Criminal case initiated over the death of ‘Bread Bringer’ Artur Sargsyan

Armenia’s Investigative Committee instigated a criminal case on Friday over the death of Artur Sargsyan, who died in a medical center yesterday days after being released from a penitentiary. As Panorama.am learnt from the Committee, the case is opened according to Part 2 of the Article 130 of the RA Criminal Code. which is failure to implement or improper implementation of professional duties by medical and support personnel, as a result of careless or not diligent treatment which through negligence caused the patient’s death.

The charge is punished with imprisonment for the term from 2 to 6 years, with deprivation of the right to hold certain posts and practice certain activities for the term of up to 3 years, or without that.

The decision to open a criminal case came a day after the death of Artur Sargsyan.

Sargsyan, 49, had been charged for taking food to the seized members of the “Sasna Tsrer” armed group during the hostage standoff in July 2016 in Yerevan.

Nicknamed ‘Bread Bringer’, Artur Sargsyan had been initially charged with Illegal procurement, transportation or carrying of weapons, ammunition, explosives or explosive devices of the RA Criminal Code. Later, Armenia’s Special Investigative Service (SIS) Committee requalified the charges brought against Sargsyan to “assisting the members of the armed group”.

Despite the official charges against Sargsyan, most of the public praised him for what they called “heroic deed” and “self-sacrifice” for providing food to gunmen along with holding regular rallies in support of the man.

Over the past five month Sargsyan had been twice under detention with the first release in December and then - in March. During the second detention Sargsyan announced a hunger strike that reportedly ended in health deterioration.  On March 5, several MPs filed a petition to the Prosecutor’s Office, Sargsyan was released from the penitentiary and transferred to medical center.

Earlier the Investigative Committee launched investigation to look into the circumstances of the death of Artur Sargsyan, appointing a medical forensic examination that could be attended or implemented by Sargsyan’s relatives or the specialists assigned by them.

Citizens demand that Artur Sargsyan be buried in Yerablur Pantheon (video)
MHdM0112636-768x432.jpg

A group of citizens started a march from Liberty Square to the building of the Armenian government to pose their demands to the executive body.

They demand that Artur Sargsyan, nicknamed ‘the bringer of bread,’ be buried in Yerablur military pantheon. Secondly, they demand punishment for those responsible for Artur Sargsyan’s death.

The group gave the government ten minutes to answer them.

Artur Sargsyan, nicknamed the “bringer of bread” for taking food to members of the Sasna Dzrer group who seized a Yerevan police building last July and remained barricaded there for nearly two weeks, died on March 16 while being treated at the Armenia Medical Center. He died ten days after being released from prison following a 25-day hunger strike. Sargsyan, 49, underwent urgent bowel surgery at the hospital the previous night.

Artur Sargsyan was first arrested last August for aiding the gunmen and released in December because of his deteriorating health condition. He was again arrested in February 2017 allegedly for not showing up in the hearing of last year’s standoff. Sargsyan began a hunger strike in protest against his detention. He was released from pre-trial detention earlier in March after six MPs from several political parties paid a bail for him in the amount of 3million drams.

Armenia’s Investigative Committee (IC) today launched a criminal investigation into the death of Artur Sargsyan.

March in “Food Provider’s” memory ends in Yerevan’s Liberty Square (PHOTOS)

YEREVAN. - Youths are adamant and don’t fear the persecutions of the police, activist Shahen Harutyunyan stated during the march held in the Republic Square on Monday in memory of “Food Provider” Artur Sargsyan. (PHOTOS)

Today’s march was relatively more peaceful, although at the junction of Abovyan and Sayat Nova streets scuffle took place between the protestors and the police.

The activists blocked the traffic and staged a sit-in. The police led by Deputy Chief of Yerevan Police Valeri Osipyan removed the activists from the part of the street meant for driving by force. Nevertheless, nobody was detained: the police took the activists in arms and removed them several meters away in order to open the traffic.

Following this, the march went on without serious incidents. The protestors stopped outside the Government building in the Republic Square, chanting their urges and demands.

“We are stabbed in the back,” Shahen Harutyunyan said, referring to the public committee dealing with Artur Sargsyan’s funeral. In his words, they were told only at the last moment about the authorities’ reluctance to bury Sargsyan in Yerablur military cemetery.

Afterwards the march participants returned to the Liberty Square.

No march from the Liberty Square will be held on Tuesday. Instead, a candlelight vigil and march will take place from Sports and Concert Complex to the restaurant complex near Shahumyan cemetery, where the memorial service for Artur Sargsyan will be served.

Members of Sasna Tsrer Go on Trial in Yerevan
IMG_6793.jpg
YEREVAN (A.W.)— On June 8, 14 members of the armed opposition group known as “Sasna Tsrer,” who seized a police station in Yerevan, went on trial in Yerevan.

The defendants are facing a series of charges including illegal seizure of government buildings and weapons as well as hostage taking. Two of them have also been accused of murdering three police officers during the armed group’s two-week standoff with Armenian security forces. All of the suspects have denied the accusations.

The defendants were greeted with applause as the entered the courtroom. They also refused to stand up when the presiding judge entered. Some defendants made angry statements denouncing the court and protesting their innocence, while three others reacted furiously when they were told to keep silent by the judge. Police officers in the courtroom intervened and the first court hearing adjourned. The next hearing is scheduled for June 21.

The defendants also included two men who were not part of the armed group itself. One of them is accused of providing a truck that transported some of the gunmen to the police station while the second was charged with having assisted the gunmen by urging Armenians to rally near the compound and spreading “false information” during the standoff.

According to Armenia’s Special Investigative Service (SIS), more than 60 individuals are prosecuted in connection with the hostage crisis. Some of them will have a separate trial.

The gunmen seized the police compound in Yerevan’s southern Erebuni district and took several police officers hostage on July 17, 2016. They demanded President Serge Sarkisian’s resignation and the release of Jirair Sefilian, the jailed leader of their Founding Parliament movement.

The group surrendered to law enforcement authorities on July 31, 2016.

ARMINFO News Agency, Armenia
August 29, 2017 Tuesday

Zhirayr Sefilyan: It is necessary to sweep away the current
authorities, and if necessary, respond violently to violence

Yerevan August 29

Ani Mshetsyan. The hero of the Artsakh war Zhirayr Sefilyan, arrested
on charges of illegal possession, acquisition and distribution of arms
and ammunition, made an open letter from the "Armavir" penitentiary.

The letter reads in part: "I appeal to political and cultural figures,
civil activists who are aware of the irrelevance of the current
situation in Armenia and are considering or are already taking steps
to prevent the impending catastrophe." The Sasna group, formed in
recent years that where hopeless and in gray atmosphere managed to win
the love of our people. This is a huge achievement, a moral and
psychological victory of national importance. Therefore, it is
necessary not only to preserve this love, but also to use, it is
necessary to unite the social and political activists in order to
raise people and start a struggle, which is why the demand for the
release of members of the Sasna Tsrer group (arrested on charges of
seizing the Patrol Service of the Armenian Police in July 2016) can
and must become a factor the consolidation and the beginning of the
liberation movement, in parallel, the government of the people's trust
must be formed, which in one way or another should contribute to the
resignation of Serzh Sargsyan from the post of president and
withdrawal from the echelon of the power of the elite of the
Republican Party ".

Further, Sefilyan lists the most urgent issues for the Armenian people
- the reunion of Artsakh to the RA, the "decolonization" of Armenia,
the creation of the Kur-Araks Republic, the adoption of a new
Constitution, the establishment of democracy and the constitutional
order, etc. "These issues can be coordinated and solved exclusively
together with the members of the Sasna Tsrer group by creating a
government of people's trust. The uprising and justification of the
members of Sasna Tsrer will open the way for the realization of these
tasks, this will make it possible to overthrow the power of the
robbers and create a national system of government. Without Sasna
Tsrer, any opposition initiative that calls for freedom will not yield
any result, will serve the colonial system and exacerbate our pressing
problems. Given all of the above, I urge the release of members of
Sasna Tsrer and all political prisoners and a national movement to
create a government of popular trust. Starting this process, it is
necessary to take into account all possible methods of imposing the
will of the people of the colonial administration and to be ready for
any development of events. And if necessary, respond violently to
violence," the letter says.

Arayik Khandoyan: I do not want to listen to this nonsense (video)

The trial on “Sasna Tsrer-1” has started today. At the moment, prosecutor Aram Aramyan is reading the accusatory conclusion.

The first accusatory conclusion referred to Pavel Manukyan. Arayik Khandoyan decided to leave the hall while the reading of the accusatory conclusion. “I do not want to listen to this nonsense.”

Judge Mesrop Makyan urged him to be patient and listen to the conclusion. But Arayik Khandoyan did not obey the judge and, according to the judge’s decision, was removed for the hall for three hours.

Pavel Manukyan also wanted to leave the hall, but the judge said that after hearing the accusatory conclusion he would announce a break. “I accuse him and not he,” said Pavel Manukyan to the judge, referring to the prosecutor. The latter is still reading the accusatory conclusion.

By the way, before reading the indictment, Hayk Alumyan, Smbat Barseghyan’s solicitor, filed a motion to petition the judge to the Constitutional Court, as the members of the Sasna Tsrer rebelled, but the Criminal Code does not envisage a legal regulation on the rebellion.

When prosecutor Petros Petrosyan protested the motion, Pavel Manukyan said: “Why don’t you investigate the April four-day war betrayal? I will bring facts now.”

Zhirayr Sefilyan sentenced to 11 years (video)
zhirayr-472x265.jpg

Shortly before the persecutor Hakob Yenokyan petitioned  to condemn Zhirayr Sefilyan, Shushi’s special battalion commander, 11 years of imprisonment.

The prosecutor considered all the accusations filed to Sefilyan as justified and mentioned that there were mitigating and aggravating circumstances. The mitigating factor is that Zhirayr Sefilyan has taken part in the Karabakh war and has a minor child in care, and the aggravating fact is that he wanted to commit particularly heavy crime.

Prosecutor Hakob Yenokyan also petitioned Gevorg Safaryan to face a four-year prison term, Sasunik Kirakosyan – 4 years 6 months, Nerses Poghosyan – 4 years, Galust Grigoryan and  Hrayr Topchyan – 3 years and Hovhannes Petrosyan – 2 years.

The very Hovhannes Petrosyan testified against Zhirayr Sefilyan.

YEREVAN: Armenia on Tuesday sentenced an opposition politician to 10.5 years in prison for organising a deadly police station siege that shook the ex-Soviet nation in 2016.

A Yerevan court found Zhirair Safilyan guilty of planning the attack in which 20 anti-government gunmen took over a police station in the capital in July 2016, killing two officers and taking several others hostage.

The gunmen had demanded President Serzh Sarkisian's resignation.

They surrendered following a two-week standoff after police warned they would storm the building to end the crisis, which had sparked at times violent demonstrations by opposition supporters.

Police used truncheons, stun grenades and smoke bombs to disperse opposition protesters, injuring more than 70 people, including journalists.

Six of the gunmen have previously been given jail terms of up to five and a half years.

The armed group, "Sasna Tsrer", comprised supporters of Safilyan, who was at the time was held in custody on suspicion of preparing to seize government buildings and telecoms facilities.
