The village was divided into two parts: one part of the residents considers the construction project as positive and the others disagree with it. Some of them suppose that due to the construction new working places will be set up, and others complain that this quiet place will disappear soon. Besides, there is an ecological danger. Trchkan waterfall charms everyone. Recently in the social networks the discussions on the electric power station construction had started. During the talk with armregions.am the villagers had said that thanks to the entrepreneur Robert Ohanyan the roads were restored, the church was constructed, the water supply was built. Others, also noted the contribution of the businessman, but reminded that it will not be right to harm the waterfall. According to the head of community, the golden mean is being found. By the agreement it is being approved that during three summer months the station will work using the half of its capacity. The first call was connected with Lori waterfall Trchkan. The responsibility for this small miracle of the nature is on the ministry of the conservancy. The minister Aram Harutunyan had proposed the constructors of the hydroelectric power station to stop the works and within ten days to present new proposal how to save the waterfall. The youth initiative "We will not keep silent" and the non-governmental organization Ecolur doubt on the content of the proposals, if the permission on the water utilization and the positive results of the ecological examination were illegally obtained. In accordance with the order of the government No.967 from the 14th of August of 2008 Trchkan waterfall is being included in the list of the water monuments of our country. Besides, the first point of the 19th article of the law of the Republic of Armenia on the nature monuments preservation says that on the territory of the monuments it is prohibited to conduct any activity that threats the existence of the monuments. MosJan Posted October 24, 2011 Report Share Posted October 24, 2011 Երկարեց Թռչկանի կյանքը, կամ քշեցին չարքերին (լուսանկարներ) http://hetq.am/static/news/b/2011/10/5665.jpg11:43, 24 հոկտեմբերի, 2011Հոկտեմբերի 22-ին կազմակերպված ակցիայի արդյունքում առնվազն մեկ օրով երկարեց Թռչկանի կյանքը: Սա փոքրիկ ձեռքբերում էր, որ արձանագրեց «Պահպանենք Թռչկանի ջրվեժը» քաղաքացիական նախաձեռնությունը: «Գնում ենք Թռչկանի ջրվեժը փրկելու» արշավի նպատակը Թռչկանի տարածքում ընթացող շինաշխատանքները դադարեցնելն էր: Շինարարության արդյունքում գոյացել էր մի հսկա փոս, որից հանված հողը լցվել էր Չիչխան գետի հունը: Ակտիվիստները ջրվեժի կողքով փորված փոսին վերադարձրին իր քարաբեկորները: http://hetq.am/static/content/lori/trchkan/trchkan_2.jpgԱշխատանքներին հետևում էր նաև բնապահպանության նախարարը, այսինքն՝ նրա մակետը: Թռչկանի փեշի վերջին ու ամենահաճելի աշխատանքը ծառատունկն էր: Արդյունավետ էին նաև նախատեսված այցելությունները Շիրակամուտ ու Մեծ Պարնի գյուղեր, որոնց տարածքով հոսում է Չիչխան գետը: Ակտիվիստները ազգագրական չարախափան պարերով «քշեցին» գյուղի վերևի չարքերին, գյուղտեխնիկան, շիրակամուտցիներն էլ արագ ստորագրահավաք կազմակերպեցին՝ խնդրելով իրենց դիմումը հասցնել Երևան: Ըստ էության, չհանդիպեց մեկը, ով կողմ էր շինարարությանը: Սակայն գյուղացիներն իրենց մենակ ու անպաշտպան էին զգում: «Մենք կգնանք, գիշերները կմնանք, չենք թողի՝ շինարարություն անեն, մենակ իմանանք, որ նախարարությունից-բանից մեր հետ են»: Այլ էր պատկերը Մեծ Պարնիում: Գյուղապետի տեղակալը, մի կերպ զսպելով հուզմունքը, ասաց, որ ժամանակին էր պետք պայքարել, երբ իրենք 80 ստորագրություն էին հավաքել, որ դեմ են ՀԷԿ-ի կառուցմանը: «Հիմա էլ եմ դեմ, բայց եղածն եղած է»: Բնապահպանները փորձեցին խրախուսել պարնեցիներին, հավաստիացնել, որ պայքարելու են մինչև վերջ: Ակցիայի մասնակիցների մեծ մասը վստահ է, որ Թռչկանի ջրվեժը ջրի առատությամբ ու բարձրությամբ առաջինն է Հայաստանում: http://hetq.am/static/content/lori/trchkan/trchkan3.jpg2008թ. այն ընդգրկվել է ՀՀ բնության հուշարձանների ցանկում, սակայն քանի որ ջրվեժը դեռևս անձնագիր չունի, դեռևս հստակ չեն նրա պարամետրերը: Բնության հուշարձանների ցուցակում ներգրավելուց հետո անպայման պետք է իրականացվի անձնագրավորում: Սա ենթադրում է բնության հուշարձանի տարածքի զննում, չափագրում և էկոհամակարգի ուսումնասիրություն: Արդյունքում որոշվում են այն օպտիմալ սահմանները, որոնց շրջանակում այդ հուշարձանը լավագույնս կպահպանվի: «Կառավարությունը ժամանակացույց էր ստեղծել, որի համաձայն՝ պետք է Շիրակի մարզում անձնագրավորում անեին 2010 թվականին, սակայն ֆինանսավորման պատճառով չեն արել»,- ասում է ակցիայի մասնակից, Գյումրու «Օրհուս» բնապահպանական կենտրոնի ղեկավար Գևորգ Պետրոսյանը: http://hetq.am/static/content/lori/trchkan/trchkan_4.jpgՀարցին, թե գործարկվելով՝ ՀԷԿ-ը ի՞նչ հետևանքներ կթողներ Թռչկանի ջրվեժի և Չիչխան գետի էկոհամակարգի վրա՝ նա պատասխանեց. «Գետի երկու կողմում ու ջրվեժի չորս կողմում կա որոշակի կենսաբազմազանություն: Խոնավասեր բույսերն ու ջրասեր կենդանիները գոյատևում են թափվող ջրից ժայռերին նստող ջրի կաթիլների շնորհիվ: Երբ ջրի քանակը քչանում է, այդ համամասնությունը խախտվում է: «Էկոհամակարգ» ասելով՝ մենք հաճախ հասկանում ենք ողնաշարավորներ ու ձկներ: Սակայն կան խխունջի բազմազան տեսակներ, միջատներ, որոնք դեռ ուսումնասիրման, գնահատման կարիք ունեն: Ի՞նչ կլինի նրանց հետ ջուրը ցամաքելուց հետո»: http://hetq.am/static/content/lori/trchkan/trchkan_5.jpgԳևորգը մտահոգ է, որ տուժելու է գետի ամբողջ երկայնքի էկոհամակարգը, քանի որ ջրառը կատարվելու է ջրվեժի վերևից ու այլևս չի վերադարձվելու գետ, այլ լցվելու է Շիրակամուտի ջրանցք: Հիշեցնենք, որ ՀԷԿ-ի շինարարությունն օրինական է. ՀՀ Հանրային ծառայությունները կարգավորող հանձնաժողովը բավարարել է «Ռոբշին» ՍՊԸ-ի հայտը և 2010թ. ապրիլի 7-ի թիվ 179Ա որոշմամբ տրամադրել հիդրոէլեկտրակայանի կառուցման լիցենզիա՝ 25 ամիս ժամկետով: Այն ուժի մեջ մտնելու պահից «Ռոբշինն» իրավունք ունի և պարտավոր է սկսել շինարարական աշխատանքները: http://hetq.am/static/content/lori/trchkan/trchkan_6.jpgՍակայն «Պահպանենք Թռչկանի ջրվեժը» նախաձեռնող խմբի համոզմամբ՝ «Թռչկան» ՓՀԵԿ-ի կառուցմանն առնչվող մասնագիտական եզրակացություններում ու որոշումներում առկա են մի շարք խախտումներ: Թե ջրօգտագործման թույտվության մեջ, թե բնապահպանական, շրջակա միջավայրի վրա ազդեցության փորձաքննական եզրակացություններում և թե ՀՀ նախագծերի պետական արտագերատեսչական փորձաքննության եզրակացության մեջ Թռչկանի ջրվեժի մասին որևէ նշում չկա: Ավելին, Մեծ Պարնի /ՏԻՄ-ն է ապահովում կառավարության ծրագրի իրականացումը/ համայնքի 10 անդամի և ՀՀ ԲՆ-ի միջև 2010թ. հունիսի 9-ին տեղի ունեցած քննարկման արձանագրության մեջ ասվում է. «Մեծ Պարնի համայնքի ղեկավար պարոն Հ. Յաղուբյանը, գյուղապետարանի ներկայացուցիչները կարևորեցին ՓՀԷԿ-ի կառուցման դերը տեղի բնակչության համար. այն է՝ նոր աշխատատեղերի ստեղծում և գյուղական բնակչության արտահոսքի կանխում: ... Նշվեց նաև, որ ՓՀԷԿ-ի գաղափարին կողմ են, քանի որ մերձակայքում պատմական արժեք ներկայացնող շինություններ ու այլ կառույցներ չկան. MosJan Posted October 26, 2011 Report Share Posted October 26, 2011 Lately one of most sensational problem that is being discussed by Lori regional ecologists is hydroelectric power station construction on "Trchkan" waterfall by "Robshin" company. The problem is that the hydroelectric power station waste water discharge will be constructed in front of the waterfall and that the existence of "Trchkan" itself is under the question. The problem is so disturbing, that even on facebook social site "Save Trchkan waterfall" group was set up, reports the correspondent of armregions.am in Vanadzor. The coordinator of "Orhus" ecological and informational center in Vanadzor Pertch Bodjukyan informed that the area is appropriate for the constructors, as the water on this territory has the significant power and it will be effective for hydroelectric power station activity. However, in the current situation, in term of the economical purport the waterfall can be effective. As "Trchkan" is situated in a picturesque location and thus it can attract numerous tourists and increase the tourism development. According to the ecologists the transmittivity is not enough. The research was carried out by the examinational commission of the ministry of ecology. The researches are being regularly conducting on the regional rivers pollution. The monitoring is being carried out on the state level, as well as on the public level. There are 14 monitoring centers are operating in the region. In accordance with the article 287 of the criminal code of the Republic of Armenia, the pollution, the occluding, the exhaustion of the surface or ground waters, either the natural feature of the water or changing anyhow its quality are punishable by a fine in the five hundred to eight hundred times the amount of minimum salary or deprivation of the right to occupy certain positions, a maximum of five years, or imprisonment for up to two months, if these acts intentionally or negligently effect fauna or flora, fish resources, forest or an agricultural economy. © Armregions.am Quote Link to comment Share on other sites More sharing options...
