Russian Deputy PM reveals details on Armenia-Azerbaijan unblocking talks

YEREVAN, JUNE 19, ARMENPRESS. A ‘comprehensive’ draft document has been developed as a result of the meetings of the Armenia-Azerbaijan-Russia trilateral, deputy prime ministerial meetings on unblocking, Russia’s Deputy Prime Minister Alexey Overchuk told TASS news agency.

The drafted document proposes to start the unblocking of regional transport connections with the re-launch of the Yeraskh-Julfa-Meghri-Horadiz railway , and based on respect for the sovereignty of the parties it stipulates the main approaches regarding the procedure of border crossing between Armenia and Azerbaijan.

“None of the parties is questioning the reality that individual parts of this road will appear under the jurisdiction of the country on whose territory they are located, therefore regarding the road Azerbaijani legislation will be used in Azerbaijan and Armenian legislation will be used in Armenia. These are seemingly obvious things, but given the relations that have formed between the two states and peoples this must be stipulated,” Overchuk said.

Everyone understands that there is no alternative to peace between Armenia and Azerbaijan and the best way to achieve peace is to open the opportunity for peaceful partnership for the people, to build a common road for passenger and cargo transport.

“The biggest problem is trust. That’s precisely why the negotiations are proceeding slowly. After all, regular people, Azerbaijanis and Armenians and citizens of other countries will use the road. How will they interact while crossing the border, how will their safety be ensured while traveling on the territory of the other state. This is the main question today that we want to give an answer to, to be sure that nothing bad will happen to these people in the territory of another country. And of course, we are all affected by what’s happening on the border. It would be far easier to find solutions if the shooting stopped,” Overchuk said.

The Russian Deputy PM said that Armenia and Azerbaijan are taking pauses in between the talks to involve experts to analyze each and every proposal.

The draft document has been “nearly entirely” agreed upon at the deputy prime ministerial level, Overchuk said, noting that the main issue – how regular Armenians and Azerbaijanis will interact while crossing the border – still requires work. “This is a highly important part that thus far doesn’t give the answer as to when unblocking will happen.”

Russia wants to open consulate-general in Kapan

YEREVAN, JUNE 19, ARMENPRESS. Russia wants to open a consulate in Kapan, Deputy Foreign Minister Vahan Kostanyan has said.

“The issue of opening a consulate-general in specifically Kapan is being discussed,” Kostanyan said.

When asked why Russia has chosen specifically Kapan, Kostanyan referred the reporters to the Russian embassy.

“The procedures will be fully maintained. We welcome the interest and desire by our international partners on having a diplomatic representation in Syunik, with the purpose of getting to know the situation on the ground better,” Kostanyan said.

Earlier Iran also opened a consulate-general in Kapan.

Russia Urges Baku to ‘Unblock Lachin Corridor’

Azerbaijani forces deploy an armored vehicle to completely block the Lachin Corridor on June 20

Russia on Wednesday called on Baku to unblock the Lachin Corridor and “not to make the population of Karabakh a hostage to political differences with Yerevan.”

This terse call to Baku was made by Russian Foreign Ministry spokesperson Maria Zakharova, who also told reporters on Wednesday that Moscow is continuing to work through Russian peacekeepers for the complete unblocking of the Lachin Corridor and expects that the Armenian and Azerbaijani sides will fulfill all the obligations assumed by the tripartite agreement.

She emphasized that the November 9, 2020 agreement “is as relevant as it was before.”

Yet during the same press briefing, Zakharova said that an attempt by Azerbaijani forces to breach Armenia’s sovereign territory on June 15 and plant a flag there was a result of the absence of border demarcation between the two countries.

“The Lachin Corridor incident is related to the general problem of the absence of a demarcated Armenian-Azerbaijani border. The Russian side has repeatedly called on the effective work of the bilateral commission with the advisory support of the Russian Federation. We are ready to help in demarcation and determining the border, which has become another bone of contention between the parties,” Zakharova said.

“The peacekeepers are working closely with the parties to settle the situation,” she added, saying that any accusation against the Russian peacekeeping contingent in Karabakh is groundless and warned against media reports the undermine their efforts.
Zakharova also seemed to accuse Armenia of abandoning efforts led by Moscow to resolve the conflict, referring to processes put in place through agreements between the leaders of Russia, Armenia and Azerbaijan.

“The interruption of Yerevan’s activities has a negative impact on the situation in the region and leads to the aggravation of the situation on the ground,” Zakharova said.

She also commented on Yerevan’s concerns regarding the opening of a Turkish consulate in occupied Shushi, which was announced by President Recep Tayyip Erdogan of Turkey after when he visited Azerbaijan.

“The issue of opening consulates anywhere, particularly in Shushi, remains a topic of bilateral relations. In this case, between Baku and Ankara,” Zakharova said. “At the same time, we understand the sensitivity of the issue for Yerevan. In our contacts, we emphasize the need to consider each other’s interests and the importance of the process of normalization of both Armenian-Azerbaijani and Armenian-Turkish relations.”

Russia’s woes in Ukraine could impact Armenia-Azerbaijan conflict

Russia’s military apparatus has been stretched thin by Ukraine’s counteroffensive. The latest setback happened when Ukrainian missiles damaged a bridge that serves as an important supply corridor for Russian forces. Russia’s vulnerability could also impact the Nagorno-Karabakh region, a territory that has had Armenia and Azerbaijan at odds for years.

Armenia has kept Azerbaijan at bay in part because of its ties with Russia, but Straight Arrow News contributor Peter Zeihan says that could change if the Ukraine War ends badly for Vladimir Putin.

Armenia and Azerbaijan have some “history” together … and not in a good way. As the Ukraine War ramps up and stress is added to the Russian system, will we see the Armenians and Azerbaijanis creating some new history?

This conflict boils down to ethnic and religious differences and a shared desire to control the disputed territory of Nagorno-Karabakh. While both sides have proven their lack of skill on the battlefield, Armenia has been able to deter Azerbaijani assaults thanks to their “partnership” with Russia.

For the past 30 years, we haven’t seen much movement from Azerbaijan; this is to avoid jeopardizing their oil exports and risk retaliations from the Russians. But as Russia becomes overcommitted in its war on Ukraine, we might see some movement on this front.

The territories across the globe that have benefited from a Russian presence are all in a precarious situation. As soon as one domino falls, so will the rest … and the entire global position of the Russian Federation could be wrapped up in a matter of months. But will it be Azerbaijan that falls that first domino?

Maria Zakharova, the official representative of the Russian Foreign Ministry, stated that Azerbaijan's blocking of the entrance to the Lachin Corridor is a violation of the joint declaration of the leaders of Russia, Azerbaijan and Armenia, which leads to deepening of tensions, ARMENPRESS reports, Zakharova said, commenting on the situation around the Lachin corridor.

"In connection with the closing of the entrance to the Lachin Corridor by Azerbaijan, we draw attention to the fact that such actions are a violation of the provisions of the November 9, 2020 declaration of the leaders of Russia, Azerbaijan and Armenia. Such steps lead to the escalation of tension and do not contribute to maintaining a normal atmosphere in the process of normalization of relations between Azerbaijan and Armenia with the support of Russia," said Zakharova.

Russia calls on Baku to completely unblock traffic through the Lachin Corridor, and also emphasizes the importance of the consistent implementation of the tripartite agreements.

Yesterday, June 22, the Azerbaijani side resorted to another provocation and criminal action, closing the only road between Artsakh and Armenia (Lachin Corridor) with a concrete barrier.

"In fact, in addition to the illegal checkpoint and blocking the road with armored vehicles, Azerbaijan is now demonstratively blocking the road, preventing any movement, including by the Red Cross and peacekeepers.

This incident once again demonstrates the criminal goals of the Azerbaijani authorities to completely isolate the people of Artsakh from the outside world and to use all methods of repression," said the press release of Artsakh's information headquarters.
