The Central Asia-Caucasus Analyst Eduard Abrahamyan writes in a column published on the CACI Analyst biweekly magazine, adding the Armenian military displays high morale and professionalism, although it competes with Azerbaijan’s massive increase in defense spending.
According to the author, despite facing limitations in its economic and military resources, Yerevan may opt for asymmetric or pre-emptive response options if an assault from Azerbaijan appears to be imminent. Abrahamyan recalls the military drills held in December by JAAF in Nagorno-Karabakh as an evidence that Armenia has also reintroduced a military training concept that entails snap exercises. This reduces Azerbaijan’s ability to predict Armenian maneuvers and keeps the operational situation tense.
“Yerevan considers Nagorno-Karabakh as an inalienable part of Armenia and is determined to continue positioning itself as the only legitimate security guarantor for Armenians living in the region, and to gain acknowledgment of this role from key stakeholders. In extension, Yerevan seeks to gain international recognition as a net-security provider, which motivates Armenia’s involvement in international peacekeeping missions worldwide,” the author writes, adding: “The chief objective of Armenia’s defense policy is to deny Azerbaijan a similar regional ambition, which if attained would in Armenian strategic thinking challenge the country’s very existence. In accordance with this logic, any alteration of the status quo in Azerbaijan’s favor is perceived as an unacceptable threat to Armenia’s statehood. These dynamics make sustained reform of the army and enhancement of defensive and offensive capabilities a top security priority, which in effect determines Armenia’s foreign policy agenda.”

The Azerbaijani Armed Forces on the night of Jan 25 tried to penetrate positions of the Nagorno-Karabakh Defense Army.
As the press office of the Karabakh defense ministry reports, the raiders were registered while moving towards the defense unit in the south-eastern section of the contact line (Kuropatkino).
The Karabakh side took preventive measures and made the Azerbaijani special forces troops come back. Under preliminary reports, there are losses in the Azerbaijani side. Details of the incident are to be clarified.

YEREVAN. – The failed attempt of sabotage, undertaken last night by Azerbaijani armed forces was a response to Armenian President Serzh Sargsyan’s call to Azerbaijanis at PACE, Artsakh ombudsman Ruben Melikyan wrote on Facebook.
“They will not stop. While there is widespread hatred towards Armenians in Azerbaijan, they will not stop. We need to be vigilant and attentive. And we should not deviate from the principle of respect for human rights,” he noted.
As reported earlier, on the night of January 25, Azerbaijani Armed Forces made an infilitration attempt at the line of contact between the armed forces of Nagorno-Karabakh and Azerbaijan. The Azerbaijani forces were driven back.

According to some credential data, many Armenians captured during the Karabakh Liberation War are still alive and kept as prisoners of war in Azerbaijan, however the adversary does not want to hand them over to the Armenian side, Roman Balayan, Vice President of the Karabakh War Veterans' Union NGO and President of the Artsakh branch of the union, told a news conference on Tuesday.
Mr Balayan noted that one of those survivors is Rafael Balayan from Hartashen village of Karabakh’s Hadrout region, who is in his 50s now and has been kept in Azerbaijani prison since 1992. He highlighted that even the Red Cross is unable to get back the Armenian prisoner of war.
“Rafael Balayan’s two daughters are married and are living in Armenia. His son is in Russia now. I am convinced the Azerbaijani side will not hand him over after all. They even dishonor the deceased, not to talk about returning a living man. The adversary is bloodthirsty, whereas the Armenian side has handed over all the prisoners of war to the Azerbaijani side, including the ones captured during the April war,” he said.
Roman Balayan noted an estimated number of 800 people both from Artsakh and Armenia have gone missing.
He also highlighted Vera Grigoryan, the Chairman of the “Union of Relatives of Missing Freedom Fighters” NGO, is sparing no effort day and night to bring back even the relics of the missing Armenians for them to rest in Armenia.
Touching upon the program of providing assistance to the families of the April war victims, Balayan stressed they are always in the center of attention and care.
In the end, the speaker reminded a total of 23 women freedom fighters fell during the Artsakh war.

An American mercenary attempted to sell modified crop duster aircraft to Azerbaijan's military, contravening United States laws on defense exports, a new investigation has found.
The mercenary, Erik Prince, was secretly brokering a deal to sell American-made Thrush 510G aircraft, with weapons and surveillance equipment added, to Azerbaijan's Ministry of Defense. But the deal fell apart after Prince's company's management caught wind of the project and hired a law firm to investigate. That is according to the American news website The Intercept.
“The evidence strongly suggests that Mr. Prince was offering a foreign defense article (i.e., an attack aircraft) for sale to the Azerbaijan MOD,” the company's lawyers found, The Intercept reported. The lawyers determined that Prince likely had no license to export weapons to Azerbaijan. The company, Frontier Services Group, voluntarily reported its findings to the State Department. “The potential violations stem principally from conduct of Mr. Prince,” FSG's CEO wrote to the director of the State Department’s Directorate of Defense Trade Controls, in a letter obtained by The Intercept.
Prince weaponized the aircraft “without FSG management knowledge” to “prevent management oversight,” Smith wrote in the letter, alleging that Prince “for his own interests directed the aircraft modification and then promoted the sale of the modified aircraft to private buyers and governments.”
The foiled Azerbaijan deal was part of a larger project by which Prince was trying to create what The Intercept called a “private air force.” The centerpiece of this force was to be the Thrush crop duster, modified to include surveillance and laser targeting equipment, as well as two 23-mm machine guns.
The main market was to be African countries engaged in counterinsurgency wars, and it's not clear what Azerbaijan would do with such an aircraft. A 23-mm gun is not particularly powerful and while it would be effective against unarmored guerrilla groups, Azerbaijan's main foe is Armenia and its conventional armed forces.
But Azerbaijan has been thinking unconventionally in its aircraft purchases; it was the first country ever to use Israel's “kamikaze drone,” the Harop, in battle.
And Prince has a long history in Azerbaijan. His former company Blackwater was hired by the Pentagon to train Azerbaijani naval special forces in 2004.
“Prince’s offer to sell the aircraft was part of a broader proposal to Azerbaijan for security and logistical services. That effort was known internally at FSG as 'Project Zulu,'” The Intercept reported. “Prince used FSG’s legitimacy to privately pitch an array of services to Azerbaijan. The ... investigation determined that nearly everything Prince offered to the Azerbaijani government was a service FSG couldn’t provide and was not for the company’s benefit. The deal ultimately fell apart.”
Azerbaijan's Ministry of Foreign Affairs did not respond to a request for comment.

Today, at around 14:20, Artsakh Defense Army soldier identified as Narek Gevorg Harutyunyan (b. 1998) sustained a fatal gunshot wound due to Azerbaijani fire in one of the military bases of Karabakh Defense Army located in the southern direction.
As defense ministry spokesperson Artsrun Hovhannisyan told Panorama.am, a probe is underway to uncover the circumstances of the incident.
The Defense Ministry of Artsakh and the Republic of Armenia share the grief of the loss and extends its condolences to the family members, relatives and fellow servicemen of the deceased soldier.

Azerbaijani forces opened fire toward the pastures in the border village of Baghanis in Armenia’s Tavush Province, killing and harming cattle.
Speaking to Panorama.am, Narek Sahakyan, the head of the village, said that the incident occurred at around 4:30 p.m. on 8 April.
“The shelling lasted for 5-7 minutes. One cow was killed, while two others had to be slaughtered. Two other cows were also harmed, but there was no need for a forced slaughter,” he said.
According to Narek Sahakyan, the situation in the village is calm at the moment, with the inhabitants busy with their daily affairs.
To note, on April 7 and overnight April 8, Azerbaijani military made several ceasefire violations in the Nakhijevan section, opening gunfire toward the Armenian Armed Forces mostly from firearms. The Armenian forces took countermeasures to suppress the adversary.

The Nagorno-Karabakh Defense Ministry has distributed a video showing the accumulation and movement of Azerbaijani manpower and military equipment on the contact line in the conflict zone.
"The Azerbaijani Defense Ministry released a statement on April 22 to hide its provocations on the border, in which it said that the information disseminated on April 21 by the Artsakh Defense Ministry about the tense situation on the contact line is fake and distracting public attention from mass unrest. In fact, as for the accumulation and movement of enemy's manpower and military equipment on the contact line between the Karabakh and Azerbaijani opposing forces, we propose just to watch the video without any comments," the defense department report said.

An anti-radiation suicide drone and the Typhoon weapon system make a cameo in the video; both Israeli Aerospace Industries and Rafael Advanced Defense Systems decline to comment
A music video celebrating Azerbaijan’s border guards and showcasing the Azeri army’s military capabilities has revealed that advanced weapons systems made by the Israeli defense industry are being used by the Azeri army.
The video, which clocks in at 4 minutes and 15 seconds, shows local singer Narmin Karimbayova exalting the Azerbaijan State Border Service in song, accompanied by footage of all the military systems the Azeri military has to offer. It also shows two additional advanced weapons systems manufactured in Israel by Israel Aerospace Industries and Rafael Advanced Defense Systems.
At 1:55 the video shows a launch of the IAI Harop loitering munition system. The Harop is an anti-radiation drone that can autonomously zero in on radio emissions. It can be operated from land or sea and rather than carrying a separate warhead, the drone itself is the main munition – also known as a suicide drone. The Harop is fired from a 12-missile launcher, usually carried on a truck, and has a relatively high flying time of 6 hours.
The drone is equipped with a day and night sensor, allowing forces to seek and detect targets across a wide terrain. It allows operators to set the attack time and make high precision hits on both stationary and moving targets. With a wing span of three meters and weighing 135 kilograms, the Harop is capable of carrying warheads of up to 15 kilograms and allows attacks from different angles, with the operator having control of the system right up to the point of impact. Operators can halt the assault if necessary and even recall the missile without triggering it. The Harop can also crash into the designated target with optimal precision.
In April 2016, the Washington Post reported that footage filmed in the Armenian separatist enclave of Nagorno-Karabakh, where battles erupted between Armenian and Azeri soldiers, shows what appears to be an Israeli suicide drone hovering in the sky. This seems to be one of the first times the Azeri army used a deadly aircraft and based on the footage, it looks like the Harop drone. Responding to the incident to the Russian news agency RIA Novosti, the Armenian defense ministry spokesperson said the footage shows the drone attempted to hit a bus full of “Armenian volunteers” and killed seven of them.
The Armenian government subsequently issued a harsh condemnation of Israeli arms being supplied to the Azeri army.
In response to the Azeri army video, IAI stated it does not “discuss its deals or clients.” Rafael also holds to this principle and does not officially comment on arms deals made with different countries.
At 3:18 in the video, the Typhoon weapon system is seen firing Spike missiles from an Azeri navy ship. The system, called Typhoon MLS-NLOS, was developed at Rafael and is carried on a warship. It allows for full control of the launched missiles, up to the point of impact; the missile can be diverted from its course in case the operator aborts the mission. The system is based on Spike missiles, electro-optical missiles that have been used by Israeli Defense Forces since the 1980s, although upgraded version were made over the years.
In recent years, many cargo planes have flown the Azerbaijan-Israel route on a regular basis. Silk Way Airlines cargo planes land in Ben-Gurion International Airport three times a week. According to international flight tracking websites, over the past two years, six planes belonging to the Azeri defense ministry landed in an Israeli military base in southern Israel and took off several hours later after loading or unloading cargo.
Azerbaijan and Israel have had a solid relationship for over 20 years. Azerbaijan’s geographic location along the southern border of Iran also plays a critical role in this relationship. Two-thirds of the oil entering Israel comes from Azerbaijan, with President Ilham Aliyev’s approval. Media outlets have addressed the security cooperation between the two countries in the past. It was reported that Israel sells Azerbaijan radar systems and drones, and according to foreign media reports, Israel collects intelligence on Iran from Azeri territory.
In 2016, Azerbaijan said it purchased nearly $5 billion worth of defense equipment from Israel. Aliyev said at the time that defense industry cooperation between the countries had lasted for several years and was flourishing. “The biggest part of these [defense equipment purchasing] contracts has already been executed and still we continue to work on that,” said Aliyev, continuing, “And we are very satisfied with the level of this cooperation.”

Armenia has been engulfed in a political crisis since April, when Serzh Sargsyan, who previously served as president for two terms, was appointed prime minister. Sargsyan's appointment, viewed as his attempt to stay in office, led to large-scale anti-government protests, which resulted in his resignation. The Armenian parliament is currently addressing the issue of a new prime minister's election and considers the candidacy of Armenian protest leader Nikol Pashinyan.
"We should take a decision and use in a timely manner the opportunity to liberate our territories. As it is expected that there will be a civil war in Armenia in the near future. We should monitor the situation attentively," Hasanguliyev was quoted as saying by the Azeri-Press Agency (APA).
The lawmaker has also suggested that a special meeting of the country's parliament should be held in order to discuss the developments in neighboring Armenia.
Earlier in the day, the Defense Ministry of the unrecognized Nagorno-Karabakh Republic said that since April 30 the Azerbaijani forces had been increasing their presence on the contact line. The ministry added that the units of the Karabakh armed forces monitored the developments and maintained complete control of the situation.
The warring sides agreed to a cessation of hostilities in 1994. The violence escalated again in 2016, leading to multiple casualties on both sides. The sides soon reached a ceasefire but clashes continued.

STEPANAKERT. – The Azerbaijani armed forces once again amassed and relocated military equipment and manpower at the frontline on Monday, and this continued on Tuesday.
Press service of the Republic of Artsakh Ministry of Defense (Nagorno-Karabakh Republic/NKR MOD) has issued a statement in this regard.
It added that the situation along the Line of Contact between the Karabakh and Azerbaijani opposing forces was relatively calm over the weekend.
“The DA [Defense Army] vanguard forces carefully follow the developments at the frontline and keep the situation under full control,” the statement also reads.
Also, the MOD released a footage showing the situation at the line of contact over the past two days.

STEPANAKERT. – Tension along the line of contact between Karabakh and Azerbaijani opposing forces was preserved during the recent seven days.
In particular, the adversary amassed manpower and military equipment and carried out active repositioning starting from April 30 at various sectors of the line of contact, the Karabakh army said in a statement.
The OSCE monitoring revealed no ceasefire violation cases and was conducted, in accordance with the agreed schedule.
The adversary breached the truce more than 200 times, from April 29 to May 5. During this time the Azerbaijani armed forces fired around 3,000 shots toward the Republic of Artsakh (Nagorno-Karabakh Republic/NKR) military positions.
But the NKR Defense Army vanguard units fully control the frontline, and they continue confidently carrying out their combat duty.

But after this humanitarian step by Armenia, Azerbaijani media disseminated disinformation that, supposedly, Azerbaijan had occupied new territories in the direction of Nakhijevan.

A spokesperson for the Armenian Ministry of Foreign Affairs (MFA) has blasted Azerbaijan for the recent ceasefire violation on the contact line that left an Artsakh soldier dead, the ministry’s press service told Panorama.am.
In his commentary issued on Monday, Tigran Balayan slammed the incident as a ‘provocation’, stressing Azerbaijan bears full responsibility for the possible consequences of the incident.
The full statement is provided below:
“Yesterday night, an Armenian soldier was shot dead as result of Azerbaijan's gross violation of the ceasefire regime on Artsakh-Azerbaijan Line of Contact. We extend our deepest condolences to the relatives and fellow servicemen of the deceased.
We consider this action, committed on the eve of the OSCE Minsk Group Co-Chairs’ visit to Armenia, as another provocation by Baku aimed at escalating the situation and failing the agreements on reducing tensions. This incident once again stresses the importance of implementing the 1994-1995 trilateral ceasefire agreements with no time limitations, as well as the agreements on introducing a mechanism for investigating border incidents as agreed at the 2016-2017 Summits on Nagorno-Karabakh conflict and on expanding the capacities of the Personal representative of OSCE Chairman-in-Office.
We have repeatedly stated that creating the environment conducive to peace is of key importance in Nagorno-Karabakh peace process. Such actions of the Azerbaijani side are in fact pursuing the opposite goal.
The Azerbaijani side is fully responsible for all the possible consequences of this provocation.”
An Artsakh Defense Army soldier identified as Vahagn J. Eloyan (born in 1992) was fatally wounded as a result of Azerbaijani gunfire on Sunday evening at a military post in the southeastern direction.
A probe has been launched into the incident.
