This i found in AZG Daily AUG/ 23 / 2003 Church and State ARMENIAN SCHOOLCHILDREN TO HAVE RELIGIOUS CLASSES A 2002, August agreement between the government of Armenia and the Armenian Apostolic Church on introduction of religion classes in the school curricular is based on the huge role of the Church, it has played in the strengthening and development of the state and its contributions to the Armenian culture and spiritual life. Under the agreement, students of 4-10-th grades will have a new subject called History of Armenian Church. The conceptual provisions of the new course and some of the textbooks were developed by a team of experts from Armenian education and science ministry, Yerevan State University and the Church. Vardan Ghandilian, the head of education ministry’s center for reforms, who is also the coordinator of the project and the editor of the textbooks, said two textbooks for 4-5-th grade students were prepared in a very short period of time. In an interview with the daily Azg Mr. Ghandilian said while preparing the textbooks the team faced a range of difficulties; first because they were doing a job that had no precedents. In addition to the textbooks, the team has developed and published also a special manual for teachers. Teachers, mainly of History, from around 70 secondary schools had had an extensive training course and the first textbooks had been tested from January to May of 2003. According to Mr. Ghandilian, the testing period was followed by many suggestions, remarks from various walks of life, experts and teachers, which helped the team to make some amendments to the textbooks and to print as many copies as required. He said that textbooks for 6,7 and 8-th grade students were also published, which will be tested in schools for 12 months beginning from September 1 to collect all possible suggestions and remarks. Former US Assistant Secretary of State James Rubin spoke out after suicide bombers killed at least 24 people at the UN headquarters in Baghdad. He said the Bush administration had "dropped the ball massively" since ousting Saddam Hussein and allowed terrorist groups to operate. The plan to return the country to the Iraqi people had failed "spectacularly", leading to a collapse in law and order. He added: "The real problem is chaos - the chaos that has allowed terrorist organisations and others to come into Iraq where, let's remember, they weren't before." The bombers drove a concrete lorry packed full of explosives into the Canal Hotel, the UN base. The front of the three-storey building collapsed, leaving more than 100 injured and dozens trapped. Among the dead was the UN special representative Sergio Vieira de Mello. The 55-year-old Brazilian, trapped in the rubble, made frantic calls to rescuers on his mobile but they could not reach him in time. Briton Fiona Watson, who worked for him, and Canadian Christopher Klein-Beekman, Unicef children's fund chief, were also killed. Charred human remains were discovered in the crater left by the bomb and body parts were scattered around. The dead were lined up in white bodybags in the car park, which became a temporary mortuary. Armenian Prosecutor General's Office has appealed to all those interested, sufferers, their legal successors, representatives and others, asking for any information concerning the terrorist act in the Armenian Parliament in October, 1999 that was included in a special part of the trial. All those having any information in this connection are asked to apply to the investigative group of the Prosecutor General's Office. It should be noted that this part of the case on the terrorist act refers the possible organizers of the crime. The press-service of the Prosecutor General's Office told ARMINFO that no petitions for proofs or interrogations of witnesses in the given part of the case have been made to the Prosecutor General's Office so far. Besides, according to the source, in connection with the petitions of the lawyers Ashot Sargssyan and Oleg Yunoshev representing the interests of NA Speaker Karen Demirchian and Prime Minister Vazgen Sargssyan killed by terrorists in the parliament, both lawyer were invited to the Prosecutor General's Office. However, according to the source, Yunoshev has not responded to the numerous exactions.

The reason of the murder of three soldiers in Armenia was $50 US dollars. It should be noted that the soldiers of a military unit in the Armenian town of Vanadzor were killed in the place on August 6. Military Prosecutor of Armenia, Gagik Jhangiryan, told journalists Saturday that the investigation showed that the three were killed by their fellow-soldiers. As a result of disputes, early in the morning on Wednesday, Chifchyan and Hovsepyan, who had a previous conviction, opened an automatic fire at the three soldiers. The long anticipated transfer of power in Azerbaijan began to take effect with the ailing grey fox Heidar Aliev apparently on his deathbed, first in Turkey and now in the United States, and his son Ilham confirmed as Prime Minister and heir-in-waiting. The former Soviet Union's first dynastic succession makes democracy a matter of genetic inheritance in Armenia's neighbor, a generation game that the presidential elections in October are expected only to affirm rather than to alter. In Georgia, the jostling for power will soon begin to succeed the equally venerable Eduard Shevardnadze as President. Unlike in Azerbaijan, where the Aliev shuffle has been much rehearsed, nobody is predicting who will emerge as victor in Tbilisi or how. This is not so unusual - few people had heard of Vladimir Putin in early 1999 but by the end of that year he was acting President of Russia. However, the likelihood is that whoever wins in Georgia will be much closer in age to Robert Kocharyan and Ilham Aliev than to Eduard and Heidar. Shevardnadze and Aliev are steeped in the history and governing techniques of Soviet times, they understand how to run things from the center and how to play the game of political survival. Uniquely in the region, independent Armenia has never turned to its former Communist boss when times got tough, though it came very close (some still insist it was more than close enough) during the 1998 presidential contest between Kocharyan and the late Karen Demirchyan. Kocharyan has always stood out in the region for the reason that he rose to power through a non-traditional and unexpected process. Soon, however, he will be the senior political figure in the Caucasus. He will be the most experienced of a fresh generation of political leaders whose formative experiences owe nothing to the Soviet past but are instead the products of ethnic strife, economic collapse, and national uncertainty. They will share a common background and the question will be whether it produces a common language that meets the challenges of the time. How will Kocharyan react to his elevated new status? Will it make him bolder in the search for peace and stability in the region? Or more guarded in the face of an unpredictable and possibly unstable regime? How will Aliev junior seek to consolidate his grip on power? By playing a crude nationalist card over Nagorno Artsax? Or by advancing a national interest which sees a guarantee of peace as an essential prerequisite of real improvement for all the countries and peoples of the Caucasus? It must be hoped that strategists on the Armenian side have been game-playing the probable scenarios that arise from the transfer of power in Azerbaijan. That they see where the opportunities and obstacles may arise. The region is entering a new landscape, which will reveal ultimately whether Kocharyan has what it takes to become a statesman or whether his ambitions and abilities are much more narrowly defined. That seems a strange sentence given the cloud of suspicion that hovers over Kocharyan following the corrupted election process that delivered him a second term of office in March. Opposition parties preparing a fresh attempt to oust him from office, while Kocharyan's international reputation and that of Armenia have rarely if ever been lower.
