Negotiations between Armenia and Azerbaijan are pointless. First, this conflict is not between Armenia and Azerbaijan. This conflict is between Arstagh and Azerbaijan and Armenia has no choice but to defend it's ethnic brother Arstagh . Second, Aliev talks as if his country is a first world, prosperous nation which can "liberate it's lands at any time" This theory is laughable... They know they can't beat Armenia on the battlefield. If rag-tag Armenian forces from a newly independent republic can defeat a professional Azeri army. Imagine what those Armenian forces can do nearly 12 years later after their country has been stabilized and the Army has gained extreme combat readiness. Armenia spends 125 million on its army, plus the extra weapons bought cheaply from Russia and Greece. The truth is, there is no point to negotiate if Aliev does not intend to ready his people for serious concessions.

No body can really give an honest opinion on this new option for peace on Artsakh. I can assure you that if you count the Azeri community in Artsagh when this referendum takes place 10 years from now, it would be disastrous for the Armenian side. The demographic situation will change in the ethnic Azeri favor. This is absolutely unacceptable, although I'm confident Kocharyan is not so stupid to agree to it without certain conditions that would favor the Armenian side.
