United States Secretary of State Hillary Clinton spent only about 18 hours in Armenia, but it was a few minutes Monday mid-morning that took the spotlight of the brief visit for Armenians looking for intent in gesture. Clinton left Yerevan at about noon today for Tbilisi, Georgia, the final stop on a five-country diplomacy tour, but before leaving the Armenian capital she visited the Armenian Genocide Memorial where she laid roses at the Eternal Flame. It is not unusual for diplomats to include a visit to Tsitsernakaberd (the memorial), however speculation over whether Clinton would make the customary walk included debate over whether the simple act might also have a political subtext. Soon after Clinton went to Tsitsernakaberd, the US Embassy in Armenia put out a press release clarifying that Clinton’s visit was not official. Clinton attended the memorial in the company of US Ambassador Marie Yavonovitch and Director of the Genocide Museum-Institute Hayk Demoyan. No representative of the Armenian Government accompanied her. In summarizing the secretary’s 18-hour visit, the embassy said “. . . The Secretary also made a private visit to the Memorial at Tsitsernakaberd as a sign of respect for the 1.5 million Armenians who lost their lives in 1915.” A detail that is likely to draw speculation as Armenians look for any subtle sign, is that the sash across the wreath laid by Clinton identified it as “From Secretary of State Hillary Rodham Clinton”. As a senator, Clinton was a staunch supporter of US resolutions recognizing the Genocide and promised to see legislation passed to that effect. But as Secretary of State, she has just as staunchly stood against the current House Resolution, saying that passing such legislation would hurt US relations in the region, specifically with Turkey. Following Clinton’s visit today, Giro Manoyan, Director of the International Secretariat of the Armenian Revolutionary Federation (Dashnaktsutyun) Bureau in Yerevan, told ArmeniaNow: "There seems to be some contradiction between what the US Embassy in Yerevan has announced about her visit to the Genocide Memorial and what's written on the wreath that she placed there. In any event, if Hillary R. Clinton did not visit the Armenian Genocide Memorial in her capacity as the US Secretary of State, then the US Secretary of State has insulted Armenia and the Armenians for not doing so. Armat Posted July 5, 2010 Report Share Posted July 5, 2010 Its in US interest to keep the truce even if there is no agreement for peace.US and EU have lot of investments in AZ to jeopardize with new war.I think Aliev got this massage clearly.Clinton did mention to Aliev about recent june 18 border conflict.In all practical purposes US goal is to isolate Iran (more like Jewish lobby goals but they control US foreign policy anyway)and both AZ and AR are important.JUst a footnote US embassy in Armenia is the largest in the region.I believe its the biggest CIA operation base station in the region. I have seen blurbs about her visit to baku and Tiflis, but not even a mention of the A word. Hayk Demoyan, Director of the Armenian Genocide Museum-Institute in Yerevan, says that the visit of the US Secretary of State to Armenia is a historical event in itself. Of course, we would like the visit to have another format, I mean, (an official) visit, within the framework of which both the visit to the museum and planting a fir-tree in the Memorial Alley would be included. However, even the private visit is extremely important and historical, Demoyan told ArmeniaNow. Nevertheless, it was not possible to pass souvenirs personally to Clinton even at the private visit. According to Demoyan, a historical medal issued by the American Near East Relief Committee in early 1920s to award the organizations employees for their work in Armenian and Middle Eastern orphanages was sent to Clinton even in the evening preceding her visit, because Clinton wanted to have a look at it. A photo, depicting Armenian orphans in the American orphanage in Alexandrapol (present-day Gyumri), where children stand to form a sentence: America, we thank you, was received on Clintons behalf by her bodyguards, as Demoyan says, for security reasons. Controversial opinions on Clintons visit are voiced in Diaspora. According to the Armenian National Committee of America (ANCA), it (visit) was a missed opportunity and a step lacking a material movement, whereas, the Armenian Assembly of America (AAA) highly appreciates Clintons overture. Given the secrecy surrounding this visit, and the absence of any publicly released remarks much less a full and formal statement recognizing the Armenian Genocide by the Secretary it would seem at this point, sadly, that this visit, while holding certain special importance in its own right does not represent material movement toward proper U.S. condemnation and commemoration of this crime. This visit truly was a missed opportunity for the Secretary and for America, ANCA reported. Nevertheless, AAA thinks that Clintons visit provides new impetus to affirmation efforts. This was an important symbolic act and is appreciated. Even though the US Secretary of States visit to Armenia was private, it roused a great response in Turkey, too. Hurriyet Daily writes that the US Secretary of States visit to Tsitsernakaberd was shocking. The daily writes that Deputy Chairman of the Parliamentary Commission on Foreign Affairs of Erdogan-led Justice and Development Party (AKP), Mehmet Ceylan, said: Hillary Clintons visit is unacceptable within the context of the suspended protocols. The visit is of grave concern. The writing on the ribbon is not a coincidence but a warning of what to come which will never come, why lose a weapon that can be used over and over again.
