Azerbaijan’s territorial claims on Armenia should be a subject of wider international discussion, PM Pashinyan says

Azerbaijan has adopted a policy of continuous aggression against Armenia and the issue should be in the focus of discussions of the international community, Prime Minister Nikol Pashinyan said at an online press conference today.

“In a post-war euphoria, Azerbaijan is actually trying to exercise the right of the “winner of the war,” something that does not exist in the modern world,” the Prime Minister said,

He added that Armenia, in turn, is trying to make every constructive effort to calm the situation in the region. The Prime Minister stressed that a member of the international community should have certain boundaries, and the international community should keep an eye on those boundaries, because otherwise, “we are witnessing a process of decay of international relations.”

“Azerbaijan is apparently laying territorial claims on Armenia. What does “Zangezur corridor “mean? What does “Eastern Zangezur” mean? Who has coined these terms and what does this mean? What does the “corridor logic” mean? We have declared on many occasions and reiterate that we are not going to discuss any issue within that logic,” PM Pashinyan said.

He added, however, that this does not mean Armenia is refusing from the agenda of opening of regional communications.

“On the contrary, Armenia is perhaps more interested in the opening of regional communications. And in my opinion Azerbaijan is developing the “corridor logic” to abort the process,” the Prime Minister said, adding that the Armenian side will do its best not to allow it.

“This situation must go more international, because this is not an issue of Armenian-Azerbaijani relations only, this is an issue of international law and world order. The President of Azerbaijan says “we will stand wherever we want.” What does this mean? We need to understand whether there is a new world order where anyone can stand wherever they want. In other words, does this mean that a third country will stand wherever it wants in the territory of Azerbaijan, or does Azerbaijan indicate to all neighbors that it will stand wherever it wants? Does it mean that a new page of international law opens? This should be the subject of serious international discussion. Is the involvement of mercenaries becoming a new right?” the Prime Minister stressed.

According to him, this is the reason why Armenia is taking the issue to several international platforms, including the International Court of Justice.

“We believe that Azerbaijan’s behavior should be discussed more and more widely, not only in the trilateral format, not only in the CSTO, not only in the UN, not only in The Hague, not only in the ECHR. I am going to take part in the Democracy Summit, which will take place online, and I am going to raise this issue there as well. What Baku is doing is an attack on Armenia’s sovereignty, statehood, independence and democracy by Azerbaijan and the  countries that encourage it. We are going to pursue this issue on all possible international platforms. We will not limit ourselves,” Pashinyan concluded.

Dutch Parliament adopts motions on Azerbaijani provocations, Armenian POWs

The Dutch Parliament has adopted two motions on Azerbaijan’s provocations against Armenia and the lack of democracy in the country, the Armenian Embassy in the Netherlands informs.

In one of the motions, the parliament calls on the government to work with the EU to conduct an independent investigation into the facts of the Armenian-Azerbaijani conflict and to report the results to the parliament as soon as possible.

The second resolution mentions the serious problems of human rights, free speech and freedom of the press in Azerbaijan, which are deepening. The resolution also addresses the issue of Armenian prisoners of war held in Azerbaijan.

Taking into account the participation of Azerbaijan, a country far from European values, in the Eastern Partnership summit to be held on December 15, 2021, the Dutch parliament calls on the government to draw conclusions from the above-mentioned situations during the EU-Azerbaijan negotiations within the EaP Summit.

Armenia, Azerbaijan renew fighting

Armenia (MNN) — Armenia and Azerbaijan reported dozens of casualties and soldiers missing last week after a fresh outbreak of fighting. Russia mediated a new ceasefire.

Last year, the two countries fought a 44-day war which resulted in Azerbaijan seizing control of Armenian territory. That conflict killed over 6,000 soldiers and civilians.

Armenia, a traditionally Christian-majority country, is surrounded by Azerbaijan on one side and Turkey on the other. Turkey typically aids its Muslim-majority ally Azerbaijan against Armenia. Advanced military drones from Turkey played a decisive part in last year’s war.

Russia has traditionally been an ally of Armenia. But Mock says, “Russia seems to have been very modest in their response, spending more time negotiating a peace deal than really intervening for Armenian troops.”

The toll of constant war

Eric Mock with the Slavic Gospel Association says Armenia abandoned two military posts in the most recent fighting. “There’s not a lot of great clarity about where the border is, and Azerbaijan clearly is trying to take back more territory.”

This situation is putting a lot of stress on Armenian civilians, Mock says. SGA recently spoke to several Armenian pastors. “Some of them had served in the military and wondered if they would even survive. And by God’s grace, they did. But they talked about this deep pain and fatigue they have over always being embattled.”

“Now you add into it the poverty that they’ve had to deal with, especially in the contested regions.”

Ask God to encourage Armenian Christians. Through SGA, you can support Armenian churches as they give help and hope to their communities. Mock says, “Their need for food, medicine, and even warmth is very high. And so we’ve tried our best to continue providing for their needs as the church asks.”

Armenian army's General Staff ex-deputy chief: War is very likely, but it is rare that there will be corridor

Former First Deputy Chief of the General Staff of the Armed Forces of Armenia, Lieutenant General Tiran Khachatryan says Syunik Province of Armenia might have the same fate as Artsakh (Nagorno-Karabakh) did, Armlur.am reports.

Asked if this is a possibility, Khachatryan said the following: “There is a high probability of war, if security is not ensured, the army is not strengthened, the necessary objectives aren’t met and the capacities aren’t reinforced.”

According to him, even though certain activities have been carried out in this direction over the past year, they are definitely not enough. “We need to show that we are strong and are capable of taking certain actions to give a counterattack,” the army general emphasized.

Asked if Azerbaijan will obtain the corridor that it wants, Khachatryan said he doesn’t think so.

Zatulin: Opening or closure of this or that corridor is the sovereign right of Armenia, not Baku

The opening or closure of this or that corridor in Armenia’s territory is the sovereign right of Armenia, not the right of Azerbaijan’s political leadership. This is what deputy of the Russian State Duma Konstantin Zatulin said during an interview with TV Gazeta.

According to the Russian politician, Azerbaijan has nothing to do in this regard. “Azerbaijan shouldn’t think that Turkey’s support will help relieve itself of all the issues. There are many different forces in the region. Many different circumstances may emerge. We don’t know what the future holds. This isn’t the end of the story. Many people in Russia share my opinion. Those people have not only Armenian last names, but also Russian last names. They know very well what is happening now,” Zatulin said.

Pashinyan tells Putin, Aliyev that Azerbaijan invaded Armenia

Hostilities in Nagorno-Karabakh started on September 27, 2020

YEREVAN, November 26. /TASS/. A crisis has developed at the border of Armenia and Azerbaijan as Azeri troops have invaded Armenia, Nikol Pashinyan, the prime minister of Armenia said at a meeting with Russian President Vladimir Putin and Azeri President Ilham Aliyev on Friday.

‘’I want to stress the situation isn’t as stable as I would like,’’ he said at the meeting in Sochi. ‘’Since November 9 last year, several dozen people have died on both sides and incidents have happened in Nagorno-Karabakh.’’

‘’Since May 12 of this year, we as a matter of fact have been having a crisis situation at the Armenian-Azeri border,’’ he went on to say. ‘’Our assessment is that Azeri troops have invaded Armenia’s sovereign territory.’’

Hostilities in Nagorno-Karabakh started on September 27, 2020. The leaders of Russia, Armenia and Nagorno-Karabakh on November 9 of that year agreed a ceasefire that involved Russian peacekeepers.

Putin Urges Armenia, Azerbaijan to Ease Tensions in Rare Meeting

 

Russian President Vladimir Putin urged Armenia's Prime Minister Nikol Pashinyan and Azerbaijan's President Ilham Aliyev to ease tensions and resolve disputes left over from last year's war over Nagorno-Karabakh. 

Putin gathered the leaders for a rare face-to-face meeting in the Black Sea resort of Sochi after a flare-up in fighting on the border between the two countries earlier this month. 

"We were part of a united state for centuries, we have deep historical links," Putin told the pair after holding separate talks with each of them. 

"We should aim to rebuild them and nurture them in the future," he said.

He urged the pair — who last met in January — to have more direct contacts. 

"The more contacts, including direct ones, the better," Putin said.

Putin welcomed the foes' planned meeting in Brussels on Dec. 15, saying he had discussed the matter with European Council President Charles Michel. 

The trio met less than two weeks after the worst fighting between the ex-Soviet Caucasus republics since their six-week war last year that claimed more than 6,500 lives. 

Putin said it was positive that the clashes — which killed six Armenian troops and seven Azerbaijani soldiers — did not turn into "large-scale" war. 

The meeting was timed to coincide with the anniversary of a Moscow-brokered ceasefire that ended last year's conflict. 

The leaders discussed demarcation issues between the two Caucasus countries as Yerevan accuses Baku's forces of intruding into its sovereignty territory. 

"We are ready to start working on the delimitation and on the peace treaty as a matter of urgency to learn how to live as neighbours again," Aliyev said. 

Pashinyan said Armenia is "also ready to start the delimitation and demarcations of borders." 

He said Putin and Russian peacekeepers "play a key role in the stabilisation of the region." 

The leaders also addressed the issue of rebuilding Soviet-era transport links between Azerbaijan and Armenia which are currently closed by a mutual blockade. 

"Everyone — including Russia as a neighbour — is interested in establishing the (transport) links," Putin said. 

Baku and Ankara have pressed actively for the reopening of a historic land link uniting Azerbaijan with its exclave of Nakhichevan and further on to Turkey via Armenia's Syunik province, as stipulated in last November's ceasefire agreement.

Russia has supported plans to reopen land communications but shares Armenia's rejection of the corridor.

On Friday, Azerbaijan handed over to Yerevan two Armenians — a soldier and a civilian — who were detained after last year's ceasefire, Baku said.

Zatulin: Last year's war in Karabakh caused tremendous damage to not only Armenia, but also Russia

My position on Armenia is pro-Russian, not pro-Armenian. I believe that if our ally Armenia suffered, there is no need to ask ‘who the bell is ringing for’. This is what deputy of the Russian State Duma Konstantin Zatulin said in an interview with TV Gazeta, adding that the bell is ringing for Russia.

“I have always opposed and still oppose the resumption of acts of warfare. Consequently, I publicly viewed what happened last year as ‘tremendous damage caused to not only Armenia, but also Russia’. Why? It’s because Russia, being a Co-Chair of the OSCE Minsk Group, supported an exclusively peaceful settlement of the Nagorno-Karabakh conflict along with the other Co-Chairs for thirty years. Before the meeting in Kazan in 2011, Russia was rather close to a settlement of the conflict, but it was disrupted,” Zatulin stated. According to him, Baku is the one to blame for the failure to implement the agreements.

Zatulin stated that the Nagorno-Karabakh conflict can be resolved, but only through recognition of the self-determination of the republic. “Basically, it was necessary to recognize its de facto independence from Azerbaijan. At the same time, this needed to be done along with the transfer of the regions along the length of the border of Nagorno-Karabakh to Azerbaijan, except for Kalbajar and the Lachin corridor. Nevertheless, Azerbaijan viewed this position with hostility. I remember very well how Ambassador of Azerbaijan to Russia Polad Bulbuloglu categorically responded to this proposal by saying it’s a typical Armenian position. No matter what happens, I’m certain that this course will eventually succeed,” Zatulin said.

“Left to me, you see our gift to both the Armenian friends, and the Azerbaijani friends: olive branch, which symbolizes peace and prosperity. I hope that today's agreements will be fulfilled and will create conditions for the next steps in the normalization of relations in the South Caucasus”, Putin said.

‘45 Days: The Fight For A Nation’: Artsakh war documentary submitted for Oscars

 

The documentary "45 Days: The Fight For A Nation" by British filmmaker and journalist Emile Ghessen – a former British Royal Marines Commando – has been submitted to the Oscars Best Documentary Feature category, Ghessen himself revealed on Twitter, according to Horizon Weekly. 

The film was made during the Second Karabakh War in fall 2020, when Azerbaijan launched a large-scale military offensive against Artsakh (Nagorno-Karabakh).

“Recognising the significant amount of disinformation emerging from the war and lack of world news coverage, Emile travelled the region and embedded himself with local people – those who took up arms to fight. This is their story,” the film’s description says.

 Israeli Cluster Bombs Sold to Azerbaijan
            Kill & Maim Innocent Armenian Civilians

Israeli journalist Yossi Melman wrote a lengthy critical article in
the Haaretz newspaper about Israel’s sale of banned deadly cluster
bombs to Azerbaijan to kill and maim innocent Armenian civilians in
Artsakh. The article, although published on Oct. 22, 2020, retains its
relevance given the fact that these cluster bombs were not only used
in last year’s Artsakh war by Azerbaijan, but may also be used in a
future war.

Amnesty International confirmed that Azerbaijan used Israeli cluster
bombs in the 2020 Artsakh war. These lethal bombs exploded in a
residential area near the city of Stepanakert, the capital of Artsakh.

“The use of cluster bombs in any circumstances is banned under
international humanitarian law, so their use to attack civilian areas
is particularly dangerous and will only lead to further deaths and
injuries,” said Denis Krivosheev, Amnesty International’s acting chief
for Eastern Europe and Central Asia. “Cluster bombs are inherently
indiscriminate weapons, and their deployment in residential areas is
absolutely appalling and unacceptable.”

Melman explained that “a cluster bomb is a kind of container holding a
bundle of small bombs. The mother bomb explodes at a certain height
and, over a wide area, scatters the smaller bombs, which explode a
short time later. The munitions can be launched from cannons of
various sizes, with diameters up to 155 mm, from launchers,
helicopters and planes.” Children often pick up unexploded cluster
bombs mistaking them for toys, resulting in their death or injury.

Melman wrote that he asked Israel’s Defense Ministry, the Israel
Defense Forces and the Foreign Ministry “on whether—and if so,
when—Israel supplied cluster bombs to Azerbaijan.” Not surprisingly,
he received no response.

Melman remarked that Israel’s Defense Ministry, “true to its
aggressive habits, is loath to give explanations and refuses to answer
questions it doesn’t like. It seems to have something to hide,
especially when it comes to its overly intimate relationship with
Azerbaijan.”

Melman asked a pertinent question: “Why is Israel arming Azerbaijan
against Armenia?” There would be a huge worldwide outcry if Armenia
were to transfer missiles to Hamas or Hezbollah to attack Israeli
citizens. Israel arming Azerbaijan is no different, but where is the
international condemnation of Israel?

Israel used cluster bombs on several occasions: In the 1973 war
against several Arab states, the wars on Lebanon in 1978, 1982 and
2006, and the Gaza war in 2008-09. Melman reported that “this led to a
condemnation by then-UN Secretary General Kofi Annan, and to tension
in the United States, because the firing apparently violated the
restrictions on using cluster bombs when the weapon was supplied in
1976.”

The Winograd Committee, formed by the Israeli government to review the
appropriateness of Israel’s military actions in Lebanon in 2006,
“harshly criticized the use of cluster bombs in civilian areas,”
according to Melman. It is illegal to use cluster bombs. It is also
illegal for the United States to sell them to Israel, which in turn
illegally sold them to Azerbaijan.

Regrettably, neither the Republic of Armenia nor the Armenian-American
community complained to the American government about Israel’s illegal
transfer of U.S. cluster bombs to Azerbaijan.

Melman reported that “in December 2008, the Convention on Cluster
Munitions was signed in Oslo. It prohibits the use, development,
manufacture, storage and transfer of cluster bombs, which it defines
as ‘a conventional ammunition that is designed to disperse or release
explosive submunitions’ from a container. Over 100 countries signed
the accord, which went into effect in 2010.”

Israel, however, refused to join the convention that banned cluster
bombs. Ironically, Israel was quick to condemn Syria for its reported
use of cluster bombs inside its own country. It is not clear why
Armenia refused to join the convention which would have given it a
stronger footing to condemn the illegal use of cluster bombs by
Azerbaijan and Turkey, neither one of which joined the convention. In
addition to selling cluster bombs to Azerbaijan, Israel also sold them
to Turkey, Ethiopia, Germany, India, Romania, Switzerland, Great
Britain, Austria, Denmark, Norway, Chile, Colombia and Venezuela.

According to Melman, Azerbaijan was the largest market for Israeli
cluster bombs, along with various cannons and rocket launchers.
“Israel sold dual-purpose munitions components, which can also be used
in cluster bombs, in a way that let Israel bypass the convention.”

Melman reported that, a year ago, Israeli “activist Eli Joseph, who
takes part in efforts to ban weapons sales by Israel to dictatorial
regimes,” petitioned in vain Israel’s High Court of Justice,
“demanding that Baku and Jerusalem’s military connections be revealed.
Also, Joseph and his colleagues in the Jewish Heart organization
demonstrated in front of the Knesset against arms exports to
Azerbaijan, under the slogan ‘No to war crimes, no to the murder of
innocents.’” It is heart-warming to see righteous Israelis objecting
to the immoral actions of their government.

By selling lethal weapons to the murderous regime of Azerbaijan,
Israel has undermined its moral standing and has become an accomplice
to Azeri war crimes.

Report: Azerbaijan pulls back forces from southern Armenian village

PanARMENIAN.Net - Azerbaijan has pulled back forces from the village of Ishkhanasar in Armenia's Syunik province, village chief Marat Petrosyan has said, according to Factor.am.

Petrosyan said the Azerbaijani military have withdrawn to the area where the border of Soviet Azerbaijan used to be.

No information is available about other developments on the Armenian-Azerbaijani border. It's also unclear why the Azerbaijanis have agreed to withdraw forces from the area.

Azerbaijani forces violated Armenia’s border in several sections in the provinces of Syunik and Gegharkunik on May 12 and 13 and are still refusing to withdraw their troops from the area. Since then, almost a dozen Armenian servicemen have been killed in Azerbaijan’s shooting, a dozen others have been wounded.

Azerbaijani troops kidnap, murder one more Karabakh civilian

PanARMENIAN.Net - Azerbaijani troops on Friday, December 3 broke into the neutral zone near the town of Chartar, Nagorno-Karabakh, "used violence" against an Armenian civilian and murdered him after dragging him to their positions. The civilian was identified by the National Security of Artsakh (Karabakh) as Seyran Sargsyan (b. 1956) who used to be engaged in cattle breeding

Cameras installed on the Armenian side have recorded the the incident and the criminal actions of the Azerbaijanis, the NSS added.

The NSS earlier reported the 65-year-old's disappearance and said the authorities are taking measures to return the civilian home.

The Russian peacekeeping contingent deployed in the region since the end of hostilities in fall 2020 had been notified about the incident too.

The Azerbaijani military regularly violates the Russia-brokered ceasefire achieved on November 9, 2020. On November 8, a group of four workers from Nagorno-Karabakh were target by the Azerbaijani side, as a result of which three people were injured and one was killed. On October 9, another civilian from Karabakh was killed by an Azerbaijani sniper while working in his orchard near the town of Martakert.

VP confirms Turkish intelligence was involved in Karabakh war

PanARMENIAN.Net - Turkey’s vice president Fuat Oktay has said the country's National Intelligence Organization (MİT) played an active role in the Nagorno-Karabakh war in 2020, helping shape the balances in the field, Nordic Monitor reports.

Oktay made a presentation on the annual activities of state institutions operating under the Presidency at parliament’s Planning and Budget Committee on November 26. Stating that MİT is a "source of pride" for the country, Oktay told deputies that the organization renders great service to Turkey’s interests with the operations it carries out abroad.

“In many regions such as Syria, Libya, Upper Karabakh and most recently Afghanistan, the organization has carried out important work that protects our national interests and shapes the balances in the field in favor of our country, in line with our state policy,” he said.

It is no secret that Turkey supported its ally Azerbaijan militarily, but no official statement has ever been made regarding the involvement of Turkish intelligence in the war.

In the war against Artsakh (Karabakh), Turkey supported Azerbaijan militarily, also by transferring terrorist mercenaries from the Middle East to fight against Karabakh. Armenia was the first to report on Turkey's deployment of thousands of Syrian fighters to Azerbaijan. International media publications followed suit, as did reactions from France, Russia, Iran and Syria. The Nagorno-Karabakh Defense Army has already unveiled footage from the interrogation of two such terrorists captured on the front.

Armenia calls Russia, CSTO and UN to pay attention to Baku’s threats against Yerevan

Earlier, Azerbaijani President Ilham Aliyev, during his visit to the Quba region, called on Armenia to specify a date for the opening of the Zangezur corridor

YEREVAN, December 7. /TASS/. Armenia urges Russia, the Collective Security Treaty Organization (CSTO), the UN Security Council and the OSCE Minsk Group to pay attention to Baku’s statements which, from Yerevan’s point of view, threaten the territorial integrity and country’s sovereignty, the Armenian Foreign Ministry said on Tuesday.

"Yerevan drew the attention of its main security partner - Russia, [and also] the CSTO, the UN Security Council, members of the OSCE Minsk Group and the entire international community to the fact that Baku continues to resort to belligerent rhetoric and threatens the use of force, making statements which undermine the sovereignty and territorial integrity of Armenia in violation of the fundamental principles of international law, including the UN Charter," the message reads.

The Armenian foreign ministry also stressed that, through this rhetoric, Baku undermines the efforts of the working group on the opening of regional communications, which includes the deputy prime ministers of Armenia, Russia and Azerbaijan. "Baku’s provocative statements hinder the work of the trilateral working group, which discusses the list of measures and the schedule for the unblocking of roads, the restoration of highways and railways in the region," the ministry noted.

Earlier, on Monday, Azerbaijani President Ilham Aliyev, during his visit to the Quba region, called on Armenia to specify a date for the opening of the Zangezur corridor.

 

 

 

 

Yerevan has repeatedly stated that the trilateral statements of the leaders of Armenia, Azerbaijan, and Russia on the cessation of hostilities in Nagorno-Karabakh and the unblocking of regional communications do not imply the provision of any corridors to Baku through the sovereign territory of Armenia.

The President of the Republic of Azerbaijan has once again threatened to use force to establish a corridor through southern Armenia to connect his country with the Autonomous Nakhchivan Republic.

“Armenia and the whole world saw during the war that no one could stop us. I asked them to give a date for the return of our lands. I say the same thing now. Tell us when the Zangezur corridor opens without any problems,” Ilham Aliyev told Radio Free Europe.

In a statement, the Armenian Foreign Ministry condemned Aliyev’s remarks as a threat to Armenia’s territorial integrity. The statement said that the latest comments by the Azeri president contradict the understanding reached between Aliyev and Armenian Prime Minister Nikol Pashinyan during talks hosted by Russian President Vladimir Putin in Sochi on November 26.

The concept of a new corridor called Zangezur between Nakhchivan and the Republic of Azerbaijan has become a bone of contention between Armenia and the Republic of Azerbaijan.

Armenia insists that it will not allow any change in regional borders and has categorically rejected the idea of creating new corridors in the southern parts of the Caucasus.

Tensions are simmering between the Republic of Azerbaijan and Armenia. The two neighbors agreed to a ceasefire at their border on November 16 following the deadliest clash since the 2020 Nagorno-Karabakh conflict which resulted in the liberation of the Republic of Azerbaijan’s territory from Armenian occupation.

Yerevan says Azerbaijani army begins heavy shelling of Armenian positions

On Thursday morning, Armenia’s Defense Ministry reported Azerbaijan’s shelling of Armenian positions on the country’s eastern border

YEREVAN, December 9. /TASS/. The Azerbaijani Armed Forces began the heavy shelling of Armenian positions in the Gegharkunik region, the Armenian Defense Ministry said in a statement on Thursday.

"The Azerbaijani Armed Forces staged another provocation at 04:25 pm on December 9, opening heavy fire from small arms of various calibers on Armenian military positions along the Armenian-Azerbaijani border in the Gegharkunik region. Armenia retaliated. As of 05:00 pm, the exchange of fire continued," the statement reads.

Intense fighting between the Armenian and Azerbaijani armed forces broke out in the border areas of Armenia's Syunik Province on November 16. Yerevan said that the Azerbaijani armed forces had launched an offensive into Armenia's territory, which threatened an international highway connecting the Armenian capital with the country's southern regions and Iran. Baku laid the blame on Yerevan, accusing the Armenian Armed Forces of staging a provocation. According to the Azerbaijani Defense Ministry, Armenian troops attacked Azerbaijani positions.

 

 

Given the situation, Russian Defense Minister Sergey Shoigu held separate telephone talks with his counterparts from Armenia and Azerbaijan. The Russian Defense Ministry said in a statement that following the conversations, the Armenian and Azerbaijani defense chiefs took measures to stabilize the situation on the border.
