It's always the same garbage time and time again, call for restrain on both sides when in fact only the Azeri's are doing the shelling.

The Organization for Security and Cooperation in Europe has expressed
concern about an outbreak of violence near the Armenia-Azerbaijan
border, in which three people died late Thursday.

Armenia says three civilians died in shelling and gunfire in villages
near the border with Azerbaijan. Government officials said two others
were wounded in the shelling and condemned the incident as an "act
of provocation" by Azerbaijan.

Azerbaijan did not answer the accusation directly but said earlier
in the day that Azerbaijani villages near the border with Armenia
had come under fire and Azeri forces retaliated.

The two former Soviet republics fought a war over the territory of
Nagorno-Karabakh, a predominantly Armenian region of Azerbaijan that
is controlled by Armenian forces, in the late 1990s before arriving
at a cease-fire. But relations remain tense, and the sides have never
achieved a permanent peace agreement.

The OSCE said Friday it objects to the use of heavy artillery around
civilian areas, saying it represents "an unacceptable escalation"
of the conflict. It appealed to both sides "in the strongest possible
terms" to avoid civilian casualties.

The foreign ministers of the two countries are expected to meet in the
coming days on the sidelines of the United Nations General Assembly
in New York.

We regret that these incidents took place on the eve of the agreed
meeting of the Armenian and Azerbaijani Foreign Ministers in New York.

"Shelling from large-calibre mortars" was still continuing on Thursday
evening, Agaronyan said.

By stationing its firing points in and around civilian objects and
making attempts to turn its civilians into a target with return
fire from Azerbaijani armed forces, Armenia has chosen the inhumane
tactics, the spokesman said. According to the local police, two
other Bertavan residents were wounded by Azerbaijani gunfire. In
general, protection of civilians, assistance to women, children and
the elderly are the high moral values of the Azerbaijani people and
the Azerbaijani soldier.

Oil-producing Azerbaijan, host to global majors including BP, Chevron
and ExxonMobil, frequently threatens to take the mountain region back
by force, and is spending heavily on its armed forces.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan.

Armenia is locked in a protracted conflict with Azerbaijan over the
breakaway region of Nagorny Karabakh, an ethnic Armenian enclave
in Azerbaijan.

As "Armenpress" was informed by the Department of Press, Information
and Public Relations of the Ministry of Foreign Affairs of the Republic
of Armenia, Foreign Minister of Armenia expressed his indignation
to the OSCE Minsk Group Co-chairs on the gross violations of the
ceasefire by Azerbaijan, which caused human losses among the civilian
population. Armenia has not yet implemented the UN Security Council's
four resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

The Armenian military pledged to retaliate strongly after three
Armenian civilians were killed and two others wounded on Thursday
when their border villages came under fire from nearby Azerbaijani
army positions. Sona Revazyan (born in 1974) and Shushan Asatryan
(born in 1921) were killed in the border village of Berdavan.

Armenia's Ministry of Defense confirmed the attack, blaming Azerbaijan
for an "act of provocation", and calling on sides "to refrain from
any steps which are aimed at escalation of the situation".

"The current situation is a result of insidious tactics of the
Azerbaijani military-political leadership and contradicts the logic
of negotiations within the framework of the OSCE Minsk Group and the
principles of global humanitarian law", the Ministry said.

This is while reports say that the foreign ministers of the two
countries are scheduled to hold talks on the sidelines of the the
United Nations General Assembly in New York. It has been a frequent
site of tensions between the two countries since a war fought over
it in the 1990s claimed the lives of 30,000 people.

Oil-producing Azerbaijan, host to global majors including BP, Chevron
and ExxonMobil, frequently threatens to take the mountain region back
by force, and is spending heavily on its armed forces.

The two former Soviet republics remain hostile more than 20 years
after a cease-fire was called in the conflict over Nagorno-Karabakh, a

Hajiyev went on to add that unlike the case with Armenia, the
obligations of the Geneva Conventions and additional protocols are an
integral part of the mandatory training program of the armed forces

Two of the Armenian civilians, the 41-year-old Sona Revazian and
94-year-old Shushan Asatrian, were killed in Bertavan, a village
in the northern Tavush province bordering the Gazakh district in
western Azerbaijan.

The Office of the Special Representative of the OSCE Chairman-in-Office
held a regular monitoring of the state border between Armenia and
Azerbaijan in the direction of the Aygepar village in Tavush region.

"Shelling from large-calibre mortars" was still continuing on Thursday
evening, Agaronyan said.

The two countries are in a lengthy standoff because of
Nagorno-Karabakh, a region surrounded by Azerbaijan but controlled
by majority ethnic Armenians.

Hajiyev went on to add that unlike the case with Armenia, the
obligations of the Geneva Conventions and additional protocols are an
integral part of the mandatory training program of the armed forces
of Azerbaijan.

The deaths are the latest in a two-decade-long conflict between the
former Soviet Republics that has claimed almost 30,000 lives.

"Azerbaijan has developed a bad practice of escalating the situation,
even at the expense of human casualties, on the line of contact with
Nagorno-Karabakh and the border with Armenia, ahead of important visits
to the region and high level meetings, thus undermining the meetings
and impeding the negotiation process", underlined Minister Nalbandian.

Despite years of negotiations, the two countries have not signed a
final peace deal to cement a tenuous 1994 ceasefire.

Armenia - backed by Russian Federation which sells weapons to both
Baku and Yerevan - says it could crush any offensive.

Strongly condemning the killing of three Armenian citizens, as a
result of ceasefire violation by Azerbaijan, Minister Nalbandian said:
"This yet another provocation by Azerbaijan came as a response to
the expectation, expressed by the Minsk Group Co-chairs on holding
productive talks between Armenian and Azerbaijani Foreign Ministers
in New York". Sona Revazyan (born in 1974) and Shushan Asatryan
(born in 1921) were killed in the border village of Berdavan.

The third victim, also a woman, lived in another Tavush village,
Paravakar. According to Razm.onfo, 83-year-old Paytsar Aghajanyan
was killed. While we are unable to determine with certainty how the
violence originated since each side accuses the other, the parties
should work towards an OSCE investigation mechanism as discussed
between the Presidents.

Armenia has financially backed the mountainous region for more than
two decades, but Azerbaijan often threatens to take back the territory
by force, something Armenia, an ally of Russia's, says it will not
stand for.

Hajiyev went on to add that unlike the case with Armenia, the
obligations of the Geneva Conventions and additional protocols are an
integral part of the mandatory training program of the armed forces
of Azerbaijan.

"Armenia, as an occupying country, bears full responsibility for the
continuation of aggression and occupation against Azerbaijan and the
escalation of tension", Hajiyev completed.

Tension at that border section already intensified dramatically less
than a month ago.

The Azerbaijani side did not immediately comment on the Armenian
civilian deaths and the tough retaliation promised by Yerevan.

Villages on both sides of the frontier were directly hit in mostly
overnight skirmishes between Armenian and Azerbaijani troops stationed
in the area.

Yazidis of Armenia ready to form voluntary detachments for border protection

 “Sinjar’ Yazidi National Union released a statement expressing a readiness to form voluntary detachments for the protection of Armenia’s borders. 

“Azerbaijan launches arracks on civilians as well, and there have been victims. Three people were killed, all of them women. 

Azerbaijan’s actions resemble the style of Islamic State terrorist group. We, Yazidis living in Armenia, condemn the terrorist actions of Azerbaijan and call on the international community to reprove Baku,” the statement says. 

“Every Armenian citizen, including members of ethnic minorities living freely here, is prepared to defend the homeland’s border to their last drop of blood. 

We wish endurance to our Armenian, Yazidi, Assyrian, Greek, Kurd, Russian, Polish and Ukrainian brothers standing at the border. We urge Armenian Defense Ministry to form voluntary detachments if necessary and also mobilize our organization members as servicemen of the Armenian army,” the Union said in its statement.

Armenia promises to use heavy gun machines to suppress the intensive
ceasefire violations provoke by Azerbaijan's armed forces.

Condemning the continuing escalations in border zones and considering
the international community's non-targeted criticism unacceptable, the
Ministry of Defense says its forces will from now on use artillery and
rockets to react adequately to the Azerbaijani aggression.

`The Ministry of Defense of the Republic of Armenia calls the OSCE
Minsk Group and international organizations' attention to the fact
that Azerbaijan's use of artillery in the ceasefire violations creates
a new situation along the Line of Contact, being yet another step
towards large-scale military operations.

`The restrained behavior, which the Armed Forces of the Republic of
Armenia have demonstrated so far to assist in the political process to
settle the conflict, as well as the reaction by the OSCE Minsk Group
co-chairs and the international organizations, produce no influence on
the adversary in terms of respecting the ceasefire. Moreover, they
cause them to plunge into illusions about their own armed forces'
excellence, pushing them to new adventures in an atmosphere of
permissiveness.

`The Ministry of Defense of the Republic of Armenia announces that the
consistent escalation periodically causing human losses, as well as
the international community's non-targeted criticism and concerns are
unacceptable. So to silence the adversary and to avert its actions, to

`Criminal Tactic': Karabakh warns Azerbaijan after more deadly shootings

Military authorities in the Nagorno-Karabakh Republic have warned
Azerbaijan against further escalating the situation along the Line of
Contact after reporting fresh casualties late on Friday.

In a statement the NKR Defense Army said four conscripts ` Norayr
Khachatryan (born in 1995), Robert Mkrtchyan (1995), Harut Hakobyan
(1997) and Karen Shahinyan (1997) ` suffered fatal injuries after
Azerbaijani forces fired rockets from Turkish-made TR-107
multiple-launch systems. It said there were also wounded soldiers as a
result of the attack.

`This criminal tactic could lead to developments fraught with
unpredictable consequences¦ Baku will be solely responsible for them,'
it said.

The latest tensions in the Nagorno-Karabakh conflict zone come a day
after three Armenian civilians were killed and two more were wounded
by Azerbaijani forces that shelled border communities in the
northeastern Armenian province of Tavush.

The United States, Russian and French co-chairs of the OSCE Minsk
Group expressed serious concern at the fresh upsurge in fighting and
urged both sides to de-escalate the situation after the reported
civilian casualties.

The international mediators are due to hold a trilateral meeting with
the Armenian and Azerbaijani foreign ministers in New York this
weekend in another attempt to kick-start the stalled peace process.

Situation of 4 soldiers injured from enemy shelling is serious but stable

YEREVAN, SEPTEMBER 26, ARMENPRESS. A a result of the enemy shelling 4
out of 16 injured soldiers were taken to central clinical military
hospital of Yerevan. As "Armenpress" was informed from the
Information and Public Relations Department of the Ministry of Defense
of the Republic of Armenia, the situation of the soldiers taken to
Yerevan is considered serious but stable.
Shortly before, Armenian Defence Minister Seyran Ohanyan visited the soldiers.
Two civilians were killed by rival shooting in Berdavan community of
Tavush Province on September 24. Two more were injured. Sona Revazyan,
1974, and Shushan Asatryan, 1921, are the victims. Earlier it became
known that in another bordering community of Tavush, Paravakar,
Paytsar Aghajanyan , 83, was killed by rival fire.
On September 25, at about 17:30, conservation area of one of the
Defense Army north-eastern units was shelled by Turkish made TR-107
multiple rocket launchers by the Azerbaijani armed forces which
resulted in fatal shrapnel wounds to four Defense Army servicemen:
Norayr Khachatryan, 1995, Robert Mkrtchyan, 1995, Harut Hakobyan,
1997, and Karen Shahinyan, 1997.

YEREVAN. ` Any time when Azerbaijan is firing, the Armenian side must
for some time freeze the negotiations over Karabakh, editor of
California Courier Harut Sassounian told Armenian News-NEWS.am.

`They are shooting at our civilians, and we respond to their shots
from time to time. It is wrong to continue so. Either we need to fire
a hundred times more, which is not good and will lead to greater
tension, or I propose to declare at the highest state level that we
cannot negotiate and fight at the same time. We have either to
negotiate or to fight,' he said.

Sassounian believes that suspending talks for a year or two will be
harmful to Azerbaijan, since they want to get something.

`We have nothing to get. We have liberated our lands and live there.
If they continue shooting, we will suspend talks, and they will get
nothing,' he said, adding that Azerbaijan is not ready for war.

If the Azerbaijanis were ready for war, they would have attacked
immediately, he emphasized.

Press service of the NKR Defense Army reported earlier that the
Azerbaijani Armed Forces shelled at one of the northeastern protection
areas of the NKR Defense Army unit on Friday at about 5:30pm. The fire
was opened from Turkish-made reactive rocket propelled howitzers
(TR-107).

Consequently, NKR Defense Army soldiers Norayr Khachatryan (born in
1995), Robert Mkrtchyan (born in 1995), Harut Hakobyan (born in 1997),
and Karen Shahinyan (born in 1997) died from shrapnel wounds. There
are wounded, too.

Earlier this week three residents of Armenia's Tavush Region were
killed in ceasefire violation by the Azerbaijani side.

Azerbaijan's aggressive stance on Armenia and Nagorno-Karabakh
(Artsakh) is comparable to nothing more or less than the Nazi German
policies in the concentration camps, says a spokesperson for the
Nagorno-Karabakh president.

`It is nothing else but a manifestation of fascism; absolutely no
difference from what they [the Nazis] did in Buchenwald and Austwitz,'
David Babayan told Tert.am, commenting on the past days' deadly
violations of ceasefire.

Babayan described the aggression as the continuation of the
Turkish-Azerbaijani genocidal policies against Armenia `given
especially that they use Turkish weapons.'

He promised an adequate counteraction against the country. `The enemy
will not be able to keep us in terror. On the country, it is falling
into its own trap and doing everything possible to later see the
Artsakh flag swaying on top of Aliyev's presidential residence,' he
added.

Yerevan intends to open artillery, missile fire on Azeri troops

The Armenian Defense Ministry has announced the intention to use
artillery and missiles against the Azerbaijani Armed Forces.

The ministry said on Saturday its decision derived from the first
occurrence of 122mm artillery weapons' use by Azerbaijani troops.

"Seeking to suppress the enemy, prevent its operations and assist in
the negotiating process, from now on the Armenian Armed Forces will be
using proportionate artillery and missile means and will be constantly
keeping under fire the areas where Azerbaijani Armed Forces units
move, every movement of forces, military hardware and troops," the
Armenian Defense Ministry said.

"The Armenian Defense Ministry calls attention of the OSCE Minsk Group
co- chairmen and the international community to the fact that the use
of artillery by the Azerbaijani side creates a new situation along the
contact line, which is another step towards large-scale military
operations," the ministry said.

"The ongoing escalation of tensions which leads to human casualties
and the unspecified criticism and concern expressed by the
international community are inadmissible," the document said.

According to the Armenian Defense Ministry, four servicemen of the
unrecognized Nagorno-Karabakh Republic were killed and another 16 were
injured on Friday evening in a missile attack of the Azerbaijani Armed
Forces on defense lines of a military unit stationed in the
north-eastern sector.

"The strikes were delivered on units stationed in the rear rather than
on the frontline," the Armenian Defense Ministry said.

"Until now, the Armenian Armed Forces have been exhibiting a soft
approach with the purpose of helping the political settlement process
however neither this [approach] nor the response of the OSCE Minsk
Group co- chairmen and the international community has had an effect
on the enemy's compliance with the truce. Moreover, the enemy has been
staging new provocations in an atmosphere of impunity and illusion of
its own superiority," the Armenian Defense Ministry said.

Armenian President: Azerbaijan needs images from Line of Contact to divert public attention

 

Aggressive policies pursued by Azerbaijan have resulted in the absence of any meaningful progress of negotiations for the settlement of the Nagorno-Karabakh conflict and the situation drifts toward increasing tension, Armenian President Serzh Sargsyan said on September 29 in his address at the 70th Session of the UN General Assembly in New York.

“The dictatorial regime of the country [Azerbaijan] made disgraceful repression an instrument to strangle the people’s wrath as the oil-based economy obviously falters, and even that, nevertheless, it considers being inefficient. Now it needs images from the Line-of-Contact in order to divert the attention of its own public. I would like to draw the attention of this Assembly to the fact that Azerbaijan, besides various provocative actions, has now started to apply large-caliber artillery firing at the peaceful settlements of the bordering districts of both the Republic of Armenia and the Nagorno-Karabakh Republic,” the Armenian leader emphasized.

In his speech President Sargsyan also addressed issues in the context of the Armenian Genocide Centennial, the current situation in the Middle East, etc.

Below are excerpts from the speech published on President Serzh Sargsyan’s official website.

“… Last year, on the eve of the Armenian Genocide Centennial, from this podium I expressed our gratitude to the nations that recognized the Armenian Genocide and named them all individually. I called upon the international community to bolster the struggle against the recurrence of the crime of genocide through recognition and condemnation.

Today, from this very podium, I thank Pope Francis, and acknowledge the historical Mass he celebrated; the European Parliament, and recall the Resolution it adopted; the German President, and, believe me, his well-known statement will thenceforth take part in the pages of our nation’s history textbooks. I thank the legislative bodies of Austria, Bolivia, Brazil, Chile, Luxembourg, and the Netherlands, numerous provincial and city councils, as well as dozens and hundreds political and non-governmental organizations.

I thank the Presidents of Russia, France, Cyprus, and Serbia, as well as delegations of numerous other countries that on April 24 paid tribute to the victims of the Armenian Genocide in Yerevan.

Our determination to keep the prevention of the crime of genocide on the international agenda is testified by the Resolutions we periodically table at the Human Rights Council, and the latest one to that effect was adopted this year. Building further upon it, just a few days ago this Assembly passed a resolution establishing December 9 as “the International Day of Commemoration and Dignity of the Victims of the Crime of Genocide and of the Prevention of this Crime.”…

Just a few days ago in the bordering area of Armenia three women fell victim to Azerbaijani bombardment. The question that comes up to one’s mind is whether there is any reasonable person that can demonstrate any unflawed logic of that cruelty. It is obvious for us that the Azerbaijani leadership has irreversibly lost both the sense of reality and of norms of human conduct.

Azerbaijan completely disdains 5 joint Statement issued by the Presidents of the U.S., Russia and France, and the efforts of the OSCE Minsk Group. Shall it continue its such an aggressive policy, it will not leave Armenia any other choice but to take necessary legal and political-military steps to provide the Republic of Armenia and the Nagorno-Karabakh Republic with the opportunity to develop in security and peace.

Although it is obvious to everybody as to which party instigates the cease-fire violations, I still would recall some facts.

It is strange – isn’t it? – that now it has already been for years that Azerbaijan stubbornly refused to withdraw snipers and establish incident investigation mechanism, which were proposed by the OSCE Minsk Group Co-Chairs. The question that comes up to one’s mind is what Azerbaijan is afraid of?

It is strange – isn’t it? – that during the European Games hosted by Azerbaijan, when they needed image of stability, there had been almost no shooting fired at the border, while immediately subsequent those Games shootings extensively renewed. I do not expect you to buy assertions of any of the parties, but still anticipate you to exercise your mother wit.

It is strange – isn’t it? – that in the 21st century our neighbor day in, and day out, relentlessly and indefatigably takes pride in excessive accumulation of arms and manifold expansion of the military budget; it stubbornly continues making bellicose threats to renew the military hostilities, and does it at the highest level of the head of state.

I think now it is obvious to everyone why Armenia had consistently been urging the international community to make statements that were not generic, but were unambiguous as to whom it was addressed to while discussing the ceasefire violations. We shall understand that muffling of the early warning signals of threats to the peace and security may materialize in catastrophic repercussions.

Dear Colleagues,

Today we witness unspeakable cruelty taking place in the Middle East. The religious intolerance resulted in the irreversible aftermath. We have been most directly affected by the atrocities unfolding there, since they result in the destruction of the Armenian spiritual and cultural heritage artefacts, murder and expulsion of the numerous Armenians residing in Iraq and Syria. The Armenian community of Syria, whose history is centuries-long, shares and experiences all hardships that the Syrian people are undergoing in these difficult times. We are trying to aid the refuges to the best of our abilities: until this day, Armenia received more than 16 thousand refugees from Syria. By this sheer figure, Armenia is one of the first among recipient European countries.

Armenians know well the fate of the refuges, of the exiled and expelled. The Armenian Genocide should have claimed many more lives, and the survivors should have gone through much more hardship unless a number of nations, our friends had given us their shoulder in those difficult times. Today it is Germany, Sweden, and some other countries that deserve their due praise for humanism they displayed. They provided hundreds of thousands of refugees with safe haven, and thus reiterated that the assistance was necessary both from the legal and humanist perspectives.

Dear Colleagues,

This year we all witnessed how the joint and adequate actions paved the way to smoothing out a difficult international issue. An historical agreement was made on the nuclear program of the Islamic Republic of Iran, an immediate neighbor of ours. That critical deal is undoubtedly going to contribute to the global settlement of the conflict situations and consolidation of the mutual trust, and it was made possible by the extended and consistent political and diplomatic efforts.

All these come to prove that when there is a political will to bridge disagreements and emphasize the spirit of cooperation, it is indeed possible to find solutions for the most complicated issues. From this podium I would like to once again stress the importance of taking diplomatic efforts, especially with the aim to eliminate the closed borders. Armenia has been subjected to the illegal blockade by its neighbors, and we deem unacceptable such an improvident policy that in the 21st century establishes artificial obstacles disrupting intercultural, human to human and trade contacts. In this context, we highly value the periodic review carried out under the framework of the UN Conferences on Landlocked Developing Countries. We stand ready to invest further efforts in this endeavor, also by hosting intermediate workshops on this topic in our country…

… To conclude I would like to join all speakers who have called to take joint efforts to struggle against the darkness, vandalism and hatred. There can be no great and small countries for that cause, and every single one has a role to play. Armenia stands ready to make its contribution to that joint struggle of ours.”

Komandos: Renewal of large-scale hostilities unlikely despite Azerbaijani provocations

Despite the efforts of Azerbaijani to increase violence at the border, it is very unlikely that a full-blown war will start, retired Major-General Arkady Ter-Tadevosyan, a hero of the 1992-1994 war in Nagorno-Karabakh, said.

“Azerbaijan cannot make an independent decision to start aggression, Turkey is behind it. And while in Turkey they say they want to reconcile with Armenians, they are doing to us what they want through Azerbaijan, which could not have done that much without Turkey,” said the 76-year-old retired general, referring to the recent escalation of tensions in the Karabakh conflict zone in which several Armenian servicemen and civilians were killed.

According to Ter-Tadevosyan, who is known as Komandos since the Karabakh war in the early 1990s, with its actions Azerbaijan merely wants to provoke Armenia.

“I can’t smell war, but I do smell provocation,” said the experienced military commander. “Azerbaijan wants to show that it can attack and destroy Armenia, but it fails.”

Ter-Tadevosyan also thinks that Azerbaijan is trying to distract public attention from domestic problems.

“They are trying to prove to the public that they are going to regain Karabakh. In reality, however, they cannot do that, but in order to deceive their own people, as well to cause trouble to us they are taking these steps,” he said.

Ter-Tadevosyan also pointed out that Azerbaijan usually escalates the situation ahead of large international forums. Many observers believe that this time it was the United Nations General Assembly session.

In the retired general’s opinion, Azerbaijan will lose in the event of renewed hostilities since its oil and gas pipelines – the main sources of revenues for this country – are vulnerable to Armenian strikes.

“Armenia has no oil and gas pipelines and has fewer reasons to be concerned about possible missile strikes against such facilities. True, Armenia has a nuclear power plant, but the plant is safe in that sense, because if a strike is delivered against the nuke station, it will also cause huge damage to Turkey. That is why Turkey is interested in the soonest possible closure of the station. In other words, they cannot actually hit our nuclear power plant,” Ter-Tadevosyan concluded.

Artsakh Republic's Defense Army controls the situation on the frontline
with the Azerbaijani Armed Forces and conducts reprisals in response
to Azerbaijan's aggressive actions, Commander of the Nagorno-Karabakh
Defense Army Levon Mnatsakanyan said at the Nagorno-Karabakh National
Assembly according to the Nagorno-Karabakh Prime-Minister's press-
secretary Artak Beglaryan's post in his Facebook page.

Mnatsakanyan stated that in a result of the reprisals Azerbaijan's
Armed Forces have losses. The names of 11-12 victims are already
known. "We are clearing up the names of the rest 11-12 Azerbaijani
victims," Commander of the Nagorno-Karabakh Defense Army said adding
that 60-80 Azerbaijani soldiers have been hospitalized.

According to the Artsakh's Defense Minister, they have information
that Azerbaijani side has also significant material losses, as several
positions and armament depots have been destroyed. "Baku's attack
on Tavush region's borderline will not remain without response",
Mnatsakanyan summarized.

"Azerbaijan has gone beyond all limits, and it's not only about
the recent actions, but also the impudence it demonstrates towards
international law and its own commitments," Armenian Deputy Foreign
Minister Shavarsh Kocharyan told reporters after the government
sitting. He reminded that it was Azerbaijan that asked for ceasefire
in 1994.

"International law means nothing to Azerbaijan. Different terrorist
organizations demonstrate nearly the same behavior today by killing
people and destroying monuments. Let's remember the demolition of
cross-stones in Jugha," the Deputy Foreign Minister said.

"I think Azerbaijan is thus triggering the process of international
recognition of the Nagorno Karabakh Republic," Kocharyan stated.

The international community's failure to silence Azerbaijan
following the past days' deadly border tensions raises its share of
responsibility for the lives lost, says the head of the Yerevan-based
NGO "European Integration"

"The international community has a right, which it fails to exercise.

And it does so for the simple reason that that interests very often
take precedence over values," Karen Bekaryan told a news conference
on Friday.

"With its silence, the international community undertakes a burden
of responsibility for the blood shed and the lives lost. I very much
regret that this understanding is maturing, be it though at slow
paces," he added.

Bekaryan said he doesn't remember any constructive criticism voiced
after the 2014 tragic shoot-down of an Armenian helicopter over the
Nagorno-Karabakh airspace.

Addressing President Serzh Sargsyan's speech at the UN General
Assembly's 70th session, Bekaryan said he very much appreciated his
focus on the Genocide centennial events. "The content yet another
time reflected the key targets on the pan-Armenian agenda. The speech
also contained a message that as long as crimes of the kind remain
unpunished and uncondemned, it will make absolutely no sense to speak
about security".

Bekaryan further praised the president's remarks condemning the
Azerbaijani leadership's policies of aggression and tyranny. "All we
see along the border today is an attempt to divert the Azerbaijani
society," he added.

It's high time for the international community, and first of all the
Minsk Group Co-Chairs to understand that the blurred and 'balanced'
statements they make result in human losses, said MP Karen Bekaryan,
President of the "European Integration" NGO.

According to him, the international community has levers to influence
Azerbaijan in case of escalation at the border, but it fails to make
effective use of them.

"The reason is simple; interests are being placed above values,"
Bekaryan told a press conference today.

He said this position is dangerous, especially considering that no
one wins anything here, not even those who place certain interests
above values.

Karen Bekaryan considers that by keeping silence on border incidents
the international community assumes responsibly for the bloodshed
and human losses.

"I think this perception is gradually maturing, but too slowly.

Unfortunately, this slow pace leads to more losses," he said.

The MP reminded the shooting down of an Armenian helicopter by
Azerbaijan last November, when the international community once again
failed to give a proper response, forcing us to recover the bodies
of the pilots through military actions.

"Azeri soldiers were killed as a result of the operation. But did
anyone ask why we did so? No, because it was clear to everyone that
this was the only option left."

Referring to President Serzh Sargsyan's address to the UN General
Assembly, Karen Bekaryan said there was a serious focus on the 100th
anniversary of the Armenian Genocide, and this could be considered
one of the most essential achievements of the centennial year.

"The speech highlighted the main targets of the pan-Armenian agenda
in this centennial year. Naturally, it was stressed that there can
be no essential progress on issues of security unless such crimes
are recognized and condemned," Bekaryan said.

Commenting on Azerbaijan Defense Ministry's recent statements that
it would not comment anything for the outlets, which circulate the
publications of their Armenian colleagues, the well-known Azerbaijani
journalist Chingiz Sultansoy told Moderator.az that such a stance
demonstrates the weakness of the Ministry.

It is necessary to run serious and meaningful information in order
to conduct the current information war correctly, the journalist
told Moderator.az regretting that the press service of the Defense
Ministry of the AR is not able to cope with that challenge properly.

"The pity is that people do not trust in the information provided
by our Defense Ministry. The reason is that the negative incidents
in the army are often hidden or false information is provided. As a
result, people lose their trust for the Defense Ministry," Chingiz
Sultansoy said.

The Defense Ministry of Azerbaijan frequently accuses the journalists
of that, which is an absolutely wrong approach, he added.

"I myself do not believe that the journalists covering the negative
incidents in the army are to be blamed in those cases rather than
the officers and officials, who are responsible for the soldiers'
non-combat deaths," Sultansoy stressed.

Elkhan Mehdiyev, an Azerbaijani political columnist, told Moderator.az
that "Azerbaijan lags behind Armenia in the information war." He said
the world hears the voice of the Armenians more, and the international
community gets most of the information from the Armenian media.

On 30 September 2015, the minister of defense of Nagorno Karabakh
Republic, Levon Mnatsakanyan, said that the NKR Defense Army completely
controls the situation on the line of contact and conducts punitive
operations in response to Azerbaijan's aggression. As a result,
Azerbaijan had 11-12 militaries killed, names verified by the
Defense Army, and 11-12 more, who are currently being identified. In
addition, there are currently 60-80 injured militaries in hospitals in
Azerbaijan. According to the information of the NKR Defense Ministry,
the adversary side also suffered significant material losses because
of the destruction of several military positions and barracks with
defense technology. The press service of the Defense Ministry of
Azerbaijan hides this information.
