PACE approves anti-Armenian report

Have fun! PACE accuses Armenians of not suppling water to the enemy? Sorry but, never heard of a case when an adversary during war times would supply anything to the other party. We have water, they have oil. Maybe we should file a petition demanding exploration rights on Azeri oil? :))) Anyhow the “penguin” that presented the Report on Sarsang reservoir is Bosnian, i.e. a Turk.

STRASBOURG, France—The Parliamentary Assembly of the Council of Europe (PACE) held a heated debate on Tuesday on two reports on Nagorno-Karabakh: “Escalation of violence in Nagorno-Karabakh and the other occupied territories of Azerbaijan,” by rapporteur Robert Walter (UK) and “Inhabitants of frontier regions of Azerbaijan are deliberately deprived of water,” by rapporteur Milica Marković (Bosnia and Herzegovina). The Parliamentary Assembly rejected the report by Walter and adopted the report by Markovic.

Since November 2015, the European Armenian Federation for Justice and Democracy (EAFJD) had carried out extensive work in 20 Member States of the Council of Europe, elaborating on the essence of the reports and exposing their biased character. The European Armenian Federation was also in Strasbourg and closely followed the vote.

Both draft resolutions evidently lacked thorough, impartial research, selectively left out crucial facts and in general cause harm to the negotiation process of the Nagorno-Karabakh conflict. The OSCE Minsk Group had previously issued statements, the latest one being a joined press release, urging PACE not to undermine the negotiation process.

The rejected draft report by Robert Walter was evidently a word-for-word reflection of the official Azerbaijani and Turkish stance on the Nagorno-Karabakh conflict. In her report, Milica Markovic, who never visited the reservoir, used this humanitarian issue as a pretext in order to make highly biased statements on the Nagorno-Karabakh conflict in general. A brief comparison of the draft resolution and of the technical report, which should be the basis of the draft resolution, makes it clear that Ms. Marković deliberately exaggerated the consequences of potential danger. On the other hand, she left important facts, stated in the technical report, out of the draft resolution, since this information did not fit in with her biased intentions.

EAFJD President Kaspar Karampetian said: “Today the Council of Europe rejected the highly biased and inflammatory report by Robert Walter. Thus, the results of today’s vote can be generally considered positive. The current Azerbaijani Government and Mr. Walter did not succeed in their efforts of using the Council of Europe as an instrument for anti-Armenian war-rhetoric. It was encouraging to see the level of support and mobilization.”

“Unfortunately, the Parliamentary Assembly of the Council of Europe adopted the rather partial report by Milica Marković on the Sarsang reservoir. It is clear that since the beginning Ms. Marković intended to use this humanitarian issue in order to draft a report reflecting the Azerbaijani perspective on the Nagorno-Karabakh conflict,” stressed Karampetian.

“Now the task of the Armenian diplomacy should be raising awareness on the environmental and human rights problems of the Armenian citizens in bordering areas, facing similar problems, caused by Azerbaijan” concluded the President of EAFJD.

Armenian delegation commends PACE for rejecting biased report on Nagorno Karabakh

The Armenian delegation to the Parliamentary Assembly of the Council of Europe (PACE) has expressed gratitude to delegates, who demonstrated a principled stance and rejected a report dangerous for the settlement of the Nagorno Karabakh conflict presented by Robert Walter

 

The Armenian delegation said in a statement that the two reports debated at PACE today “grossly distort the history and essence of the Nagorno Karabakh conflict and impermissibly interfere with the peaceful settlement process.” “This is supported by an earlier statement released by the OSCE Minsk Group and the speeches of a number of delegates during the plenary sitting of the Parliamentary Assembly,” the statement reads.

“Aware of the responsibility of the moment, members of the Parliamentary Assembly rejected the report on “Escalation of violence in Nagorno-Karabakh and the other occupied territories of Azerbaijan.”

As for the second report on Sarsang water reservoir “a number of MPs voted in favor of it, ignoring the opinion of the international community and demonstrating a unilateral stance, thus attributing a political meaning to a humanitarian-technical report.”

STEPANAKERT. - According to all norms of international law, the use of
the Sarsang Reservoir, which is located in the territory of Karabakh,
was and will be the sovereign right of the Karabakh people, which
cannot be violated by any resolution. Deputy FM of the Nagorno-Karabakh
Republic (NKR) Armine Aleksanyan told the aforementioned to Armenian
News - NEWS.am correspondent.

She positively assessed the fact that the PACE deputies didn't adopt
the report by the British MP Robert Walter entitled "Escalation
of Violence in Nagorno-Karabakh and Other Occupied Territories of
Azerbaijan." "This is indicative of the fact that PACE has supporters
of common sense, who understand the responsibility and seriousness
of the moment," Aleksanyan said.

The Deputy FM also stressed: "PACE actually acknowledged that the
issues on the settlement of the conflict are outside its jurisdiction.


The issue should be considered only in the framework of the OSCE Minsk
Group." At the same time, Aleksanyan expressed concern over the fact
that the PACE deputies didn't manifest the same political maturity
during the voting on the resolution regarding Sarsang Reservoir.

YEREVAN, JANUARY 27, ARMENPRESS. Deputy PM of Artsakh Arthur
Aghabekyan is convinced that the report "Inhabitants of frontier
regions of Azerbaijan are deliberately deprived of water" adopted by
the PACE on January 26 will have no impact on renovation of Sarsang
Reservoir. "The resolution cannot seriously impact the moods of
Artsakh people or activities of Artsakh authorities", "Armenpress"
reports, the Deputy PM said.

Aghabekyan mentioned that he personally had applied to Azerbaijani
authorities over mutually beneficial cooperation of joint use of the
water of the reservoir two years ago. But the Azerbaijani leadership
gave a negative response to his proposal. Prior to that, the NKR
Government had introduced its proposals to Azerbaijani leadership, and
later International Committee of the Red Cross did so, but Azerbaijan
did not change its stance.

According to the Deputy PM, the Azerbaijani authorities have hidden
under the cover of PACE resolution instead of satisfying the needs of
their people. The Azerbaijani society must be aware that the fault
of being deprived of water belongs to their authorities and those
European MPs, who lobby without having deep understanding of the issue.

On January 26, the Parliamentary Assembly of the Council of Europe
adopted rapporteur Milica MarkoviÄ~G's (Bosnia and Herzegovina)
draft resolution on "Inhabitants of frontier regions of Azerbaijan
are deliberately deprived of water" making some changes and revisions
to the draft. 98 MPs voted for, 71 - against. 40 MPs abstained.

YEREVAN. - A huge place is left in the anti-Armenian resolution,
which was adopted in Strasbourg on Tuesday, to deprive the Armenian
delegation to the Parliamentary Assembly of the Council of Europe
(PACE) of the right to vote, and the Azerbaijani delegation will
probably use this opportunity with great efforts, according to Haykakan
Zhamanak daily.

"Judging by the hysterical reaction of Azerbaijani media regarding
the failure of the resolution, Baku will launch a new attack against
Armenia. The members of our [i.e. Armenian] delegation have such
a concern.

'"The Assembly firmly condemns the lack of co-operation of the
Armenian parliamentary delegation and the Armenian authorities during
the preparation of this report. The Assembly regards such behaviour
as inconsistent with the obligations and commitments of a country
which is a full member of the Council of Europe. The Assembly will
consider what measures to take in this case and in any similar cases
which may arise during the terms of office of its parliamentarians,'
reads Section 8 of the resolution on the Sarsang Reservoir," Haykakan
Zhamanak wrote.

PACE on Tuesday voted against MP Robert Walter's (UK) anti-Armenian
report entitled "Escalation of Violence in Nagorno-Karabakh and Other
Occupied Territories of Azerbaijan," but adopted MP Milica MarkoviÄ~G's
(Bosnia and Herzegovina) anti-Armenian report about Sarsang Reservoir
in Nagorno-Karabakh, and entitled "Inhabitants of frontier regions
of Azerbaijan are deliberately deprived of water."

To note, representatives of the PACE Unified European Left Group,
the Socialist Group, and the European People's Party voted against
both anti-Armenian reports.

Armenian lawmaker: WE should submit a counter-resolution

Armenian lawmaker Rubik Hakobyan says resolutions adopted by the
Strasbourg-based Parliamentary Assembly of the Council of Europe
(PACE) do not have practical importance: it is a platform where public
opinion is shaped.

`On the other hand, if there are too many resolutions of this kind,
they are combined and packed and in many cases can adversely affect
our future diplomatic activities. In this case, I do not think that it
will have a similar effect,' Mr Hakobyan said.

The MP says the Armenian side did not use an important argument when
the two anti-Armenian resolutions were pit to a vote at the PACE.

`Nagorno-Karabakh authorities were to say, in a kindly manner, that
they were ready to discuss with Azerbaijan the issue of Sarsang
Reservoir and find solutions that would satisfy both sides. The future
solution of the issue depends on the Artsakh leadership. Using this,
we can submit a counter-resolution,' he said adding that Karabakh
authorities were to say that they have always been ready to sit at the
table with Azerbaijan and discuss the issue of the reservoir in the
presence of international mediators.

The lawmaker says PACE has also exceeded its powers. `There were five
articles in the so-called humanitarian and social resolution and they
all had political orientation,' he stressed.
