Well, solitary confinement can be considered psychological torture because the victim gets absolutely no contact with anyone except prison staff at various times. It's often used under the pretext that the criminal is a danger to others (or himself) and is given to the most notorious criminals. So it's in the eye of the beholder as to if it is cruel or not. As to why the US use it...lol well the US is not the best example to follow when it comes to prisons anyway... at least internationally. Its record in Guantanamo is not very clean, nor was it in Abu Ghraib. There's all kinds of problems surfacing from Guantanamo these days such as waterboarding which is a much more direct way of torturing a prisoner. Also, there's all kinds of secret CIA prisons in Eastern Europe where anything and everything can happen because on paper, the prison nor the prisoners do not exist.
