PanARMENIAN.Net - Congressional Armenian Caucus leaders joined with human rights advocates and Armenian American community leaders in a solemn remembrance of the 30th anniversary of the anti-Armenian pogroms in Baku, featuring bipartisan calls for continued U.S. humanitarian aid to Artsakh, Asbarez reports.

The event featured moving keynote remarks by Anna Astvatsaturian Turcotte, who, along with her family, fled the anti-Armenian attacks in Azerbaijan’s capital, Baku, in the fall of 1989, finding safe haven in the US in 1992.

An accomplished lawyer, author, and human rights advocate, Astvatsaturian Turcotte, explained, “The same anti-Armenianism that made my grandfather an orphan and that made me a refugee is alive and well today. Just as with anti-Semitism, rooting out the hatred toward Armenians cannot be done by brushing aside this history.

The avoidance of calling things as they are contributes to the anti-Armenianism at the highest level of Azerbaijan’s government. These crimes continue with shooting across the Artsakh and Armenian borders at civilians.

Analyst: Turkey may incite large-scale military operations against Karabakh

Taking into consideration the escalation of the situation in Idlib and Turkey’s anti-Russian rhetoric, Ankara may incite large-scale military operations against Nagorno-Karabakh through Baku. This is what Director of the Institute of Oriental Studies at the National Academy of Sciences of Armenia Ruben Safrastyan told Armenian News-NEWS.am.

Safrastyan explained that this is due to the fact that Erdogan is unpredictable and has the desire to use Azerbaijan in the geopolitical game against Russia.

“Evidence of this is the Turkish president’s recent visit to Azerbaijan and the signing of a military agreement with Aliyev. The recent escalation of the situation on the Armenian-Azerbaijani border may also fit in with this logic,” the Turkologist added.

Today, citizens of Istanbul held a protest with anti-Russian slogans near the Consulate of Russia in central Istanbul. This comes after the bombardment by Syrian government forces in Idlib that left 33 Turkish soldiers dead and several soldiers wounded.

On February 24, an Armenian serviceman was injured from a gunshot fired by the Azerbaijani side.

EASTERN EUROPEEUROPE Defeat of Azerbaijan Began in Khojaly, Nagorno-Karabakh

Azerbaijanis and their PR supporters will begin their yearly media blitz about events that took place in the town of Khojaly in the region of Nagorno-Karabakh in February 1992. It was in Nagorno-Karabakh where the indigenous Armenians fought the Azerbaijani Army. We will read that events in Khojaly were genocide with victims lacking justice as handed out at  Nuremberg. These two claims are an insult to the term genocide and the judgments at Nuremberg. Justice does not begin with falsifying events, selectively deleting massive amounts of information, and using the calamity at Khojaly to convince the world and an otherwise defeated Azerbaijani state that Armenians are barbarians. Let’s look at the record.

First, nobody would have died on either side if Azerbaijan didn’t base its emerging national ethos on the expulsion of Armenians from within the borders granted them jurisdiction by Joseph Stalin.

Second, 90% of Stepanakert, the regional capital of Nagorno-Karabakh, was destroyed mainly from indiscriminate shelling from Khojaly. Azerbaijan had to assume Khojaly was a lead target needing neutralizing.

Third, by February 1992, shelling from Khojaly had killed over 30 members of the Russian 366 Mountain Rifle group stationed in Stepanakert. The Azerbaijanis must have known this military detachment would eventually retaliate.

Fourth, when Armenians finally reached Khojaly and ended the shelling, for a week, Armenians publicly announced on megaphones, radio, and TV, to the civilian population to get out as a final battle was clearly in the works. However, the Azerbaijani military did what it could to prevent civilians from leaving Khojaly.  During a last-minute exit of Azerbaijani civilians,  using a corridor created by Armenian fighters, shooting began between Azerbaijani soldiers and Armenians, after which many, on the order of a hundred or so Azerbaijani civilians, were killed. Their names registered in human rights reports. Within weeks, that number began to rise until it was assumed 600+ was good enough.  Azerbaijanis never make mention of Armenian losses.

The defeat of Khojaly forced from office then Azerbaijani President Mutalibov. Mutalibov describes the Azerbaijani political engineering of events at Khojaly in an interview with Czech reporter Dana Mazalova in the April 2 issue of Nezavisimaya Gazeta newspaper.  Of course, several years after this interview and reiterated earlier this month, Mutalibov claimed he never made such statements, even though the papers exist.

Within hours of the deaths in Khojaly, the famous Azerbaijani video journalist Chingiz Mustafayev recorded the destruction. Four days later, Mustafayev returned and found many of these bodies moved from Khojaly to many km inside the Azerbaijani side of the contact line. Mustafayev videoed these same bodies postmortem mutilated, surrounded by Azerbaijani soldiers. Some reporters recognized the earlier Khojaly bodies subsequently mutilated. Azerbaijan claims Armenians hacked up the victims, yet all show wounds that hadn’t bled. Dead bodies don’t bleed. Two months later, Mustafayev lost his life under mysterious circumstances. Mustafeyev’s second film was kept under strict censorship by Azerbaijan until 2017 when Chingiz Mustafayev’s brother Vahid, released the film after Azerbaijani authorities closed down his TV station in Baku.

Azerbaijanis provide “photos of Khojaly,” which included photos of mothers grieving over dead children, but they were photos from a 1980s-era earthquake in Erzerum, Turkey. Periodically, Azerbaijan would present what they claim as photographic evidence of events in Khojaly. As an example, Azerbaijan took previously color photos from the mid-1990s carnage in Yugoslavia, made them into black and white, and claimed they were bodies from the events in Khojaly in 1992. Last year’s Azerbaijani “Khojaly commemoration” in Iran had a photograph from the 1915 Turkish genocide of the Armenians, claiming it was from in Khojaly in 1992. That photo is in the US National Archives. If events in Khojaly were so evident, Azerbaijan would not have to plagiarize evidence.

Less than two months after the Khojaly event, early morning on April 10, 1992, Azerbaijani soldiers captured the peaceful Armenian village of Maragha. The soldiers murdered, hacked up, and burnt alive nearly 100 Armenian civilians. Azerbaijanis have forgotten this act of premeditated barbarism.

Azerbaijan failed to thoroughly cleanse Armenians that were placed under their jurisdiction by Joseph Stalin, demonstrated by sovereignty exercised by the Armenians of Nagorno-Karabakh today. Azerbaijanis continue to use the term genocide to describe events in Khojaly to a world audience that has been fed a story with most of the facts deleted and others manufactured.

Armenia rejects Turkey’s participation in Karabakh conflict settlement process

Turkey cannot play any role in the process of peaceful settlement of the Karabakh conflict, says the Armenian Foreign Ministry in response to the statement of the Turkish Foreign Minister Mevlut Cavusoglu during a meeting with the OSCE Minsk Group co-chairs in Ankara.

 

Cavusoglu’s statement

On March 2, Mevlut Cavusoglu stated that the OSCE Minsk Group should be more active in resolving the conflict.

“The decision should be within the framework of respect for the territorial integrity, sovereignty and internationally recognized borders of Azerbaijan,” the Turkish Foreign Minister wrote on Twitter after a meeting with the Minsk Group co-chairs and personal representative of the OSCE Chairman-in-Office.

 The response of the head of the Armenian Foreign Ministry was not long in coming.

Zohrab Mnatsakanyan responded on Twitter:

The advice of the Turkish Foreign Minister, Mevlut Cavusoglu, to the co-chairs of the OSCE Minsk Group regarding the Nagorno-Karabakh conflict, leads one to read Luke 4:23: Doctor, heal yourself.”

Foreign Ministry Spokeswoman Anna Naghdalyan commented on the Minister’s response to Armenian journalists:

With an unfriendly policy towards Armenia and the Armenian people, which is also expressed in the context of the Karabakh conflict by unilateral military-political support of Azerbaijan, Turkey cannot play any role in the process of the peaceful settlement of the Karabakh conflict.”

ArmInfo. Azerbaijan must realize that Karabakh will never be its part, Albert Andryan,  Permanent Representative of the Artsakh Republic to the Russian  Federation, told the Federal News Agency in an interview. 

According to him, Artsakh made its choice, for which it paid a very  high price. There is no return to the past. And this should be  realized as a fact. "But constantly fighting with each other is not a  thing. You just need to understand that we, like them, like everyone  else, have the same right to life, to free existence, movement and  development. Therefore, I think that anyway, sooner or later the  peace between us must be established. If we all manage to understand  this and step through the pressure that turns out to be from the side  of the people of war, then we can cross this line and sign the peace.  And the faster we do this, the faster we will get a chance to develop  more harmoniously and systematically. If we do not understand this,  all the same, sooner or later there will be people who will initiate  this war again. Azerbaijan must recognize the independence of  Karabakh, which did not done on the initiative of some leaders - the  residents of Karabakh paid for it with their blood. The main thing is  that Baku understands this, recognizes it, and further we will live  in a neighborly way. Maybe there will be settlements with  cohabitation. After all, we were living together!>, The permanent  representative noted.

He also called that it is necessary to cross this line. "We need to  overcome ourselves and understand that the confrontation lasting all  these years is a dead end. It will not lead to anything. We will  constantly destroy each other. We do not need to fight: we want to  live peacefully and calmly. They are building up their military  power. We forced to do the same: The current situation is the result  of the war they imposed on us, "Andryan said, recalling the  background of the issue.

According to him, a referendum was held in Artsakh at the time. "The  people expressed a desire to live separately. That state (USSR) no  longer exists, those laws no longer exist. But it was precisely under  those laws that we withdrew from Azerbaijan, which was part of the  USSR. We wanted to join Armenia. We must not forget that  nevertheless, initially the issue has been addressed just like this:  to secede from Azerbaijan and become part of Armenia. This is Miatsum  (an idea based on the demand of the Armenians of Nagorno-Karabakh to  annex the Nagorno-Karabakh Autonomous Region inhabited by Armenians  to Armenia, FNG Ed. note).  And this issue has not been removed from  the agenda. But these are purely our internal problems. They imposed  a war on us. Today we demand independence. How we will live and where  we will go are our internal issues, Armenia and ours. And they do not  concern either Azerbaijan or the rest of the world, "the Permanent  Representative said, adding that regardless of who will be in power  in Armenia, Armenia and Artsakh have one position." And it is  unchanged: it was from the very beginning and will be so until the  end. Because this is the only right position. And there is no  disagreement between the leadership of Armenia and the leadership of  Artsakh. There is only one position: Karabakh, Artsakh should be  independent and continue to decide its own fate, "the Permanent  Representative summed up.

Let’s discuss propaganda today through two examples. One is modern, somewhat subtle, but practiced by a known lackey. The other is a rehash, much cruder in its form, and brought to us from a surprising source.

Brenda Shaffer (along with Svante E. Cornell, perhaps included to lend more legitimacy to the piece, you’ll see why as you read on) wrote “The United States Needs to Declare War on Proxies” in “Foreign Policy” last week. If her name rings a bell, it’s because she’s one of Baku’s hacks, made to look respectable under cover of a Ph.D. and because “She specializes on energy in international relations and energy policy in the Caspian region and has written or edited several books of these topics” according to her Wikipedia entry. She was called out by The New York Times when she wrote an op-ed piece about Artsakh for that publication and did not reveal her connection to Azeri government figures. It was so egregioius that even Radio Free Europe/Radio Liberty reported on the incident

This time, the article in question begins innocuously enough (from an Armenian/Artsakh perspective). She starts out discussing the assassination of Iranian general Soleimani and how it was a good thing because it sent a message from the U.S. to Iran that killings of Americans through proxy forces would no longer be tolerated. But from this, she quickly jumps to the establishment of “proxy regimes” by Russia “most prominently” somehow disregarding the fact that Solemani was operating in Iraq and Syria, extensively against ISIS/Daesh. How that’s a “proxy” is one mystery. The bigger mystery remains her leap from that, to the establishment of what, to paraphrase Shaffer, are proxy/puppet states set up so that the puppet-master can avoid the international stigma and repercussions of invading and occupying another country’s territory.

It gets even better as we read on. Somehow, the “most prominent” user of the technique she describes gets less attention than the Republic of Armenia whose relationship with the Republic of Artsakh is presented as the same as the ones Russia has with the small states it recognizes in Goergia and Ukraine. Let’s not omit the fact that Shaffer cites no other examples of this “proxy” arrangement despite referring to it as an increasingly common practice. It’s obvious this is yet another hit piece targeting Artsakh, the RoA, and our Diaspora by an operative of the Aliyev regime.

Please read the article yourself if you’re unconvinced. Either way, write the editors of “Foreign Policy” and urge them not to lend credibility through their paes to people who are clearly functioning as proxies for governments, especially ones with as horrible a track record of persecution and human rights abuses as that of Azerbaijan.

The second example is, in some ways, even worse than Shaffer in that it is internal, a self-inflicted propaganda wound. On March 1, the Smithsonian Institution screened an old, 1938 vintage, Soviet propaganda film, Zangezur, claiming it “chronicles Armenia’s civil war in the 1920s, depicting the Bolsheviks’ efforts in the mountainous Zangezur region to defeat the Dashnaks, the counterrevolutionary rulers of the area.” It depicts Karekin Nzhdeh as a sniveling coward. This is the same Nzhdeh, known for his bravery, who was instrumental in retaining Zankezoor as part of (ultimately) Soviet Armenia! And who organized the Armenian Youth Federation. And who was treacherously captured by the Soviets and died in one of their prisons

I suppose this would have been OK if the film was shown in the context of Soviet propaganda. It is not. Instead we are told “Zangezur was a trendsetter for Armenian revolutionary drama, and the soundtrack by Aram Khachaturian features folkloric songs, a march, and two beautifully lyrical interludes.” We are also told “Known as the father of Armenian cinema, Hamo Bek-Nazaryan (1892–1965) stands with Eisenstein, Pudovkin, and Dovzhenko in the history of cinema. A popular actor in pre-Revolutionary Russian film, he was also a founder of the Hayfilm (Armenfilm) studio in Yerevan.” No mention whatsoever of the film’s original intent is made.

And here’s the kicker – it was tagged as being supported by the embassy of the RoA! Have these people no sense of public relations? Why would they endorse something that undercuts a key figure in the very existence of the state they represent? The state that regained its independence from the very authorities that made the propaganda film… Plus, given recent efforts to demonize Nzhdeh by Azerbaijan, something like this plays right into Baku’s hands.

I realize Yerevan is in no position to fund public relations activities in the same lavish manner as Azerbaijan and Turkey do. But the ANCA in Washington is a good source of advice on this front. The embassy should use it and other similar resources to avoid gaffes such as supporting the screening of this film.

Please, contact the embassy and express your dismay and displeasure about this episode and request they be more astute in the future.

Generally, be on the alert for propaganda attacks against us and inform our advocacy organizations and media if you do discover any. That’s how the most successful groups in the U.S. keep their concerns and issues at the forefront of the country’s agenda.

Mikhail Veller: Karabakh is of much greater significance for Armenians than Crimea is for Russians

Writer, publicist Mikhail Veller has declared the following on his YouTube channel:

“Azerbaijan’s propaganda is working. Remember how many Azerbaijanis there are, and these people are filled with hatred towards Armenia. Life is very hard, people are unemployed and have no money. The Aliyevs have seized everything and left nothing for the people. Azerbaijan’s propaganda works with the following principle: When the people are robbed, it is necessary to instill hatred towards another people. This is how it has been throughout history.”

Mikhail Veller also stressed that everything the Armenians say about their history and culture is the pure truth. “As far as Karabakh is concerned, of course, this is an Armenian land, and it has been an Armenian land for centuries and millennia. The issue could have been solved peacefully and objectively through a commission of historians, ethnographers, political scientists and psychologists, but now I don’t know if this issue will ever be solved. I would like for my Russian listeners to understand that Karabakh is of much greater significance for the Armenians than Crimea is for the Russians.”

Veller goes on to talk about the history of Crimea and Armenia. He also recalled the murder of an Armenian officer and how the assassin was declared a hero. “Instead of executing him to the sounds of drums, the assassin was sentenced to life in prison. A few years later, he was transferred to Azerbaijan where he was literally greeted with an orchestra and a red carpet and literally as a hero. He was given an apartment. Justice rarely wins in history, but at least we should remember where it is,” Veller concluded.
