Armenian president donates 10 mln AMD of salary to Hayastan All-Armenian Fund

Armenian president Armen Sarkissian has announced a decision to donate 10 mln AMD from his salary to Hayastan All-Armenian Fund.

The president announced about his intention at the annual meeting of Hayastan All-Armenian Fund (HAAF) Board of Trustees.

“I have not been member of the Board of Trustees. In order to show my attitude, I promise to donate 10 mln AMD from the Ra President’s salary to the Fund,” the President said.

To note, over 50,000 programs have been implemented by the Fund during the past 25 years for over 500,000 beneficiaries in Armenia and Artsakh to a total cost of USD 330 million. The Fund has some 700.000 donors around the world.

Armenian PM: “Creation of happy Armenia is irreversible”
 
 
Yerevan/Mediamax/. Prime Minister of Armenia Nikol Pashinyan said today that “the process of creating free and happy Armenia is irreversible”.

“We aim at providing conditions for holding elections in a way that from now on the Armenian citizen was the one to claim victory and not this or that political force. And I would also like to stress that our next priority is the fight against corruption from manifestations of electoral bribes to state and judicial corruption,” Nikol Pashinyan stated.       

 

According to him, the most important ideological issue in Armenia is the definition of applied significance of the state. 

 

“When the Republic of Armenia was founded in 1991 and we thought that everything was great, we allowed a serious conceptual mistake to happen. We did not clearly define the reason why the Armenian people established the Republic of Armenia as a state. 

 

We are convinced that the Republic of Armenia was created by the people with the following purpose: focusing Armenia’s human, physical, mental, scientific, economic and spiritual potential or its significant portion in our territory and providing its security and natural development. We envision the further development of Armenia based on this concept, which will lead us to free and happy Armenia,” Armenian PM stated. 

 

Touching upon the activity of Hayastan All-Armenian Fund, Nikol Pashinyan said that it became the indicator of trust of the Armenian diaspora towards the Armenian government.  

 

“Analyzing the activity of the fund, we can get a comprehensive understanding of what is happening in diaspora, their concerns and possible solutions to the issues,” Nikol Pashinyan noted.

6 000 Armenian citizens appeal to Ombudsman’s office on rights violations in 2017

Last year, more than 6 000 citizens have applied to the Office of the Ombudsman of Armenia with requests to protect and enforce their rights. The data for 2017 was presented by human rights defender Arman Tatoyan.

He said that last year the office received 1 300 complaints more than those received in 2016. Furthermore, three times more cases have received a positive decision for the applicants.

Disturbing facts about the elections

In 2017, parliamentary elections were held in Armenia as well as elections to the Council of Elders of Yerevan and leaders of regional communities.

According to Arman Tatosyan, society has lost trust in the elections as a result of the violations recorded throughout their course:

“Based on the results of observation of the election processes by the ombudsman’s office, alarming information and evidence of bribery of voters and abuse of administrative resources have been recorded in 2017. There were cases of obstruction of the work of journalists.

“There were cases of pressure on public servants and high school employees and intimidation of voters, and also threats of dismissal and forced voting of subordinates.”

Obstruction of journalistic activities

According to Arman Tatoyan, in 2017 various cases of obstruction of the work of journalists have been recorded, including by officials:

“The state representative should be guided by the presumption of law-abiding, good faith and honesty of the journalist. The ultimate beneficiary of any state activity is society, and communication [between the state and the society] is carried out through journalists. The country needs to create an atmosphere in which a journalist would feel protected by the state.”

Right to social security

The report of the ombudsman also reflects numerous cases of violations in calculating pensions, employment tenure, and maternity allowances.

Judicial system

Arman Tatoyan stated that fundamental changes are needed in the judicial system. It is important to change the opinion of judges on their rights, especially those related to the use of detention as an exceptional measure of restraint.

“Human rights are not protected at the initial stage of imprisonment and during detention. It is important to determine the right moment when to apply the measure of confinement. A person is being taken to the police station against their will – straight from the street.

“They are deprived of their freedom without minimum rights. The main problems are identified at this stage when a person is brought from the street to the police station. A detainee is held for longer than the set time, the registers are filled in incorrectly and so on,” the ombudsman said.

Rights of lawyers are violated

Arman Tatoyan stressed that a lawyer’s confidentiality is not a subject to publicity. He expressed himself against the decision prohibiting lawyers to take a whole list of items into the courtroom. The human rights defender also considers it justified that the lawyers object against searches which they are subjected to before entering a court building to perform any official duties.

Prince Charles supports Armen Sarkissian’s charity initiative

YEREVAN.- During a Sunday visit to the Yerevan My Love Benevolent Foundation office in the Armenian capital, Armenian President Armen Sarkissian told reporters that Prince Charles of Wales in supporting the foundation. 

“Prince Charles is supporting this project, who had visited Armenia with this purpose. At that time, many didn’t understand why he arrived and wrote foolish things [referring to certain media rumors]. The Prince is also a great friend of Armenia, he is supporting this project for many years, he has great knowledge about the history of Armenia’s architecture and he came to our country to see Armenia,” the president said.

Prince Charles was in Armenia in May 2013 on a private visit. Armen Sarkissian accompanied the heir apparent to the British throne during the visit.

Yerevan My Love project, dedicated to preserving architecturally significant buildings in Yerevan and putting them to use to improve the life experience of disabled children, young people and disadvantaged families, is the brainchild of Armen Sarkissian, which he founded in 2010 – when he didn’t hold public office.

National Security Service of Armenia arrested director of a large company

Alexander Avanesov. The National Security Service of Armenia in the fight against corruption and economic crimes revealed a criminal scheme. The large company Norfolk Consulting Ltd. maliciously avoided paying taxes, fees and other mandatory payments in especially large amounts. This is stated on the official website of the National Security Service.

In particular, according to the source, the Service found out that the representatives of the company Norfolk Consulting LLC often did not declare and did not conduct properly through customs the goods imported into the republic, thereby underestimating the funds due to the state budget. In addition, the company created unequal competitive conditions for citizens who imported the same goods.

As a result of the preliminary analysis, it was calculated that from August 1, 2017 to May 1, 2018, Norfolk Consulting through cash transport companies received cash of $ 37.6 million, of which $ 26.4 million were imported to Armenia through the customs registration of goods and $ 11.2 million due to services rendered by business entities. As a result of unclear reflection of the above amounts in tax documents, the company did not pay about $ 7 million to the state budget, which is equal to 3.3 billion drams. On the fact in the investigation department of the National Security Service a criminal case was opened. The general director of the company Norfolk Consulting LLC Armen Unanian and three other responsible employees of the company were arrested on suspicion of committing a crime under the article 205 of the 2nd Criminal Code. Two former vice-chairmen of the State Revenue Committee were invited to be interrogated as witnesses in a criminal case. The preliminary investigation continues. Measures are taken to clarify all the circumstances of the case, as well as to identify other persons and compensate for the damage.

On May 24, the Director of the National Security Service of Armenia, Artur Vanetsyan, told journalists that the NSS continues to work to identify those involved in corruption and illegal enrichment. According to him, the National Security Service has already subjected a number of persons to the drive after revealing the corruption schemes of their illegal enrichment. "The preliminary operational data confirmed our suspicions, and in the near future the public will be aware of the results of this work," the head of the National Security Service said. He pointed out the importance of carrying out work at a high professional level, so that no one doubted. Arthur Vanetsyan, however, evaded the question whether the names of high- ranking officials would be named. "We said that we will start active operations on May 23. Actions have been started, and in the coming days there will be publications," he said, adding that he supports the return to the state budget of the funds appropriated from the state. The director of the National Security Service stressed that the work begun will be complex and large-scale.

Armenian leader Pashinyan’s son volunteers to serve in Karabakh

The move received praise from Armenians accustomed to seeing the sons of top officials shirk military service.

Armenian Prime Minister Nikol Pashinyan’s son has enlisted in the military and will be deployed to Nagorno Karabakh, a relatively rare move in a region whose elites don't typically send their sons to fight.

In a live broadcast on his Facebook page, Pashinyan appeared alongside his son Ashot, who turned 18 in March. Ashot Pashinyan said that he had decided to serve in Karabakh in order to provide strength to the army and work toward a “peaceful solution” to the conflict.

Pashinyan said the gesture was not intended to elicit “praise for myself” but to encourage more Armenians to enlisted in the army. The prime minister called on compatriots abroad as well as those under the age of 27 who had deferred service to go to their nearest recruitment office and join the armed forces.

“There is no place for such [shirking] in the new Armenia,” he said.

Pashinyan’s gesture did nevertheless receive widespread praise on social media, including a post on the Azerbaijani satirical Hamam Times making an unflattering comparison with Azerbaijani President Ilham Aliyev, whose son recently graduated from university but does not serve in the military.

Citizens of both countries have complained over the years that the poor bear the heaviest costs of the conflict. The sons of government officials, by contrast, are commonly believed to be exempt from such service – though the claims are difficult to verify since neither country releases data on their recruitment process.

Armenians have long argued that bribery has allowed wealthy families to ensure their children receive safe assignments. Others allegedly let their children avoid conscription altogether by leaving the country.

Azerbaijanis also believe bribes are prevalent in the conscription system. In February 2015, the doctor at the head of military medical commission tasked with conscription was arrested for allegedly taking bribes in exchange for declaring men unfit for military service.

Pashinyan's move generated scorn from official Azerbaijan; Foreign Ministry Spokesman Hikmet Hajiyev called it “populist.”

Hajiyev also argued that Pashinyan's son's service in Karabakh bolsters Baku's claim that the situation in Karabakh amounts to an Armenian “occupation.” Karabakh is currently controlled by a de facto Nagorno Karabakh Republic, which is not recognized by any country (including Armenia) but which is heavily propped up by Armenia.

“By this move, Armenia's leadership yet again confirms that international legal responsibility for the occupation of Azerbaijani territory rests with Armenia,” he told the news agency Azertac.

Military service in both countries is obligatory for males once they turn 18. Most Armenians serve two years; Azerbaijanis serve 18 months.

YEREVAN (Azatutyun.am)—As part of its declared crackdown on corruption, Armenia’s National Security Service on Wednesday accused a company controlled by a wealthy businessman linked to the former ruling Republican Party of evading millions of dollars in tax payments.

It claimed that Samvel Aleksanyan’s Alex Holding group colluded with the former leadership of the State Revenue Committee to run a tax scam in the country’s largest food supermarket chain owned by it.

The NSS detailed the accusations after raiding the head office of the Yerevan City chain and confiscating documents kept there. It reported no arrests, saying only that senior company executives have been questioned as part of the criminal investigation into “large-scale tax evasion” and “false entrepreneurship.”

An NSS statement said the company has illegally sold agricultural products and “numerous” other items at Yerevan City supermarkets through 461 small firms mainly registered in the name of its employees and their family members. Some of those workers were not even aware of that, it said.

Under Armenian law, small firms with an annual turnover of up to 115 million drams ($237,000) are exempt from profit and value-added (VAT) taxes paid by larger businesses. They are only required to pay “turnover tax” equivalent to 2 percent of their revenue.The VAT rate is set at 20 percent.

The NSS statement said the fraud scheme has enabled Alex Holding to avoid making an estimated 7.2 billion drams ($15 million) in VAT payments since the end of 2016. A tax audit will determine “the precise amount of the damage inflicted on the state,” according to the powerful security agency.

The 49-year-old Aleksanyan, who is known as Lfik Samo, is one of Armenia’s richest men who has long effectively controlled lucrative imports of sugar, cooking oil and other basic foodstuffs. He has had close ties with the country’s former leaders, notably former President Serzh Sarkisian. The tycoon has been a parliament deputy representing Sarkisian’s Republican Party of Armenia since 2003.

The NSS claimed that the SRC, which collects taxes and other duties in the country, also allowed 11 other large retailers to use the same method of tax evasion. It advised them to voluntarily “re-calculate” their tax obligations before being inspected by the NSS in the coming weeks.

The SRC’s previous head, Vartan Harutiunyan, and his two deputies resigned shortly after Nikol Pashinyan was elected Armenia’s prime minister on May 8. The latter have been questioned in a separate NSS investigation launched earlier this month.

The NSS arrested late last week three senior executives of a customs brokerage company accused of failing to pay millions of dollars worth of taxes. The company’s executive director is a figure close to Harutiunyan. The former tax chief has not been questioned or indicted so far.

Artur Vanetsyan, the new NSS director appointed by Pashinyan, announced the unprecedented crackdown on corruption and tax fraud on May 19. The NSS said on Wednesday that it is determined to continue the “consistent fight against corruption and economic crimes.”

President Armen Sargsyan prepares hamburgers for children

The children gathered at “Orran” charitable organization are waiting for the hamburgers prepared by President Armen Sargsyan.

On the occasion of the International Children’s Day, Armen Sargsyan prepared hamburgers for them.

Before starting, Mr. President asked not to be very strict, as he would do it for the first time.

His only experience in cooking was making omelettes.

“A1 +” asked his wife Nune Sargsyan whether omlettes mad by him were tatsy.

“It’s tasty, one can eat it,” said Mrs. Sargsyan.

She also mentioned that unlike her husband her two sons are professionals in the kitchen.

What is happening in Karabakh and why?
Protests broke out in Stepanakert on 1 June. Dozens of people (quite a few for a town of a 1000 residents) have blocked the central Azatamartikneri Avenue until the late hours of the night.
 
Protesters say that an earlier incident involving the special forces of the National Security Service of Karabakh was the cause of the unrest. A household fight involving a special forces officer resulted in 20 special forces officers arriving at the scene and brutally beating two civilians.
According to witnesses, the police did not intervene. They instead detained those who were beaten, although they were then forced to transfer them to hospital. It has been reported that their condition is no longer critical.
 
Following yesterday’s protests, however, criminal proceedings have already been launched. Fifteen people were taken into police custody, mainly the attackers.
 
Local political scientist Tigran Grigoryan says that people protested the arbitrariness of the security forces.
Experts note the long-entrenched power structure in Karabakh, built on two components:
  • Support of Yerevan, where, since 1997 and until recently, Karabakh natives Robert Kocharian and Serzh Sargsyan held power;
  • The punitive force of the ‘special forces’.
Leading up to now
Following the ‘Velvet Revolution’ in Armenia in April and May 2018, new authorities are in charge. The newly elected Prime Minister of Armenia and revolutionary leader Nikol Pashinyan paid his first visit to Stepanakert on 9 May. There, he made it clear that the Armenian authorities will no longer ‘patronize’ the Karabakh authorities.
 
He made a statement on the Karabakh settlement process and said that: “From now on Artsakh [the local-name of Karabakh – JAMnews] should defend its interests at the negotiating table itself.”
 
However, this statement was also projected on the relations between Stepanakert and Yerevan. Many interpreted it as the refusal of Yerevan to appoint and sponsor the authorities in Stepanakert.
 
Experts are now of the opinion that Karabakh cannot stay away from the processes taking place in Armenia. A change of power in Stepanakert looks more and more inevitable, and now, apparently, the processes are paving their way for the resignation of the current President of Karabakh, Bako Sahakyan.
Protester’s demands
Protesters are still demanding the resignation of only the heads of law enforcement agencies – Prosecutor General Artur Mosiyan, the Head of the Police Kamo Aghajanyan and the Chief of the National Security Service Arshavir Garamyan.
 
Bako Sahakyan’s resignation is still out of the question, but the demand is out there.
 
The deputy of the Karabakh parliament Hayk Hanumyan (who, like Nikol Pashinyan, is a native of the Armenian town of Ijevan) met with Bako Sahakyan, but has not yet reported the results of their talks.
 
According to eyewitnesses, the authorities are panicking in plain sight – not only did the State Minister Araik Harutyunyan and Secretary of the Security Council Vitaly Balasanyan come out to meet the protesters, but the heads of the security agencies are also trying to calm the situation.
There is, however, the opinion that they themselves do not mind taking advantage of the situation of a power change.
Who can come to power
The reality of Karabakh is that no clear opposition leaders exist. Therefore, the question of who can replace Bako Sahakyan does not have an unambiguous answer.
 
Several options are being considered.
 
One is the former president of Karabakh Arkady Ghukasyan, who is considered a ‘compromise’ candidate by Serzh Sargsyan and Robert Kocharyan.
 
Another contender is the current Foreign Minister of Karabakh, Masis Mayilyan, who in 2007 was Bako Sahakyan’s rival in the presidential elections and spent ten years as strong opposition.
 
There is also MP Hayk Khanumyan, who is trying to mobilize protest moods in Karabakh. In 2016, he was beaten after his participation in a rally in support of former Defence Minister Samvel Babayan. Babayan was sentenced to seven years imprisonment in 2017 on charges of preparing violent actions against the authorities in Yerevan and is behind bars.
 
There is another potential candidate – the current Status Minister Araik Harutyunyan, who enjoys quite a lot of public support and heads the Free Homeland Party, which holds a majority in the parliament.
 
As Artsakh blogger Alexander Kananyan writes, the time of Bako Sahakyan’s rule is inexorably nearing its end.
Who is Bako Sahakyan?
Bako Sahakyan became the president of Karabakh in 2007 and was re-elected in 2012. Before becoming president, he headed the National Security Service of Karabakh. Before that, he spent four years as representative of the Armenian National Security Service at the FSB in Moscow, Russia.
 
In 2017, a constitutional reform was implemented in Karabakh, which provided the president with extra power. At the same time, the parliament elected Bako Sahakyan as a ‘transitional president’ until 2020, when the nationwide presidential elections are to be held.
 
This political stunt was seen as an attempt by Yerevan to keep a loyal in power in Stepanakert.
 
However, after the change of power in Armenia, Bako Sahakyan’s three-year ‘transitional’ term lost its significance, and a change of power in Stepanakert seems to be only a matter of time.

Republicans Lose Absolute Majority in Parliament as Armenian Tycoon Leaves the Faction
Armenian National Assembly Member Samvel Aleksanyan, a business tycoon, has announced that he’s leaving the Republican Party of Armenia faction. 

On June 6, speaking to reporters in Parliament, he did not clarify the reasons behind his decision.

Samvel Aleksanyan was a member of the Republican faction of the National Assembly but was not a member of the Republican Party itself.

Aleksanyan’s decision to leave the faction is consequential as with his departure, the Republicans lose their absolute majority in the 105-seat parliament. Now the Republicans have 52 votes against the remaining 53, although the Republicans still have the biggest faction in the National Assembly.

Earlier, Artur Gevorgyan, Shirak Torosyan, Feliks Tsolakyan, Arman Sahakyan and Artak Sargsyan had also left the RPA faction. The last two are also considered major businessmen. This is significant since according to Armenian law, the deputies have no right to engage in entrepreneurial activity. Therefore deputies register their businesses under the names of their relatives and friends.

Last week, Armenia’s National Security Service launched an investigation into Armenia’s largest supermarket chain, “Yerevan City,” which belongs to the family of Samvel Aleksanyan. The NSS announced that the chain evaded substantial taxes. “Yerevan City”, meanwhile, claims that everything was within the legal framework and in accordance with agreements with the former government.

YEREVAN. – Armenia has two ‘lungs;’ the big one is Armenia, and the small one—the [Armenian] diaspora. 

Vartan Gregorian, President of the Carnegie Corporation of New York and Co-Founder of Aurora Humanitarian Initiative, on Saturday told the aforesaid to reporters in Armenia’s capital city of Yerevan.

“When a danger threatens one [of them], the other one should work harder so that the ‘body’ remains [in] good [shape],” he added.

And when asked what the Armenian diaspora and Armenia want from one another, Gregorian responded as follows, in particular: “The diaspora has no right to demand anything from Armenia; the diaspora shall help Armenia. We are the Armenian government, the Armenian society, [and] we have establishments. It’s not a matter of money; it’s a matter of devotion. We shall do everything so that Armenia [should] be one of the most developed and educated countries.

“But Armenia has external problems, problems with neighbors; but we can do so that education be the number one. We have a very talented generation; I don’t want it to leave Armenia and go away. We shall come from abroad, [and] bring our money so that we help the country.”

YEREVAN. – Speaking to Zhoghovurd (People) newspaper, once wealthy businessman Mikhail Bagdasarov, who worked under the umbrella of ex-President and ex-PM Serzh Sargsyan—but was declared bankrupt in 2015, gave a “positive” assessment to the velvet revolution that took place in Armenia, according to Zhoghovurd.

“Bagdasarov gave a positive response to our question as to whether Serzh Sargsyan was one of the factors behind closing [his] business.

“He did not rule out that, under the new authorities, he will again start engaging in business in Armenia.

‘“If the state believes that I can help with a matter, if they make a proposal, and if I’m satisfied with that proposal, [if they] give an opportunity, something will happen,’ Bagdasarov said adding that he is not opposed to speaking with Prime Minister Nikol Pashinyan on those matters,” wrote Zhoghovurd.

Ex-Army General, Lawmaker Arrested

 

Raid on Properties reveals weapons arsenal, private zoo, car collection and stockpile of donated food earmarked for soldiers
YEREVAN—Manvel Grigoryan, an influential retired general of the Armenian Armed Forces and a lawmaker from former President Serzh Sarkisian’s Republican Party of Armenia was arrested Saturday and his property raided by officers of the National Security Service of Armenia.

The NSS agents raided Grigoryan’s compound in the Arshaluys village in the Armavir region as well as his villa in Etchmiadzin and released a video detailing the discoveries at the properties.

At the compound in Arshaluys, the NSS agents discovered an arsenal of weapons, dozens of both vintage and new vehicles and a stockpile of donated canned and preserved food accompanied by letters from addressed to servicemen, earmarked for soldiers during the 2016 April War.
