  11. Seventeen percent of murders in Armenia are committed in families. “We have cases when a child cannot attend classes for weeks or can appear in a stressful situation when under threat.   13. Andranik Astoyan, a resident of Armenia’s Gyummri city, lived in a domik – wagon-like temporary tin shelter – with his four children until January 16. The 60-year-old man has no job and the entire family lives on the monthly allowance of 24 000 drams. The father is unable to satisfy the most basic needs of his family. Recently, he had to send his teenage daughter to an orphanage in Gyumri.   14. “Nothing will change in the country if Serzh Sargsyan steps down as the head of the country,” public and political figure Ashot Manucharyan said on January 31 when speaking about the April parliamentary elections. He says breakthrough changes in the country imply a change in the philosophy of the political elite. “The oligarchy, the political elite knows that the power is given to someone to achieve fame, opportunities and money. The recovery of the country is impossible unless there is philosophy and ideology. Have you ever heard an ideological offer that has allured you? Everyone promises to fight against corruption and monopolies. But those are only promises,” Mr Manucharyan said. The political figure says there is no need to have expectations from alliances. He says the change of power is necessary; otherwise, shakes will be inevitable. “We need major and crucial changes, people need to believe that a new page has opened but none of the political parties offers such changes in their programs,” Mr Manucharyan said. Speaking about the decision of some officials to join the ranks of the opposition ahead of the April 2 vote, he said such things happen around the world. “It shows how unstable the situation is, the government is torn apart and collapses can occur at any moment.   18. On January 26, the French Constitutional Council ruled against the criminalization of genocide denial. Armenia’s Foreign Minister Edward Nalbandian is not particularly concerned about the decision. “The most important is that all political forces in France hold the same opinion on the genocide issue and condemn it,” Edward Nalbandian told a press conference today. The Armenian FM added that Armenia and the European Union are close to the final stage of negotiations on a new Framework Agreement. “We have held eight rounds of negotiations since the start of the talks in December 2015. The next round of negotiations is expected in February. I think we are close to the final stage, as we’re reached agreement on the overwhelming majority of the provisions of the new agreement, both political and economic ones,” Mr Nalbandian stressed in his speech. An important EU delegation is excepted to visit Armenia in the near future. “I think we’ll be able to declare [in the near future] that we have completed the negotiations,” Edward Nalbandian said. On January 28, Armenian Prime Minister Karen Karapetyan was to pay a working visit to Gyumri city but the visit was postponed because of unfavorable weather conditions, Gyumri Mayor Samvel Balasanyan told Tsayg TV.   25. A wedding ceremony was held in one of the cemeteries in Shirak marz. The governor of the region, mayor of Gyumri city and members of the Yerkrapah Volunteer Union [embracing Karabakh war veterans] today visited the cemetery to paid tribute to the memory of the sons of the Armenian nation who died in the Artsakh war and in the four-day war in Karabakh last April.
