After breaking a 40 month-long siege on thecities of Nubl and Zahra, the Syrian Arab Army (SAA) has encircledthe country's industrial hub and is gradually tightening thenoose. Crucial supply-lines to the north have been cut leaving theSunni extremists and anti-government militias stranded inside a vast,urban cauldron. It's only a matter of time before these disparaterenegades are either killed or forced to surrender.A victory in Aleppo will change the course of the war by restoringgovernment control over the densely-populated western corridor. Thisis why the Obama administration is frantically searching for waysto either delay or derail the Russian-led juggernaut and avoid theimpending collapse of US policy in Syria.Recent peace talks in Geneva were convened with one goal in mind,to prevent Syrian President Bashar al Assad and loyalist forcesfrom retaking Aleppo. The negotiations failed, however, whenWashington's mercurial allies, the so called "moderate" rebels,refused to participate. According to the Wall Street Journal, theSyrian opposition withdrew "under pressure from Saudi Arabia andTurkey, two of the main backers of the rebels." The WSJ's admissionwas later confirmed by Secretary of State John Kerry who accordingto a report in the Middle East Eye "blamed the Syrian opposition forleaving the talks and paving the way for a joint offensive by theSyrian government and Russia on Aleppo.""Don't blame me," Kerry said, "Blame the opposition.It was the opposition that didn't want to negotiate and didn't wanta ceasefire, and they walked away."None of this will surprise readers who followed the talks closely.The meetings were surrounded by confusion from the very onset. TheUS delegation headed by Kerry was focused entirely on reaching anagreement that would involve a ceasefire and stop the government-ledonslaught. The Saudis, Turks and opposition leaders, however, wereon a different page altogether. They seemed oblivious to the diresituation on the ground where their jihadist foot soldiers weretaking heavier losses by the day. Kerry, the realist, was lookingfor a way to stand-down and save US-backed militants from certainannihilation. But the Saudis and Turks felt they had a strong-enoughhand to make demands. The clash in viewpoints was bound to producedisappointing results, which it did. The meetings were cancelledbefore they even began. Nothing was settled. That is not the caseat all. While there are a fair amount of indigenous insurgents,the bulk of fighters are Sunni extremists bent on removing Assadand creating an Islamic Caliphate. This is why Moscow refused toimplement a ceasefire during the talks in Geneva. Russia adamantlyopposes any remedy that allows internationally-recognized terroristsfrom escaping their eternal reward.Kerry has deliberately misled the public on this matter. Just lastweek, he said, "Russia has indicated to me very directly they areprepared to do a ceasefire... The Iranians confirmed in London justa day and a half ago they will support a ceasefire now."This is false and Kerry knows it. Moscow has tried to be flexible aboutother so called "moderate" opposition forces, but when it comes toISIS, Jabhat Al-Nusra (Syrian Al-Qaeda group), Jaysh Al-Mujahiddeen,Harakat Nouriddeen Al-Zinki, and Harakat Ahrar Al-Sham, Russianleaders have repeatedly said that that they will not relent untilthe jihadists are either killed or captured. This is why Russia'sairstrikes continued during Geneva, because most of the fighters inAleppo are dyed-in-the-wool terrorists.It's worth noting that the Russian-led military offensive clearlyhews to UN resolution 2254 which states:... for Member States to prevent and suppress terrorist acts committedspecifically by Islamic State in Iraq and the Levant, Al-Nusra Front(ANF), and all other individuals, groups, undertakings, and entitiesassociated with Al Qaeda or ISIL, and other terrorist groups, [...] andto eradicate the safe haven they have established over significantparts of Syria, and notes that the aforementioned ceasefire will notapply to offensive or defensive actions against these individuals,groups, undertakings and entities, as set forth in the 14 November2015 ISSG Statement."(Thanks to Moon of Alabama)In other words, Moscow is not going to comply with any ceasefire thatspares homicidal jihadists or undermines UN resolution 2254. Russianmilitary operations are going to continue until ISIS, al Nusra andthe other terrorist militias are defeated.Even so, Kerry has not abandoned the diplomatic track. In fact, Kerryplans to meet Russian Foreign Minsiter Sergei Lavrov in Munich onFebruary 11 for a meeting of the International Syria Support Group(ISSG) to discuss "all the aspects of the Syrian settlement in linewith the UN Security Council resolution 2254."The emergency meeting underscores the Obama's administration's utterdesperation in the face of the inexorable Russian-led militaryoffensive. It's clear now that Obama and his lieutenants see thehandwriting on the wall and realize that their sinister plan to useproxy armies to remove Assad and splinter the country into threepowerless regions is doomed to fail. Kissinger and Brzezinski, the mostseasoned and influential U.S. policymakers on the Middle East sinceWorld War II, have gone against popular opinion and stated thatPresident Bashar al-Assad has more support than all the oppositiongroups combined.It is no secret that the Saudis and Qataris, with full U.S. support,have tried to bribe some of Assad's innermost circles to defect. Theall-important professional military cadre of the Syrian Arab Army,however, has remained thoroughly loyal.The Syrian Arab Army was mostly a conscript force with only abouteighty thousand professionals in its ranks. At the start of the war,much was made of the "defections" of thousands of officers, but thesewere mere conscripts who never wanted to be in the army in the firstplace, and would also have done anything to escape conscription inpeacetime. The professional ranks, meanwhile, are still very strongand religiously pluralistic. When the Syrian opposition talks abouta future pluralistic Syria, they fail to realize that while they maytheoretically be pluralists in Geneva, Washington and Vienna, theirrepresentatives on the ground are allied with the most sectarianterrorist groups the Middle East has ever seen.The Syrian Arab Army has held its own for more than five years. Itsnumbers might have been depleted, as is normal for any wartimemilitary, but a close glance at its military reveals that its core,perhaps unexpectedly to many, is Sunni. The current minister ofdefense, Fahd al-Freij, is one of the most decorated officers inSyrian military history and hails from the Sunni heartland of Hama.The two most powerful intelligence chiefs, Ali Mamlouk and MohammadDib Zaitoun, have remained loyal to the Syrian government--and are bothSunnis from influential families. The now-dead and dreaded strongman ofSyrian intelligence, Rustom Ghazaleh, who ruled Lebanon with an ironfist, was a Sunni, and the head of the investigative branch of thepolitical directorate, Mahmoud al-Khattib, is from an old DamasceneSunni family. Major General Ramadan Mahmoud Ramadan, commanderof the Thirty-Fifth Special Forces Regiment, which is tasked withthe protection of western Damascus, is another high-ranking Sunni,as is Brigadier General Jihad Mohamed Sultan, the commander of theSixty-Fifth Brigade that guards Latakia.The history of the Syrian Army that Hafez al-Assad built is instructivetoday. As president, the elder Assad brought senior members ofthe Syrian Air Force into the military high command. Naji Jamil(another Sunni) served as air force chief from 1970 to 1978 and waspromoted to the General Staff committee overseeing defenses on theIraqi border. Another air force commander was Muhammad al-Khuli,who until 1993 held coveted logistical positions between Damascusand Lebanon. Other prominent officers above the rank of Brigadierin military and civil defense positions post-2000 were Sunnis,including Rustom Ghazaleh, Hazem al Khadra and Deeb Zaytoun. Since1973, the strategic tank battalions of the Seventieth Armored Brigade,stationed near al-Kiswah near Damascus, have had rank-and-file Alawisunder the command of Sunni officers. As well, two of the most decoratedofficers who rose to be Chief of General Staff under Bashar al-Assadwere Sunnis: Hassan Turkmani and Hikmat Shehabi.>From the 1970s until the 1990s, the Syrian Arab Army had a mandate tostabilize Lebanon. During these years, it worked to outmaneuver boththe IDF and the U.S. Marines by supporting various proxies in Lebanon.In post-Saddam Iraq, the Americans could never understand whichelements of both the Sunni and Shia insurgencies were supported bySyrian military intelligence, much of this owing to the stealth withwhich the Syrian Army controlled various Iraqi agents dating back tothe Lebanese civil war.The Syrian Arab Army is also the only Arab army with multipleChristians serving as generals. The most famous of these was DaoudRajha, the Greek Orthodox army chief of staff. The two most influentialLebanese Christian leaders, now on the verge of becoming the nextpresident of Lebanon, are Michel Aoun and Suleiman Franjieh, who arealso allies of the Syrian Arab Army and President Assad. Deir al-Zouris an entirely Sunni city which has held out against ISIS encirclementfor two years--and is commanded by the Druze General Issam Zahreddine.The fact remains: The moderate Syrian opposition only exists in fancysuits in Western hotel lobbies. It has little military backing on theground. If you want to ask why Assad is still the president of Syria,the answer is not simply Russia or Iran, but the fact that his armyremains resilient and pluralistic, representing a Syria in whichreligion alone does not determine who rises to the top.
