If the translation is written in short, or easily divisible sentences, then it is just a matter of pasting them into the frames using video editing software. Making the sentences easily readable, allowing time for them to be read, and maintaining the natural flow of the words is more important than accurately placing the exact sentences onto exactly the correct points of the video.
