Here is the article in full. Azerbaijan is ready to open its border with Armenia and establish formal relations if Yerevan returns five occupied regions adjacent to disputed Nagorno-Karabakh, an Azerbaijani official has said. Azerbaijan Ministry of Foreign Affairs spokesperson Elkhan Polukhov told Today’s Zaman on Tuesday that Azerbaijan may consider opening its borders with Armenia in case of a breakthrough in the Nagorno-Karabakh conflict. “It has been said in earlier statements from Azerbaijani officials that Azerbaijan is ready to open borders and restore dialogue with Armenia if the first stage of a plan to resolve the conflict is implemented,” he said. Explaining Azerbaijan’s firm position on what it means as the first stage, Polukhov said it would involve the return of five regions adjacent to Nagorno-Karabakh, a territory heavily populated by ethnic Armenians, without conditions and a certain date set for the return of two neighboring cities, Kelbecer and Lachin. These two towns constitute a corridor for Nagorno-Karabakh’s Armenians to mainland Armenia and are of great significance for a possible unification with Armenia. Azerbaijan, a close ally of Turkey and a key natural gas supplier for the proposed Nabucco project destined to reach Europe, earlier criticized Turkey’s own plans to open its border with Armenia, closed in 1993 in a show of solidarity with Azerbaijan in its war with Armenia over Nagorno-Karabakh. Commenting on the Turkish-Armenian rapprochement, the spokesperson said Azerbaijan had clearly stated its position that the opening of borders between Turkey and Armenia is not in line with the national interest of Azerbaijan at this point. During his visit to Baku in mid-May, Turkish Prime Minister Recep Tayyip Erdoğan reiterated that the borders would not open unless there were a breakthrough in the Nagorno-Karabakh conflict. Talking about further steps, Polukhov also said that after these developments, there will be negotiations on the return of internally displaced persons (IDPs) to the occupied regions. When these conditions are met, “Both railways and highways between the two countries will be operational,” the spokesperson said. Azerbaijan has nearly half a million IDPs and refugees who fled from Armenia and Nagorno-Karabakh during the clashes with Armenians. However, as they are granted citizenship, they are no longer regarded as IDPs or refugees. There are several hundred thousand Armenians who fled to Armenia from Azerbaijan during the collapse of the Soviet Union. Polukhov said it is too early to discuss the mandate and structure of peacekeeping forces in returned lands. Armenia and Azerbaijan fought a full-scale war over the disputed territory of Nagorno-Karabakh in the early 1990s. The Armenian side claims that Nagorno-Karabakh’s Armenians were deprived of their basic rights under Azerbaijani rule throughout the century and the region either needs to be annexed to Armenia or be independent. The Azerbaijani side, however, argues that the solution to Nagorno-Karabakh’s problems should be found within Azerbaijan’s territorial integrity. Azerbaijan agrees to grant a high level of autonomy to Nagorno-Karabakh’s Armenians. Ashot
Member of the Sardarapat movement, commander of the Shushi special military detachment Jirair Sefilyan says Serzh Sargsyan's interview with Radio "Ekho Moskvi" goes to show one thing. "It showed once again that Serzh Sargsyan and the political administration apparently have nothing to do with the Armenian people. If the map of the Autonomous Region of Mountainous Karabakh is still familiar to people like Serzh Sargsyan, then that is their problem." Sefilyan is not surprised by Serzh Sargsyan's statement according to which the liberated territories were some regions of Azerbaijan that were under control for the creation of a security zone. "This is not the first time that I am hearing such ignorant thoughts from someone who has seized the big chair. We have refused to give advice to these authorities a long time ago. We are certain that there will come a time when we will be free from this regime. The authorities remained uneducated and we will be hearing similar statements until their last day in power." The commander of the Shushi special military detachment deemed it necessary to remind Serzh Sargsyan that those who liberated the territories had no doubt that they were liberating the homeland and not creating a security zone. "The question is that the authorities have never realized that they have nothing to do with leading a war and that they have simply played the role of servants. Our people won the war." According to Jirair Sefilyan, through his interview, Serzh Sargsyan is telling intermediaries that he is ready for anything, but there is no need for that. "Today even the international community has realized that the best way of solving the Artsakh issue is to maintain the "status-quo". The commander of the Shushi special military detachment is surprised by Serzh Sargsyan's statement according to which Armenia will recognize the NKR's independence in case Azerbaijan declares another war. "Does this mean that Armenia will not recognize the NKR in case Azerbaijan doesn't declare a war for 40 years? That is absurd. In general, I consider all discussions on Armenia recognizing the NKR's independence or not as ridiculous. There is no sense in raising such issues during the tenure of the current regime." Arpa
History? ala alioghlu!---http://asbarez.com/96828/aliyev-continues-to-revise-history/Aliyev Continues to Revise HistoryBAKU (APA)—Azeri President Ilham Aliyev, in remarks Tuesday to the World Azerbaijani Congress, claimed that Yerevan and Zangezur were Azeri lands that were “granted” to Armenia, adding that Azerbaijan would spare no effort, including military, to ensure what he called its territorial integrity.“Armenia knows very well that they are guests in nagorno-kakabakh. The Armenian state was established in historical Azerbaijani land – Yerevan and Zangazur. The Turkic world was geographically separated, as Zangazur was given to Armenia,” said Aliyev while pledging to continue the talks.Aliyev added that ensuring Azerbaijan’s territorial integrity is one of the major issues facing the country. In his speech he noted that international organizations had passed resolutions on the kakabakh problem, which remained unfulfilled because of what he described as Armenia’s “unconstructive position”.“Yerevan has to understand that Azerbaijan’s potential cannot be compared with Armenia’s capability. Azerbaijan’s economic potential is ten times greater than Armenia’s economic potential. Armenia has no power to compete with Azerbaijan. Azerbaijan’s military expenditure is 50 percent more than Armenia’s budget,” the president said, echoing remarks made in his speech at a military parade on June 26, Armed Forces Day.
