YEREVAN, JULY 6, ARMENPRESS. The Ministry of Foreign Affairs of Artsakh issued a statement about the activation of belligerent and aggressive rhetoric by Azerbaijan, considering it unacceptable that the international community and, in particular, the Russian Federation, whose peacekeeping troops are stationed in Artsakh and under whose security guarantees tens of thousands of Artsakh citizens returned to their homeland after the 2020 war, leave the threats of Azerbaijan without proper attention and response.

As ARMENPRESS was informed from MFA Artsakh, the statement reads as follows,

“Recently, Azerbaijani state institutions and government-controlled media have launched a massive disinformation campaign aimed at misleading the international community and creating a pretext for new aggression against the Republic of Artsakh and its people. In particular, by creating and promoting false narratives against the Artsakh Defence Army, the Azerbaijani authorities, in fact, deny the inalienable right of the people of Artsakh to self-defence and seek to deprive them of any means and opportunities to ensure their own safety and security in the face of the constant threats and military provocations of Baku against the civilian population of Artsakh.

 

Despite the fact that the Russian peacekeeping forces have never reported a cease-fire violation from the side of Artsakh, official Baku continues to falsely accuse the Artsakh Defence Army of shelling their military positions and, at the same time, intensifies aggressive and warmongering rhetoric, thereby creating information and propaganda grounds for new aggression against the Republic of Artsakh. This is also evidenced by the fact that the Azerbaijani authorities continue to consistently reject proposals to send an international fact-finding mission to Artsakh, including the Lachin Corridor, which would be able to assess the situation and present to the international community an objective picture of the developments on the ground.

 

Such undisguised military-political blackmail against Artsakh, including continued violations of the cease-fire, the incitement and promotion of racial hatred and discrimination, destruction of the Armenian cultural heritage, the total transport and energy blockade and the illegal establishment of an Azerbaijani checkpoint in the Lachin Corridor are unacceptable and constitute flagrant violations of Azerbaijan's obligations under the Trilateral Statement of 9 November 2020, as well as the ICJ order of 22 February 2023.

 

It is obvious that such aggressive and destabilising actions of Azerbaijan are aimed, inter alia, at preventing the creation of conditions conducive to constructive dialogue between the parties based on the principles of equality and good faith and the resumption of the peace process to resolve the conflict.

 

Being encouraged by the complete impunity and permissiveness, the Azerbaijani authorities do not take into account any appeals or statements from the international community on the inadmissibility of such destructive actions and the need to resolve disputes through constructive dialogue. In this regard, we consider it unacceptable that the international community and, in particular, the Russian Federation, whose peacekeeping forces are stationed in Artsakh and under whose security guarantees tens of thousands of Artsakh citizens returned to their homeland after the 2020 war, leave Azerbaijan’s threats without due attention and response.

 

In this context, we reiterate that all responsible members of the international community and, in particular, the actors involved in the peace process, should not ignore or even encourage with certain statements Azerbaijan's violation of its international obligations, including the policy of ethnic cleansing against the people of Artsakh, which may escalate into an even larger crime against humanity. We believe that only a proper and unequivocal political assessment of Azerbaijan's actions, as well as specific and effective measures by the international community aimed at putting an end to these internationally wrongful acts, can create conditions for ensuring the rights and security of the people of Artsakh and establishing lasting peace and stability in the region”.

Russia strongly urges Azerbaijan to unblock the Lachin Corridor

YEREVAN, JULY 15, ARMENPRESS. Russia strongly calls on the leadership of Azerbaijan to take urgent measures to immediately unblock the Lachin Corridor, ARMENPRESS reports, the Ministry of Foreign Affairs of the Russian Federation said in a message.

The Russian Foreign Ministry considered worrying the fact that today the situation around Nagorno Karabakh is developing in a negative scenario.

"The humanitarian crisis is deepening. The population has an acute shortage of food, medicine, basic necessities, is practically deprived of electricity and gas. This can bring the most dramatic consequences for the Armenians of Karabakh, the ordinary residents of the region. We strongly call on the leadership of Azerbaijan to take urgent measures to immediately unblock the Lachin Corridor, to resume the unimpeded movement of citizens, vehicles, and cargo in both directions, as well as to restore energy supply," the statement said.

The Ministry of Foreign Affairs of the Russian Federation also noted that Armenia recognized Nagorno Karabakh as a part of Azerbaijan in the meetings held under the auspices of the EU in October 2022 and in May 2023.

"We respect the sovereign decision of the leadership of Armenia, but it radically changed the fundamental conditions under which the declaration of the leaders of Russia, Armenia and Azerbaijan was signed on November 9, 2020, as well as the status of the Russian peacekeeping force deployed in the region. We believe that under these conditions, the responsibility for the fate of the Armenian population of Karabakh should not be transferred to third countries. It is necessary to immediately start the preparation of the peace treaty between Baku and Yerevan, based on the previously reached agreements," said the Russian Foreign Ministry.

The Russian side emphasized that reliable and clear guarantees of the rights and security of the Armenians of Karabakh should be an integral part of this agreement, as well as the strict implementation of the entire set of tripartite agreements between Russia, Armenia and Azerbaijan, including the unblocking of transport communications and the start of the process of delimitation of the Armenian-Azerbaijani border.

The Russian Foreign Ministry added, taking into account the above, the Russian side confirms its determination to actively contribute to the efforts of the international community aimed at restoring normal life in Nagorno-Karabakh. Russia is ready to organize a trilateral meeting of foreign ministers in Moscow in the near future to discuss ways to implement agreements at the highest level, including the issue of agreeing on a peace treaty with the prospect of organizing a Russian-Azerbaijani-Armenian summit for the signing of that document.

Russia again tells Azerbaijan to open Lachin Corridor

Russian Deputy Foreign Minister Andrey Rudenko has met the Azerbaijani Ambassador to Russia Polad Bulbuloghlu to discuss the situation in South Caucasus, as well as the reconciliation process between Armenia and Azerbaijan, the Russian foreign ministry said in a statement.

“The Russian side reaffirmed the need for the complete and immediate unblocking of Lachin Corridor and restoration of transport connection in two directions, in accordance with the 9 November 2020 trilateral statement, as well as the need for creating conditions for the normal livelihood of Nagorno Karabakh,” reads the statement.

The parties also discussed the Azerbaijani strong reaction to a recent statement by the Russian foreign ministry. Azerbaijan criticized Russia for what it described as associating the Azeri territorial integrity with the statements made by the Armenian Prime Minister on recognizing the Azerbaijani territorial integrity, which, according to Baku, contradicts the Moscow-Baku partnership agreement.

“Regarding the inappropriate comments by the Azerbaijani Foreign Ministry on the Russian Foreign Ministry’s statement on July 15, it was emphasized that the Russian Federation has always respected the territorial integrity of the Republic of Azerbaijan and is fully committed to the spirit and letter of the bilateral statement on allied cooperation. At the same time, this doesn’t eliminate the issue of comprehensively promoting the Armenian-Azerbaijan normalization process and resolving all issues on the agenda, including the issues of ensuring the rights and security of the population of Nagorno Karabakh, with exclusively peaceful political-diplomatic methods,” the Russian foreign ministry said.

Moscow also expressed readiness to organize a trilateral foreign ministerial meeting to discuss the implementation of high-level agreements, the draft peace treaty, which will then be followed by “a summit of the leaders of Russia, Armenia and Azerbaijan for signing the abovementioned document.”

Russia urges Armenian parliament to “study the consequences of joining the Rome Statute”

Yerevan /Mediamax/. Deputy Speaker of the Russian Federation Council, co-chairman of the Armenian-Russian inter-parliamentary commission Yuri Vorobyev considers that “the Armenian National Assembly should study the consequences of joining the Rome Statute.”

Speaking at the session of the inter-parliamentary commission in Irkutsk, Yuri Vorobyov commented on the March 24 decision of the Constitutional Court of Armenia that the Rome Statute does not contradict the country’s constitution, TASS reports.

“As we understand it, this means that Armenia recognizes the jurisdiction of the Hague Tribunal with regard to all the cases it is studying. We assume that this step by our Armenian colleagues does not have an anti-Russian context, nevertheless, in practice, it tangibly harms Russian-Armenian relations. We urge our allies to once again scrutinize the consequences of joining the Rome Statute and assess possible risks to allied relations with Russia,” Vorobyov said. He noted that a dialog between the Foreign Ministries of Russia and Armenia is currently underway.

COMMENTARY: We are pitiful and weak because we have not been aggressive

Consider our neighbors and other successful nations and compare them with us. Look at Armenia’s closest friendly neighbor, Iran -- which has preserved its Kingdom for 2,500 years -- has not been ruled by any power to such an extent that it does not have an Independence Day. From its inception, through brute force, Iran has persevered itself until now. Without any hesitation and without obeying the dictates of corrupt world powers, it is acting at par with the United States.

Never mind historic aggressors like the Roman Empire, Alexander the Great, Napoleon and others, we have also had our own world dominant kings for a short period, like Tigran the Great and Ardashes the Conqueror.

But then, what happened? Where did we go wrong? I think that we misunderstood Christianity. We followed it literally. We became meek, obedient and forgiving towards a world that does not value any of these virtues. This became a fatal combination that made us perfect victims of our vicious enemy Turkey. We became a docile lamb for slaughter for centuries.

The World has never been kind or forgiving toward us. On the contrary, it has been vengeful and domineering.

Our beloved Democratic United States, the successor to the British Empire (which dominated over 400 million subjects comprising 40% of the globe) has been just as aggressive. Let us remember how many countries the U.S. dominated (Mexico, Philippines, etc.).

The West has never followed Jesus Christ’s dictate: “When they slap you, turn the other cheek.” The West has done exactly the opposite: It has chopped off the head of the slapper!

On September 11, 2001 a group of Saudi Arabians attacked the World Trade Center in New York. The United States retaliated by bombing Iraq which is still in ruins.

In his poem titled: “We are few, but we are called Armenian,” Baruyr Sevag wrote: “When we were many, and we were standing tall, we never overpowered any other nation, nobody suffered because of our might; if we did dominate, we did it with our books, our literature.” Regretfully, we did not even dominate with our books. How many have read our literary geniuses like Hovhannes Toumanian, Naregatsi or Charents, but millions have read Omar Khayyam, Rumi, and others. Persia (Iran) has been and still is powerful, therefore, its culture spread. Persia has been a force to recon with for centuries. It has fought with major powers of the ancient world and subjugated Armenia for centuries.

The art of carpet weaving is well-known in the world as Persian Carpet. Even though historically Armenia was the birthplace of this industry, there is no mention of it anywhere. Because Persia was an aggressive empire, it has been able to dominate the world with its carpet industry.

It has been to our detriment that we have not dominated the nations around us. Too bad that we have not thrown our weight and might around. History shows that with our gentle stance we have not achieved any greatness. We were left in the margins and ignored.

Let us consider another very undeserving power in our neighborhood, Turkey. Observe that the leader of that genocidal country stands proudly next to President Biden during international conferences, but Armenia’s Prime Minister is begging the international community to feel sorry for Artsakh and Armenia. After seven months, his plea is futile in lifting the Artsakh blockade.

No one likes or respects a beggar. The powerless has no place in the family of nations. The best thing that the international community will do is throw a few tokens of mercy in Armenia’s direction, as has the State Department.

Karekin Nejdeh wrote: Justice is enacted through the barrel of a gun. If you are weak, then you deserve what happens to you.

In another stanza, Baruyr Sevag wrote: “As a nation we have seen many tribulations and death, but we have taken all the mishaps with stride and good humor.” He declared: “We have never given up or surrendered to our enemies. We know how to become a menace like a sword toward our enemy.” This is the time to become tough and forceful. Let us put on hold our extravagances and expenditures, such as lavish parties and celebrations. We must direct every cent of our budget towards arms production and building the Armenian army. Most urgent is weapons manufacturing factories. There must be extensive cooperation with the Diaspora to secure the borders. Armenia’s population must be trained in using weapons for self-defense in case of a surprise attack.

Long ago, Baruyr Sevag wrote: “Generations know thy selves.” Yes, we should know who we are. We must stop believing the destructive propaganda of our Northern enemy and the lies that are spewed by our Eastern enemy.

Our enemy is more afraid of the self-aware Armenian than the gun.

Azerbaijan's illegal blockade of the Lachin Corridor and Nagorno Karabakh complicates the negotiation process, ARMENPRESS reports, Foreign Minister of Armenia Ararat Mirzoyan stated on July 25 at the trilateral meeting with Russian Foreign Minister Sergey Lavrov and Azerbaijani Foreign Minister Jeyhun Bayramov, which took place in Moscow.

Mirzoyan emphasized that the meetings and negotiations are quite intense. On some issues there are concrete results, on some issues perspectives are visible where the parties can reach a mutual agreement, but there are also problematic issues on which the positions of the two sides are very far from each other.

"We are constructive and conduct negotiations on all platforms and in all directions. Alas, the situation in the world, in particular, Azerbaijan's illegal blockade of the Lachin Corridor and Nagorno-Karabakh complicates the negotiation process," the Armenian FM said.

He emphasized that there is now a serious humanitarian crisis in Nagorno-Karabakh, and the situation is close to a real humanitarian disaster. "The situation is getting more serious hour by hour. Neither food nor medicine enters Nagorno-Karabakh, the supply of gas and electricity is stopped, and if we do not manage to find a solution and Azerbaijan does not stop the blockade of Nagorno-Karabakh, the humanitarian disaster will have a negative impact on the overall negotiation process. However, I repeat that the Armenian side is constructive. We will continue the negotiations," the Armenian FM concluded.

Sergey Lavrov emphasized that Russia is interested in peace and stability in the South Caucasus.

"Our efforts are aimed at stabilizing the situation both on the Armenian-Azerbaijani border, as well as solving humanitarian problems, unblocking economic and transport links, developing communication between people, civil societies, experts-political scientists," he said.

Armenia notifies Russian peacekeepers in Nagorno-Karabakh of incoming humanitarian convoy

YEREVAN, JULY 26, ARMENPRESS. Armenian authorities have expressed hope that the humanitarian aid intended for Nagorno-Karabakh will reach its destination without problems.

The aid consists of 400 tons of food and other essential products.

“A decision has been made to provide 400 tons of humanitarian support in the form of food and essential products. We’ve contacted the Russian peacekeeping forces with the goal of supplying the humanitarian aid to Nagorno-Karabakh,” said Vardan Sargsyan, a representative of the Armenian government task force managing the Nagorno-Karabakh humanitarian crisis response. He expressed hope that there’d be no problems related to transporting the aid.

The convoy consists of 19 trucks loaded with flour, cooking oil, baby food and other food products.

Lachin Corridor, the only road connecting Nagorno Karabakh with Armenia and the rest of the world, has been blocked by Azerbaijan since late 2022. The Azerbaijani blockade constitutes a gross violation of the 2020 Nagorno Karabakh ceasefire agreement, which established that the 5km-wide Lachin Corridor shall be under the control of Russian peacekeepers. Furthermore, on February 22, 2023 the United Nations’ highest court – the International Court of Justice (ICJ) - ordered Azerbaijan to “take all steps at its disposal” to ensure unimpeded movement of persons, vehicles and cargo along the Lachin Corridor in both directions. Azerbaijan has been ignoring the order ever since. Moreover, Azerbaijan then illegally installed a checkpoint on Lachin Corridor. The blockade has led to shortages of essential products such as food and medication. Azerbaijan has also cut off gas and power supply into Nagorno Karabakh, with officials warning that Baku seeks to commit ethnic cleansing against Armenians in Nagorno Karabakh. Hospitals have suspended normal operations and the Red Cross has been facilitating the medical evacuations of patients.

CSTO ready to revisit discussion on deploying monitoring mission to Armenia-Azerbaijan border – Russian foreign ministry

YEREVAN, AUGUST 2, ARMENPRESS. The Collective Security Treaty Organization (CSTO) is ready to revisit the discussion on possible deployment of its monitoring mission along the Armenia-Azerbaijan border and is awaiting a response from Yerevan, a Russian foreign ministry official has said.

“The CSTO member states have never abandoned their efforts for stabilizing the situation in the region and have numerously affirmed readiness to find concrete solutions that would allow our Armenian friends to utilize the organization’s broad possibilities with maximum benefit,” Mikayel Aghasandyan, the Head of the First Department of the CIS Countries at the Russian Ministry of Foreign Affairs, told RIA Novosti.

“We are still waiting for a positive response from Yerevan and stand ready to resume substantive work around the proposal to deploy a CSTO monitoring mission in Armenia’s border regions, as well as other joint actions to help our ally,” he added.

Moscow believes that “making the relevant decisions would have a positive impact on the general regional situation, the official said.

“I repeat, we are ready for such constructive work,” he added.

The foreign ministry official also said that the CSTO, like any other international organization, is not a “magic wand” for solving every problem.

“The Nagorno-Karabakh conflict is one of the most complicated [conflicts], it has deep historical roots. Consistent normalization of the Armenian-Azerbaijani relations based on negotiations, mutual respect between the parties, readiness to compromise, make responsible decisions and implement them is the only path towards sustainable resolution. In this context, I must mention the key mediation role of Russia and personally President Vladimir Putin in this process,” Aghasandyan said.

Russia expresses support to launching Baku-Stepanakert talks

YEREVAN, AUGUST 2, ARMENPRESS. Moscow supports the process of launching negotiations between Baku and Stepanakert and is working to bring the strongly contradicting approaches of the parties closer to each other, Russian foreign ministry spokesperson Maria Zakharova has said.

“We support the launch of negotiations between Baku and Stepanakert. This topic is on the agenda of our contacts with stakeholder parties,” Zakharova said at a press briefing.

The foreign ministry spokesperson said that Russian peacekeepers previously helped organize meetings between two delegations and are ready to continue providing necessary support to this process.

Azeri kidnapping and arrest of Nagorno-Karabakh residents complicates resolution process, says Moscow

YEREVAN, AUGUST 2, ARMENPRESS. Russian foreign ministry spokesperson Maria Zakharova has commented on the abduction of the Nagorno-Karabakh (Artsakh) citizen Vagif Khachatryan by Azerbaijan, as well as the arrest of the lost Artsakh citizen Rashid Beglaryan.

According to Zakharova, such situations further complicate the process of finding solutions.

“What happened, of course, complicates the process of finding difficult but necessary conclusions, compromises and solutions. Of course, this exacerbates the situation. Secondly, we saw diametrically opposite assessments of the Armenian and Azerbaijani sides. Thirdly, regardless of this particular incident or other similar incidents, we rely on the importance of reconciliation both in the context of the normalization of Armenian-Azerbaijani relations and in the context of ensuring the rights and security of the people of Karabakh," said Zakharova.

The spokesperson also emphasized the importance of the immediate opening of Lachin corridor.

“We are working with the parties and once again reaffirm the need to immediately unblock the Lachin corridor and ensure normal conditions for the life of the local population,” added Zakharova.

According to Zakharova, a lot depends on the political will and willingness to make compromises in this matter.

Vagif Khachatryan, a 68-year-old citizen of Artsakh, was abducted on July 29 from the illegal Azeri checkpoint in the Lachin Corridor, when he was on his way to Yerevan for medical treatment accompanied by the International Committee of the Red Cross. And 61-year-old Rashid Beglaryan left the Hin Shen village of Shushi while intoxicated on August 1, got lost, accidentally crossed into Azeri-controlled territory, and was arrested by the Azerbaijani border guards.
