One of the new but noteworthy propagandists of this phenomenon is a demented and insane Himket Hajiyev, the assistant to the president of Azerbaijan. Hajiyev stands out among his fellow criminals due to his cosmic stupidity. From his publications and public speeches, it is evident that we are dealing with a pathetic copy of a demented personality, which occasionally exhibits human reflexes. Hajiyev was appointed to his position in 2019. Though a relatively short period, it was enough for Himket Hajiyev to reveal his lack of qualities. Now let's not dwell on the trivial details, like his speeches during the COVID epidemic, which were peppered with cheap and misleading statements, and false information about his personal life. By the way, Azerbaijan is one of the few countries that have not yet lifted restrictions related to the epidemic, such as closed borders. Some experts interpret this not as a caring attitude towards their own public, but as another lever to ensure the manageability of the new expansionist war. Hajiyev's first significant lie appeared during the 44-day war in 2020. At that time, he published a picture from near the Mingechauri reservoir, claiming that Armenian artillery had tried to hit the reservoir. Even then, he did not stop taking an active part in political processes, promoting obviously false and misleading theses, which were, however, aligned with Azerbaijan's state politics and not Hajiyev's personal views. Hajiyev's next fiasco occurred in early December 2022, during the blockade of the Lachin Corridor. At the beginning of the blockade, Hajiyev accused Russian peacekeepers of blocking the corridor. At this stage, the pearls of the flight of Hajiyev's thoughts were presented to us with this emphasis. The Karabakh-Azerbaijani negotiations will probably take place in Sofia, the capital of Bulgaria. There's a need for official confirmation of the information, but this may only happen if the negotiation process implies confidentiality. This is at least the second attempt to organise a Baku-Stepanakert meeting in Bulgaria. The previous one was months ago, in May-June, but it failed due to Azerbaijan's maximalist position. In particular, the international mediators conveyed Azerbaijan's proposals to Stepanakert. It was a program to integrate the Armenians of Nagorno-Karabakh into Azerbaijan. The Karabakh side perceived it not as an invitation to negotiations but as a presentation of a request by Azerbaijan. Due to the maximalism of Azerbaijan, that meeting didn't take place. Azerbaijan has insisted that it pay the rent for the hotel space and hospitality for the Karabakh-Azerbaijani negotiations in Sofia. Formerly, Karabakh rejected Azerbaijan's offer to go to Baku and negotiate. Now, Azerbaijan wants to feel like a host in that negotiation. Baku objected to American mediators in the meeting room with Stepanakert representatives in Sofia. Baku suggested that they wait in the next room. Why does Azerbaijan object to negotiations with Nagorno Karabakh being held in the presence of international observers? During the talks, Azerbaijan intends to present a plan for the integration of Nagorno Karabakh Armenians into Azerbaijan, not to discuss or accept any of Stepanakert's proposals, and to threaten that if Stepanakert doesn't get its demands, Baku will start a war. In other words, Azerbaijan imagines the meeting as an ultimatum presentation ceremony, not a negotiation. And he doesn't want the USA to see it. On March 1, 2023, Azerbaijan met with representatives of Nagorno-Karabakh Armenians in Ivanyan/Khojaly. The command of the Russian peacekeepers was present. Stepanakert offered to discuss technical issues at that meeting. However, the Azerbaijani deputy sent from Baku presented a plan for integrating Karabakh Armenians, intentionally disrupting the meeting. The meeting failed. Five to six days after that meeting, Azerbaijan killed three Armenian police officers in Nagorno Karabakh. President Arayik Harutyunyan revealed after that meeting that Azerbaijan threatened the representatives of Nagorno-Karabakh that if the Azerbaijani integration plan isn't accepted, there would be harsh military actions. Arresting a 68-year-old citizen of Karabakh in the Lachin Corridor and transferring him to Baku is Azerbaijan's attempt to derail the upcoming negotiations with Stepanakert. It is the use of force and threat by Azerbaijan against the Armenians of Karabakh. It may seem that the meeting with the Armenians of Karabakh is beneficial for Azerbaijan because it's a chance to present a request. However, when Nagorno Karabakh participates in the negotiations with Azerbaijan, it deprives Baku of the opportunity to create false grounds for using military force. Azerbaijan prefers that Karabakh doesn't participate in the meetings, which it will interpret as destructiveness, and start a military operation against Karabakh. Baku likely fails this upcoming match as well. For example, in addition to arresting Vagif Khachatryan, Azerbaijan can organise new military provocations and prevent the Armenian side from attending the meeting. But if the meeting occurs, the official Stepanakert will present its program and agenda. International mediators should be more deeply involved in the negotiations. The US should move from the role of a mere meeting organiser to the position of forcing solutions. The goal of Azerbaijan is to deport the Karabakh Armenians by starving them to death, creating inhuman conditions for living. As long as there is no intense pressure on Azerbaijan to give up this maximalism, peace will not be established. On the contrary, the high risk of a new bloody conflict will remain. By the way, today, US Secretary of State Anthony Blinken announced that he spoke with the President of Azerbaijan, Aliyev, yesterday. United Nations Secretary-General António Guterres has expressed deep concern on the ongoing blockade of Lachin Corridor, describing it as ‘continued challenges related to the freedom of movement along the Lachin Corridor’, and called for urgent steps to facilitate access for the delivery of humanitarian aid. “The Secretary-General is deeply concerned by the reports of continued challenges related to the freedom of movement along the Lachin Corridor,” Farhan Haq, Deputy Spokesman for the Secretary-General, said in a statement. “He recalls his previous statement on the need for the Parties to implement the Orders of the International Court of Justice (ICJ), including the Orders issued on 22 February 2023 and reaffirmed on 6 July 2023, related to measures to ensure unimpeded movement of persons, vehicles and cargo along the Lachin Corridor in both directions. He is particularly concerned about reports of the deteriorating humanitarian situation on the ground and calls for urgent steps to facilitate access for the delivery of humanitarian assistance to people in need. He urges both parties to intensify efforts towards the long-term normalization of relations for the benefit of peace and security in the region,” the Deputy Spokesman for the Secretary-General added.Lachin Corridor, the only road connecting Nagorno-Karabakh to Armenia and the rest of the world, has been blocked by Azerbaijan since late 2022. The Azerbaijani blockade constitutes a gross violation of the 2020 Nagorno-Karabakh ceasefire agreement, which established that the 5km-wide Lachin Corridor shall be under the control of Russian peacekeepers. Furthermore, on February 22, 2023 the United Nations’ highest court – the International Court of Justice (ICJ) - ordered Azerbaijan to “take all steps at its disposal” to ensure unimpeded movement of persons, vehicles and cargo along the Lachin Corridor in both directions. Azerbaijan has been ignoring the order ever since. The ICJ reaffirmed its order on 6 July 2023. Azerbaijan then illegally installed a checkpoint on Lachin Corridor. The blockade has led to shortages of essential products such as food and medication. Azerbaijan has also cut off gas and power supply into Nagorno Karabakh, with officials warning that Baku seeks to commit ethnic cleansing against Armenians in Nagorno-Karabakh. Hospitals have suspended normal operations. On July 25, the Government of Armenia said that it will try to send over 360 tons of flour, cooking oil, sugar, and other foodstuffs and medication to Nagorno-Karabakh to mitigate the humanitarian crisis resulting from the blockade of Lachin Corridor. Vagif Khachatryan, the 68-year-old Nagorno-Karabakh man who was kidnapped by Azerbaijani authorities during his ICRC-facilitated medical evacuation to Armenia through the blockaded Lachin Corridor, has been questioned as part of fabricated criminal proceedings in Azerbaijan. Khachatryan was taken to a hospital after his arrest, the Azerbaijani APA news agency reported."He was examined by doctors regarding his health. After the medical examination, he was provided with a lawyer and a translator. Charges against Vagif Khachatryan were announced and preliminary interrogation was held. Currently, other investigative measures are being taken in connection with him," Ilgar Safarov, Senior Assistant to the prosecutor general on special assignments, told APA in an interview. Khachatryan faces fabricated war crime charges in Azerbaijan. On August 2, prominent Armenian attorney Siranush Sahakyan ruled out due process in Azerbaijan regarding Vagif Khachatryan. She said that the kidnapping of Vagif Khachatryan by Azerbaijan constitutes extraordinary rendition in terms of international law.The Nagorno-Karabakh resident’s kidnapping has been condemned by the Armenian foreign ministry as a war crime. Vagif Khachatryan’s daughter revealed earlier this week that the Azeri border guards threatened the ICRC staff with force at the illegal checkpoint in Lachin Corridor. Yervant1 Posted August 5, 2023 Author Report Share Posted August 5, 2023 GZERO Aug 3 2023 A humanitarian crisis deepens on the edge of Europe by Alex Kliment The mountainous enclave of Nagorno-Karabakh, long disputed by Armenia and Azerbaijan, is now running out of food and medical supplies due to a tightening blockade by Azerbaijan. “The situation is really awful,” writes a friend of GZERO who lives in Stepanakert, the region’s capital. “There is almost no food, no medicine, nor any other first need supplies.” What’s the background? Nagorno-Karabakh was part of the Soviet Republic of Azerbaijan, but its population is majority-Armenian. As the USSR collapsed, the people of Nagorno-Karabakh voted for independence, touching off a war with Azerbaijan. After a ceasefire in 1994, the enclave became a de facto independent state propped up by neighboring Armenia, although it remained internationally recognized as part of Azerbaijan. A fresh round of fighting in 2020 enabled Azerbaijan to reclaim parts of Nagorno-Karabakh and to encircle it. In late 2022, Azerbaijan imposed a partial blockade. Now, even as EU-brokered peace talks continue, Azerbaijan has tightened its grip, stopping even humanitarian aid vehicles from accessing the region through Armenia. The International Committee of the Red Cross says it has been weeks since it could bring in critical medical supplies. EU foreign policy chief Josep Borrell on Wednesday called for access to be reopened. Azerbaijan has offered to send in aid of its own. But for the people of Karabakh, that’s a non-starter. Accepting that help would, they fear, support Azerbaijan’s claims to the enclave. Some locals have even blockaded routes in from Azeri-controlled territory to prevent any MADE IN AZERBAIJAN aid from arriving at all. Meanwhile, the situation continues to deteriorate.
