French senators applaud the passage of resolution recognizing Artsakh

The French Senate on Wednesday recognized the independence of the Republic of Artsakh with a vote of 305 to 1, following an almost two-hour debate on the floor of the upper house of the French Parliament.

One by one, 12 senators made powerful statements ahead of the vote, all calling attention of the gruesome human rights violations and war crimes committed by Azerbaijan. They also highlighted the role of Turkey in not only supporting Baku on the military front, but also sponsoring jihadists to fight alongside Azerbaijani forces.

The senators were clear in pointing out that the Karabakh conflict is not a territorial one, but rather one was a matter of survival for the Armenians.

The senators also warned of the threat to millennia-old Armenian heritage under the an Azerbaijani rule and urged that France engage with international organizations, as well as UNESCO, to ensure that the cultural monuments and churches are protected from extinction.

They warned that Turkish President Recep Tayyip Erdogan is eyeing the recreation of the Ottoman Empire and advancing Turkish nationalism and expansionism, which they said poses a threat for Europe and the region.

They also spoke at length about the Armenian Genocide, and how successive Turkish leaders not only have denied the crime, but, quoting Erdogan, have vowed to “finish” what their ancestors started, posing an existential threat to the Armenian people and Armenia.

Recalling the policies of the Soviet Union, which placed the majority Armenian-populated regions of Karabakh and Nakhichevan with the Soviet Republic of Azerbaijan, which for decades pursued a policy of depopulating the areas from its Armenian inhabitants.

The senators praised the people of Artsakh for exercising their right to self-determination and declaring independence through a democratic referendum, emphasizing that throughout the years Artsakh has demonstrated its will to exist as a democratic nation.

All speakers said that France has the unequivocal moral and universal responsibility to recognize Artsakh and urged the French government to reflect the sense of the legislature and follow suit. Thus, the senators said, France would have taken a decisive step to ensure the security of the Armenian population of Artsakh and defuse Turkey’s efforts to advance its nationalist and pan-Turkist policies around the world.

Representing the government, Jean-Baptiste Lemoyne, France’s state minister for Europe and Foreign Affairs, cautioned the senators about the ramifications of France’s recognition of Artsakh, saying that France, a co-chairing country of the OSCE Minsk Group, could lose its objectivity in the ongoing negotiations process. He also cited the fact that Armenia has not recognized Artsakh.

French Senate urges Paris to recognize Nagorno-Karabakh as independent republic

The French Senate voted Wednesday to urge the government to recognize the disputed Caucasus region of Nagorno-Karabakh as an independent republic.

The symbolic resolution does not mean the French government will recognize a sovereign Nagorno-Karabakh, but sends a message of support to France’s large Armenian community. No country recognizes the region, which Armenia and Azerbaijan have been at odds over for decades, as independent.

The vote comes as the French government, French towns and aid groups have stepped up aid efforts in recent days for people fleeing Nagorno-Karabakh. A French cargo flight arrived Monday in the Armenian capital Yerevan with medical and other assistance, and another flight is scheduled for Friday.

Nagorno-Karabakh lies within Azerbaijan but has been under the control of ethnic Armenian forces backed by Armenia since a separatist war there ended in 1994. That war left Nagorno-Karabakh itself and substantial surrounding territory in Armenian hands.

Fighting broke out again in September that killed hundreds and possibly thousands of people, until a truce two weeks ago brokered by Russia. The agreement stipulated that Armenia hand over control to Azerbaijan of some areas it holds outside Nagorno-Karabakh’s borders. The latest land handover occurred Wednesday.

The French resolution calls on the government to “recognize the Nagorno-Karabakh Republic and use this recognition as an instrument of negotiations for the establishment of a sustainable peace.” It also urges the government to pursue a tougher European response toward Turkey, which has supported Azerbaijan in the conflict, and an international war crimes investigation.

Azerbaijan has repeatedly criticized France for supporting Armenia in the dispute.

Member of the National Assembly of France Valérie Boyer urged at the Senate not to demonstrate neutrality over Nagorno Karabakh (ARtsakh) issue and recognize its independence, ARMENPRESS reports Boyer said during the Senate debate on the resolution on the necessity to recognize Nagorno Karabakh Republic.

‘’I couldn’t think that in this hall we might again speak about ethnic cleansings. I regret for that, but our silence is the reason of that. Nothing has been done for Armenia, nothing was done when thousands of Armenians were deported. Our country remained neutral, saying that a Minsk Group Co-chair should be neutral. We cannot remain neutral when jihadists act. Remain neutral means leaving our brothers, sisters, Armenians alone against this aggression’’, she said.

 

The member of the National Assembly said that only the recognition of Artsakh’s independence can become the security guarantee for the people living there.

‘’We have to recognize Karabakh -  a small country that has great significance and religious value’’, Boyer said, adding that France has to be the first to recognize Artsakh’s independence.

Prime Minister of Armenia Nikol Pashinyan assesses the adoption of the draft resolution on the ‘’necessity to recognize the independence of Nagorno Karabakh Republic” by the French Senate as a historical move, ARMENPRESS reports Pashinyan wrote on his Facebook page.

‘’The decision made by the French Senate is historical. The international recognition of Artsakh enters into international agenda’’, he wrote.

 

On November 25 the French Senate adopted the draft resolution on ‘’the necessity to recognize the independence of Nagorno Karabakh Republic’’. The resolution was adopted with 305 MPs voting in favor, 1 MP against. 30 MPs abstained.

PanARMENIAN.Net - Paris does not recognize the independence of Nagorno-Karabakh (Artsakh), the French Foreign Ministry said Thursday, November 26, reaffirming the statement of State Secretary Jean-Baptiste Lemoyne.

He made the comments after the Senate adopted a resolution Wednesday calling for the recognition by the French authorities of the Nagorno-Karabakh Republic.

"Our responsibility as a co-chair of the OSCE Minsk Group is to work towards finding a negotiated settlement of the Nagorno-Karabakh conflict, in particular, on the future status of Nagorno-Karabakh, and the outcome of this negotiation can't be determined ahead of time and unilaterally. Our priority today must be to ensure the safe return of those displaced by the conflict of the past few weeks," the Foreign Ministry said.

"A responsible country, faithful to its values and its commitment to peace, France remains determined to see a lasting settlement of the conflict, demanding security and dignity for the peoples of the region. France will continue to do everything in its power to stabilize the situation in the South Caucasus. It will remain committed, within the relevant framework of the co-presidency of the Minsk group, to move forward on all the parameters still to be negotiated following the ceasefire agreement reached on November 9, in particular, the departure of foreign mercenaries deployed during the conflict or the protection of historical and cultural heritage in the region."

Armenian Prime Minister Nikol Pashinyan, Russian and Azerbaijani Presidents Vladimir Putin and Ilham Aliyev on November 9 signed a statement to end the war in Karabakh after almost 45 days. Under the deal, the Armenian side is returning all the seven regions surrounding Nagorno-Karabakh, having lost a part of Karabakh itself in hostilities.

French National Assembly adopts resolution on urgent need to recognize Nagorno Karabakh

YEREVAN, DECEMBER 4, ARMENRESS. The National Assembly of France adopted a resolution today on the urgent need to recognize Nagorno Karabakh (Artsakh). 188 MPs voted in favor of the resolution and 3 MPs against it.

ARMENPRESS reports the resolution also records the facts that Azerbaijan thwarted the peace process by launching a military campaign and deployed terrorist groups in Nagorno Karabakh with the support of Turkey.

 

Last week the French Senate had adopted a similar resolution, urging the Government to recognize the independence of Artsakh Republic.

Erdogan expresses hope that France will 'get rid of Macron' as soon as possible
 
 
Turkish President Recep Tayyip Erdogan said on Friday he hopes France will get rid of Emmanuel Macron as soon as possible, the latest salvo in an escalating war of words between the two leaders.
 
 
Turkey is embroiled in a series of disputes with France and its EU partners, from tensions in the eastern Mediterranean to the contested Nagorno-Karabakh region.
 
The spat has risen to new levels in recent months as France has moved to crack down on Islamist extremism after several attacks on its soil.
 
"Macron is trouble for France. With Macron, France is passing through a very, very dangerous period. I hope that France will get rid of Macron trouble as soon as possible," Erdogan told reporters after Friday prayers in Istanbul.
 
He said the French should dump their leader "otherwise they will not be able to get rid of yellow vests", referring to the protest movement that erupted in France in 2018.
 
"Yellow vests could later turn into red vests," Erdogan said, without elaborating.
 
The Turkish leader has repeatedly suggested that Macron get "mental checks" and urged the Turkish people to boycott French-labelled products.
 
Erdogan's diatribe came as the European Union weighs imposing sanctions against Turkey at a December 10 summit, largely over its standoff with EU member Greece in the eastern Mediterranean.
 
Diplomats have said that Paris is pressing for such punitive measures against Ankara even if some key EU members -- notably Germany -- are more circumspect and want a diplomatic approach.
 
"We are ready to use the means at our disposal," said European Council chief Charles Michel, expressing dismay over Ankara's "unilateral acts" and "hostile rhetoric".
 
In a televised interview Friday, Macron appeared unwilling to be drawn into a new round of insults with Erdogan.
 
"I believe in respect... I think invective between political leaders is not a good method," said Macron.
 
'Give Marseille to Armenians'
 
Turkey and France are also at odds over Nagorno-Karabakh, a region of Azerbaijan populated by ethnic Armenians that broke away from Baku's control in a 1990s post-Soviet war.
 
Fresh fighting broke out in September, leaving several thousand people dead, until a Russian-brokered ceasefire deal was sealed last month.
 
Turkey is a staunch ally of Azerbaijan and Macron -- whose country has a large Armenian community -- repeatedly accused Ankara of sending Syrian militia to fight for Baku.
 
Last month, the French Senate adopted a non-binding resolution calling on France to recognise Nagorno-Karabakh as an independent state.
 
"You are a mediator but on the other side, you have passed a resolution in your parliament... about a region on which you are supposed to be a mediator," Erdogan charged.
 
France along with Russia and the United States co-chairs the Minsk Group, which has led talks seeking a solution to the conflict for decades but has failed to reach a lasting agreement.
 
Erdogan also repeated comments by Azerbaijani President Ilham Aliyev that France should concede the Mediterranean port city of Marseille -- home to one of France's biggest Armenian communities -- to Armenia if it wanted to establish a state for the Armenians of Karabakh.
 
 
 
"I am giving the same advice: if they are so keen, they should give Marseille to Armenians," Erdogan said.
 
In September, Macron's comments on the simmering eastern Mediterranean standoff, which has pitted Turkey against Greece and the rest of the EU, drew Ankara's wrath.
 
"The people of Turkey, who are a great people, deserve something else," Macron said in comments slammed by Ankara as meddling in domestic politics.
 
Macron told Al-Jazeera in October France wanted things to "calm down" but it was essential first that the "Turkish president respects France, respects the European Union, respects its values, does not tell lies and does not utter insults".
