Armenian Genocide Museum project was launched in Uruguay

MONTEVIDEO (Diario ARMENIA).- The presentation of the project of Armenian
Genocide Museum in Uruguay was launched on Wednesday July 17. The project
was organized by the authorities of the Ministry of Education and Culture
and Centennial Commemoration Commission of Armenian Genocide of the Armenian
Community Organizations of Uruguay.

The Museum will be the first one created by initiative of a State outside
the territory of Armenia.

Uruguayan Undersecretary of Education, Oscar Gomez, said that the initiative
"ratifies the Uruguayan policy of defense of human rights". Gomez recalled
that Uruguay was the first country in the world to recognize the Genocide in
1965.

"The Museum will not only refer to the Armenian Genocide, but also to the
defense of human rights in general and the recognition of other genocides,
such as the Holocaust or the Africans genocide during slavery", he added.

They may be 8,000 miles apart, but Uruguay and Armenia have a history
together. And, so, perhaps it should come as no surprise that the
Latin American country is slotted to become the first state apart from
Armenia to build a museum dedicated to Ottoman Turkey's World-War-I-era
slaughter of ethnic Armenians.

The museum in Montevideo is scheduled to open in 2015, on the
centennial anniversary of the killings, and will have rooms dedicated
to other genocides as well, local officials say.

Armenia's tensions with Turkey over the massacre play out in various
venues around the world, and national takes on the subject tend to
be commensurate with the size and influence of Armenian Diasporas.

Uruguay is home to one of the oldest Armenian communities in South
America and many of its members are descendants of victims of the
killings. Several Armenian churches, and non-profit groups exist,
along with Armenian-language radio stations and a newspaper.

In 1965, Uruguay became the first country - even ahead of Armenia
itself, which was under Soviet rule at the time - to recognize the
massacre as genocide. It once even mulled recognition of Nagorno
Karabakh, an ethnic-Armenian disputed territory that most of the
world places under Azerbaijan's jurisdiction.

Turkey views the massacre as a casualty of war and resists Armenian's
struggle to secure international recognition of the slaughter
as genocide. It has not yet responded to the Uruguayan museum's
construction.

A decision has been made to build an Armenian Genocide museum in
Uruguay. Head of the Hay Dat office of the Southern America Hakob
Tabakyan informed about this Armenpress.am.

"Uruguayan Government agrees with the idea. We hope to manage to
build the museum before the 100th anniversary of Armenian Genocide",
he said. According to Tabakyan, now the plan is worked out to manage
the work. Especially the place of museum is under discussion.

"We are discussing where and how to build the museum. The most
important thing now is to fulfill the plan", said Mr. Tabakyan.

Referring to the 100th anniversary of Armenian Genocide he underlined
that there are various plans which must be fulfilled in North America's
countries.

Mr. Tabakyan also hopes that the Republic of Armenia will expand its
cooperation with the North American countries and will consider them
to be its counterparts.

Astorispoke at Carrasco International Airport with one of the members
of the Armenian National Committee of Uruguay about the objectives
of his official visit to Armenia.

"The Armenian Genocide will live forever in our memory. There is no
history or future without memory" remarked Astori.

"I hope my journey would help to further deepen our ties of friendship
with the great country of Armenia".

During the term of President Jose Mujica ending next March 1, a number
of official visits to Armenia were conducted. Foreign Minister Luis
Almagro, Minister of Tourism and Sports Liliam Kechichian and Under
Secretary of Foreign Ministry Luis Porto traveled to Armenia on
official visits. The President of the House of Representatives Jorge
Orrico also visited the Republics of Armenia and Nagorno Karabakh
with a multiparty delegation of legislators and businessmen in 2012.

The Turkish president arrives and Armenians will show repudiation
 
 
 
It is expected that on February 7 and 8 visit Uruguay in the framework of a tour of Latin America, the controversial Turkish President Recep Erdogan and the local Armenian community, which has some 15,000 members, is on alert. Uruguay has a strong commercial relationship with Turkey, a country to which last year it sold merchandise for US $ 263 million, mainly cattle on foot and, to a lesser extent, cellulose and tissues.
 
But at the same time, it is one of the states that recognized the genocide of the Armenian people, that is to say the massacre of members of that community by the Turkish state, in 1915. The number of victims is calculated between 600,000 and 1, 8 million. The Turkish Republic, the successor of the Ottoman Empire, denies genocide to this day with the argument that the deaths were not the result of a plan of deliberate extermination. The genocide gave rise to the diaspora of the Armenians all over the world. Sources from the Frente Amplio assured El País that beyond the fact that the government will receive Erdogan, no change is foreseen in the historical policy of the Uruguayan State to recognize the genocide.
 
Erdogan, 63, has been president of Turkey since August 2014. Previously, he was prime minister between March 2003 and August 2014, and former mayor of Istanbul (1994-1998) for the party called Refah.
 
According to El País, the Minister of Tourism, Liliam Kechichian, of Armenian origin and who usually participates in acts of commemoration of the genocide, informed Erdogan's visit to the organizations of the Armenian community in February. El País contacted the minister who limited herself to saying "nothing to declare". The minister will be on leave when Erdogan comes.
 
The Armenian community of Uruguay will meet tonight to discuss the way in which the rejection of Erdogan's visit will be manifested. In social networks, several members of the Armenian community already showed their repudiation. In one of the messages that already circulates on social networks is called to protest "against everything that this man and his accomplices represent."
 
The messages say that "today represents for many, especially for its victims, the head of a policy directed towards the most ruthless violation of human rights." "A man who pays, among other things, the denial about the genocide of the Armenian people," he adds.
 
The member of the Armenian community of Uruguay, Diego Karamanukian, told El País that "it is news that nobody expected since there is no international report and Uruguay is confused with Paraguay to mislead". Karamanukian added that the visit of a Turkish president "is an unprecedented fact since Uruguay was the first country to recognize the genocide."
 
Karamanukian considered that "there is no one who is going to greet the visit or to say welcome, is a questioned character in his country and is the Turkish ruler who put more obstacles in recent decades." He also explained that "we are clear that the Uruguayan government knows what the 1965 generation decided and over the years all the governments ratified." It is that Uruguay was the first country in the world to declare on April 24 as Day of remembrance of the Armenian martyrs.
 
Karamanukian said that "the Uruguayan government knows well the issue of genocide." For the Armenian journalist "it is a lie that the visit is due to economic reasons, the visit of a president is always political, he comes to try to generate in the world the opinion or the image that in Uruguay the doors are not closed".
 
In 1915, the Ottoman government ordered the deportation of the Armenians, a Christian community, to the deserts of Syria. TheOttoman participation in the world war opened with a resounding defeat before the Russians in the Caucasus front. Although the main reason was the disastrous strategy of the Ottoman commanders, the government, led de facto by a triumvirate of Turkish nationalists, attributed it to the alleged support of the Armenian local population to the Russian Tsar's troops.
 
On April 24, 1915, about 250 Armenian intellectuals and leaders from Istanbul were arrested and deported to Ankara, where they would be executed. It was the beginning of an ethnic cleansing plan that would be reflected in the Law of Transfer and Resettlement, approved on May 27.
 
The route, through the steppe of Anatolia and to the deserts of Syria, was the scene of death marches. With barely access to food or water, decimated by diseases, thousands of Armenians died on the roads. The columns of deportees were usually subjected to the harassment of the gendarmes and the attacks of bands of Kurds, Turkmen and Circassians, who in addition to depriving them of their belongings, kidnapped the girls to rape them or take them as wives.
 
Turkey is also questioned by the treatment of the Kurdish minority in its territory and by entering with its troops frequently to Syria to fight the Kurds of that country.
 
In July 2016 there was an attempted coup in Turkey that was stifled. Since then, Erdogan has been accused by some countries of accentuating the authoritarian character of his government. The process of Turkish entry into the European Union is frozen.
 
On April 25, 2015, the Armenian community in Uruguay commemorated the centenary of the Armenian genocide. In that instance that was developed in the Legislative Palace, the community received the support of all the political parties of Uruguay. President Tabaré Vázquez attended the event along with then Vice President Raúl Sendic who took the floor. In addition, the exmandatarios were Julio María Sanguinetti, Luis Alberto Lacalle, Jorge Batlle and José Mujica. The ceremony showed the cohesion of the political parties behind the claim of the people of Armenia, in commemoration of the centenary. On that occasion, the community gave recognition to Vázquez, Sanguinetti, Lacalle, Batlle and Mujica.

Erdogan cancels Latin America trip, local Armenian community planned protests



YEREVAN, JANUARY 31, ARMENPRESS. Turkish President Recep Tayyip
Erdogan suspended his official visit to Brazil, Uruguay and Venezuela
scheduled for early February. The government of Turkey planned a tour
of South America after meeting with Pope Francis at the Vatican on
February 5.

In recent days, many newspapers reported the dissatisfaction of the
Armenian community in Uruguay and possible demonstrations against the
visit of the Turkish leader.

According to Uruguayan sources, several agents of the Turkish
government traveled this week to organize the security of the
president. The Armenian National Committee of Uruguay explained that
"the negotiations prior to this eventual visit showed that Uruguay
continues to be a key objective of the negationist apparatus of the
Republic of Turkey due to the Uruguayan State policy of recognition
and condemnation of the Armenian Genocide."

The suspension of the trip also occurs in the framework of a major
military operation launched against the Kurds of Syria in Afrin on
January 20.

Uruguay and Armenia to open reciprocal embassies

Uruguay and Armenia will up their diplomatic relations by opening up reciprocal embassies in Montevideo and Erevan, it was announced Monday.

Uruguay's Foreign Minister Francisco Bustillo announced his official trip to Armenia, where he met with Prime Minister Nikol Pashinian.

According to a statement issued by the Uruguayan Ministry of Foreign Affairs, Bustillo also met with Armenia's acting Foreign Minister Armén Grigorian and with Economy Minister Tigran Sargsian.

“Both countries are convinced that these achievements will contribute to capitalize on the great potential of trade between Uruguay and Armenia, beyond geographical distances. Likewise, they will allow the consolidation of ties, which both countries see as very promising,” the statement pointed out.

Bustillo's agenda also included a visit to the local software company Synergy International Systems, which he linked to the Uruguayan Chamber of Information Technologies (CUTI) for joint developments.

“Regarding this extraordinary relationship that we have built over almost 30 years of diplomatic relations, Uruguay has decided to open an embassy here in Armenia,” Bustillo said during a joint press conference with Grigorian.

Uruguay's top diplomat also reported the signing of an agreement between two universities to “promote cooperation, the exchange of teachers and students, and the teaching of Armenian in Uruguay.”

He also expressed Montevideo's concern about the deterioration of the situation with peace and stability in the region due to the war between Armenia and Azerbaijan in 2020 for the control of Nagorno Karabakh and insisted on the need for a “peaceful solution to the conflicts”.

Grigorian, in turn, highlighted the high level of Armenian-Uruguayan relations. “We intend to take practical measures to develop cooperation in areas of common interest. Here I would like to highlight the areas of information technology, banking, management of aquatic resources and renewable energy,” said the Armenian diplomat.

Armenia also thanked Uruguayan parliamentarians for their stance during the war in Nagorno Karabakh, who condemned the violations of humanitarian law and the bombing of civilian positions in the area and pleaded for Montevideo's support in the matter of the return of Armenian “prisoners of war and civilians” still held by Azerbaijan.

Uruguay was the first country in the world to recognize, in 1965, the Armenian genocide during the last years of the Ottoman Empire (1915).

During his visit to Yerevan, Bustillo visited the monument to the victims of the genocide and laid a bouquet before the eternal flame at the Tsitsernakaberd memorial complex, in memory of the 1.5 million killed in the massacre.

Armenia is the first leg of a tour that will also take the Uruguayan Foreign Minister to Georgia, Turkey and Spain.

Acting Foreign Minister Armen Grigoryan accompanied Bustillo during the visit.

 
 

The foreign minister of Uruguay laid flowers and the Eternal Flame.

FM Bustillo then visited the Armenian Genocide Museum.

YEREVAN, AUGUST 16, ARMENPRESS. Armenia highly appreciates Uruguay’s principled position over the Azeri-Turkish aggression against Artsakh in 2020, acting foreign minister Armen Grigoryan said at a joint press conference with his Uruguayan counterpart Francisco Bustillo.

“Among others, the country’s legislature condemned Turkey’s involvement of mercenaries and cases of human rights violations and bombardments of civilian infrastructures by Azerbaijan during the Karabakh conflict. All this confirms that although geographically Armenia and Uruguay are far apart, the continuously strengthening connection of values and worldview between Armenians and Uruguayans gives the chance to overcome the kilometers of distance separating us,” Grigoryan said.

 
 

Grigoryan noted that the consequences of the war which Azerbaijan unleashed against the right to self determination and right to existence of the people of Artsakh aren’t yet overcome.

“Armenia and Artsakh are facing a security problem, Armenian prisoners of war, including civilian captives haven’t been returned yet. In this condition, we continue to rely on solidarity of our friends, and of course Uruguay.”
