BBC: Azerbaijanis’ animosity and hatred for Armenians sometimes
reaches unimaginable level

Currently, there are hard times for the beautiful Karabakh, as the
Karabakh conflict broke out with a new force in April, journalist
Rayhan Demytrie reports in a BBC program The Fifth Floor.

The journalist particularly speaks about her first visit to the
Nagorno Karabakh Republic (NKR) in 2015. Then, she visited settlements
close to the frontline and met a local woman, who told her that people
there lived with constant fears of the war starting again.

A year later, in April 2016, Demytriewent back to the same villages
and it was quite shocking for her to see that there was a grad rocket,
which landed not far from the house of the woman she had met a year
ago. The entire village was evacuated, and she watched with horror how
people were leaving in a rush.

Demytrie notes that at first glance,it is impossible to imagine how
deep the conflict is. Sometimes, the Azerbaijanis’ animosity and
hatred for Armenians reaches an unimaginable level.

For example, an Azerbaijani soldier undergoing training in Hungary in
2004 axe-murdered a sleeping Armenian military officer.It was a
cold-blooded murder. There was a trial, he was jailed; however, in a
few years, the Azerbaijani authorities brought this person back
promising that he would serve the remaining of his sentence at home.
He was greeted in his country as a national hero, and his photograph
is in every school in Azerbaijan. “It is absurd that this person is
considered a hero, only because he axe-murdered a sleeping man,”
Demytrie says in the interview with the BBC.

In 2004, the Armenian officer GurgenMargaryan took part in the
three-month English courses of the NATO titled "Partnership for Peace"
in Budapest. He was killed on 19 February, early in the morning.
Murderer, Azerbaijani officer RamilSafarov struck in the face of
sleeping Armenian officer with an ax for 16 times. Subsequently he was
recognized as imputable by the Hungarian court and was sentenced to
life imprisonment without right of pardon for 30 years. On August 31
it was stated that RamilSafarov will be extradited to his fatherland
and was pardoned by the decree of Azerbaijani President IlhamAliyev.

In Azerbaijan, the pardoned murderer RamilSafarovwas met as a hero, he
was given a department and was paid and officer salary for the 8 years
he had spent in prison. In addition, Azerbaijan’s Defense Minister
awarded Safarov with a special rank of mayor wishing him “further
success.”
In connection with the extradition of Safarov to Azerbaijan, Armenian
President SerzhSargsyan announced a termination of diplomatic
relations with Hungary.

U.S. President Barack Obama, the U.S. Department of State, Foreign
Ministries of Russia and France, Secretary General of the Council of
Europe, Secretary General of the CSTO, NATO and international
organizations of human rights condemned Safarov’s extradition,
pardoning and glorification in Azerbaijan. On September 13, European
Parliament adopted the resolution of condemnation too.

To the 10th anniversary of GurgenMargaryan’s murder, in the frameworks
of "Ordinary Genocide" project, a video-footage has been prepared
called "Azerbaijan: Racism has no borders." The footage is in English,
Russian, and Hungarian. It concisely presents the history of a murder,
which shocked the world, as well as the subsequent transfer and
glorification of Safarov in Azerbaijan. It is significant that the
authors chose a part of Shostakovich’s Symphony No. 7 (called
Leningrad) known as invasion of fascists as the soundtrack.

The "Ordinary Genocide" project is being implemented by the
Information and Public Relations Center under the RA President’s
administration.

Azerbaijani Slush Fund Linked to Safarov Extradition

 

BUDAPEST, Hungary—An investigation by a Hungarian news agency reveals that Azerbaijan has used a $3 billion slush fund to facilitate the release and extradition Azerbaijani ax murder Ramil Safarov, who brutally murdered an Armenian soldier, Gurgen Markarian, with an ax during NATO exercises in Hungary in 2004.

An investigation by the Hungarian news site Átlátszó.hu revealed that several bank transfers – totaling more than $7 million – were made to an MKB bank account in Budapest right around the time the Hungarian government handed over Safarov to the Azerbaijan.

According to Átlátszó.hu, the Budapest bank account belonged to an offshore company owned by the son of an influential Azeri politician and got an infusion of more $7 million in 2012 around the time of the Safarov release and extradition......................

The existence of the almost $3 billion slush fund used by high-level Azerbaijani officials to launder money and bribe politicians in European countries was revealed on Monday by the British The Guardian newspaper, which is a news outlet partnering with the Organized Crime and Corruption Reporting Project that published an extensive investigation, entitled “The Azerbaijani Laundromat.” The OCCRP report detailed that over a two-year period, more than $2.9 billion had passed through certain UK-0based shell companies – Polux Management LP, Hilux Services LP, Metastar Invest LLP, and LCM Alliance LLP – that “are part of a larger constellation of companies set up by unscrupulous agents to launder and steal large amounts of money” on behalf of Azerbaijan’s ruling elite.

 

The MKB Bank account belonged to a Velasco International Inc., which received the $7 million infusion of cash from Metastar Invest LLP, one of the shell companies used to hide the slush fund identified by the OCCRP report.

Velasco International was incorporated in the Virgin Islands and is owned by Azerbaijani deputy prime minister Yacub Eyubov’s son, Orhan Eyubov, whose name is continuously referenced in “The Azerbaijani Laundromat.”

In June 2012, when Hungarian Prime Minister Victor Orban visited Azerbaijan, he was greeted by the elder Eyubov before meeting with Azerbaijani President Ilham Aliyev . “The Azerbaijani Laundromat” report said that “there is ample evidence of its [the slush fund’s] connection to the family of President Ilham Aliyev.”

Meanwhile, Metastar Invest LLP is the company that reportedly paid Luca Volonte, a member of the Parliamentary Assembly of Council of Europe, known as PACE, who is facing prosecution in Italy for allegedly accepting 2.4 million euros to defend Azerbaijani interests in Italy and within PACE. In 2013, Volonte vocally defended the Hungary’s new constitution, which curtailed people’s individual rights, and accused those who criticized official Budapest of carrying out a “witch hunt.”

On Wednesday, Hungary’s Foreign Minister Péter Szijjártó categorically rejected the allegations by Átlátszó.hu, the Hungarian investigative journalism organization.

“In the firmest possible way, I reject any inference or insinuation which make a connection between the Hungarian foreign policy decisions and the aforementioned international criminal actions,” Szijjártó said. “I really hope we uncover the truth of what happened very soon.”

On Tuesday, after “The Azerbaijani Laundromat” was published, Aliyev’s press secretary accused the “Armenian lobby” of working with American billionaire George Soros, to wage ”a smear campaign against the president of Azerbaijan and members of his family.”

Hungarian government would not extradite Safarov to Azerbaijan if they
were not paid for that – MEP



YEREVAN, OCTOBER 4, ARMENPRESS. MEP Frank Engel gave an interview to
Hungarian “Budapest Beacon” speaking about the recently revealed
“Azerbaijani Laundromat”, touching upon Hungaria’s role and
participation in the money laundering process.

ARMENPRESS reports the MEP spoke about the arrest, verdict and later
the extradition of Azerbaijani Ramil Safarov who was charged for
murdering Armenian officer Gurgen Margaryan in Hungary with an axe
when the latter was asleep.

“But since I knew what kind of Hungarian government had come into
office in 2010, I wasn’t that surprised. And my first thought, of
course, knowing Azerbaijan, was that they (the Hungarian government)
had been bought!”, Engel said.

He stated that former Prime Minister of Hungary Ferenc Gyurcsány
didn’t hand Safarov over when he was in power.“And when I spoke to
Gyurcsány, he told me they didn’t do it because they had all the
reasons to believe he would be instantly set free by Azerbaijan”,
Frank Engel added.

“This man, Safarov, had committed a heinous crime on Hungarian soil.
He was convicted by a Hungarian court to serve a criminal sentence in
a Hungarian prison for a long time. The Hungarians were not just going
to hand him over to the Azerbaijanis — before the return to power of
Fidesz”, the MEP said.

He told that former Prime Ministers Ferenc Gyurcsány and Gordon Bajnai
have told him how the Azerbaijani government tried to persuade them to
extradite Safarov - first orally, then in the written promise that he
would serve out the sentence that was pronounced by the Hungarian
court.

“The difference, of course, is that neither Gyurcsány nor Bajnai
believed these obviously false promises. Then comes Viktor Orbán and –
miraculously – after an official state visit to Azerbaijan, Safarov is
back home a few weeks later. Nobody can tell me this had nothing to do
with money”, the MEP stressed, adding that there could be no reason
for which Orbán and the government led by him would have worsen
relations with Armenia if they were not paid for that.

Armenian community protests Lajos Kósa’s visit in Los Angeles

Lajos Kósa, the Orbán government’s Minister in charge of the Modern Cities Program, gave a speech on the evening of October 22 at the United Hungarian House in Los Angeles and the local Armenian community was called to demonstrate in front of the building. The protesters labelled the Orbán government as “morally bankrupt,” adding that it “brings shame to all of Europe and the civilized world.”

The Armenian community is upset because documents indicate that Hungary’s government, as part of a dirty deal, “sold” Azeri axe murderer for $7 million. Ramil Safarov, an Azeri military officer was convicted of killing an Armenian army lieutenant in Hungary with an axe. He was then transferred to Baku where he was welcomed as a hero. Safarov was not only pardoned, but promoted to the rank of major in Azerbaijan’s military immediately after his “transfer.” The government of Viktor Orbán claimed in 2012 that it had been misled and expressed “disappointment.” (More about the Azeri murderer here.)

Azerbaijani serviceman Ramil Safarov who axed Armenian officer Gurgen Margaryan to death in Hungary got a new rank, reports minval.az.

According to the information on the social networks, some time ago Ramil Safarov got the rank of colonel-lieutenant.

In 2006 he was sentenced to life imprisonment in Budapest, Hungary for axing to death sleeping Gurgen Margaryan. In 2012 he was extradited and transferred to Azerbaijan, where Ilham Aliyev, President of Azerbaijan, freed from the term of his punishment.

Brutal murder of Armenian officer ordered by Azerbaijani authorities, advocate states

February 19 marks the 15th anniversary of the brutal murder of Armenian officer Gurgen Margaryan by Azerbaijani lieutenant Ramil Safarov.

The Armenian officer was hacked to death while asleep in Budapest during a NATO-sponsored Partnership for Peace English-language course in Hungary.

Speaking at a news conference on Tuesday, lawyer Nazeli Vardanyan reminded that the Budapest District Court found Safarov guilty of premeditated murder and sentenced him to life in prison in April 2006, with the possibility of parole after 30 years.

“Throughout the trial, there were various manipulations. From the very beginning Safarov heroically announced that he had become an officer to destroy all Armenians. At the time he was probably promised that he would stand trial in Baku, and everything was already prepared with the attorney general’s decision in place to forward the case to Azerbaijan. However, I succeeded in having the trail take place in Budapest, and from that moment they changed their defense mechanisms,” the advocate said.

She said the Azerbaijani officer underwent several mental health examinations. The first examination conducted by a psychologist, psychiatrist and stressologist concluded that he was fully sane and aware of the consequences of his act. The second examination found he was partially guilty, arguing that he had been influenced by the Karabakh (Artsakh) conflict due to which that presence of Armenians strained him at once. The third forensic examination mediated by Azerbaijan concluded that he was fully insane.

A fourth forensic examination followed, finding Safarov fully sane at the time of the crime, with the Hungarian court handing him a life sentence for the murder.

Eight years later in 2012, however, Safarov was illegally extradited to Azerbaijan following a government change in Hungary, where he was welcomed as a national hero, with Azerbaijani President Ilham Aliyev immediately granting him a pardon.

According to the advocate, his extradition violated not only the norms of international law, but also the Azerbaijani legislation.

Vardanyan is strongly convinced the brutal murder of the Armenian officer was ordered by the Azerbaijani authorities.

“Safarov would not commit the crime on his own; it was a state order. When you examine Safarov’s activity, you see that he was a promising officer. If Safarov wasn’t convinced that Azerbaijan had his back, he would never take such a step,” she added.

The crime committed against Gurgen Margaryan was Azerbaijani President Ilham Aliyev’s first message unveiling his policies and future plans, “An Ordinary Genocide” project manager Marina Grigoryan said.

She stressed there can be no word about peace and solidarity without Azerbaijan’s acknowledgement of the crimes against Armenians and repentance.

PanARMENIAN.Net - February 19 marks the 16th anniversary of the murder of Armenian officer Gurgen Margaryan by Azerbaijani officer Ramil Safarov in Hungary.

A Lieutenant of the Armenian Armed Forces, Margaryan, then 26, was hacked to death, while asleep, by a fellow Azerbaijani participant, lieutenant Safarov, in Budapest during a three-month English language course in the framework of a NATO-sponsored Partnership for Peace program.

On April 13, 2006, Budapest District Court sentenced Safarov to life in prison for murdering Margaryan. On February 22, 2007, Budapest Court rejected Azerbaijani military officer's appeal against the verdict, precluding possibility of pardon for the initial 30 years.

By a decree of then President of Armenia Robert Kocharian officer Margaryan was awarded with a posthumous Medal for Courage on February 19, 2005.

In 2012, Safarov was extradited to Azerbaijan and pardoned by Azerbaijani President Ilham Aliyev.

Official Yerevan reacted by suspending diplomatic ties with Hungary. Hungary, however, stated that it had sent Safarov back to Azerbaijan after receiving assurances from the Azerbaijani Justice Ministry that Safarov's sentence, which included the possibility of parole after 25 years, would be enforced.

Hungary’s Prime Minister Victor Orban first stated that he transferred the prisoner to Azerbaijan on the understanding that he would serve out the rest of his life sentence in his home country. In later statements, Orban admitted that he not only signed the extradition agreement himself, but that he had repeatedly been warned that if Safarov were extradited to Azerbaijan, he would be pardoned and even celebrated by Ilham Aliyev's dictatorial regime. According to some reports, Safarov was extradited to Azerbaijan in exchange for Azeri purchase of Hungarian securities worth Euro 2-3 billion, information that official Budapest denies.

Every time my Azerbaijani colleagues talk about human and Armenians’ rights, I will remind them that they presented the killer as a national hero. MP Hayk Konjoryan, member of the Armenian delegation, stated this at the sitting of a standing committee of the OSCE Parliamentary Assembly.

At the session, an Azerbaijani delegate had stated that Azerbaijan would guarantee the rights of Nagorno-Karabakh (Artsakh) Armenians.

Konjoryan replied that he would like to refresh the memory of his Azerbaijani colleague and draw the attention of the Parliamentary Assembly to the tragic case of Azerbaijani army officer Ramil Safarov. He said yesterday was a very sad anniversary, as exactly 14 years ago, Safarov had axed to death Armenian officer Gurgen Margaryan in his sleeping in Budapest.

The Armenian MP noted that this barbaric act subsequently led to an unprecedented success in Safarov's career, as President Ilham Aliyev pardoned him upon his extradition to Azerbaijan, and they treat this killer as a hero in Azerbaijan and present him as a role model for future generations.

Konjoryan added that Armenophobia and propaganda of hatred against Armenians are the state policy of Azerbaijan, because in 2012, when Safarov returned to Baku, the Azerbaijani president declared: "Armenians of the world are our main enemy."

The Armenian MP then asked who would ensure the security of the people of Artsakh and protect their rights.

Hayk Konjoryan stressed that Nagorno-Karabakh has never been and will not be part of Azerbaijan, because that is simply an existential threat to the people of Artsakh.

ECHR ruling a demand to end Azerbaijan’s racist policy against Armenians – MFA
 

The Republic of Armenia views the ruling of the European Court of Human Rights in the case of “Makuchyan and Minasyan vs Azerbaijan and Hungary” as a demand addressed to the authorities of Azerbaijan to restore justice in the dreadful murder of Gurgen Margaryan and end its racist policy towards Armenians, the Foreign Ministry said in a statement.

To this end, the Republic of Armenia will make consistent efforts in the relevant international bodies.  

Today, on May 26, the European Court of Human Rights ruled in the case of “Makuchyan and Minasyan vs Azerbaijan and Hungary,” which is related to the release and glorification by Azerbaijan of Ramil Safarov, who brutally killed Armenian officer Gurgen Margaryan.

In 2004, in Budapest the Azerbaijani officer Ramil Safarov, who was participating in a training course within the framework “Partnership for Peace” programme, murdered Armenian officer Gurgen Margaryan while he was asleep by axing him to death and attacked another Armenian officer Hayk Makuchyan.

Ramil Safarov, who was sentenced to life imprisonment by the Hungarian court, was transferred to Azerbaijan, where enforcement of the sentence should have been continued. However, immediately after the transfer Ramil Safarov was pardoned and glorified. In this regard the ruling stated: “The court is particularly struck by the fact that, in addition to immediate release, upon his return to Azerbaijan R.S. was granted a number of other benefits, such as salary arrears for the period spent in prison, a flat in Baku and a promotion in military rank awarded at a public ceremony.” 

The court has found violations of the 2nd (right to life) and 14th (non- discrimination) articles of the European Convention on Human rights by Azerbaijan. 

It’s noteworthy that the ruling determined that the violation of those articles was interrelated, thus establishing that the impunity and glorification granted by the  highest leadership of Azerbaijan to Ramil Safarov, who was convicted in the brutal murder on the grounds of hatred, had a causing link to the ethnicity of the victims.

This ECHR decision is a ruling against Azerbaijan’s policy of Armenophobia. It not only recognizes, but also adjudicates on the inadmissibility of the promotion on the state level of hate crimes committed against the Armenians by Azerbaijan. 

The ruling imposes a legal obligation to Azerbaijan to undertake such actions which will put an end to those violations of the European Convention of Human Rights and redress the effects.

The Republic of Armenia views this ruling of the ECHR as a demand addressed to the authorities of Azerbaijan to restore justice in the dreadful murder of Gurgen Margaryan and end its racist policy towards Armenians. To this end, the Republic of Armenia will make consistent efforts in the relevant international bodies.  

The release of convicted murderer Ramil Safarov by the decree of the President of Azerbaijan and his glorification is a disrespect and affront to the standard of civilization and human dignity. Today, when those actions received their legal assessment, we more than ever are determined to prevent hate crimes and protect the security of the Armenian people in the region. 

We will continue to work relentlessly to achieve a peaceful and secure region free of hatred.

Commenting on the decision of the European Court of Human Rights, Advisor to the President of Artsakh (Nagorno-Karabakh) Davit Babayan told Armenian News-NEWS.am that the decision of the ECHR on the lawsuit regarding the case of Azerbaijani assassin-officer ramil safarov first and foremost is to the detriment of the European Court of Human Rights.

As Babayan emphasized, even if we view this as an act of ramil safarov from the legal perspective, it is necessary to recall the procedures surrounding the crime, how much money and efforts Azerbaijan invested to bring him out of prison in Hungary and bring him to Azerbaijan, declare him a hero and compensate him.

“This is the continuation of a Fascist policy. Europe, which survived the horrors of Nazism and Fascism, must be careful with such manifestations. Today it seems impossible, but if things continue like this, in the future, the generations of those convicted during the Nuremberg trials will demand acquittal of their bloodthirsty ancestors. Thus, such actions are inadmissible and caused serious harm to the ECHR and to the impartiality of the democratic system in Europe in general. This itself is a panicking event. Now let’s hope that Europe and European institutions find the strength inside to follow the letter of the law, the principles of democracy and particularly philosophy since, in this stage, the ECHR de facto overlooked the fact that Azerbaijan declared ramil safarov a hero and encouraged such policy,” Babayan stated.

“What is painful is that, in the past, no European institution spoke out against Azerbaijan declaring ramil safarov a hero after he was delivered to Azerbaijan. The assassin was declared a hero at the state level and became the symbol of the country’s policy and an exemplary phenomenon. After this, there were those who followed his example. Armenia Foreign Ministry sees cautious optimism in restoring diplomatic relations with Hungary

YEREVAN, NOVEMBER 3, ARMENPRESS. Deputy Foreign Minister of Armenia Paruyr Hovhannisyan sees room for cautious optimism and need for additional steps for the restoration of the diplomatic relations between Armenia and Hungary.

 

During the joint session of the parliamentary standing committees today, lawmaker Sona Ghazaryan said that Armenia’s diplomatic ties with EU member state Hungary were suspended, but recently 5 Armenian captured citizens returned from Azerbaijan at the mediation of Hungary.

Asked whether restoration of the relations is possible, the deputy FM reminded that the relations were suspended because of the well-known incidents.

 

“Last year we saw that step by Hungary, as a result of which 5 captives returned to Armenia. After that we saw some other steps, support was provided to the school named after Gurgen Margaryan, as well as coronavirus vaccines were donated to Armenia”, the deputy FM said.

 

Hovhannisyan also recalled that a renovated Armenian catholic church has recently been opened in Budapest. The Patriarch of the Armenian Catholic Church also attended the ceremony and met with the President of Hungary.

“So, we see some steps in this direction. Of course, as we have stated previously, we are also ready to give a respective solution to that situation. Additional steps are needed. I think there is a room for cautious optimism there”, the deputy minister said.

 

On August 31, 2012, by the decision of the National Security Council of the Republic of Armenia, the diplomatic relations between Armenia and Hungary were suspended. The reason was the extradition of Ramil Safarov, an Azeri officer sentenced to life imprisonment by a Hungarian court for axing Armenian sleeping officer Gurgen Margaryan in Budapest in 2004, to the Azerbaijani authorities, where the criminal was immediately pardoned by President Ilham Aliyev.
