun, Erzrum, all Armenian towns, now in Turkey, and then back. While speaking about how the documentary was being shot, the script writer Arthur Bakhtamian said that while shooting the film they passed through the ruined or half ruined Armenian settlements, which carry great cultural value for the Armenian history, and should be remembered and preserved. "Today we have urgent questions, that concern all Armenians, what to do, how to live, where to go. Our ancestors did not have to ask these questions 100 years ago. They did not built houses for years and then leave them, while now people build palaces and then leave all this behind in Armenia in search of better life overseas", he said. As Bakhtamian said, the ancient Ani is surrounded with Kurdish and Turkish villages, while in the village of Kharkov on the other bank of Akhurian river in Armenia only one Armenian family lives. It should be mentioned that the film was shot in all seasons, even the icy roads of Amasia that are closed almost 8 months a year were shot. Yet, there are people there who continue living, creating and never think of leaving their native land. And the film 'Country of Nairi' describes just this kind of people, who keep the country and the nation going. Rich archive materials, rare photos and video films with the explanations of famous intellectuals, as well as music, not sounded so far that was recorded from people emigrated from Van and Mush are used in the film.
