Ban Ki-moon - Secretary-General of United Nations The United Nations 760 United Nations Plaza, New York, NY 10017, USA Dear Secretary-General! The Nagorno-Karabakh war between Azerbaijan and Armenia broke out in 1991. The war had over 20,000 people killed and created over a million refugees. The OSCE Minsk group was established to resolve the Nagorno-Karabakh conflict, however its efforts have not resulted in much success. The lack of progress in Nagorno-Karabakh peace settlement negotiations created a real threat of new war and a serious risk to security in the South Caucasus region. The conflict on its new cycle of violence can easily turn from an ethnic clash into clash of civilizations, involving new countries, and thus threatening international security. The process of peace settlements is based on Madrid Principles, in accordance with which the concluding resolution of the conflict ensures the collective living of Azerbaijanis and Armenians on the Karabakh territory. However, the state cannot resolve issues that should be resolved by its society. The core reason for unsuccessful peace process efforts lies in the fact that societies of the two nations are not ready for peace. The inefficiency of peace process efforts, which has lasted for two decades, has created a situation where the political conflict might turn into the nations' stand-off. The conditions of the long-term media war have raised new generations that see the enemy in the neighboring people. The conflict issues are indeterminable because they have not been properly defined. The Nagorno-Karabakh conflict goes back into its deep historical roots. This conflict must be resolved not through political efforts but rather via a spiritual path. The real peace process must commence from mutual repent and resumption of a dialogue. The real peace solution component lies in the destruction of image of the enemy, reestablishment of lost connections, neighborly relations, the ability to understand and respect one another, and, most importantly, in the bringing back of the VALUE OF HUMAN LIFE to the political and public agenda. The modern world is dwelling in a crisis. The world peacekeeping organizations, called upon to protect this world, are also in crisis. In some cases, their actions cause problems that they should be eliminating in the first place. Today, the issue of the inner, spiritual security in personal life, public institutions, the state, and the world in general, is coming to center stage. The consequences of mutual demonization lead to genocide and war crimes against civilians, crimes against humanity. We must learn this history lesson and never let this happen again in the future. We appeal to you, dear Secretary-General, to undertake all due steps to prevent new bloodshed in the South Caucasus. The spiritual diplomacy efforts to peacefully settle the conflict will make a significant contribution to the Peace-building Committee and other UN entities. The bases for UN activities as the world major stability and regulating guarantor, developed during World War II, respond to the spirit of the 20th century fundamentals as well as reflect the 60-year old geopolitical situation; however, they do not comply with the reality of the 21st century. The technological progress of our civilization has weakened the geographical boundaries. Many geopolitical concepts are out of date today. Dear Secretary-General! We hereby exhort to boost the efforts to reform the UN and its peacekeeping divisions to ensure its effective and operational responses in the face of modern challenges.
