<p style="font-size:16px;font-family:'Droid Serif', Helvetica, Arial, sans-serif;color:rgb(51,51,51);">The lawmakers condemned Azerbaijan’s aggression and demanded that the Azerbaijani armed forces immediately and completely withdraw from the territory of the Republic of Armenia. They also urged the EU External Action Service to put pressure on Azerbaijan to stop and prevent the violation of the territorial integrity of Armenia.</p><br>
<p style="font-size:16px;font-family:'Droid Serif', Helvetica, Arial, sans-serif;color:rgb(51,51,51);">“Unlike the EEAS’s declaration, the letter of the MEP’s clearly calls the aggressor by its name. The EU needs to put pressure on Azerbaijan with concrete measures, in order to ensure the immediate and complete removal of the Azerbaijani Armed Forces from the sovereign territory of the Republic of Armenia,’’ said EAFJD President Kaspar Karampetian, who also welcomed the initiative by the European lawmakers.</p><br>

With U.S. sanctions on Iran going into effect this month, Iranians in Armenia are beginning to feel the pinch. Iranian citizens discovered their bank accounts are being frozen, and banks across the country have implemented similar policies affecting all clients who list Iran as their place of birth regardless of ethnicity or current citizenship. <strong>As such, even ethnic Armenians living in Armenia with Armenian citizenship (i.e. repatriates), who happen to be born in Iran, are being affected. Other repatriates complained that banks forbade them from holding Dollar or Euro accounts, despite holding Armenian Citizenship.</strong></p><p>
Repat Armenia, a non-profit organization dedicated to helping Diaspora Armenians relocate to Armenia, estimates that up to 10,000 Iranian-Armenians have chosen to make Armenia home since Independence. A more significant number still have business interests or maintain residences here. Several thousand Iranian expats also live in Armenia. Most are involved in business or study at the local universities. In short, the contributions of this demographic of Iranian-Armenian Diasporans are strategic. This makes banks blindness to them worrisome.</p><p>
The Central Bank, for its part, announced it had not instructed Armenian banks to take such a measure, meaning that the policy has been implemented independently by the countrys private financial institutions.</p><p>
Iranian nationals in other countries have reported similar asset freezes. Despite the European Union refusing to back Washingtons trade embargo, some European banks have already begun refusing to process payments made by Iranian-registered companies doing business in the EU.</p><p>
The sanctions come after the Trump administration unilaterally pulled out of the Obama-era Joint Comprehensive Plan of Action (known colloquially as the Iran Nuclear Deal) citing its perceived failure. The leaders of Great Britain, France and Germany, all of whom are signatories to the deal have expressed regret and concern at the decision to reimpose sanctions in a joint statement.</p><p> </p><p>
The new sanctions have placed Armenia, which maintains good relations with Iran and depends on it for trade, in an awkward position. Prime Minister Nikol Pashinyan made clear to U.S. National Security Advisor John Bolton, during a working visit to Yerevan, that his government respects the foreign policy priorities of other nations, but the Republic of Armenia has its own national and state interests which do not always coincide with the interests and ideas of other countries.</p><p>
Eight countries, including Turkey, have secured temporary exemptions from sanctions due to their high dependence on Iranian oil. U.S. expectations of Armenia remain unclear with no information about any agreement being available to the public. Although a delegation from the U.S. Departments of State and Treasury met with the Armenian Ministers of Foreign Affairs, Economic Affairs and Energy last week for outlining areas for cooperation, no official statements have been released.</p><p>
Previous administrations traditionally turned a blind eye to Armenias continued trade relationship with Iran. Armenian officials quietly complied American requests to closely monitor Iranian financial transactions going through Armenian banks to alleviate money laundering concerns. Boltons recent comments that the Trump administration would administer the Iran sanctions very vigorously has put this long-standing gentlemans agreement into question.</p><p>
Boltons short visit last month caused a stir in Armenia. His insistence that Armenia comply with US sanctions was criticized as imperialistic in tone. The National Security Advisor appeared satisfied with his trip though, tweeting Yesterday I had a nice visit to Armenia, an important friend in the region. I enjoyed productive conversations with the Prime Minister and his national security team. He also acknowledged Armenias particular need for trade with Iran, explaining to an RFE/RL reporter Obviously, we dont want to cause damage to our friends in the process.</p><p>
With the uncertainty over the sanctions continuing, Iranian-Armenians living in Yerevan brace for more difficulties.</p><p> </p><p>

The two groups came under scrutiny after organizing in 2013 an all-expenses-paid visit to Azerbaijan by 10 members and 32 staffers of the U.S. Congress.</p><p style="font-size:15px;color:rgb(49,49,49);font-family:'Open Sans', sans-serif;">The Washington Post reported in 2015 that the trip was secretly funded by Azerbaijan’s state-owned oil company SOCAR in violation of U.S. congressional rules. Citing a confidential report by the U.S. Office of Congressional Ethics, the paper said that through the groups headed by Oksuz SOCAR spent $750,000 for that purpose.</p><p style="font-size:15px;color:rgb(49,49,49);font-family:'Open Sans', sans-serif;">The report led the Ethics Committee of the U.S. House of Representatives to launch an inquiry. Oksuz reportedly refused to testify in the probe.</p><p style="font-size:15px;color:rgb(49,49,49);font-family:'Open Sans', sans-serif;">The Armenian police revealed on Thursday that Oksuz subsequently moved to Armenia and set up a company there. In a statement, the police said that U.S. law-enforcement authorities issued an international arrest warrant for him on August 23.</p><p style="font-size:15px;color:rgb(49,49,49);font-family:'Open Sans', sans-serif;">The American citizen of Turkish descent is wanted in the United States for lying to the House Ethics Committee about foreign funding received by his organizations, the statement said, adding that he was arrested in Yerevan on Wednesday.</p><p style="font-size:15px;color:rgb(49,49,49);font-family:'Open Sans', sans-serif;">The police also released a short video of Oksuz’s first interrogation. Oksuz was shown admitting that SOCAR, which is closely linked to the Azerbaijani government, covered the travel expenses of the U.S. officials and gave them expensive gifts in 2013. “That may have been corruption, I don’t know,” he said.</p><p style="font-size:15px;color:rgb(49,49,49);font-family:'Open Sans', sans-serif;">It was not clear why he decided to relocate to Armenia, a country that has strained relations with both Turkey and Azerbaijan. After fighting in the legendary resistance group Manouchian, Tchakarian’s historical and memorial tasks occupied him for the rest of his long life. The U.S. has thus far resisted the calls for extradition on grounds that sufficient evidence against Gülen has yet to be presented by the Turkish government.  Gülen, founder of the worldwide Hizmet or Service movement, currently resides in exile in Pennsylvania. semi-automatic handguns and ammunition to President Erdogan’s bodyguards was first reported by The New York Times reporter Nicholas Fandos. The request for Congressional review of the matter was submitted on the eve of the May 16 attack in front of the Turkish Ambassador’s residence in Washington, DC, videotaped live by the ANCA’s Hamparian; that attack sent peaceful protesters to the hospital. When they came out of the church, a group of Turkish nationalists started to throw stones towards them, shouting ‘You deserve death’.</p><p style="font-size:14px;">In an article published in Artı Gerçek, Ozuzun highlights that the incident is nothing more than a demonstration of hatred and racism, urging the law enforcement agencies to ensure the safety of their citizens.</p></div><p> </p>]]></description><guid isPermaLink="false">75717</guid><pubDate>Tue, 19 Sep 2017 09:36:03 +0000</pubDate></item><item><title>Court to Rule on Collection of Looted Artifacts</title><link>https://hyeforum.com/topic/66983-court-to-rule-on-collection-of-looted-artifacts/</link><description><![CDATA[<p>Court to Rule on Turkish Dealer’s Collection of Looted Artifacts</p><p> </p><p> </p><p>MUNICH, Germany (Cyprus Mail)—A German court is set to issue a final decision on the fate of 85 artifacts stolen from Turkish occupied areas of Cyprus, including fragments of painted church walls, an Armenian gospel manuscript, and some 40 prehistoric antiques, the Cyprus Mail reports.</p><p>The Court of Appeal of Munich is expected to issue its final decision in relation to some of those items found in the possession of a Turkish dealer, Aydin Dikmen. A total of 173 stolen artifacts found in Αydin Dikmen`s posession in Munich were repatriated to Cyprus last October.</p><p>On Wednesday, a hearing took place in the Court of Appeal in Munich, where the German judge proposed an out of court settlement by the 13th of February, 2015; otherwise, the Court will issue its final decision by March 16, 2015.</p><p>Bishop Porphyrios of Neapolis said that the Church of Cyprus and the Law Office of the Republic of Cyprus will try to reach an amicable settlement with the other party provided that “the settlement is reasonable and will allow the repatriation of all Cypriot treasures”.</p><p>Turkish art smuggler Aydin Dikmen had his headquarters in Munich and channeled the loot taken from the occupied areas through Turkey to the rest of the world. One of the biggest cases of illicit trading in antiquities involving Aydin Dikmen was the plundering of the wall paintings from the church of Agios Euphemianus and the 6th century wall mosaics from the Church of Panagia Kanakaria in the occupied areas of Cyprus.</p><p>In October and November 1997 the German Police raided apartments maintained by the Turkish dealer in Munich. The number of works of art they uncovered was astonishing: treasures were found from about fifty looted churches in Turkish-occupied Cyprus.</p><p>The records kept by the Turkish illicit dealer in antiquities have been lodged as exhibits at the Bavarian Court. The detailed way in which he kept his records is unprecedented: photographs and sketches prior to the theft of the mosaics and wall paintings, during their removal and after, as well as copies of the mosaics intended to be sold as originals in the illicit antiques trade.</p><p>The uncontrolled situation in the Turkish-occupied area of Cyprus after the Turkish invasion in 1974 has fostered the development of a network of dealers in illicit antiquities whose aim was to sell out the cultural heritage of Cyprus. With the encouragement and help of the Turkish army, the trade in illicit antiquities has brought great profit to those involved, and Cypriot treasures already adorn private collections in a number of countries including Turkey, Russia, Switzerland, Holland and the UK, and even as far as the US, Australia and Japan.</p><p>More than 500 churches situated in the areas under Turkish occupation since 1974 have been destroyed, plundered and looted or turned into stables, warehouses, restaurants and hotels. Also, a number of flag-waving members of the Grey Wolves, a Turkish supremacist, far-right and neo-fascist organization, were spotted at the demonstration.</p><p>“Death to the Armenian dogs! Death! Death!” Leylani shouted, among other things, according to <em><a data-ipb="nomediaparse" href="http://www.gp.se/nyheter/sverige/tal-p%C3%A5-sergels-torg-d%C3%B6d-%C3%A5t-de-armeniska-hundarna-1.185463" rel="external nofollow">Göteborgs-Posten</a></em>.</p><p>This triggered an investigation to find out whether the Turkish National Association reflects the basic requirements of democratic values.</p><p class="">“This statement was not consistent with respect for human equality and human rights, and therefore we [initially] started this investigation on our own initiative,” says Anders Hagquist, communications director at the National Agency for Youth and Civil Society, MUCF.</p><p>Barbaros <a data-ipb="nomediaparse" href="http://www.armradio.am/en/2016/04/11/insulting-remarks-about-armenia-force-resignation-in-sweden/" rel="external nofollow"><em>Leylani was forced to apologize and leave his post at the union</em></a>. However, his confrontational statements are not the only thing that is now being investigated, according to Anders Hagquist. Numerous minority organizations and former members of the Turkish National Association have formally <a data-ipb="nomediaparse" href="http://www.sweden.mfa.am/en/news/item/2016/04/11/statement/" rel="external nofollow">criticized</a> the organization’s texts and speeches for being “hateful.”</p><p>“We have received many complaints in the past and now we need to examine them again, considering the recent situation,” he said.</p><p>Earlier, Sweden’s <a data-ipb="nomediaparse" href="http://www.armeniska.se/" rel="external nofollow">Armenian National Association</a> reported the incident to the police.</p><p class="">“I was very, very worried when I saw the clip. This is very unnerving,” president Garlen Mansourian told TV4.</p><p>Despite the frequent complaints, the Turkish National Association has continued to receive state support of over half a million krona per year. According to the news portal <a data-ipb="nomediaparse" href="http://nyheter24.se/debatt/838904-stoppa-bidragen-till-rasisterna-i-turkiska-riksforbundet" rel="external nofollow">Nyheter24</a>, the state aid from MUCF (whose primary aim is to combat racism and promote integration in Sweden) amounted to 630,000 krona (roughly 80,000 dollars) last year alone. Now, MUCF may very see its funding cut, which spells doom.</p><p>This would be a disaster for the Turkish National Association, Union Secretary Yasin Ipek told <a data-ipb="nomediaparse" href="http://sverigesradio.se/sida/artikel.aspx?programid=83&amp;artikel=6418168" rel="external nofollow">Swedish Radio</a>.</p><p class="">“We would probably go out of business and cease to exist as an association,” he said.</p><p>Yasin Ipek believes that last week’s debate was unfair.</p><p class="">“We are neither racists nor fascists. You cannot punish the whole union because of one person,” he says.</p><p>According to the Swedish <a data-ipb="nomediaparse" href="http://www.riksdagen.se/sv/dokument-lagar/dokument/skriftlig-fraga/stod-till-organisationer-och-foreningar_H3111118" rel="external nofollow">Riksdag</a>, which endorses state aid to minority societies, the Turkish National Organization is a large association, comprising over 12,000 members. Historic data reveals that before the quake and the landslide that destroyed the village, the latter was home to a 7th century St. Hakob Church. (Photo: Jacquelyn Martin/AP)</i></p><p>For the eighth and final time, President Obama this year will break his unambiguous 2008 campaign promise to declare that the mass killings of Armenians at the hands of Ottoman Turks in 1915 and 1916 amounted to “genocide,” a leading Armenian-American activist told Yahoo News on Thursday.</p><p><a data-ipb="nomediaparse" href="https://www.ushmm.org/information/exhibitions/online-features/special-focus/armenia" rel="external nofollow">According to the U.S. Holocaust Museum</a>, at least 664,000 and perhaps as many as 1.2 million Armenians “died in massacres, in individual killings, or as a consequence of systematic ill-treatment, exposure, starvation and disease.”</p><p>But officially designating the Ottoman Turks’ actions as “genocide” would have deeply angered Turkey, a NATO ally and a pivotal player in the coalition Obama has assembled to wage war on the Islamic State in neighboring Syria. Turkish governments have sharply disputed the figures of Armenian dead and categorically rejected the “genocide” label.</p><p>Aram Hamparian, executive director of the Armenian National Committee of America, told Yahoo News shortly after a briefing from Obama aides at the White House that the president would once again stop short of using the term “genocide” in his annual statement about the tragedy.</p><p>“We took from today’s meeting at the White House that the president will end his tenure in office as he began it, caving in to Turkish pressure and betraying his own promise to properly recognize the Armenian genocide,” Hamparian said by telephone.</p><p>Hamparian told Yahoo that Obama’s annual statement, usually issued on April 24, was not finished yet but that the officials were very clear that it would not deviate from past years in which he has shunned the term “genocide.” White House officials declined to comment.</p><p>Hamparian said this year’s decision carried a special sting because <a data-ipb="nomediaparse" href="https://www.yahoo.com/news/isis-committing-genocide-against-christians-144946484.html" rel="external nofollow"> the Obama administration recently applied the “genocide” label </a> to atrocities carried out by the Islamic State, also known as ISIS.</p><p>“There’s absolutely no excuse” to withhold the same designation in the Armenian case, he said.</p><p>As a senator, Obama supported but did not co-sponsor a 2007 resolution calling for the use of the term “genocide” when discussing the Armenian tragedy. (Hillary Clinton, then a senator, co-sponsored the measure. As secretary of state, however, she did not use the term. Aides to her presidential campaign did not return emails seeking her current position.)</p><p>And when he was running for the presidency in 2008, Obama could hardly have been clearer.</p><p>“My firmly held conviction [is] that the Armenian genocide is not an allegation, a personal opinion or a point of view, but rather a widely documented fact supported by an overwhelming body of historical evidence,” he said in a statement. “<a data-ipb="nomediaparse" href="http://www.armenian-genocide.org/Affirmation.413/current_category.4/affirmation_detail.html" rel="external nofollow">As president I will recognize the Armenian genocide.”</a></p><p>Once in office, however, Obama’s grip on that conviction apparently loosened, and he joined other presidents like George W. Bush in <a data-ipb="nomediaparse" href="https://anca.org/press-release/george-w-bush-recognizes-armenian-genocide/" rel="external nofollow">saying one thing during the campaign</a> and <a data-ipb="nomediaparse" href="http://georgewbush-whitehouse.archives.gov/news/releases/2001/04/20010425.html" rel="external nofollow">another from the Oval Office</a>.</p><p>In 2015, the 100<sup>th</sup> anniversary of the tragic events, Obama’s statement referred to “Meds Yeghern,” Armenian for “the great calamity.” He also included a reference to Raphael Lemkin, the Polish-Jewish lawyer who coined the term “genocide” during World War II.</p><p>Pope Francis referred to the same events as “the first genocide of the 20<sup>th</sup> century.” In 1981, then president Ronald Reagan referred to “<a data-ipb="nomediaparse" href="http://www.presidency.ucsb.edu/ws/index.php?pid=43727" rel="external nofollow">the genocide of the Armenians</a>.”</p><p>Forty-three U.S. states have recognized the Armenian genocide. She was found dead by her daughter, Zadik Kuchuk, who was visiting her.
